1. CONSULTANTA’S ORGANIZATION

1.1 BACKGROUND

Development Design Consultants Limited (DDC) was founded as a Partnership Firm in 1972
and later was converted into a Private Limited Company in 1978. According to a Sector Review
carried out by the Swedish Federation of Architects & Consulting Engineers in 2004, DDC was
ranked as the 88th largest among the top 200 consultants of the World.

As one of the leading consulting houses, DDC is highly diversified in expertise and
specialization providing in the most professional manner consultancy services for a wide range
of disciplines including Information & Communication Technology (ICT) service engineering,
civil/ mechanical/ electrical & electronics/ environmental etc. engineering; health/ education/
agriculture etc. sector development, etc.

DDC has a good number of International Associates with whom the company has successfully
completed and is completing a large number of projects.

DDC provides services to a large number of Clients both in Government and private sectors as
well as in international organizations.

1.2 ORGANIZATION

DDC is managed by an eleven (11) member Board of Directors headed by AKM Rafiquddin,
the Managing Director. The Directors of the Board are highly qualified and experienced in their
respective discipline.

DDC maintains a roll of around 1100 staff including around 700 highly experienced
professionals and skilled technical personnel specialized in diverse disciplines including 31 ICT
Professionals & 65 Digitizing/Scanning/Data Entry Technicians/Operators, and can offer
the best team for almost any project. Besides, to meet any special requirement of a project,
DDC can pool the best of experts in the field from home or abroad.

DDC possesses a total office space of 1,18,200 sft including its Corporate Head Quarter at 47
Mohakhali Commercial Area, Dhaka-1212, Bangladesh.

DDC maintains a large computer set up/peripherals including high-end servers (3), PCs (292),
printers (123), plotters (11), scanners & digitizers (15), geographic survey equipment (14) readily
available to mobilize for implementation of such an assignment invited for.

DDC has good collection of software including Licensed Operating System (Windows 2000
Server); Licensed Database Software (Oracle 8i Database Server, Standard Edition, 8.1.7);
Licensed GIS Software (ArcGIS 8.1.2 and Arc SDE 8) etc. needed for development of such a
software application invited for.

All the eleven (11) floors including the Computer Centre of DDC Corporate Head Quarter
operate under LAN environment.

In the 12-storied DDC corporate Head Quarter building, there is well furnished
conference/training room for conducting conference, training etc. The room can accommodate
30 persons at a time. The room is designed in such a fashion that each and every person can
use a PC separately and independently. There are several sophisticated multimedia projectors
for use in the training.

DDC maintains an in-house maintenance lab for hardware, network, peripherals etc. The lab is
equipped with testing and maintenance tools etc.

DDC has 17 nos. of photocopy machine and one ammonia printing machine.

The technical library at DDC is one of the most complete technical libraries in the country. It
contains over 20,000 selected reference books. The collection is continuously being developed
to meet the foreseeable requirements of the users.

A large fleet of transports of all sorts are maintained by the company.

2. CONSULTANTA’S EXPERIENCE

The table below presents a list of similar ICT projects implemented or are being implemented
during the last ten (10) years involving Software Development (Database Management, MIS,
GIS, LAN/WAN/Web Application), Digital Archiving of Historical Records, Training, Land
Management etc. Though each project has certain relevance to the assignment invited for, the
followings are worth mentioning:

i) Computerization (Business Automation) of the Office of the Registrar of Joint Stock

Companies and Firms that involves Digital Archiving of Historical Records (upto Jan
08, 100 million character of data entry and 0.225 million of A4/legal sheet scanning have
been completed for historical records of 1,15, 000 companies/firms) being implemented
since Nov 2005 (deployment ongoing), and

ii) Database Management Program of the Health and Family Welfare Facilities under
Health and Population Program Project (HPPP) that involved Digital Archiving of
Historical Records (data entry of historical records of operation of 5027 health facilities
of the country) implemented during Nov 2000 - Jun 03.
