1.0 GENERAL
1.1 Background

Thien Ung field is located in the middle part of Block 04-3 in the Nam Con Son Basin,
offshore the Socialist Republic of Vietnam, approximately 15 km of Dai Hung field, and
approximately 270 km southeast of Vung Tau. The Block 04-3 covers an area of
approximately 2600 km2. The Thien Ung field is including its 2 structural parts. Thien Ung
structure discovery was made in 2004 with the 04-3-TU-1X well. Two subsequent
appraisal wells (04.3-TU-2X and 04.3-TU-3X), drilled and tested respectively, delineated
the field.
Location of Thien Ung field is shown in Figure 1.1 below.

1.2 Purpose of document

This document defines the minimum requirements for design, materials, fabrication,
inspection, testing, documentation and preparation for shipment for the supply of sacrificial
anodes for the cathodic protection of jackets, piles, conductors and other equipment to be
installed as part of BK-TNG wellhead platforms.
The requirements given in this document relating to material, workmanship, standards,
testing and inspection shall be taken as the minimum requirements of COMPANY.

1.3.1 Definitions
PROJECT FEED service for BK-TNG Wellhead Platform

COMPANY The party which initiates the project and ultimately pays for its design
and construction and owns the facilities. Here the COMPANY is
Vietsovpetro (Referred to as VSP)

CONTRACTOR The party which carries out all or part of the design, engineering,
procurement, construction and commissioning of the project

VENDOR The party on which the order or contract for supply of the equipment /
package or services is placed

1.4 Order of Precedence

The following order of priority shall apply to the various documents, codes and standards
called up with the Invitation to Bid Package or Purchase Order:

3) This Specification.

In case of conflict on a given level of document then the VIETSOVPETRO shall decide
which requirements shall take precedence, without cost or schedule impact. The BIDDER
shall clearly state and list exceptions to this specification, its attachments and all
referenced Codes and Standards.

1.5 Intend

The Supplier/Vendor shall comply with the requirements of this specification unless
otherwise instructed by the Purchaser in writing.
1.6 Units

SI units shall be used.

All documentations and communications shall be in the English language and


Vietnamese.

3.3 Vendor Exceptions

The Vendor shall be responsible to submit, together with the Tender, a list of deviations or
exceptions to this Specification to COMPANY. In the absence of any exceptions, it will be
construed that the Vendor fully complies with this Specification.

4.0 GENERAL REQUIREMENTS

Sacrificial anodes are required for Jacket Cathodic Protection and this Specification
includes a description of the characteristics of the anodes, manufacturing requirements,
and provision for inspection and quality control.
The Cathodic Protection systems shall be the stand-off sacrificial type, and be composed
of anodes with configurations and anodic material compositions suitable for use in the
waters offshore Vietnam. Anodes shall be of a standard model or series in regular
production at the Manufacturer's place of business.
Anode configuration and structural details shall conform to the Contract Drawings, except
minor variations are permitted to suit Manufacturer's standards. If the Manufacturer's
electrochemical capacity is greater than the minimum required in this specification, the
weight of each anode and the total number of anodes shall not be reduced from the
Contract Drawings.
The weight of each anode should comply with standard NACE RP 0387 (± 3% of nominal
net weight)
Anode manufacturing and testing requirements shall be in accordance with the latest
edition of NACE RP 0387.
This specification does not apply to anodes for the Cathodic Protection of seabed
pipelines. However the vendor shall ensure that the jacket Cathodic Protection systems
are electro-chemically equally compatible with those selected for the seabed pipelines
Cathodic Protection system.
This Specification shall be read in conjunction with the typical anode details in Appendix 1.
Anode numbers and distribution shall be in accordance with the Purchase Enquiry/Order
(Material Requisition), cathodic protection calculation and Project Drawings.
4.1 Operation and Design Life

Sacrificial Anodes shall be designed to provide full protection during the platform design
life of 25 years, with 90 percent of the anode mass being consumed at the end of the
design life. A reduction of 10% for each 1 % of anode consumption shall be considered.
4.2 Environmental Conditions

Sacrificial anodes will be installed on platforms offshore Vietnam. The Anodes shall be
designed for the site conditions defined in the Structural Design Basis.
4.3 Materials

All materials shall be as detailed on the drawing and referenced in this specification. When
materials are not specified the Vendor may offer his standard material suitable for the
offshore marine salt laden environment and operating/design conditions for approval. All
materials shall be new and free of defects.
4.4 Units of Measurement

The units of measurement on all documentation and equipment shall be in accordance


with Structural Design Basis.

4.5 Transportation Loads

The sacrificial anodes shall be designed to withstand forces from jacket transportation,
installation and environmental during the platform operating life. The forces will be
extracted from the relevant analyses of the jacket.
If required, the Vendor shall provide transportation supports for loading and transporting
the assembled and completed packages from Vendor’s works by either road and/or sea.
4.6 Certifications

The manufacturer shall ensure that all applicable technical documentation, test results and
inspection documentation are validated by a Certifying Authority. Acceptable certifying
authorities shall be a recognized classification society (DNV, Lloyds, ABS etc...)

5.0 TECHNICAL REQUIREMENTS

5.1 General

a) The system is to provide uniform protection to all steel surfaces in contact with seawater
or with the seabed

Technical requirements of anode material:


 Anode shape : Stand-off platform anode
 Chemical content of alloy : Al-Zn-In without Hg
 Anode alloy density : 2750 kg/m3
 Electrochemical capacity : Minimum 2500 Ah/kg
 Closed circuit potential : ≤ (-) 1050mV with respect to Ag/AgCl/seawater
 Efficiency : 90%
b) The Vendor shall suitably document and present to VSP a track record of acceptable
laboratory trials showing that the material offered complies at least with the above
requirements
c) The Vendor shall disclose to VSP the full chemical analysis of the material offered.

5.2 Alloy Composition

a) The anode material offered shall be suitable for long term continuous use in seawater
b) Sacrificial anodes shall be manufactured from Indium activated aluminium alloy

5.3 Core Materials

a) The maximum carbon content of all steel to be welded shall not exceed 0.23%.
b) The carbon equivalent of the insert materials shall not exceed a value of 0.45%. The
Carbon Equivalent (CE) shall be calculated using the formula:
CE = C + 1/6 x Mn + 1/5 x (Cr + Mo + V) + 1/15 x (Ni + Cu)
c) Rimming steels shall not be used.
d) Subject to meeting the above requirements the steel tubular core shall be API 5L Grade
B or equivalent.
5.4 Core Dimensions and Locations

a) The requirements of the core to be suitable as a means of attachment shall govern in the
requirements of Sections 5.3 and 5.4;

b) For stand-off sacrificial anodes the core location within the anodes shall be within ±5% of
the nominal position in anode width and length, and within ±10% of the nominal position
with respect to anode depth;

c) The cross-section dimensional tolerances of the anode core shall comply with the
appropriate specifications for the core material used;

d) Anode core extensions for attachment of stand-off sacrificial anodes to pre-installed lugs
shall be coplanar to within ± 2mm.

5.5 Core Surface Preparation

For sacrificial anodes, the central steel core that is within the cast anode shall be bright
steel, free from surface rust or visible surface discoloration to a near-white metal finish to
either BS 7079 Part A1, or SIS-05-5900 Grade Sa 2.5 at the time of casting. The finish
must be sufficient to guarantee an electrical bond between the core and anode for the
design life of the anode. Galvanized cores shall not be used.
5.6 Anode Identification

Each anode shall be die-stamped in order to identify a unique piece number, the melt
number, Vendor’s name, Purchaser’s mark and sequential number, anode type as defined
in the requisition inspection stamp. The marking shall be on the face that is to become the
outer face of the installed anode.
5.7 Anode Weights

a) The individual casting net weight greater than 50 Kg shall be within ± 3% of nominal net
weight.

b) All anode castings and cores shall be weighed individually to confirm compliance with
specified tolerance. The individual weights shall be recorded.

c) The total anode net weight of same nominal sizes shall be no more than 2% above and
not below the nominal contract weight.

5.8 Anode Dimension and Straightness

a) Anode mean length shall be within ± 3% of nominal length or 25 mm whichever is


smaller.

b) Anode mean width and depth shall be within ± 5% of nominal mean width and depth.

c) For all anodes, the anode and anode insert dimensions shall be suitable for the proposed
fitting requirements.

d) The straightness of the sacrificial anodes shall be subject to a maximum deviation of 2%


of the anode length from the nominal longitudinal axis of the anode.

e) All sacrificial anodes shall be dimensionally checked to ensure compliance with the
above requirements.

5.9 Surface Irregularities of the Anode Casting

An agreed sample of sacrificial anodes shall be inspected visually to confirm compliance


with points below:
a) Shrinkage depressions shall not exceed 2 per anode and be limited to 10% of the
nominal depth of the anode, 50% of the distance to the anode core, or 10mm, whichever
is the least.

b) The anode casting shall be free from non-metallic inclusions.

c) Cold shuts or surface laps shall not exceed a depth of 10mm or extend over a total length
of more than the width of the anode.

d) All protrusions detrimental to the safety of personnel during handling shall be removed.
The surface shall not be grinded before inspection.

e) Reduction in cross section of anodic material adjacent to the emergence of inserts shall
not exceed 10% of the nominal anode cross section.

5.10 Cracks in Cast Anode Material

Sacrificial anodes shall be inspected visually to confirm compliance with points below:
a) Within the section of cast galvanic anode material wholly supported by the insert,
transverse cracks of unlimited length and depth are permitted if width does not exceed 5
mm and if there are no more than 10 cracks per anode. Cracks of 0.5mm width or less
shall not be included in the cracks count. Full circumferential cracks shall not be
permitted (NACE RP 0387).

b) Cracks shall not be permitted in the end sections of the anode unsupported by the anode
core.

c) Cracks which extend around two or more faces of the anode shall not be permitted.

d) Longitudinal cracks shall not be permitted, except in the final ‘topping-up’ metal.

5.11 Anode Sections and Internal Defects

a) For each anode type and size, one anode taken at random shall be sectioned for every
100 (or part thereof) produced. The destructive test and result shall comply with 3.11 of
NACE RP 0387

b) The sacrificial anodes shall be transverse sectioned by single cuts at 25%, 33% and 50%
of the nominal length or at other agreed locations.

c) The cut faces, when examined visually without magnification, shall contain no more than:

 Two percent of the sum of the surface area or 5% of any one surface as gas holes or
porosity

 One percent of the sum of the surface area or 2% of any one surface as non metallic
inclusions

 10% of tubular insert circumference containing voids adjacent to the cast galvanic
anode insert as an average of all sections, the maximum for any one section being
20% of circumference (NACE RP 0387)

d) The cut faces shall be dimensionally checked to ensure that the core location is within
10% of the nominal position with respect to width and depth.

5.12 Vendor’s Acceptability

Vendors shall demonstrate their ability to cast sacrificial anodes according to this
Specification and the relevant anode drawings prior to the awarding of a contract.

6.0 CATHODIC PROPECTION FOR JACKET STRUCTURE

6.1 Painting and Coating

The anodes shall be free from coating. Certain areas of the structures will have coatings
that may include Thermally Sprayed Aluminium (TSA) and paint. The coating breakdown
factors shall be determined from manufacturer’s data or from the referenced NACE and
DnV codes.
6.2 Support Requirement

Anode cores shall be of tubular construction and be smoothly profiled. The ends shall be
provided with stiffeners in four directions and welded onto double plates rolled to the
curvature of the supporting member.

7.0 QUALITY ASSURANCE, INSPECTION AND TESTING

The Vendor shall demonstrate that he operates a quality system in accordance with an
internationally recognized standard. The effectiveness of the quality system and the
Vendor's compliance with it shall be subject to monitoring by Purchaser and VSP and in
addition, may be audited following an agreed period of notice.
The Vendor shall submit a quality control program for Purchaser/VSP review at the time of
Tender. The Vendor shall provide facilities for and cooperate with Purchaser and VSP
during manufacturing, assembly and testing.
7.1 Inspection and Test

All testing shall be carried out at the manufacturer’s or other approved test facility. Test
equipment shall be supplied by the manufacturer. The minimum scope of testing is
summarized below. The vendor shall supply an ITP with the Tender.
VSP, or its representative(s), shall be given reasonable access to all places of
manufacture that concern the construction and testing of the sacrificial anodes. In addition,
they shall be entitled to attend all tests and inspect all phases of manufacturing and to
receive a copy of all conformity certificates and test sheets, ensuring that the finished
product conforms to this Specification
All materials shall be identified against original mill test certificates and in accordance with
this Specification.
Full dimensional checks shall be carried out to ensure compliance with the approved
drawings.
Instruments used in Quality Control and Testing shall have valid calibration, and critical
instruments should be calibrated at least once per shift.
7.2 Anode Material Testing

The melt (or furnace charge) shall be taken as that weight of alloy to which final alloy
additions are made prior to pouring direct into the moulds. A batch shall be taken as all
those sacrificial anodes produced from a single melt.
Any anode selected for testing shall be fully traceable to its manufacturing lot number and
heat melt. The Vendor shall carry out the tests identified below and submit fully
documented and certified results to VSP.
7.2.1 Chemical Analysis

a) No anode casting shall commence prior to performing chemical analysis to show that the
alloy constituents fall within the declared range specified for that alloy.

b) A full spectrographic analysis shall be made on representative samples taken at the


beginning and end of each melt to prove that the chemical composition is within the
declared limits of the alloy specification.

c) If alloying additions are made in holding furnaces or crucibles, then analyses shall be
made at the beginning and end of pouring from the holding furnace or crucible.

d) No additions of any kind shall be made to the melt following spectrographic analysis.

e) Each melt shall be assigned a unique melt number (Section 5.6) which shall be
transferred to all samples taken from that melt and to all records pertaining to that melt.
All samples taken shall be indestructibly marked with the unique melt number.

f) At least two further samples, taken at the same frequency as those for spectrographic
analysis, in the form of sticks of approximately 30mm diameter x 200mm long shall be
retained from each melt for use in electrochemical testing. These samples shall be
indestructibly marked with the unique melt number.

g) All samples shall be retained for a minimum of 10 years beyond completion of the supply
contract and may, at the option of VSP be subjected to independent analysis and testing.

7.2.2 Short Term Voltage Testing

a) A short term voltage test shall be carried out on one representative sample from each 15
tonnes. Sampling for potential testing shall however be performed for each heat of anode
material produced. All samples for testing shall have adequate marking.

b) The test procedure shall follow the recommended procedure as described in DNV RP
B401 Annex B. The Vendor shall submit details of his proposed test procedure for VSP
approval at the time of Tender.

c) All potential readings shall be referenced to the Ag/AgCl/seawater or calomel reference


electrode

Acceptance criteria shall be as follows:


Minimum protection potential for bare steel in sea water : -0.8 Volts (Ag/AgCl).

Minimum closed circuit potential in seawater : -1.05 Volts (Ag/AgCl).

Minimum current capacity in seawater at 20±3 °C : 2500 Ah/kg

d) Test pieces exhibiting potentials more positive than those specified above shall be cause
for rejection. However, retesting may be carried out on three specimens from each heat
of the testing lot.

e) Failure of any of these subsequent samples shall render the whole batch subject to
rejection.

7.2.3 Short Term Capacity Test

a) A short duration capacity test shall be carried out on one representative sample of each
15 tonnes.

b) The test procedure shall follow the recommended procedure as described in DNV RP
B401 Appendix B. The Vendor shall submit details of his proposed test procedure for
VSP approval at the time of Tender.

c) Anode capacity shall be determined by weight loss. For Indium activated aluminium alloy
the capacity shall not be less than 2500 Ah/kg.

7.3 Release, Re-Test and Records

a) Cast sacrificial anodes shall be strictly segregated by melt number until such time as
released and accepted subsequent to satisfactory results of testing as given under
Section 6.2.

b) Should any analysis or test result produced from procedures specified in Section 6.2 be
outside the specified limits then the entire anode batch from the respective melt(s) shall
be rejected.

c) Detailed records of all analysis, inspection, electrochemical testing and documentation


shall constitute part of the retained documentation in Section 9.

d) Sacrificial anodes shall not be released from Vendor’s works until the results of
electrochemical testing related to those anodes have been approved by VSP.

e) Any anode selected for test that is in non-compliance with any of the criteria specified
within this specification and the manufacturer’s drawings shall be rejected. A further three
sacrificial anodes shall be selected and the tests of Sections 5 and 6 carried out. If any of
these fail then the whole batch shall be rejected. If they pass, the initial test anode will be
rejected and the remainder of the batch accepted.

7.4 Site Support

The Vendor, in their tender, shall provide details of their after sales support capability.
Vendors shall advise their nearest service representative and nearest service facility.
7.5 Drawings

The Vendor shall submit to VSP, for their approval, manufacturing drawings for the
sacrificial anodes complete with all dimensions and tolerances, welding details and
materials.

8.0 STORAGE ON SITE

Sacrificial anodes shall be carefully stored on site to ensure that there is no degradation of
the anode material due to atmospheric conditions.

9.0 DOCUMENTATION

The Vendor shall be responsible for providing all documentation in accordance with the
Vendor Data Requirements List supplied by the Purchaser/VSP.
All documentation shall be forwarded to Purchaser’s nominated address. Purchaser shall
submit the documents to VSP for approval.
Fabrication of any sacrificial anodes shall not commence until the Purchaser/VSP has
reviewed and approved calculations, drawings and any other design documentation.
9.1 Supplied Documentation

The Vendor shall, for every consignment leaving the Works, provide a certificate/data
sheet showing the following, to be approved by VSP:
a) The Vendor’s and if different, the manufacturer’s name;

b) A certificate of conformity stating that the sacrificial anodes comply in all aspects to the
Specification;

c) The number of sacrificial anodes, size and weight of each anode, core and leg
description and dimension;

d) The batch weight;

e) Chemical analysis results;

f) Electrochemical test results;

g) Anode efficiency;

h) Anode Potential;

i) The beginning and end spectrographic analysis of each melt contained in the despatch;

j) Material certificates for all anode cores;

k) Certified results of inspection and testing;

l) VSP Purchase Order number and project name;

m) The Vendor’s job number.

The results of all inspection and testing shall be fully recorded and incorporated into the
supplied documentation.
This information is to be reviewed by the VSP at the various stages of
manufacture/fabrication.
9.2 Purchase Order Documentation

The following documentation shall as a minimum be included in the Vendor’s scope of


supply:
a) General arrangement drawings showing main dimensions, weights, arrangements of
components

b) Comprehensive data sheets for all major items, including completed data sheets included
in the enquiry/purchase order

9.3 Tender Documentation

As part of his Tender, the Vendor shall include the information requested above.
9.4 Retained Documentation and Samples

All documentation retained in respect of Section 7 shall be available for inspection by


Purchaser at the Vendor’s works during the Contract period and, subject to reasonable
notice, for a period of two (2) years thereafter.
The results of the analysis and electrochemical tests produced in accordance with Section
7 shall be referenced to individual heat numbers and shall form part of the documentation
retained.
All samples used for the analysis and electrochemical tests shall be retained for possible
independent testing for a period of ten (10) years after completion of the Contract.
9.5 Documents to be Submitted During Bidding

a) Anode material types testing approval if any, including long term test, previous test report
(if any).

b) Confirmation of guaranteed minimum electrochemical efficiency in Ampere-hr/Kg,


minimum closed circuit potential, compliance of chemical composition, net and gross
weight, compliance with drawing.

c) Inspection Test Plan.

10.0 HANDLING AND PACKING

Packing shall comply with paragraph 3.13 of NACE RP 0387.

Handling and storage of the anodes shall be such that dimensions, surfaces and quality of
the anodes do not suffer any alteration.

The supplier shall take all necessary precautions to protect the anode material against
damage during handling and storage.

Supplier is to submit his packing, storage and preservation procedure for shipping of anodes
for VSP review and approval.
