1 POSITION PURPOSE

The purpose of the Protection Engineer position is to provide Protection Systems Design
services associated with operational and project oriented requirements of Powerlink’s HV &
EHV transmission system.

The Protection Engineer forms part of the Protection Systems team within the Secondary
Systems Design section which is in the Design Solutions group in the DTS division. The
main role of the Secondary Systems Design section is to provide in-house secondary system
infrastructure design services and technical expertise that support a cost-efficient, whole-of-
life design philosophy to meet Powerlink’s infrastructure and project commitments.

4 ACCOUNTABILITIES

Leadership Accountabilities (Individual Leadership)

• Work with immediate manager to develop SMART individual performance and


behavioural targets, ensuring that required outcomes and alignment to broader team
goals are clearly understood.
• Monitor and measure achievement of performance and behavioural objectives
through regular discussions with immediate manager, proactively seeking feedback
and support to ensure expectations are met.
• Clearly communicate input requirements from others and seek to understand
questions or concerns, facilitating problem solving to ensure outcomes meet
business requirements.
• Proactively develop and maintain constructive working relationships with team
members and key stakeholders, working collaboratively to achieve mutual business
outcomes.
• Follow and role-model Powerlink business processes and policy expectations to
ensure that required outcomes are achieved in accordance with organisational
expectations.
• Take personal responsibility for understanding and following safety policies and
practices, demonstrating personal engagement with safety and proactively identifying
risks and hazards to continuously improve Powerlink’s safety performance.

Role Specific Accountabilities

• Ensure all Protection Systems designs are delivered for assigned projects and tasks
in accordance with Powerlink’s policies, standards and practices whilst ensuring
adherence to individual project budget and timeframes.
• Take responsibility for the Protection Systems Design component of the project
lifecycle from scoping and estimation through to post-commissioning.
• Actively consider Safety in Design for its whole of life application from conception
through to decommissioning.
• Maintain currency of knowledge of Powerlink’s policies, standards and practices and
actively take responsibility for their own training and development.
• Collaborate with internal designers and other design groups, to ensure successful
design and project outcomes.
• Collaborate with Design Standards and Asset Investigations and other Powerlink
stakeholders to ensure successful design, project and business outcomes.
• Report regularly on the progress of design deliverables and negotiate timeframes
based on availability of resources.
• Ensure all required documentation is prepared and adherence to quality
management processes at all times, including configuration design verification where
it applies.
• Ensure accurate entry of information into the Powerlink Configuration Management
System (CMS) and Drawing Management System (DMS)
• Perform Owners’ Engineer role for outsourced projects.
• Contribute effectively to the improvement of the Secondary Systems Design teams.

Qualifications

Essential
• Four year degree in Electrical Engineering and eligible for Corporate Membership of
Engineers Australia.
Desirable
• Hold Registered Professional Engineer Queensland (RPEQ) in a relevant field of
expertise.

Previous Work Background/Environment

Essential
• Considerable experience in Electrical Engineering, in the areas associated with
protection systems design.

Demonstrated Technical Skills

Essential

• Competent with symmetrical components, fault analysis, fault calculations and


protection relay settings calculations.
• Familiarity with protection relay vendor software and ability to produce protection
relay configurations..
• Ability to read engineering drawings and express technical information graphically.
• Familiarity with the circuitry used in high voltage substations, the circuitry interface
with protection relays and a high level understanding of substation control systems.
• Ability to carry out detailed design of protection systems for approved projects and
tasks including the preparation of Design Advices, estimation and associated
protection drawings and configurations.
• Familiarity with the National Electricity Rules (NER) applicable to protection systems
design.
• Familiarity with all aspects of substation design including Primary Systems and
Telecommunications.
• Ability to produce staged designs catering to complex commissioning staging plans.
• Understand Australian and/or International Standards and legislative requirements
associated with HV substation design and engineering eg. AS/NZS 3000, AS 2067,
Electricity Act, Work Health & Safety Act, Professional Engineers Act, National
Electricity Rules (NER) etc.
• Ability to plan and carry out protection systems configuration design verification in
established test environment.
• Good technical writing and verbal communication skills.
• Proficient in the use of computer based office tools such Outlook, Word, Excel,
PowerPoint, and Objective Electronic Documentation and Records Management
Systems (EDRMS).
• Have a working knowledge of Project Management.

• Familiarity with communications protocols such as DNP3.0 and IEC61850.


• Familiarity with engineering programs such as Mathcad and PSSE.A thorough
understanding of all aspects of substation design.
• Experience in Factory Acceptance Testing (FAT) and the development of relay test
plans.

Demonstrated Behavioural Skills

• Demonstrated personal responsibility for understanding and following safety policies


and practices, demonstrating personal engagement with safety by proactively
identifying risks and hazards, and reporting incidents.
• Communicate effectively with a range of persons including customers, suppliers,
contractors, other technical experts and senior management.

procedures carefully.
• Identifying and prioritising steps which need to be undertaken to deliver on
expectations. Arranging the necessary resources to achieve outcomes.
• The ability to work under pressure and meet deadlines and changes in priorities, in

• Represent Powerlink in a professional and ethical manner in their dealings with
customers, contractors and suppliers.
