SPECIAL CITY COUNCIL PROCEEDINGS
November 10, 2015

Mayor Tom Norton called the meeting to order at 6: 30 p. m., in the City Council Chambers
of the Lincoln Park Annex Building, 919 7t" Street, Greeley, Colorado.

1. PLEDGE OF ALLEGIANCE

Outgoing Councilmember Charles Archibeque led the Pledge of Allegiance to the


American Flag.

2. ROLL CALL

Jessica Diagana, Assistant City Clerk, called the roll. Those present were Mayor Norton and
Councilmembers Charles Archibeque, Robb Casseday, Sandi Elder, Mike Finn, John Gates,
and Randy Sleight.

3. REMARKS FROM COUNCIL

There were no remarks from Council.

5. ADJOURNMENT

Councilmember Gates moved, seconded by Councilmember Elder, to adjourn Council sine


die. The motion carried: 7 -0.

The meeting was adjourned at 6: 31 p. m.

4. INSTALLATION OF THE INCOMING COUNCILMEMBERS

Municipal Judge Brandi Lynn Nieto administered the oaths of office to Tom Norton as
Mayor, Rochelle Galindo as Councilmember Ward I, Michael Finn as Councilmember Ward
IV, and Robb Casseday as Councilmember At- large.

6. SEATING OF NEW COUNCIL

The new Council was seated at 6: 39 p. m.

7. MEETING CALLED TO ORDER

Mayor Tom Norton called the meeting to order at 6: 40 p. m.

8. ROLL CALL

Jessica Diagana, Assistant City Clerk, called the roll. Those present were Mayor Norton and
Councilmembers Randy Sleight, Rochelle Galindo, John Gates, Robb Casseday, Sandi
Elder, and Mike Finn.

9. REMARKS FROM COUNCIL

Councilmembers extended their appreciation and thanks to those who supported them
throughout their campaigns and expressed their thanks to outgoing Councilmember
Charles Archibeque.

10. ELECTION OF MAYOR PRO -TEM BY COUNCILMEMBERS

Councilmember Elder nominated Councilmember Gates for the position of Mayor Pro Tem,
and Councilmember Casseday seconded the nomination. The motion carried: 7 -0. With
no other nominations, Council voting revealed the selection of Councilmember Gates as
Mayor Pro Tem.

11. CONSIDERATION OF LINE OF SUCCESSION

Mayor Norton established the line of succession, following the Mayor and Mayor Pro Tem,
for emergency situations, as: Councilmember Elder, Councilmember Finn, Councilmember
Casseday, Councilmember Sleight, and Councilmember Galindo.

12. COUNCIL ASSIGNMENTS TO BOARDS AND COMMISSIONS AND STANDING


COMMITTEES

Mayor Norton reviewed the new Mayoral appointments for the Boards, Commissions and
Committees.

A motion was also made by Councilmember Casseday, seconded by Councilmember


Gates to approve Council appointments. The motion carried: 7 -0.

There being no further business to come before the Council, Mayor Norton adjourned the
meeting at 6: 52 p. m.
