I. Overview

Village Creek Park is a planned park located north of Interstate 20/59 in the City of
Birmingham, County of Jefferson, in the state of Alabama. The park will extend along Village
Creek through the communities of South Pratt City and Ensley, beginning at Avenue F
(33°31’17.92”N, 86°53’15.70”W) and ending at Avenue V (33°30’59.29”N, 86°52’46.72”W).
The overall park project area includes approximately 42 acres of residential property (portions of
the Ensley community) located along the southern side of Village Creek. A park location map is
attached as Exhibit A.

Village Creek Park will serve MacAlpin Park, Jackson-Olin High School and William Hooper
Council Elementary School, as well as the South Pratt City and Ensley communities located
along Village Creek. The trail will provide educational opportunities to the high school,
elementary school, and Village Creek area residents. The park master plan includes both passive
and active recreation facilities that may not be limited to: outdoor classrooms, lake, amphitheater,
children’s playground areas, picnic pavilion / picnic areas, group barbeque, butterfly garden /
children’s garden area, community gardens, pecan grove for community harvesting and fund
raising, baseball and softball fields, soccer fields, tennis courts, basketball courts, interpretive
/ nature trails, additional trails for biking and walking, parking areas, restrooms, concessions
building, park maintenance building, and security lighting as appropriate for the facility.

The proposed master plan is basically divided into passive recreation on the park’s east side
and active recreation on the park’s west side. Both the passive and active recreation areas are
“buffered” in-between by the community garden area and the pecan grove. This can be easily
reference by viewing Exhibit G. The main trail, the section proposed for construction, is centrally
located and adequately serves each of the future park program areas addressed in the master plan.
The boundaries that define the park master plan limits were selected based on the City’s land
acquisition exhibit, dated July 3, 2001.
