HV SWITCHGEAR INSTALLATION & TESTING.

1.0 PURPOSE

The purpose of this procedure is to describe the method of Installation &


Testing of HV Switch Gears and Circuit Breakers.

2.0 SCOPE

This procedure shall be applicable to all HV Switch Gears and Circuit


Breakers being installed by the Company.

4.1 Company Eastern Limited.

decided by the Management and assigned with
the responsibility of managing electrical part of
the Project.

TITLE: HV SWITCHGEAR INSTALLATION & TESTING.

5.1 Responsibility

5.1.1 The responsibility for carrying out this Method Statement shall be that of
the Discipline Engineer/ Foremen, unless otherwise specifically mentioned
in this procedure. The Quality Engineer/ Discipline Engineer/ Foremen
shall be responsible for inspection & testing.

5.1.2 In case of conflicting requirements with the manufacturer’s instructions or


customer specifications for installation & testing, then such requirements
shall prevail in addition to the non-conflicting requirements of this
procedure.

5.2 Preparation

5.2.1 The type, model and rating of the switch gears to be installed shall be
identified from the applicable specifications / drawings.

5.2.2 The equipment shall be inspected to ensure that they are free from
mechanical damages.

5.2.3 The packing list shall be verified against the items for completeness of
supply. Loose items supplied, if any, shall be removed during erection and
shall be assembled as per the manufacturer’s instructions after erection of
the equipment.

5.2.4 Prior to installation, the foundation of equipment shall be checked for levels,
foundation bolt hole, size and type. Any variation in foundation shall be
rectified prior to the installation. The equipment shall be fixed / grouted on
the foundation as per the applicable drawings.

5.2.5 Switch Gears which are normally supplied in different shipping sections
shall be placed, levelled and joined together as per the applicable
drawings. The different shipping sections shall form one single switch
gear.

5.2.6 All bus bars namely power, control and earthing of the various shipping
sections shall be interconnected as per the wiring diagram. The hardware
and accessories supplied along with the switch gear shall be used for the
interconnection.

5.3 Initial Checks

5.3.1 Initial checks on the installed switch gear shall be carried out as per the
HV Switchgear Installation Check Sheet M & E QC~Form- 008-01/ REV. 0.

5.3.2 The alignment of the circuit breaker truck in the panel for free movement
and engagement of mating contacts shall be checked for all panels and
discrepancies, if any, shall be rectified.

5.4 Ductor Test

The ductor test shall be carried out to ascertain the contact resistance of
the circuit breaker & the bus bar joints and the results shall be recorded in
the Ductor Test (Circuit Breaker / Isolator / Bus Bar Joints) M & E
QC~Form- 004-02/ REV. 0.

5.5 Circuit Breaker Test

5.5.1 Individual circuit breakers shall be checked / tested as detailed in the HV


Circuit Breaker & Cubicle Testing M & E QC~Form- 008-02/ REV. 0 and the
results recorded.

5.5.2 The HV circuit breaker shall be checked for its operation both manually
and electrically. The operational tests shall be carried out both in the test
position and in the service position.

5.5.3 All trips of the circuit breaker from the protective relays and process
condition shall be simulated and the operation verified. All simulation tests
shall be carried out in such a way that power is not fed into the end
equipment while carrying out the tests.

5.6 Earthing

The switch gear shall be connected to the earth grid, at least at two
different locations using earth conductors / cables as specified in the
drawings. It shall be ensured that the earth continuity bar in the switch
gear is connected properly and forms a continuous bar electrically.

5.7 CT, VT & Relay Testing

5.7.1 CT and VT shall be tested as per the procedure for Current Transformer &
Voltage Transformer Testing M & E MST- 005/ REV. 0 and the test results
shall be recorded.

5.7.2 Relays shall be tested as per the procedure for Installation & Testing of
Relays M & E MST- 006/ REV. 0. Relays other than that not covered in
this procedure shall be tested in accordance with the manufacturer’s
instructions and / or specific procedures to be developed for testing of
such relays. The test results shall be recorded.

5.8.1 The incoming and outgoing cables shall be connected as per the
applicable drawings / cable schedules. Termination shall be carried out
using specified kits. Properly trained jointers shall only be used for HV
Cable termination.

5.8.2 Inter panel wiring for control shall be carried out as per the applicable
wiring / termination diagrams.

5.8.3 The control cabling for remote control and auxiliary power supplies shall be
connected and terminated as per the applicable drawings.

5.9 Final Installation Check

After completion of testing viz. Ductor Test, CB Test, CT Test, CT Test, VT


Test & Relay Test as applicable, the switch gear shall be subjected to the
final installation check. The checks / tests as indicated in the HV
Switchgear Final Installation Check Sheet M & E QC~Form- 008-03/ REV.
0 shall be carried out and the results recorded.

5.10 Acceptance

5.10.1 The results obtained during the testing shall be verified with records of
routine Test Reports, if any, provided by the manufacturer for conformance.

5.10.2 On completion of checks / tests, the applicable test records shall be signed
off by the Discipline Supervisor / Test Engineer. If required contractually,
the Customer Representative’s signature shall be obtained on the records
for acceptance.
