What are the entry requirements?
Participants should be able to prove a minimum
achievement of A-Level or equivalent (High School) or

Dr. Iliana Christodoulou-Varotsi Maîtrise, DEA, Doctorat

Legal Consultant and Independent Trainer
Dr Christodoulou-Varotsi is a legal and academic expert with
an international educational and professional background
specialised in maritime and EU law and policies. She has
been a member of the Athens Bar Association (Greece)
since 1995 and is currently involved with consulting work,
legal education and training (with Lloyd’s Maritime Academy
and with an international ship classification society). She is
also a certified trainer and lecturer in Greece, as well as an
accredited mediator. In 2018, she will be releasing “Marine
Pollution Control: Legal and Managerial Framework,” a book
which is part of the Lloyd’s Practical Shipping Guides series.
Iliana’s areas of legal expertise and practice (Greek, Cypriot,
English and French law) include:
• international, EU and domestic maritime law and policies
• safety of maritime transportation and protection of the
marine environment (EU Directives and IMO instruments)
• maritime employment including international maritime
labour standards and ILO MLC 2006
• registration of vessels
• marine insurance and carriage of goods by sea
In her capacity as a consultant, she has notably advised
ship-owning interests and has drafted numerous ratification
statutes for the harmonisation of a major maritime country
with EU law as well as for the ratification of ILO MLC 2006.
She has spent seven years as a Professor at the School
of Business of DEREE - The American College of Greece,
after having taught as an Adjunct Professor at the Panteion
University of Athens.
She is a graduate (Maîtrise) of the Faculty of Law of the
University of Paris I Panthéon-Sorbonne (France) and a
holder of a postgraduate degree (D.E.A.) in European and
international law from the same University. She is also
a Doctor of Laws with the highest distinction (University
of Paris I Panthéon-Sorbonne). Her thesis addressed the
adaptation of Greek and Cypriot maritime law to EC law
(post-doctoral research experience, Scandinavian Institute
of Maritime Law). She has published many books, including:
Maritime Work Law Fundamentals: Responsible Shipowners,
Reliable Seafarers with D. Pentsov (Springer/Germany) and
Maritime Safety Law and Policies of the EU and the US:
Antagonism or Synergy? (Springer/Germany).

Key Institutional Stakeholders in Maritime
Safety and Fundamental Concepts
Brief description:
This module sets the context of maritime safety,
including indicative data on casualties and provides
an understanding of the contribution of the IMO and
other relevant bodies, such as the EU, WMO, INMARSAT,
Recognised Organisations (RO) and others to maritime
safety standards and maritime safety at large.
Participants will learn to critically examine:
Understand the role of the IMO and other relevant
bodies, such as INMARSAT, EU, WMO, Recognised
Organisations (RO)
Identify the problem of substandard shipping and how
this is enforced against
Explain the SOLAS Convention’s importance in the
maritime industry
Explore the Formal Safety Assessment approach to
standard-setting
MODULE 2
The Responsibilities of States in
Relation to Maritime Safety (Flag State,
Coastal State and Port State)
Brief description:
After being introduced to the framework of maritime
safety law, you will develop this understanding further,
in relation to the responsibilities of states and martime
safety. The approach will be from multiple standpoints
including: the flag state, coastal state and the port
states. You will also examine each state and the various
responsibilities that must be adhered to.
In this module, participants will learn about:
Understand UNCLOS 1982 and its interpretation
in maritime safety
Identify the responsibilities of State agencies with
regard to inspections and certification
Explain the powers available to State agencies
Evaluate the function of the Port State and Port State

MODULE 3
The Challenge of the Safe and
Ecological Operation of Ships
Brief description:
Module 3 addresses the challenge of the safe and
ecological operation of ships from the standpoint of
the ISM Code. This module discusses self-regulation
in the framework of a mandatory instrument (such as
the code) and explains key aspects in relation to the
managerial approach to safety, as well as the code’s
ramifications on implementation and compliance.
Risk assessment-related aspects are also identified
and discussed.
The module looks at:
Evaluate the ISM Code and its application to maritime
safety
Identify relevant risk assessment procedures
Understand how the ISM Code interacts with other
relevant codes and laws

The Human Element in Safe and
Environmentally-Friendly Shipping
Brief description:
In this module, we will hold a discussion about the
human element in safe and environmentally friendly
shipping. This module addresses the human aspects
of maritime safety and how these aspects are regulated.

Module 5 provides very basic technical insights in relation
to ship design, construction and equipment, which are
intended to enhance your capacity to better understand
technical points involved by maritime safety legislation.

Brief description:
In this module, you will study the legal framework
governing safety in relation to navigation, maritime
traffic management and communications at sea. This
module elaborates on basic concepts provided in other
modules and provides additional inputs on the role of
communication and navigation systems in maritime
safety.

Safety Law Relating to Passenger
Ships, Bulk Carriers and Other Types
of Vessels
Brief description:
Module 7 addresses maritime safety law relating to
different categories of ships, as it notably stems from
SOLAS and a number of IMO resolutions

Legislation for the Carriage of
Dangerous Goods
Brief description:
In this module, you will be exposed to the international
regulatory framework governing the safe carriage of
dangerous goods by sea. This module is about the
regulations governing the transportation of hazardous
cargo in shipping and how the various safety laws and
IMO Codes are certified, implemented and enforced.
This module covers:
Define dangerous goods and the challenges of their
cargo

dangerous goods

Offshore Platforms
Brief description:
The safety of fixed and floating offshore platforms are the
focus of Module 9. This module describes the application
of international safety law to the offshore sector and in
particular to offshore platforms. Furthermore, the module
provides an overview of past major incidents and use
these to identify safety hazards in the offshore sector.
This module covers:
Understand the safety issues relevant to the offshore

From Maritime Safety to Maritime
Security: The Problem of Piracy and
Terrorism
Brief description:
Module 10 is about maritime security, i.e. the legal
framework governing piracy, terrorism and other
illegal acts of this type. This is an area which is deeply
connected with the broad understanding of maritime
safety. This module defines piracy and terrorism and the
challenges they raise for states, ports, private operators
and the personnel at sea and ashore.
This module covers:
