1. PURPOSE

This document describes the equipment expected for the transformer substation of the Miramar Wind Farm,
which will make possible to raise the voltage from the generation level (33 kV) to the transport level (132 kV).
The purpose of this document is to define the scope, general technical characteristics and requirements
associated to request for quotation to construct, all the infrastructures system in 33 kV and 132 kV under a
turnkey project for Miramar Substation.
This document include minimum requirements for design, engineering, manufacture, delivery, construction,
services, tests, commissioning and guarantees in work scope, and will be considered an integral part,
regardless of whether in some paragraphs only one of them is mentioned.

2. APPLICABLE REGULATIONS AND SPECIFICATIONS


The CONTRACTOR should comply with all Argentinean laws and/or regulations affecting the project, as
well as local regulations or instructions given by the authorities when required.
All devices, and electrical, control, protection and communication systems, must be designed, constructed
and tested in full accordance with the requirements dictated by the latest editions of Standards, Codes or
regulations listed below, so that they can be installed and operated with safety and quality in accordance
and in full compliance with electrical codes. TRANSBA standards must be considered, although they are not
mandatory at the GOLDWIND installations.

When discrepancies occur between the different regulations, the most restrictive system will always be
followed. All regulations published up to the date of signing the Contract will be binding.

3. GENERATOR FIELD

The MV network will start at the 33 kV bars of the Pad Mounted transformer substation located near the WTG
base.
The Miramar Wind Farm will evacuate the energy produced across 6 underground MV lines with cable
19/33 kV, each of which evacuates 5 or 4 WTG. The lines are protected by SF6 switching units.
Two or three switching units are available in each WTG to provide continuity in the circuit and a circuit
breaker protection switching unit for the transformer that increases the voltage from 690 V (energy delivered
from the WTG) to 33 kV (energy evacuated towards substation).

4. DESCRIPTION OF MIRAMAR 33/135 SUBSTATION

Installation considered in this tender will be part of MIRAMAR 33/132 Substation, including all infrastructure
works, which are basically: access and internal roads, leveling, foundations and structures for the switchgear,
supply and laying of H.V., M.V., L.V., O.F. cables, etc., with all necessary works, substation earthing,
drainage network, building, environmental restoration, etc.
Scope of this request for quotation refers to all supplies and services needed to construct MIRAMAR
Substation described in this document and drawings.

4.1. SUBSTATION SITUATION


MIRAMAR Substation will be located on a rectangular plot (85 m x 115 m). The total expected surface is
9775 m2
Approximate location of MIRAMAR SET in UTM WGS84 Zone 21H coordinate system, is shown in the
table:

The substation will be compound by the following buildings:

 High voltage yard at 132 kV.


 HV control building (TRANSBA).
 Wind Farm Control building (OWNER) which will have a separate room for 33 kV Switchgear.
 Wind Farm Warehouse.
 Vehicles parking lots.
 Vials.
In the Substation is where the general protection of the Miramar Wind Farm and the global measurement of
the generated energy are performed.
Substation layout and interior roads can be seen in drawing:

All equipment should be designed according to International standards or Argentinean standard when
required.
CONTRACTOR should provide all needed services, some of them, but not limited to, listed below:
 Drinking water.
 Electricity.
 Telephone.
 Bathroom fittings.
 Etc.
Management of waste generated during construction (land and rubble, packaging, wood, cardboard,
cables, scrap metal, organic material, etc.) will be included in CONTRACTOR's scope of activities.

4.2. HIGH VOLTAGE SYSTEM (132 kV)

The substation is planned with a double busbar U configuration.


The limit between the TRANSBA and GOLDWIND is proposed in the Transformer High Voltage side. This
means the all the equipment in 132 kV except power transformers will be the responsibility of company
transport for operation and maintenance.

The property will be delimited with a perimeter fence to divide the substation into two areas. One area is for
TRANSBA operation and the other for GOLDWIND. Both will have access completely independent.
Once the 132kV equipment is installed, it will be transfer to the transporter company for its operation and
maintenance. Its specifications must meet the requirements of the transporter company. The corresponding
engineering shall be approved by them.

From the electrical point of view, the 132kV network has following essential characteristics:

 Operation voltage: 132 kV.


 Maximum system voltage: 145 kV.
 Rated current bus bar 1250 A
 Creepage distance 20 mm/kV
 Rated lightning impulse withstand voltage: 650 kV.
 Frequency: 50 Hz.
 Neutral system connection: Solidly earthed neutral system.
 Rated short-time withstand current: 31.5 kA

4.3. MEDIUM VOLTAGE SYSTEM (33 kV)

Voltage and insulation levels corresponding for 33 kV System, will be at least as follows:
 Operation voltage: 33 kV.
 Maximum system voltage: 36 kV.
 Rated lightning impulse withstand voltage: 170/200 kV.
 Rated power frequency withstand voltage: 70 kV.
 Frequency: 50 Hz.
 Neutral system connection: Impedance earthed neutral system (0.5 kA).
 Short circuit current: 25 kA (in Wind Farm Substation).
A three-phase neutral earthing reactor will be installed for the 33 kV system to increase the impedance in the
neutral point of transformer, so during single phase faults the reactor will limit the fault current to a maximum
value of 500 A during 30 seconds.

4.4. INSTALLATION DESCRIPTION


Scope of this request for quotation refers to all supplies, assemblies, commissioning and services to be carried
out to construct the substation inside the plot of land indicated in drawings.
All instrument transformers winding ratios, powers, accuracy classes, etc., and surge arresters, switches and
disconnectors should be checked, and, when applicable, most suitable will have to be defined.
Suitably sized metal and precast reinforced structures for the assembly of all equipment will be installed.
The high voltage equipment specification must meet the requirements of the transporter company. The
corresponding engineering shall be approved by them.

In order to receive the power and information from 33/132 kV Miramar Wind Farm substation, it should be
carried out the adaptation (of supply of equipment if it is required) of the substations in Necochea and
Miramar transformer stations.
For the connection of the new Wind Farm, it should be considered the following adaptitions in the mentioned
transformer station:

 Adaptation of line bay at 132 kV to receive ET Miramar in TRANSBA 33/132 kV Miramar substation
 Adaptation of line bay at 132 kV to receive ET Miramar in TRANSBA 33/132 kV Necochea
substation
 Adaptation of protection systems in TRANSBA 33/132 kV Miramar and Necochea substations
 Adaptation of communication systems and their associated equipment in TRANSBA 33/132 kV
Miramar and Necochea substations

4.4.1. 132 kV System

The designed substation arrangement includes:


 Two (2) line bay of 132 kV. This bay will have the functions of the 132 kV line, totally equipped with
circuit breaker, disconnectors, surge arresters, current and voltage transformers, all necessary
connections conductors, clams.
 One (1) 1250 A, 132 kV Double busbar, U configuration, totally equipped with voltage transformers,
and structure for bars.
 One (1) Bus Coupler, totally equipped with circuit breaker, disconnectors, current transformers, all
necessary connections conductors, clams.
 Two (2) transformer bay totally equipped with circuit breaker, disconnectors, surge arresters, current
transformers, all necessary connections conductors, clams.
 Two (2) Power Transformers 36/60 MVA ONAN/ONAF, YNd11 33/132 kV
33 kV/132 kV Power transformers will be installed outdoors next to the control building. Supply, transport
and assembly of the transformer 36/60 MVA, as well as filtering and commissioning operations, are
included in the scope of this tender, also connection and earthing are included, in case that will be
necessary. Helping to transformer manufacturer during assembly and commissioning should be included in
this tender.
The necessary equipment for a secure operation of bay control is located in the local control cubicle as well
in the connection boxes of high-voltage apparatus. The cabling between LCCs and HV apparatus connection
boxes will be provided.
This substation will consist of the following main equipment:

 18 units 132 kV capacitor voltage transformers.


 4 units 132 kV three-pole rotative switch, motor driving and grounding blades.
 1 units 132 kV three-pole rotative switch, motor driving.
 27 units 132 kV one-pole rotative switch, motor driving.
 2 units 132 kV three-pole circuit breaker, motor driving.
 9 units 132 kV one-pole circuit breaker, motor driving.

 6 units 132 kV current transformers 200 – 400/1 – 1 – 1 – 1A.

 4 units coupling capacitor

4.4.2. TRANSBA Auxiliary Services Supply

The auxiliary service system must meet the requirements of the transporter company. The corresponding detail
engineering shall be approved by them.

 One (1) low voltage system for 230 Vac services.


 One (1) low voltage system for 110 Vdc services.
 Two (2) 230Vac/110Vdc battery charger-rectifier and 110 Vdc batteries
 One (1) generator set 100 kVA (minimum), 230 V, 50 Hz.
 Two (2) power voltage transformer HV/LV 100 kVA 132000/230 Vac outdoor unit
 Low voltage system for auxiliary, power and lighting services.
 Lighting elements and outlets.
 Wiring and connection of all equipment.
 Firefighting
 Intrusion prevention, rodent prevention and safety systems.
 Grounding network.

4.4.3. 33 kV System

 1250 A single broken busbar configuration formed principally by the following cubicles:
 Six (6) feeder switchgears with 630A circuit breaker.
 Two (2) power transformer switchgear with 1250A circuit breaker.
 Two (2) auxiliary service transformer switchgear
 Two (2) busbar voltage measuring switchgear
 Two (2) capacitor bank switchgear
 One (1) coupling switchgear with 1250A circuit breaker.
 Two (2) three-phase grounding reactor in the MV output of power transformer.
 Two (2) 33 kV three-pole rotative switch, manual driving.
 Two (2) capacitor bank 2 steps of 2 MVAr each
 Thirty six (36) 33 kV surge arresters.

4.4.4. GOLDWIND Auxiliary Services Supply

 One (1) low voltage system for 400/230 Vac services.

 Two (2) 400Vac/110Vdc battery charger-rectifier and 110 Vdc batteries
 Two (2) cast resin MV/LV transformer 250 KVA 33000/400-230 Vac indoor unit
 Low voltage system for auxiliary, power and lighting services.
 Lighting elements and outlets.
 Wiring and connection of all equipment.
 Firefighting
 Intrusion prevention, rodent prevention and safety systems.
 Grounding network.

4.4.5. Protection and control system

A substation Control system for the data collection and orders, signals and alarms sending in the distance,
which shall be installed in the control building of the Substation (TRANSBA). They will be included the
communication elements for the internal links plus the external link via VSAT or others. It will be established the
communication by fiber optic and microwaves of the substation control system to the electrical supplier local
company substations, as well as to the remote management energy organisms operating in the Republic of
Argentina. They will also be considered the remote protection schemes indicated by the local operator
company.
Communication and control system of Wind Farm will be connected to the control building of the Substation
(GOLDWING) communication and control system.

4.4.6. Wind Farm Control Building and TRANSBA Building

4.4.7. Outdoor civil works

4.4.7.1. Plot layout

Substation will be built on in one level. CONTRACTOR will execute all necessary works for leveling the
ground: pull up shrubs and bushes, remove top soil and carry out ground scarification, cutting and leveling
(side-hill cuts and embankments). Leveling will be checked using tachometry.

4.4.7.2. Earthwork

CONTRACTOR will supply all materials, labor and equipment necessary for execution and termination of all
works, in accordance with the specification, and according Argentinean standards.
CONTRACTOR will never cut off any installation or underground conduction without the GOLDWIND's
written authorization and will repair any possible damage caused to these installations or services, at its
expense.

Adequate documentation of all topographical work carried out should be available, and GOLDWIND should
receive a copy.

4.4.7.2.1 Leveling

Removal work will be carried out taking necessary precautions to achieve sufficient safety conditions and
prevent damage to elements GOLDWIND has designated and marked to be kept intact.
Special care will be taken not to damage plant species outside leveling area, and all surfaces, trees, etc. that
are damaged will be restored.
From natural ground on which filling has to be seated, all stumps and roots with a diameter over ten
centimeters (10 cm) will be removed so that there are none left in the filling, nor at least fifteen centimeters
(15 cm) in depth underneath the natural ground surface. They will also be removed underneath embankments
with a height under thirty five centimeters (35 cm) to a depth of fifty centimeters (50 cm) underneath the
leveling.
All cavities caused by removing stubs and roots will be filled with the earth that has been left after clearing
the land, and compacted until the surface is similar to the existing ground.
All potholes and holes left in the leveling will be filled in according to GOLDWIND’s instructions regarding
this matter. Work will be carried out in such a way that people near to works cause as least inconvenience
as possible.
All forestry by-products, except wood that can be sold, will be managed according to GOLDWIND’s
instructions as regards this matter.

4.4.7.2.2 Excavation

All different types of excavations will be carried out according to civil works, building execution drawings
and specifications, and subject to modifications that, depending on the nature of the land, GOLDWIND
orders in writing. All non-authorized excess excavation carried out by CONTRACTOR, whether due to an
error made by personnel or due to any faults in techniques used to carry it out, should be filled with
embankment or type of land considered suitable by GOLDWIND, in the way it indicates, and the excess
excavation or the ordered filling will not be paid for.
In general, the finished excavation surfaces will be refined and cleaned up so that there are not blocks or
slabs in danger of becoming dislodged.
If it were essential to make shorings or proppings to prevent over excavation or for safety reasons,
GOLDWIND may order them to be carried out, at the expense and risk of CONTRACTOR.

4.4.7.2.3 Embankments and fillings

All necessary work, material and equipment to carry out experimental tests, dumping, leveling, compaction
and filling tests is included in this concept, as indicated in drawings and specifications.
CONTRACTOR will position and flatten the filling to levels indicated in drawings and with densities specified
later on.
Before starting the filling work, CONTRACTOR will make some experimental embankments to determine
methods, machinery, number and speed of the most appropriate runs, according to demanded densities,
areas to be filled in and weather conditions.

The results of these tests will be subjected to the approval of GOLDWIND. This approval, however, will not
exempt CONTRACTOR from the obligation of reaching the minimum required densities.
Filling will be carried out by appreciably horizontal layers, with a thickness indicated by GOLDWIND, in
light of the results obtained in experimental embankments. A maximum thickness of 25 cm per layer will be
applied by default.
Compaction will have to be carried out overlapping the runs, at least, in a third (1/3) of the width of the
compacting machine.
If specified compaction conditions in on-site tests do not comply with the number of runs obtained in the
experimental embankments, filling will be stopped, and over-compaction carried out until the minimum
specified limits are reached.
If specified value is not reached, as GOLDWIND considers material unsuitable, the layer of filling will be
removed and replaced by suitable material. If material were to be considered suitable, affected layer will be
removed. In both cases, compaction will be carried out again in the specified conditions.
Material with less than 25% of cut up rock or pellets, with maximum diameters of 15 cm, will be placed in
sufficiently thick layers to contain the largest sized ones. Nevertheless, in no event will layer thicknesses,
before compacting, of over 40 cm).
Fragments or rock or pellets will have a maximum size of 30 cm and will be completely surrounded by fine
material. All necessary precautions will be taken to prevent gaps that could be filled, throughout life of
embankments, by erosion of the rock.
To comply with this condition, a procedure for carrying out sidehill cut work, guaranteeing a sufficient
proportion of fine material and suitable rock fragmentation, supplementing with breaking blocks that are
larger than those allowed or moving them to dumps or filling areas without support functions previously
authorized by GOLDWIND.
Each layer, before starting to spread the next one, should be leveled and shaped with the necessary
equipment.
Cut up rocks or pellets of less than fifteen centimeters (15 cm) underneath the leveling spot height will not be
allowed in embankment crown.
Each embankment layer should be compacted with the necessary humidity content to obtain the required
compaction degree, with authorized equipment, depending on the experimental embankment results.
Rollers should be previously approved by GOLDWIND who will dictate the equipment usage conditions,
specifically indicating the minimum authorized amount of rollers to be used continuously when making the
embankments, according to the cubic meters of material spread per hour.
The number of runs will be controlled to the letter, marking the area to be treated, until the entire area has
been compacted.
The most suitable humidity content is considered to be optimum corresponding to the normal or Modified
Proctor test as applicable.
Humidity content of the material to be laid will be dictated by GOLDWIND, considering the quality of the
land and equipment used. However, if there are no indications to the contrary, it should be as close as
possible to the optimum obtained humidity, and it is allowed to be slightly higher whenever the materials are
predominantly clayey, to guarantee the evenness of the compaction.

When adding water were necessary, the necessary measurements will be taken for the dampening to be
uniform, and all operations necessary for obtaining suitable humidity will be included in the price of the
corresponding works unit.
Leveling crown will be made up of selected ground, with the thickness and shape indicated in drawings, and
CONTRACTOR can suggest increasing or reducing the thicknesses after authorization from GOLDWIND in
following cases:

 When more soil is obtained from excavations in borrow areas than initially planned.
 When less ground is obtained from excavations than initially planned. In the second case,
GOLDWIND may authorize, if considers it appropriate, the use of materials defined as suitable
ground.
If necessary, borrow area land may be used for embankments. However, in this case GOLDWIND must
authorize this beforehand and as long as the land has similar characteristics to the area to be filled in.
If it were necessary to send the soil to dumps located in the works, CONTRACTOR should ask GOLDWIND
to approve or designate the place for dumping.

4.4.7.2.4 Excess excavation

Any excess excavation, either in width or depth, will be filled in with approved materials, and compacted
according to GOLDWIND requirements and paid by CONTRACTOR. GOLDWIND may order filling in
excess depths with mass concrete or other suitable materials when considers it necessary.

4.4.7.2.5 Excess material in excavations

The CONTRACTOR will draw up a Dumping Plan that should be approved in writing by the competent
authority and presented to the PROPERTY before carrying out any dumping.
Any rubble dumped outside the places authorized by the Dumping Plan should be collected, transported and
dumped in the authorized places, at the CONTRACTOR's expense. Any damage to third parties from
dumping rubble outside these places will be at the expense of the CONTRACTOR.
The rubble will be left in the skips so that it is stable and does not hinder traffic or the rain runoff. The
CONTRACTOR will pay for these skips.

4.4.7.3. Drainage

Drainage will consist of making drainage trenches with a drainage pipe and geotextile cover, surrounding
the drainage aggregate these trenches will then be filled in with. Geotechnical study will be used for the
design of drainage system.
Corresponding manholes, drainage outlets, channels, gutters and collection wells will be installed, comprising
a complete drainage network determined by calculations using the maximum rainfall data in the area.
Drainage network will be used to evacuate the rain to several drainage well distributed around the substation
(minimum height level), which will be determined on site, as there are currently no development or water
evacuation infrastructure in the area where the substation plot is located. A concrete gutter will be built
outside the substation enclosure, also evacuating to the lowest height point.

Drainage wells will be built according to hydrological study or water will be drained off freely if this is
allowed in by Environmental Authorities and the contrary is not indicated in Environmental regulations and
normative in Argentinean legislation.
Roads will slope towards the perimeter areas.
A pluvial draining system will be provided for rain water drainage, from cable trenches, roads and
transformer tanks with evacuation at dispersion chambers.
All drainage pipes will be mounted underground.
Domestic waters from sanitary groups will be outdoor drained to a septic tank (ecology type).
The building’s gutter downpipes will end in some manholes built on the pavement. The water will be
evacuated through pipes from these manholes to the substation’s outdoor drained. The water tank provided is
connected direct to water catchment pit pump.

4.4.7.4. Switchgear foundations

Depth of foundations depends on ground characteristics and this depth will be determined according to the
geotechnical study.
As a general rule, foundations corresponding to outdoors elements (circuit breaker, rotative switch, instrument
transformers, surge arresters…) will be made with reinforced concrete insulated footings. In general, it will be
carried out in two phases. In first one, excavation, formwork and concreting will be carried out to suitable
height, leaving the anchor bolts (to screw the equipment supports) embedded.
In second concreting phase, the crown height will be reached and finishing will be carried out in a diamond
point shape. Also in this second phase, and in foundations that require it, pipes for passing electric cables
and earthing cable will be installed, according to number and quality indicated in construction drawings.
As a safety measure, foundation box’s slopes will propped up in points where it is considered necessary to
prevent landslides. Any water that may appear during excavation will also be pumped out.
After foundations execution, over excavation will be filled in with classified soil (natural graded aggregate),
spread and compacted up to 95% of Modified Proctor (M.P.) test.

4.4.7.5. Transformers Foundation and oil tank

A foundation will be made for each transformer 33/132 kV. This foundation will be designed to collect any
oil that may spill out of the transformer and sent it to the oil tank.
The power transformers will be laid in reinforced beams. It will be made out of reinforced concrete and
stainless steel pipes for liquids to pass through each of the bodies and store inside the tank. Its job will be to
collect oil in the event of a breakdown in one machine, preventing it from spilling onto the soil and protecting
environment. Oil tank will have a capacity of 20% more than the transformer oil volume.
It will be watertight, and suitably sealed inside and outside, applying two crossed coats of waterproof paint.
Concrete joints between the base and the walls will be made with reinforced bars, so that perfect water
tightness is obtained.
Rainwater evacuation will be carried out with stainless steel pipes and a pump, so that the excess water
comes out is discharged to drainage well.

4.4.7.6. Pipelines

All pipelines and manholes necessary inside substation plot will be made, including 33 kV line ones coming
from wind turbines.
Racordable prefabricated pipeline will be used with detachable covers for control, measurement, protection,
etc. cables to be used on the surface occupied by outdoor installation. These pipelines will be made with
prefabricated elements approved by GOLDWIND.

4.4.7.7. Fence

External fence will be executed according to drawing WE4123-ET_PEMSA-DW-05-PERIMETER_FENCE-


Ed01.
A sliding door will be installed for vehicle access and a pedestrian door. These doors will be made out of hot
dipped galvanized sections and electrowelded mesh or palisade, so that continuity with fencing is
maintained.

4.4.7.8. Urbanization

Substation area and access from existing road will be completely urbanized.
Road domains will be made according to drawings. Width of roads will be reflected in drawings, and
bends will be designed with a radius that allows trucks to turn around.
Road surface will prevent water from accumulating anywhere on them.
In access area, road will be completed on each side by water ditches, which will be connected to substation
drainage network.
Finished surface in outdoor switchyard area will be made out of a layer of 10 cm thick gravel, except for the
normal transit areas, which will be made according to the road domain description included in drawing
WE4123-ET_PEMSA-DW-04-ROAD_SECTION-Ed01.
No connection to public water supply network will be available, and therefore a tank large enough to meet
the installations needs (20 m3) will be installed, equipped with a suitable pressure assembly.
For sewage treatment, a septic tank will be installed.

4.4.8. Building civil works

Buildings will comply with municipal standards and with applicable technical regulations.
Buildings should also comply with existing standards regarding fire prevention (suitable fire resistance of its
materials, evacuation way design, doors with panic bar, etc.).
Rooms will be equipped with suitably calculated ventilation according to the equipment to be installed and
control rooms will have an HVAC system.
 Wind Farm Control building (OWNER O&M) will have following separate main rooms:

The building, with just one floor (except switchgear gallery), will be made out of bricks, 30 cm with thermal
insulation. The roof will be a prefabricated span roof with finishing imitating the finishing and colors in the
area.
Floor will be a technical self-supporting sub-floor (3000 kg/m2) for the equipment to be assembled in the
substation control room.
All accesses to building will be carried out with metal doors with panic bars, soundproofing and heat
insulation and with suitable dimensions for equipment to be assembled to pass through.
Natural lighting and ventilation will be through practicable windows and grates.
Building will be perfectly prepared for installation of electric equipment inside it in suitable conditions.
Foundations will be made out of vibrated reinforced concrete. Concrete will have a minimum characteristic
resistance of 30 N/mm2, and all its components (cement, aggregates, water and additives when applicable)
will comply with international standard specifications and indications in Geotechnical Report provided by
GOLDWIND.
All frames will be made out of high adherence corrugated steel bars or corrugated steel electrowelded mesh.
Building earthing will be carried out with the grid resulting from calculation of earthing mesh. Internally it will
have a ring connected to two or more points of substation’s earthing network, which links to the outside in the
access door if door is metal. All building’s equipment and metal masses will be connected by thermo
welding, clamps and earthing terminals.
Building, once finished, will be an equipotential surface, and this is achieved joining all formwork embedded
in the concrete, with electric welding. Doors, grates and windows will be in contact with the equipotential
surface.
Outer doors and grates will be painted in a color to be determined. The non-technical floor will be made out
of 40 x 40 cm floor tiles, except for toilets, which will be made out of ceramic plates.
Inside walls will be plastered and painted with smooth plastic paint in a color to be determined by
GOLDWIND. Ceiling will be painted in smooth white. Building’s outer side will be painted in a similar color
to the surrounding environment, and gutters and downpipes will be made out of copper.

A 2.0 m wide pavement will surround the building, with facing boulder, with high resistance concrete kerb,
laid on a reinforced concrete floor.
All trenches for cables to access the building should be perfectly sealed against humidity, particularly those
corresponding to building’s floor cable pipelines, which should also be made impermeable.

4.4.9. Earthing network

To make the earthing network, a basic mesh of bare copper electrodes with a minimum section of 120 mm2
will be buried. They will be parallel longitudinally and transversally to the enclosure, forming perfectly uniform
rectangles in contact with the natural ground, placed between 50 and 100 cm underneath the leveled
ground of the platform to allow to control the surface gradients and guarantee that the step and contact
voltages stay within the limits established by law, and taking into account the data provided by the
geological-geotechnical study. Also will be needed horizontal electrodes of steel covered with copper in
different points of the earthing net
Following specifications should be taken into account:
 All mesh connections to junctions and branches should be made with thermal welding.
 Device and structure earthing will be carried out taking a loop out of earthing mesh, and therefore
connections to mesh will always be double.
 Loop connections will be carried out using a special copper part with an output for rod/cable, making
the connection at the bottom of the structure, support or device.
To earth the devices assembled on supports, this special part for loops, with a copper rod/cable will be
used, assembled on a rod holder or clamp fastened to the support, making the connection between terminals
with stainless steel nuts and bolts.
Overhead earthing network (overhead mesh, Franklin points, etc.) will be designed and executed so that the
entire substation is protected against atmospheric over-voltages.
When this installation has been finished, step and contact voltages and maximum resistance of the network
will be measured to confirm that these values comply with the standards, issuing the corresponding report.

4.4.10. 132 kV and 33 kV switchgear

132 and MV equipment for switchgears will be supplied according to TRANSBA technical specifications and
to the SLD.
Some notes to take into consideration:
 Separate centralizing boxes will be installed in secondary of current/voltage transformers for metering.
 Minimum cross section of cables (To be revised according Argentinean Standards):
 Between CT and centralized boxes: 6 mm2
 Between centralized boxes and protection cubicles 4 mm2
 In the metering secondary it should be ensured that 50% of the accuracy load of the equipment is
reached, and therefore when necessary, resistances will be installed in this secondary.
MV cubicles
The MV distribution will consist of an input from the 33/132 kV power transformer or one or several
distributed outputs, according to the wind farm configuration, in a 25 kA single busbar configuration.
Furthermore, a voltage measuring cubicle will be installed, with disconnection and an output for the auxiliary

service transformer supply with a turns ratio of 33/0.400-0.230 kV. Also will be needed one protection
cubicles for capacitor banks.
In order to fulfill energy quality requirements, the referred two capacitor banks will be installed to compensate
the reactive energy. This type of capacitor banks will be installed outdoors.
MV installation will be carried out with metalclad type cubicles, with insulation in air and breaking in SF6 or
vacuum. The main characteristics of medium voltage cubicle will be according to the data sheet.
Switchgear assembly will consist of one single broken busbar according to SLD.
A low voltage cabinet will be at the top of the cubicles with the protection relays and other triggering and
control elements required for the proper operation of these cubicles.

4.4.11. High Voltage cables and bars

The substation conductors shall be Aluminum Conductor Steel Reinforced (ACSR) 300/50 Al/Ac and shall
comply with the requirements specified in this document and/or other approved standards. Operation
characteristics such as following:

 Rated voltage of the system: 132 kV.


 Type and gauge: ACSR 300/50 Al/Ac
 Conductor material: Aluminum/ Steel.

It considers the following points regarding conductors, insulators, fittings and connectors:

 The conductor to be installed in bars, downleads and taps to all equipment in the 132 kV area will be
ACSR cable, gauge 300/50 Al/Ac.
 Also conductors necessary for the substation shielding must be considered (guard wire); to close the
shield, they will be installed in major structures, both longitudinal and transverse of the various electrical
areas of the substation.
 The materials will be suitable for outdoor use.

4.4.12. Medium Voltage cables

4.4.12.1. Power transformers power supply to cubicles

For connections between power transformer and cubicles are recommended various cables per phase 400
mm2 of Al, XLPE 36 kV rated voltage. The section, number of conductors and length will be determined
according to the maximum power of the installed transformers, foreseeing an overload of 20%.
Same cable shall be used for connection between power transformer and reactance.

4.4.13. Low Voltage cables

4.4.13.1. Indoor installation power cables

It will be used for interconnection between transformer and panels and between these and rectifier-battery
units.
These cables will comply with following specification:

Numbering: For their identification, the conductors will be marked with a highly visible numbering, at regular
intervals (for ≥ 6 conductors) or with colors (without earth) according to CENELEC Harmonization Document
HD 308 S2: 2001 (for ≤ 4 conductors). The marked should be easy to read and made of indelible ink.

4.4.14. O.F. cables.

Supply, laying and connection of all O.F. cables applicable to the substation, whether for substation's control
and protection system's communications or for wind farms’ control system’s communications.
Main characteristics of fiber optic cables are as follows:
 According to standard IEC 60794-1 and IEC 60794-3
 12 fibers per cable
 9/125µm for single-mode optical fiber
 Fire resistance
 Halogen-free content
 Protection against water penetration
 Protection against rodents
Single-mode cable will be installed according to needs.
Optical fiber cables will be connected using optical terminals, suitable for each type of fiber. These
connections will either be mechanical or pigtail, depending on the type of fiber and always maintaining
attenuation within the allowed design ranges.

4.4.15. Integrated Control and Protection System

In terms of secondary switching, the supplied command-control and protection system for the primary elements
in the 33/132 substation MIRAMAR has to be 100% redundant and uniformly integrated, with an open
hardware and software architecture by exclusive utilization of digital equipment dedicated to the
EMS/SCADA applications for high voltage electric substations. The hardware and software components
used in the SCADA system have to be state-of-the-art.
The communication protocol would be IEC 6185 or DNP3 for the GOLDWIND generation system.
Communication protocols for protection coordination with TRANSBA should be defined by TRANSBA
according to the existing system already installed in Necochea and Miramar TRANSBA substation.
As main requirements, the substation SCADA system should be delivered installed, tested and with parameters
set so that it can immediately operate (turnkey). Consequently, the CONTRACTOR will take care to provide
all specific work required.
Parameter setting for equipment and systems (including calculation) will be performed so that they can be
100% functional upon substation commissioning. They will also perform transmission of data acquired from
the existing TRANSBA systems.

The substation parameters will be set in such a way as to provide its tele-management and supervision from
the hierarchically higher dispatcher level, the substation being prepared to operate personnel-free. The remote
control will be performed in real time with updating of substation analogue and digital data within 1 s at the
most.
All protection terminals should be equipped with embedded digital disturbance-meter, which should allow
analyzing the protections operation in case of incident with the help of software packages.

4.4.16. Remote Control

The remote control system will allow for consulting and controlling both the substation and the wind farms
from the Control Room and Wind Control Office.
The remote control of the electric substation should be carried out according to the indications in the
GOLDWIND and TRANSBA Technical Specifications
For GOLDWIND and TRANSBA auxiliary service control a CPU terminal will be installed in the 33/132 kV
DC/AC Monitoring Unit cubicle, with control functions for digital inputs from the auxiliary services.
For actively and reactively controlling the WF, it will be necessary for the wind turbine SCADA and the
Substation SCADA to be directly connected together. This communication will be via Modbus under TCP/IP.
With this connection, the Substation’s SCADA system will notify the machine SCADA in real time about the
active and reactive power being evacuated to the power grid, and will allow the machine SCADA system to
govern the adjustment variables of these values, either acting directly on the machines or on capacitor banks
electrically connected in the evacuation substation. Connection between systems and between the latter and
the corresponding CT low voltage side is included in the scope of these specifications.

4.4.17. Metering equipment

For metering the energy generated by the wind farm, the necessary metering equipment will be installed
according to the specifications in the Metering Point Regulation. The substation would have its own metering
equipment for GOLDWIND, installed in the protection panels, which will be installed in the enclosure
exclusively designed for this purpose.
The metering equipment will be made up of a main meter and a redundant one mounted on the 132 kV side
of the Power Transformer control-protection cubicle, with an authorized logger and communications module.
The cubicle terminals allocated to metering purposes will be sealed.
The metering unit will be a static meter combined to meter active and reactive 0.2S (or less) class energy for
three phases, four wire networks, with direction of energy contact and their respective pulse transmitters, plus
the corresponding logger.
Metering equipment must be according to TRANSBA and GOLDWIND requirements and homologated.
Remote charging meter energy and power metering consulting and reading can be carried out locally or
remotely with suitable communications and using a specific access program from the manufacturer. Pulses will
also be sent from the meters in each farm to the centralized logging system.
The wiring between the transformers and measuring unit will be made out of rigid copper cable with 1000V
rated voltage and 6 mm2 section for currents and 4 mm2 section for voltages. Cables will be protected with
rigid PVC tube separating the ones corresponding to voltage and currents in separate conduits. In any event,
the special regulations of the Electricity Company in the area should be complied with.

4.4.18. Communications equipment

This technical specification for the project, implies the development, design, engineering, financing,
permitting, insurance, procurement, manufacturing, factory testing, mounting, commissioning, and
performance testing including site investigation, site development and all related works of Telecommunications
System, which must comply to the requirements expressed by GOLDWIND. Telecommunication systems and
infrastructures should fulfill the CAMMESA requirements for the transmission of information related to the
electrical generation (signal list to be defined by CAMMESA during the project carrying out) and also with
the Necochea and Miramar TRANSBA substations requirements for the tele-protection coordination.
The existing communication link between Necochea and Miramar substation is PLC (Power Line Carrier). The
existing communication system shall be adapt in order to receive the power and information from Miramar
Wind Farm 33/132kV substation.

4.4.19. Protection panels

Inside of control room will be panels equipped with all protections for 33 and 132 kV. The relays that will be
provided in the cubicles will be according to the SLD and the position of the panels will be according to the
drawings.
The 132kV relay models which would be coordinated with the TRANSBA´s protections (line´s protections),
should be homologated according to the proposed equipment list.

4.4.20. GOLDWIND Auxiliary Services

4.4.20.1. Operating diagram

400 Vac supply layout will be with a single bus bar with double supply. The supply becoming from auxiliary
transformers from MV bus bars
According to separate double protection and double supply criteria, following configuration will be used:
 General DC services will be provide by two 400Vac/110Vdc batteries-rectifier units, connected in the
110 Vdc part to general busbars with double supply output for each service equipped with a diode
that guarantees double permanent supply even during the drop or loss of the general batteries-rectifiers.

4.4.20.2. Direct current service.

Substation will have two redundant three phase rectifier with associated 110 Vdc Ni-Cd batteries and 300
Ah, with constant voltage and limited current that will have the possibility for coupling. Each unit will be
designed with a capacity so that it can guarantee the consumption of the substation in a period of 8 hours
from when a fault occurs in the alternating services. Both poles will be earth insulated. The batteries will be
assembled on a removable frame.

4.4.20.3. Alternating and Direct Current panel

Two types of auxiliary service panels will exist:


 400/230 Vac alternating panels, for supply and protection of the different control circuits and auxiliary
services in alternating current (lighting, auxiliary power network, heating, rectifier-battery, etc. units).

 110 Vdc distribution panel for supply and protection of different control, signaling and protection
circuits in direct current.
In both cases, cabinets are designed for covering all needs of substation and a 20% of spare ones will be
left equipped and space for another 20% for future extensions.
Maximum current and voltage drop in lines will be taken into account to calculate the conductors.

4.4.20.4. Auxiliary service transformers

LV power will be supplied by:


 Two cast resin 250 kVA, 33000/400-230 V and 50 Hz frequency auxiliary services transformer from
MV busbars

4.4.21. TRANSBA Auxiliary Services

The auxiliary service system must meet the requirements of the transporter company. The corresponding detail
engineering shall be approved by them.

4.4.21.1. Operating diagram

230 Vac supply layout will be with a single bus bar with double supply. The supply becoming from power

4.4.21.2. Direct current service.

4.4.21.4. Generator Set and fuel tank

A generator set for the TRANSBA emergency service will be installed, in automatic switching according to the
needs of the substation (minimum power of 100 kVA (± 5%), in emergency service due to network failure (this
power should be checked and changed when necessary).
This generator set will be connected to the main auxiliary services board through the corresponding perfectly
interlocked circuit breakers.
The emergency plant will have a fuel tank with minimum 48-hour autonomy.

4.4.21.5. Auxiliary service transformers

LV power will be supplied by:


 Two oil – paper power voltage transformer 100 kVA, 132000/230 V and 50 Hz frequency auxiliary
services transformer from HV busbars

4.4.22. Low Voltage and auxiliary installations

4.4.22.1. Lighting and Power

Outdoor switchyard’s lighting will be carried out with a high pressure sodium vapor projector with a high
pressure sodium vapor lamp (250W, IP 65). The projector and lighting fittings will be assembled on metallic
towers with flinching supports. Their height and location will be determined in the lighting calculation and
study, which will be presented by the successful bidder for GOLDWIND’s approval.
Outdoor switchyard’s perimeter lighting will be carried out with IP65 watertight lighting fittings, with150 W
high pressure sodium vapor lamp, assembled on metallic towers.
The lighting of this system will be carried out manually or automatically by means of a programmable timer-
counter installed in the auxiliary services frame, as well as the contactor and the fuses in charge of the
protection of the circuit.
Control building will be equipped with high pressure sodium vapor projectors with a tubular lamp with
integrated lighting equipment and lamp (4x18 W, IP 65), assembled on the facade with nuts and bolts
made out of stainless steel.
Installation of general lighting with fluorescent equipment has been foreseen in the control building.
Additionally, 60 W luminaries will be installed in the spaces where it needed to continue the work like:
control rooms, MV room, kitchen and lavatories. Installation of emergency lighting with equipment located in
control building and in access and man oeuvre areas from the outdoor switchyard is foreseen. This lighting
should work when there is a failure in the normal supply. It will be placed over access doors inside. and on
cell in control rooms and have a minimum autonomy of 2 hours, except for those in the control rooms which
will be of lighting spot type, and will be powered from 2 (two) dc electrical boards.
Corresponding sockets will be installed approximately every 5 m in the entire building and each room will be
equipped with at least 1 or 2 safe voltage connections.
Level of lighting will be checked according to Argentinean and International standards in different rooms.

4.4.22.2. Outdoor water supply installation

There are proposed outdoor installations for non-potable water supply, of sanitary objects in the control
building.

 Water tank and pipes.

4.4.23. Safety systems

4.4.23.1. Fire prevention and intrusion prevention system

The execution of a fire detection installation in the HV/MV kV transformer area and in the building, in the
MV, trigger and control rooms is planned. This installation will at least have the following equipment and
devices:
 Compact, minimum 8 zone microprocessing station, with end of line resistances, with horn activation
controls, buzzer stoppage, rearming, area override, tests and battery.
 Polycarbonate alarm outdoor siren, self-protected, approved according to Argentinean standards, with
flashing lamp and its own battery.
 Ionic smoke and heat speed detectors.
 Alarm pushbuttons, breaking glass.
The intrusion prevention system will be made up by:
 Microwaves and infrared detectors.
 Magnetic contacts in the doors.
This includes the pipelining, installation, wiring inside galvanized, threaded metal pipe and ironwork
necessary for detector fixing.
 1 combined fire and intrusion prevention switchboard with 3 areas.
 1 siren with vandalism signaling for installing outdoors.
 1 coded lock.
The installation will be carried out inside zinc coated steel, finishing the wiring, connection and earthing.
The cables used will compulsorily be made out of armored electrolytic copper with a composition of nx1
mm2, (nx1.5 mm2 for controls) depending on the number of signals or controls to be wired in each unit,
leaving 1 cable spare. The execution will be flexible, class 5, with copper plaited screen to 70% of
coverage. The safety system (fire and intrusion) will be connected to the remote control, so that all the alarms
are visible in the control office.

4.4.23.2. Protection, safety and signaling materials

Inside the MV distribution, trigger and control building, there will be also the necessary means for the
personnel to be protected against contacts with energized points and the effects of explosions in the devices.
To warn the personnel of these hazards, warning of death hazard and first aid signs will be put up,
according to the amount and size required by regulations. They will be put up so that they are visible.
They will comply with all the safety specifications as regards corridors, inaccessibility of energized parts, both
inside and outside the installation, etc.
Likewise, the enclosure will be equipped with the following protection, safety and signaling elements:
 First aid box cupboard and first aid box.
 First aid box sign.
 Sign with requirements before carrying out operations.

4.5. GENERAL SCOPE

In order to focus the description of the scope detailed below, limits for supplies and services in this tender are
as follows:

 Preliminary soil studies. To prepare the tender, data obtained from the geological-geotechnical study
included in Annex will be used.
 Basic Execution Design.
 On site works to check layout and stickers marking.
 Management of Purchases, Inspection, Packaging, Transport, Insurance and Equipment and Materials
Delivery on site, including any customs expenses.
 Construction: Civil Works, mechanical and electrical assembly and instrumentation assembly.
 Tests and Commissioning.
 Management of purchases and spares list for commissioning and two years of operation.
 Safety Plan developing Health and Safety Plan, and control, monitoring and taking measures to
minimize hazards in works and complying with current legislation.
 Quality Assurance Plan.
 Security service during construction, from start to end of work and final acceptance by GOLDWIND.
CONTRACTOR will be responsible for looking after equipment, materials and installations, making sure
that they are not damaged or lost causing delays.
 All required documentation.
All works relations with Public and/or Local Authorities, as well as payment of administrative fees, taxes,
visas, licenses, etc. will be managed by CONTRACTOR.
Requirements specified in this request for quotation are minimum requirements. CONTRACTOR will be
responsible for all works included in scope.
CONTRACTOR should carry out works according with Good Design and Construction Practices, including
even those points that have not been indicated or specified in the contract, and will also be obliged to
guarantee corresponding operating or safety parameters.
Nothing indicated in this specification may avoid CONTRACTOR from its responsibility of carrying out
calculations, analyses, tests and any other activities that may be considered necessary to ensure that the
design, materials, performance, reliability and availability are satisfactory for the foreseen service of which
may be required by common use or good practices.
CONTRACTOR is obliged to follow GOLDWIND indications on everything concerning environmental
management.
If any non-compliances happen leading to sanctions from any public administration, they will be assumed by
CONTRACTOR.
All those items not listed in bill of quantities are considered internally included, or included in final closed
price.

4.5.1. Detailed engineering scope

Before starting execution design, CONTRACTOR will have to carry out necessary works to know, where new
Substation is going to be built, topographical survey of the area, geotechnical studies and soil resistivity tests
considered necessary to complete the initial documentation, which will be provided by GOLDWIND.
CONTRACTOR will be responsible for validation and, when necessary, preparing all necessary design
drawings for carrying the Project out, taking the information contained in this document and its annexes as a

basis, and guaranteeing the correct design, construction, commissioning, operation and maintenance of all
equipment supplied and interconnections with rest of installations.
Basically, following works are included in execution design:
 Preparing drawings for: substation site, general layout, general layouts and sections, assembly layouts
and sections, connection material (including protection against lightning), metal structure, earthing
networks, civil works (including building drawings), detailed circuit and wiring diagrams, auxiliary
installations (lighting, power, ventilation, and air conditioning and wiring diagrams and fire prevention).
Additionally, preparing any other drawings GOLDWIND considers necessary.
 Preparing necessary technical specifications to purchase equipment not included in Annex of this
specification.
 Studies and calculations for: Conductors, metal structures, earthing networks, foundations, building
structure, insulation distances, cable sections, etc.
 Protections: coordination and adjustment studies.
 Test protocol preparation for commissioning.
 Operating manual and installation commissioning.
 Data collection of all substation equipment.
 Documentation required by UTILITY for connection
 List of drawings
 Measuring list and materials lists.
 Project drawings updating after assembly (As Built).
CONTRACTOR will submit all works documentation for approval of GOLDWIND (English language).
In CONTRACTOR’s scope are included following courses to GOLDWIND and TRANSBA’s technicians and
site staff:
 Substation operating and maintenance course.
 Integrated control system programming, operating and maintenance (including protections,
communications, etc.), course.
 Courses for correctly operation of rest of substation’s installations.
All these courses will be given in a place to be determined by GOLDWIND. Contents of this program must
be approved by GOLDWIND before holding the courses.

4.5.2. Material and equipment supplies

Materials and equipment to be supplied are basically those specified below:

installations and fire prevention and intrusion prevention.

 Any material not expressly indicated in this specification necessary for assembling substation
installations.
Supply, transport and assembly of power transformers, as well as filtering and commissioning operations, are
included in the scope of this specification, also cable connection and earthing are included. Helping
transformer manufacturer during assembly and commissioning should be contemplated in this tender.
All equipment and material supplied will be top quality brands, and SUPPLIER should guarantee them as
suitable for installations. Brands and models will be indicated in the offer, which should be approved by
GOLDWIND, before being ordered.
For that purpose, a closed list of manufacturers and suppliers for every equipment/service will be proposed,
and GOLDWIND reserves the right to rule any of these out.
SUPPLIER will be obliged to deliver tests protocols and as many certificates as required and will communicate
with enough time in advance equipment or material reception date, and GOLDWIND reserves the right to
assist to equipment or material reception.
Scope of supply includes elements necessary for commissioning the installation.
Furthermore, CONTRACTOR will include a list of recommended spare parts for two years of operating in its
tender.
Annex includes technical specifications including equipment and material requirements to be supplied should
accomplish with.

4.5.3. Construction

4.5.3.1. Civil works

Civil works in this contract consists in construct foundations, roads, drains, trenches… and other elements
necessary switchyard equipment and Substation Building.
CONTRACTOR should include materials expenses, labour, ancillary resources, insurance and social burdens,
its own profit, and in general all resources necessary for the complete execution of the works. The most
important items in these works are:

 Ground leveling.
 Earth excavation for foundations, ditches and channels.
 Reinforced concrete for support structure foundations.
 Reinforced concrete in transformer foundation and oil tank.
 Slightly reinforced concrete in cable trenches.
 Internal drainage network to connect with drainage wells
 Surface finishing with gravel on entire switchyard surface.
 Perimeter fence.
 Substation Building, including:
 Foundation, excavation and concreting.
 Structures, enclosure, structure floors and roofs.
 Equipment foundations.
 Finishing, painting, subfloors and false ceilings and carpentry.
 Plumbing, drainage, water cleansing and supply.
 Office, toilets, etc. furniture (after approval from GOLDWIND), including as minimum:
 Shelves for warehouse.

 Disassembly, demolition, fitting-out, cleaning and restoration of land affected by these auxiliary
installations.
Any work or material not expressly included necessary for assembly and running of substation will also be
included.

4.5.4. Electrical tests on site and during commissioning

To ensure the correct operation of different equipment and circuits in each assembly phase described, several
electrical tests before commissioning should be carried out. During assembly, CONTRACTOR will already
have checked the correct operation and mechanical adjustment of equipment, mainly of disconnectors and
circuit breakers (including pole synchronism test on site).
For this purpose, the CONTRACTOR should foresee following general items included in supply. Description
will be detailed below:

 Basic tests to carry out under its total responsibility.

 Specific tests to be carried out under its responsibility explicitly supervised by GOLDWIND.
 All necessary equipment, ancillary material and means, including qualified personnel, to carry out the
aforementioned tests.
 Provision of test material, equipment and means and ancillary works to carry out SUPPLIER specific tests.
CONTRACTOR will be obliged to present to GOLDWIND a test schedule, and should include name and
role of person in charge of carrying them out. As in any other activity, GOLDWIND may reject any
CONTRACTOR can be not suitable for the job to be carried out.
All tests listed below should be included in protocols prepared by CONTRACTOR that have to be approved
by GOLDWIND beforehand.
CONTRACTOR should also notify GOLDWIND starting of tests at least ten days in advance, and
GOLDWIND reserves the right to assist and check them. Works will not be accepted as valid if it has not
fulfilled this requirement. However, CONTRACTOR can carry out these or other tests beforehand under its
responsibility, as a previous test before carrying out final tests for GOLDWIND.
Anyway, tests and results indicated in following topics are not meant to be exhaustive and therefore
CONTRACTOR should carry out, in his own, any other test advised by common practice, as well as
foreseeing material means for carrying it out.

4.5.4.1. Basic tests

CONTRACTOR will be obliged to carry out following measurements and tests, after the mandatory previous
communication to GOLDWIND:
 Earthing resistance and step and contact voltage measurements. Measurements in a series of points in
the outdoor switchyard will be taken, making a selective sampling that should at least include the areas
sensitive to personnel operations, such as disconnector, circuit breaker, reactor, lighting point, etc.
controls. Likewise, step and contact voltage should be measured in several parts of fence and in
accesses. An injection testing will be carried out to obtain these measurements, cooperating with and
supervised by GOLDWIND.
 After laying power and control cables and before connecting them, isolation between the conductor
assembly and shield will be measured. It will be carried out at 500 V, and a value not under 25 MΩ
should be obtained.
 Connection check of interconnection cables by stamping. This test is not applicable to equipment units
internal wiring, as it should have been checked ex works.
 Functional testing on following circuits, that should comply with indications in respective single-
diagrams:
 Switchgears and breakers closing and opening.
 Signals and alarms.
 Mechanical and electrical interlock sequence check. Tripping and blocking.
 Ancillary AC and DC systems (power supplies, heating, etc.).
 Regulation connector change in transformers.

4.5.4.2. Specific tests

GOLDWIND will directly supervise this group of tests, which should also be carried out by CONTRACTOR.

 33 kV cables. Apply no-load rated voltage during 24 h. Meggering at 10000V. Meggering at


10000V between conductor and screen. External cover tests. All testes will be carried out according to
IEC 62067.
 Reflectometry tests in F.O. cables carried out in both directions.
 Current transformer characteristics check:
 Insulation test between:
 Primary and earth.
 Secondary and earth.
 Primary and secondary.
 Polarity or equivalent terminal identification.
 Turns ratio. For each ration and core, five measurements at 10%, 30%, 50%, 70% and 100% of
rated current will be taken.
 Obtain excitation curve of each core.
 Voltage transformer characteristics check:
 Insulation between secondary and earth test.
 Polarity or equivalent terminal identification.
 Check of characteristics of all breakers. These tests are contemplated in circuit breaker specification
and MANUFACTURER is responsible for them. CONTRACTOR will therefore only be responsible for
including assistance.
 Secondary injection in all CT to check circuit continuity and correct operation of measurement
equipment, as well as being sure that protections measure current.
 Secondary injection in all VT, checking that all elements measure voltage if required.
 Polarity test and checking output loop in analogical signal of measuring converters.
 Tests and commissioning of 132 positions and 33 kV cubicles and their associated communication
units. CONTRACTOR will carry out all functional tests on these protections, injecting current through
primary side.
 Meggering at 10000 V and no load test 24 hours before loading power transformer. CONTRACTOR
will assist SUPPLIER who will carry out tests with the necessary equipment and qualified personnel.

4.5.4.3. Commissioning

CONTRACTOR will have qualified personnel for commissioning works (distribution/transmission network
connection). Together with GOLDWIND and representatives from owner of distribution/transmission network
will carry out this interconnection commissioning.

4.5.4.4. Auxiliary material for tests

Minimum equipment CONTRACTOR should foresee for carrying out these tests are the following ones:
a) One (1) primary injection unit, Imax = 600 A.
b) One (1) secondary injection unit with 0-10 A and 0-300 V variable voltage
c) Un (1) set of measuring apparatus made up of:
c1) One (1) digital voltmeter.

c2) One (1) isolation meter.


c3) Three (3) 0-2.5-5-10 A ammeters, class 0.5.
c4) Three (3) 0-50-5-150 V voltmeters, class 0.5.
c5) Two (2) analogical multimeters.
c6) One (1) two channel oscilloscope.
d) One (1) injection unit for earthing system measurements.
e) 10000 V megger.
f) One (1) set of connections and ancillary tools.
g) All material considered necessary for carrying out tests and the correct operation of substation,
even if it has not been mentioned expressly.

5. INSPECTION AND TESTS


Supply inspection will include tests and checking during manufacturing, construction, assembly and
commissioning stages.
Before starting works, CONTRACTOR will prepare a quality control plan indicating the requirements ensuring
quality required in the project and a list of activities to be followed in control schedule. Following
requirements will be considered in particular:
 All equipment, materials and components will be inspected, tested and accepted by GOLDWIND or
its representatives during construction.
 GOLDWIND or its representatives approval of drawings and equipment, will not exempt
CONTRACTOR from its obligations and responsibilities regarding design, materials, manufacture,
assembly, operation and quality of supply.
 CONTRACTOR should notify when passing these tests at least 10 days in advance, and GOLDWIND
should have all necessary documentation in advance to study before each inspection.
CONTRACTOR will check, by frequently sending qualified inspectors, that:
 Subcontractors are carrying out their work in accordance with GOLDWIND specifications and local
authority requirements.
 All material and final test certificates are available.
 Finished materials and equipment are correctly labeled.
All inspections and tests will be carried out in presence of CONTRACTOR's staff, which will be in charge of
accepting or rejecting.
CONTRACTOR will include an Inspection Points Program reflecting number of inspections to be carried out
for each equipment and material. Proposed topics to be inspected by CONTRACTOR and GOLDWIND will
be indicated in that list.
GOLDWIND and/or its representatives will have full tights to access manufacturers' installations.
GOLDWIND will attend all final equipment inspections, unless it expressly decides not to. GOLDWIND
should have all the pertinent technical documentation to study enough time in advance before each
inspection.
Tests defined in GOLDWIND's different specifications will be carried out on all equipment.

GOLDWIND should be notified with sufficient time in advance, at least two weeks, of dates on which
inspections will be made, in case it considers it necessary to be present during those tests.
Should be mandatory to make all necessary tests for checking correct construction, assembly and installation
of every unit included in supply.
GOLDWIND will have free access to attend these tests, if it considers it necessary or suitable.
