Introduction
► The issuance of the list of products allowed for carriage in tanker
vessels requires class certificate and ADN approval certificate (For
European inland navigation vessels)
• BV Rules NR217, Pt A, Ch 1, Sec 3, [3.1.1] and Pt D, Ch 3, Sec 1, [6.2.2]
• ADN, 1.16.1.2.5

For tank vessels, the certificate of approval must be supplemented by a


list of all the dangerous goods accepted for carriage in the tank vessel,
drawn up by the recognized classification society which has classed the
vessel
For non-ADN tanker vessels, the Class Certificate must be
accomplished by the product list issued by class society.
► The ADN product list shall be renewaled at each ADN certificate
renewal or when ADN is updated and affecting the products to be
carried.
► The ADN product list shall be updated in the case of modification or
conversion

Introduction

► BV is also responsible for issuing the list of products for German


bunker boats, when requesting for BV intervention.
► For non-ADN vessels (Class notation DG-G, DG-C and DG-N),
owner shall provide the products intended for carriage with all the
technical properties, before requesting for the product list.
► DNI is also possible to check the minimum requirements to carry a
certain product based on the information provided by surveyor and
owner

requirements of vessel in order to transport a
certain product
►The products marked “ * “ in table C can be
replaced with relevant information by using ADN
flowchart, which increase number of entries of ADN
products.

► The material compatibility of the components contacting with cargo must


be ensured, especially the tanks and their coating, pipes and their
coating, gaskets, etc. according to ADN Chapter 9.

►Transitional provisions still applicable regarding LOP

Until 2018:
- Flexible connections fitted with sliding seals, for NRM
<2009
- Table in ADN 1.6.7.4.2

- Single hull tanker in service on 1 January 2009 with a


deadweight on 1 January 2007 of less than 1000 tonnes
may continue to transport the products they were
authorized to carry

►Transitional provisions still applicable regarding LOP

Until 2018:
- The goods for which Type N closed with a minimum valve
setting of 10kPa is required in Table C, may be carried in
tank vessels in service of Type N closed with a minimum
valve setting of 6 kPa (cargo tank test pressure of 10kPa).
- if over-/underpressure alarms are not installed, the transport
of products with remark 5 in column 20 (risk of clogging of
vapour pipe and its fittings) is only admitted until renewal of
ADN certificate after 31/12/2018. NRM<2001

►Transitional provisions still applicable regarding LOP

Until 2034:
- ADN provisions 9.3.x.51.3 (dealing with temperature class
and explosion group) do not apply until renewal of ADN
certificate after 31/12/2034, NRM<1995
Until 2038:
- Supply vessels and oil separator vessels in service on 1
January 2009 with a dead weight on 1 January 2007 of less
than 300 tonnes may continue to transport the products
they were authorized to carry on 31 December 2008 until 31
December 2038.

►Transitional provisions still applicable regarding LOP

Until 2045:
- Tank vessels in service on 1 January 2011 with a pump
room below deck may continue to transport the substances
listed in the table in 1.6.7.6 until the renewal of the
certificate of approval after 1 January 2045.

►Item 1-5 General Information


- Each information should be filled correctly. Otherwise, there will be
mistakes in the products the vessel can carry.
- Special attention should be paid to « year of first certificate of approval »
and « transformation »

Request Form

► The ADN product request form is applicable for inland Type G, Type C,
Type N (double hull and single hull) vessels.
► The cargo tank design can be pressure cargo tank, closed cargo tank,
open cargo tank with flame arrester and open cargo tank(without flame
arrestor). The open cargo tank type is only applicable for type N
vessels.
► The cargo tank type is divided into ‘ independent cargo tank, integral
cargo tank and cargo tank wall distinct from the outer hull (specific type
for Type N double hull vessels).
Note: Surveyor shall determine if 9.3.3.11.7 is applicable for Type N
vessels.
► Vessels in service shall not have flexible connections fitted with sliding
seals following the renewal of the certificate of approval after 31
December 2018 (N.R.M 2009)

► Opening pressure of high velocity vent valves on gas collector/cargo


tanks or safety valves on cargo tanks
- The valve has to be an approved type.

- The goods for which Type N closed with a minimum valve setting of 10
kPa (0.10 bar) is required in Table C of Chapter 3.2, may be carried in
tank-vessels in service of Type N closed with a minimum valve setting
of 6 kPa (0.06 bar) (cargo tank test pressure of 10 kPa (0.10 bar)). This
transitional provision is valid until 31 December 2018.
► The owner may request DNI to verify the compatibility of material or
coating with product

► Sampling device

The vessel can have connection for sampling device and/or the sampling
opening.
► Water Spray System (in compliance with 9.3.x.28)

► Internal pressure alarm 40 kPa (in compliance with 9.3.2.21.7 or


9.3.3.21.7). For products requiring this, normally the water spray system
shall also be installed.
► Possibility of cargo heating: From shore, on board, heating coils
free/can be freed from water
► Cargo refrigeration system (in compliance with 9.3.1.27)

► Inerting facilities (in compliance with 7.2.4.18 and 9.3.x.18)

► Cargo pump-room under deck

► Over/under pressure alarms in cargo tank (in compliance with


9.3.x.21.7)
This doesn’t have conflicts with ‘Internal pressure alarm 40kPa’ for closed
type tankers.
They have different remarks in Table C (Remark 5 and Remark 23).
► Gas supply/return line according to 9.3.2.22.5/9.3.3.22.5

► Piping and installation heated

► Rapid blocking valve on cargo loading pipe shore connection

► Spray prevention devices over cargo piping connections

For type N carriage, the flanges and stuffing boxes of the loading and
unloading piping must be fitted with a protection device to protect against
splashing in order to transport corrosive products.

A lot of times, we found the request form not signed by the


surveyor. This is not correct since it is unable for us to decide
if the surveyor has confirmed the request form with owner.

Remarks

► For type G vessel, the following documents must be submitted


for the first issuance of product list (New Construction)
1. Owner has to indicate which products he wants to transport.
2. Gas tank drawings, on which the manufacturer must indicate
which products the tanks have been constructed.
3. Design calculation of gas tanks.
4. A calculation of the main pressure relieving valves capacity has
to be made for all the products accepted for carriage
Note: The specific products UN1280 Propylene Oxide and UN2983
Ethylene oxide and propylene oxide mixture with not more than
30% ethylene oxide shall be carried provided that the cargo
handling plan is approved by the competent authority.

Remarks

►For non-ADN vessel product lists, if national regulations


apply, the applied regulations shall prevail.
- In this case, the list is issued on a case by case basis.
►If not, BV Rules Pt D, Ch 3, Sec 1, [6.2.2] shall apply.

- In this case, almost the same technical requirements for


carriage of dangerous goods as for ADN vessels apply.

Remarks

►Explosion group of non-electrical equipment (here, only


cargo lines related for LOP), together with ADN 9.3.X.22.5 -
--> The compliance shall be checked. If not complied,
meaning not able to transport products which require anti-
explosion protection.
►Request form to be in line with ADN attestation/certificate.
