Senior officers of Department, Participants of MTCP 2018,


Ladies and gentlemen.

We are grateful to Allah the Al-Mighty for His Blessing and


giving us the opportunity to be here at this moment. It is
indeed a great pleasure for me to welcome you to institute,
Centre for Instructor and Advanced Skills Training (CIAST) and
consequently officiating the opening of two courses under the
Malaysian Technical Cooperation Programme (MTCP). The
two(2) courses are:-

 Automobile System Maintenance and Services


 Fibre Optic Technology and Cabling Installation

2. My heartiest congratulations to all participants for being


successfully selected to attend this programme. On behalf of
the Government of Malaysia, I would like to extend my
warmest welcome, SELAMAT DATANG to all MTCP participants
to this beautiful Malaysia.
Ladies and gentlemen,

3. The Malaysian Technical Cooperation Programme (MTCP) was


first initiated during the First Commonwealth Heads of Government
Regional Meeting (CHOGRM) in Sydney in February 1978. It was
officially launched on 7 September 1980 at the Second Commonwealth
Heads of Government Regional Meeting (CHOGRM) in New Delhi,
India, to signify Malaysia’s commitment to South-South Cooperation,
inparticular Technical Cooperation among Developing Countries
(TCDC).

4. The MTCP emphasizes the development of human re- sources


through the provision of training in various areas which are essential
for a country’s development such as public administration, good
governance, health services, education, sustainable development,
agriculture, poverty alleviation, investment promotion, ICT and
banking. Annually, MTCP collaborates with its leading Training
Institutions to conduct capacity building programmes in various key
areas of development. Since its inception in 1980, more than 32,800
participants from 143 recipient countries have benefited from the
various programmes offered under the MTCP.
Dear MTCP Participants,

5. I have been informed that the interest towards this year’s


MTCP programme in CIAST was overwhelming per applications
received. The selection committees had to turn down many
applications due to the limited places allocated under the funds.
I am fully aware of full dedication to the programme that you
will be undertaking and I am certain that all of you will benefit
from the comprehensive study in many aspect of learning from
the courses. Please take this opportunity to acquire as much
knowledge and skills as possible during your stay here. I also
hope that apart from doing the learning, you will not forget to
network, exchange ideas and explore opportunities for future
collaborations with either your classmates or this institution.

6. I believe that over the next few weeks, you will have the
opportunity to get to know about our country, our people and
their varied and unique culture. I have been informed that the
secretariat will also arrange study visits to some interesting
places for you to discover and experience the beauty and warm
of Malaysia and also taste the multicultural cuisine.

Ladies and gentleman,

7. As a programme host, Malaysia will be most happy to


share with its international friends the knowledge and
experiences in various areas of professional interest. In this
context, it would be inaccurate to think that learning as a one-
way process. In fact involves a two-way exchange. We have
always found from the past that we have learned as much from
the participants as the participants learned from us.

8. In conclusion, I would like to express my gratitude to the


trainers, instructors and secretariats involved in this
programme. My appreciation also goes to the Ministry of
Foreign Affairs, the Immigration Department and other relevant
government agencies for the roles and cooperation in enabling
these courses to be materialized.

With this, I have a great pleasure to declare that the two MTCP
courses are officially open.
