MEMORANDUM OF AGREEMENT

KNOW ALL MEN BY THESE PRESENTS:

This Memorandum of Agreement is entered into this ____ day of ________ by and
between:

The BUREAU OF JAIL MANAGEMENT AND PENOLOGY, REGION IX, IPIL

DISTRICT JAIL a government institution under the Department of the Interior and Local
Government (DILG), with office address at BARANGAY SANITO, IPIL, ZSP represented
herein by JCINSP EMMANUEL A MANAWAG, in his capacity as Warden, herein referred to
as FIRST PARTY;

-and-

The (ROMAN CATHOLIC CHURCH) as a RELIGIOUS SERVICE PROVIDER

with address at (_______________________) duly represented by ( _______________________ )
in his/her capacity as ( CHAPLAIN ) herein after referred to as the SECOND PARTY.

In line with our mutual desire to improve the well being and promote the effective
rehabilitation in the ( IPIL DISTRICT JAIL ), both parties agree to perform the following tasks,
to wit;

A. That the FIRST PARTY shall:

1. Allow members of the duly accredited volunteers of the SECOND PARTY enter the Jail
Premises every Sunday 6:30am-8:00am;

2. The Jail Warden or his authorized representative will have the authority whether to allow
or not the member/s of the SECOND PARTY to enter the jail premises for the violation of
jail policies;

3. Provide the necessary security to the members of the SECOND PARTY while inside the
Jail Premises.

4. Provide a regular place and the necessary facilities for the conduct of the program.

5. Inform the SECOND PARTY if possible of any change in the rules and procedures inside
the jail.

6. Provide the necessary information needed by the members of the SECOND PARTY not
detrimental to the FIRST PARTY.

B. That the SECOND PARTY shall:

 1. Harmonize with the FIRST PARTY the schedule / date and time of the (SECOND
PARTY) activities to avoid disrupt of operations and functions in jails;

2. Implement programs, activities or services at particular place and time in

coordination with the Jail Warden or his duly authorized representative, without
monetary/pecuniary considerations with due respect to the religious beliefs and
personal consent of detainee;

3. Require its members to present ID and willingly submit themselves and their
belongings to security checks/search/Standard Operating Procedures implemented
by the FIRST PARTY upon entering the jail compound;

4. Strictly follow the rules and regulations being imposed inside the jail;

5. Be cooperative or supportive in the drive and desire of the FIRST PARTY to free
the Jail from any illegal or unwholesome activities;

6. Make this agreement a venue of productive and successful partnership in the

delivery of safekeeping and development services for the detainees.

This agreement shall take effect on the date of signing 28 October 2017_
Until One (1) year thereafter, and shall be renewable for another One (1) year, unless
sooner revoked at any time by either party for the failure of the SECOND PARTY to
comply with the terms and conditions provided in this agreement and upon notice to the
other party of such revocation which shall state the grounds therefore, one (1) month prior
to such revocation.

This agreement supersedes all previous agreement covering the same

subject and scope.

IN TRUTH WHEREOF, the parties hereunto set their hands this 28th Day of
October 2018 at Ipil District Jail, Ipil Zamboanga Sibugay Province, Philippines.
