Solicitation Comments Miami-Dade County, a political sub-division of the State of Florida, is requesting information from

County seeks information from the private sector regarding the feasibility of using Public Private
Partnerships (P3) arrangements. Miami-Dade County is considering the potential opportunity to
provide critically-needed transportation infrastructure improvements along one or more of the
SMART Plan corridors utilizing P3 delivery approach. The P3 delivery approach could include two or
more corridor design, construction, financing, operations, and maintenance of the improvements on
a long term concession basis. The potential modes being considered within the designated corridors
under the SMART Plan include but are not limited to Heavy Rail Transit (HRT), Light Rail Transit (LRT),
Monorail, Bus Rapid Transit (BRT), Automated People Mover (APM), and Commuter Rail Transit (CRT).

SMART PLAN INDUSTRY OUTREACH

Request for Information

INTRODUCTION

Miami-Dade County, a political sub-division of the State of Florida, herein after referred to as the
“County”, is requesting information from interested industry members and Qualified Developers,
herein after referred to as “Respondents”, to determine the development potential of one or
more of the six (6) rapid transit corridors defined by Miami-Dade County’s Strategic Miami Area
Rapid Transit (SMART) Plan. Qualified Developer would be (but are not required to be) a team
comprised of members that can plan, design, finance, build, and operate and maintain a mass
transit system.

Through the issuance of this Request for Information (RFI), the County seeks information from
the private sector regarding the feasibility of using Public Private Partnerships (P3) arrangements
that could benefit all stakeholders and also assist the County in implementing certain Capital
Improvement Plan (CIP) projects in a more cost-effective and efficient manner considering the
life cycle cost of the asset. The information received in response to this RFI will be used by the
County in deciding how to best maximize the opportunities available to implement certain
projects via a P3 arrangement and to later issue formal Request for Qualifications (RFQs) and/or
Request for Proposals (RFPs) for a formal public procurement for the respective corridor/project.

The County desires to receive responses to this inquiry by close of business on July 27, 2018. This
is not a Request for Proposals (RFP), but a Request for Information (RFI), solely for the purposes
of identifying feasible and viable development options for one or more of the SMART Plan
corridors. All expenses involved with the preparation and submission of responses to the County
per this RFI, or any work performed in connection therewith, shall be borne by the Respondent(s).
Depending on the responses received, the County may, among other things, but is not obligated
to; issue an RFQ and/or RFP for development of all or some of the corridors.

The County is considering the potential opportunity to provide critically-needed transportation


infrastructure improvements along one or more of the SMART Plan corridors utilizing P3 delivery
approach. The P3 delivery approach could include two or more corridor design, construction,
financing, operations, and maintenance of the improvements on a long term concession basis.
The potential modes being considered within the designated corridors under the SMART Plan
include but are not limited to Heavy Rail Transit (HRT), Light Rail Transit (LRT), Monorail, Bus
Rapid Transit (BRT), Automated People Mover (APM), and Commuter Rail Transit (CRT). The
corridors are illustrated in Exhibit 1, and generally described on the pages that follow. The
proposed corridors all connect to and expand key transit infrastructure within the County which
include Metrorail, Metromover, Metrobus, Tri-Rail and “Brightline” (formerly known as All
Aboard Florida).

Miami-Dade County and the Florida Department of Transportation (FDOT) are currently
conducting National Environmental Policy Act (NEPA)/Project Development and Environment
(PD&E) studies for these corridors. All information available from these, and previous studies are
made available through the SMART Plan website and hyperlinks provided in the SMART Plan
Table in Exhibit 2.

1.1 Project Location

The SMART Plan will expand transit options in Miami-Dade County along six (6) critical corridors
that are linked to local, regional, national, and global economic markets. The six corridors are
illustrated in the accompanying map, and generally described (in no certain order) as follows:

Beach Corridor
The Beach Corridor (formerly known as Bay Link) is an important connection
between the mainland and Miami Beach. It will integrate with other existing and
proposed transit services on both sides of Biscayne Bay. A vital link between two
economic engines, Miami International Airport (MIA) and Miami Beach
Convention Center, this SMART Plan corridor will improve conditions in the area

which has some of the highest densities in South Florida and limited parking, and
serve anticipated growth.

Metrorail currently provides a direct connection between MIA and Downtown


Miami. This SMART Plan corridor will provide the final link to destinations most
frequented by millions of visitors every year. Additionally, this will also serve the
surrounding entertainment and commercial sectors for local residents and
employees traveling across the Bay or connecting from outside the area.

Providing a transit alternative near Miami Beach will help locals and visitors with
their travel needs during peak travel times and special events. Important
consideration will also be taken to coordinate future transit improvements with
major development now occurring in Downtown Miami.

East-West Corridor
The East-West Corridor runs mostly along State Road 836 (Dolphin Expressway)
between the Florida International University (FIU) and the Miami Intermodal
Center (MIC) at MIA, which contains numerous businesses that are critical to the
local economy, including office parks, warehouses, and industrial activity. The
Dolphin Expressway and other neighboring east-west corridors, such as Flagler
Street and SW 8th Street, connect directly to Downtown Miami. These are some
of the most heavily traveled and congested roadways in Miami-Dade County. A
rapid transit service along this corridor will provide an important link between
major regional, state, and international activity centers, such as the MIC, MIA, and
FIU, with its annual enrollment of more than 55,000 students.

Other transit upgrades nearby are currently being advanced by the Miami-Dade
TPO and partner agencies as part of the effort to prioritize public transportation
in the region. New park-and-ride/transit terminal facilities, known as the “Dolphin

Station” near the Dolphin Mall and “Panther Station” at FIU, are planned and/or
underway at the western end of the corridor.

Kendall Corridor
The Kendall Corridor is an important connection between the County’s western
residential areas and employment centers, shopping areas, major expressways,
and Metrorail stations further to the east. Kendall Drive is a heavily travelled
roadway that experiences high levels of traffic congestion. A rapid transit link
along Kendall Drive will provide alternative options for traveling the corridor and
connecting to other premium transit services such as Metrorail.

The Miami-Dade TPO is planning for other infrastructure improvements such as


park-and-ride facilities that will supplement a rapid transit route. These park-and-
ride/transit terminal facilities will provide more opportunities for connections
between surrounding neighborhoods and other parts of the County. This corridor
is an example of how land use is integrally tied to transportation, and how
strategic improvements can result in effective mobility options in areas with auto
oriented development patterns.

North Corridor
The North Corridor runs along NW 27th Avenue, extending from the current
northern Metrorail station near NW 64th Street (Dr. Martin Luther King, Jr. Station)
to NW 215th Street, near the Miami-Dade/Broward County line. This roadway is a
key component of the transportation system because it is one of the few
continuous north-south arterial corridors in Miami-Dade County. It serves as a
gateway between Miami-Dade and Broward Counties. This corridor is also ripe
for potential infill and redevelopment opportunities, such as transit oriented
developments (TOD), which would be further supported by a new rapid transit
service.

The Miami-Dade TPO has prioritized funding for implementing a new park-and-
ride/ transit terminal facility at the northern end of this corridor. This park-and-
ride, known as “Unity Station”, will be located near the Broward County line at
NW 215th Street and the Florida’s Turnpike. The Miami-Dade TPO is also
coordinating with the Broward MPO to determine potential options for extending
this future service further north into southern Broward County in order to create
a by-County rapid transit route.

Northeast Corridor
The South Florida Regional Transportation Authority (SRFTA) and FDOT are
working together to provide commuter rail service between Miami and West Palm
Beach via the Florida East Coast (FEC) Railway. This regional connection is known
as the Tri-Rail Coastal Link (TRCL). The Northeast Corridor is the Miami-Dade
portion of the TRCL between Downtown Miami and the City of Aventura. The
corridor is currently used for recently opened Brightline regional passenger and
freight traffic. Multiple development plans are planned to transform this corridor
for passenger service over the next few years.

The MiamiCentral Station development currently under construction in


Downtown Miami, will eventually serve as the terminus station for multiple new
passenger rail services along this corridor. All Aboard Florida’s intercity passenger
rail service “Brightline” will connect the major downtown areas between
Downtown Miami and Orlando. Additionally, SFRTA is planning to expand its Tri-
Rail commuter rail service to provide one-seat rides to MiamiCentral Station via
the FEC and CSX railways. This corridor is also ripe for potential infill and
redevelopment opportunities, such as TODs, which would be further supported
by a new rapid transit service.

South Dade Transitway (South Corridor)


The South Dade Transitway (formerly known as South Link) is a 20-mile exclusive
busway that operates local and limited stop Metrobus service between the
existing Dadeland South Metrorail Station and Florida City. There are currently 30
Metrobus stations and six park-and-ride facilities along the corridor.

Recent projections indicate that the southern portion of Miami-Dade County will
experience approximately a 50 percent increase in population and a 65 percent
increase in employment by 2040, which represents the highest growth rate in the
County. Communities in this area are growing, and as a result, will experience an
increasing demand for transportation infrastructure and services.

The table in Exhibit 2 provides additional information on each of these corridors, including
approximate limits, length and link to each of the project corridors’ website. These links may be
accessed by clicking on the project name through which additional information on each of the
corridors may be obtained.

1.2 RFI Overview

The County is issuing this RFI to obtain information from the industry that will assist in the
refinement of assumptions and support further definition of the project methodology for
potential procurement, including information on the most effective and cost-efficient rapid
transit mode over the life cycle of the mode for each corridor based on industry expertise. Miami-
Dade County is interested in responses from development teams that take into account available
funding and financing sources, as well as equity and other private-sector value that would be
derived from the development of the corridors.

By submitting a response pursuant to this RFI, you agree that all such materials will be considered
to be public records pursuant to Florida Statutes Section 286.011 and Florida Statutes Chapter

119. The Respondent shall not submit any information in response to this RFI which the
Respondent considers to be a trade secret, proprietary, or confidential.

In the event that the response contains a claim that all or a portion of the response submitted
contains confidential, proprietary or trade secret information, the Respondent, by submitting,
knowingly and expressly waives all claims made that the response, or any part thereof no matter
how indicated, is confidential, proprietary or a trade secret and authorizes the County to release
such information to the public for any reason.

1.3 Industry Forum and One-on-One Meetings

This RFI is presented in conjunction with the Industry Forum, to be convened on July 12, 2018,
and is offered to industry participants on a voluntary response basis. Attendance at the July 12,
2018 forum is not a requirement for responding to this RFI, nor is responding to this RFI a
requirement for future participation in the development of the SMART Plan.

After the industry forum, confidential one-on-one meetings will be conducted for contractors
and developers to share their perspectives on the Request for Information Questions. No written
materials or responses will be accepted at these meetings. Respondents desiring a one-on-one
meeting must submit a request by email to Jacqueline Carranza at
Jacqueline.Carranza@miamidade.gov and Brian Webster at Brian.Webster@miamidade.gov by
the date and time specified on the cover page of this RFI. The request shall include (a) the name
of the respondent’s organization; (b) the name and contact information for the organization’s
lead representative; and (c) any preferences for the meeting date and time. The limited meeting
slots will be allocated only to contractor or developer firms; Miami-Dade County will endeavor
to accommodate timing preferences to the extent possible. Respondents will be notified of
acceptance and scheduling of any one-on-one meeting no later than June 29, 2018.

1.4 Submittal Format and Instructions

Electronic responses to this RFI shall be submitted through a secure mailbox at


www.BidSync.com, the County’s third party partner, no later than 5:00 PM EST July 27, 2018.
There is no cost to the Respondent to submit a response to this County RFI via BidSync. Electronic
submissions may require the uploading of electronic attachments. The submission of marketing
or promotional materials, attachments containing embedded documents, or proprietary file
extensions is prohibited. All documents should be attached as separate files. It is the sole
responsibility of the Respondent to ensure its response reaches BidSync on or before the due
date and time.

Your response to this RFI shall be structured in the following format;

The response to the RFI shall be bound with the information, font size, paper size and page
limitation requirements as listed herein. A copy of the written RFI must also be submitted in PDF
format including bookmarks for each section on a USB Flash Drive. Bookmarks which provide links
to content within the RFI are allowed. Bookmarks which provide links to information not included
within the content of the RFI shall not be utilized. No macros will be allowed. Minimum font size
of ten (10) shall be used. Times New Roman shall be the required font type.

The length of the response to the RFI is limited to a total of 50 pages, with a paper size of 8½" x
11". As such, responses to the questions should be succinct. Please do not submit marketing or
promotional materials with your submittal.

Please note it is not necessary to answer every question. Respondents are strongly encouraged
to respond to those questions that are within their experience. Respondents may respond to the
questions as they relate to any one corridor project (project).

1. Is your firm potentially interested in participating in the SMART Plan corridor project(s)? If so,
which one(s) and in what capacity?

2. List and rank the factors that would most influence your firm’s decision on whether to
participate in the project(s).

3. Based on the firm’s expertise please outline the mode that would deliver the most effective
and cost efficient rapid transit service for the corridors that are of interest. Please identify
the reasons for the suggestion on the mode.

4. What technical and/or financial challenges do you foresee with the projects, if any?

5. What strategies may help mitigate any potential technical and/or financial challenges?

6. How should fare structure and revenue risk be handled?

7. How should the zoning along existing and proposed transit corridors be handled?

8. Are these projects supportable by the private financial and surety markets? What are the
potential actions and/or policies that could be adopted by Miami-Dade County to facilitate
such support? In your experience what type of financing has been the most successful in
supporting such projects?

9. What major risks do you foresee with the lifecycle costs, if any?

11. From your firm's perspective, what are the advantages of entering into an agreement in
which operations and maintenance and lifecycle responsibility are placed with the private
partner? What are the disadvantages?

12. From your firm’s perspective, what are the advantages of entering into an agreement that
includes transit oriented development (TOD) and/or other capital investments or
opportunities as a project component?

13. Please describe your firm, its experience in relation to public-private partnership and/or
passenger rail projects and/or transportation projects, and its potential interest in relation to
the parts or the whole project (e.g., design/engineering firm, construction firm, operations
and maintenance firm, lender, equity investor, etc.)

14. These projects may or may not be eligible for federal New Starts funding. If required, it will
be incumbent upon the proposer to present a plan to comply with the New Starts process. As
such, please describe your experience with the Federal Transit Administration (FTA) and
funding from the New Starts program. Please also describe any lessons learned.

15. Other than the answers you’ve already provided, what information would you like to receive
that might influence whether you choose to participate in a future bidding or how you may
bid on any of the projects?

Procurement

1. What basic proposal submittal requirements, evaluation criteria, and key contract terms
should be provided in the procurement documents?

2. What are the most important qualifications that the County should consider in identifying the
optimal project developer?

3. What procurement strategies may help mitigate any potential technical and/or financial
challenges?

4. Based on your understanding of the SMART Plan, do you believe a P3 project delivery model,
such as a Design-Build-Finance-Operate-Maintain (DBFOM) or other P3 structure, offers
significant opportunity for innovation in design and construction techniques, means and
methods? What are the advantages and disadvantages for each given the scope of the
projects?

5. The County is interested in reducing any unnecessary expense associated with preparing or
responding to solicitations. Based on your experience with previous solicitations, please
provide specific examples of requirements or specifications that your firm believes can be
implemented to reduce proposal costs, without adversely affecting the County’s ability to
obtain required information and appropriately review, the solicitation?

6. What efficiencies, if any, would a P3 provide the project in terms of design, engineering,
construction, and/or operation and maintenance, as compared to a traditional model where
Miami-Dade County would build and operate the system for thirty years?

A. MODIFICATIONS:

1. Effective Monday, June 18, 2018, the ISD Procurement Contracting Officer is Mr. Brian Webster and can
be reached via email at Brian.Webster@miamidade.gov.

2. Please utilize the question/answer feature provided by BidSync at www.bidsync.com within the
solicitation for any questions regarding the RFI.

3. The deadline for Questions is July 20, 2018 at 6:00 PM EST.

4. Vendors are not required to possess the ‘A&E’ and ‘DESIGN BUILD’ qualifications before they can
participate in this vendor outreach. That requirement has been removed in BidSync.

5. Delete the following in Section 1.4 Submittal Format and Instructions:

The response to the RFI shall be bound with the information, font size, paper size and page limitation
requirements as listed herein. A copy of the written RFI must also be submitted in PDF format including
bookmarks for each section on a USB Flash Drive. Bookmarks which provide links to content within the
RFI are allowed. Bookmarks which provide links to information not included within the content of the RFI
shall not be utilized. No macros will be allowed. Minimum font size of ten (10) shall be used. Times New
Roman shall be the required font type.

6. All time slots for one-on-one meetings have been filled.

B. QUESTIONS:

Q1. Do I have to submit a copy of my RFI package bid to Miami Dade County?

R1. Responses to the RFI will be made to Miami-Dade County electronically via BidSync, through
