PROJECT PROPOSAL

I. PROJECT TITLE : CONSTRUCTION OF 100-BED CAPACITY


LEVEL II HOSPITAL

IV. PROJECT COST : Approximately 250 Million inclusive of


Land Development and Building

V. PROJECT RATIONALE

Article 2, Section 15 of the Philippine Constitution provides that “The


State shall protect and promote the right to health of the people and instil
health consciousness among them”. Further, Article 13, Section 11 of the
Philippine Constitution provides that “The State shall adopt an integrated and
comprehensive approach to health development which shall endeavor to make
essential goods, health and other social services available to all the people at
affordable cost. There shall be priority for the needs of the under-privileged,
sick, elderly, disabled, women, and children. The State shall endeavor to
provide free medical care to paupers”

Republic Act No. 7160, otherwise known as the Local Government


Code of 1991 mandates the local government units to provide basic facilities
including the construction of a hospital in their respective areas of jurisdiction
and to exercise other powers and functions as necessary, appropriate and
incidental to the efficient and effective provision of basic services and
facilities.

The industrial revolution brought enormous social changes that


impacted on health and health care. The rapid economic growth of
Tuguegarao City paralleled with the massive growth of population increases
the needs of hospital services. Tuguegarao City has an existing two
government hospital, the Cagayan Valley Medical Center (CVMC) run by the
Department of Health and the Tuguegarao City People’s General Hospital
(TCPGH). These hospitals cannot cater to the hospital/healthcare needs of the
residents of Tuguegarao City adding the influx of individuals coming from
nearby towns and provinces who cannot afford to be treated on private
hospitals.

. The Construction of a 100-Bed Capacity Hospital Level 2 is a clinical


establishment that will provide secondary healthcare services by various
health professionals such as doctors, nurses, allied health workers, dentists,
pharmacists, and pathology and imaging professionals. It can be a general
hospital providing multi-speciality services having facility for surgery,
anaesthesia, and emergency management.
VI. OBJECTIVES

 To promote general public welfare through the development of


excellent and professional hospital care for the people

 To create a sustainable, high quality, and cost efficient healthcare


system that can be accessed by all

submitted proposal is a two storey building with the provision of an
additional one storey.
