1. Civic Center Description

A Civic Center is the chief administrative, entertainment and cultural center of a town as

a whole. It Is the grouping of municipal facilities in a particular zone often adjacent to the central

district of a city. The civic center is based on both the Greek acropolis (from akros or akron which

means “highest”, “topmost”, “outermost” and polis which means “city”) and the Roman forum

(means open public space in the middle of a Roman city). The plan includes the city hall and

adjoining park or plaza, headquarters for city departments, courthouses, and often post office,

public-utility offices, public health offices, and government offices. It is also desirable to include

parkland or at least open space in the plan.

A civic center is a prominent land area within a community. It usually contains one or

more dominant public buildings, which may also include government building. Recently, the term

“civic center” has been used in reference to an entire central business district of a community. In

this type of civic center special attention is paid to the way public structures are grouped and

landscaped.

2. Civic Center Criteria

The site of a civic centre can be effectively located at the population centre, geographic

centre, or the business centre of the locality. Of necessity, some municipal functions such as

police, fire, and welfare agencies must be placed in each neighbourhood of the city or town. The

headq uarters for these services, however, are often located in the civic centre.

3. Components of Civic Center in the Philippines

The size of the city served determines the range and number of the municipal services

required, which, in turn, determine the size of the site. The program for a small civic centre

includes a city hall, headquarters for police, fire, and welfare departments, courtrooms, post

office, and possibly the central library. A large city will require public utility offices, public health

facilities, and office space for county, state, and national government functions as well. It is also

desirable to include parkland or at least open space in the plan.

As indicated by the definition above, a rehabilitation is somewhat similar to what a renovation

offers, it is defined as the act or process of making possible a compatible use for a property through

repair, alterations, and additions while preserving those portions or features which convey its

historical, cultural, or architectural values. As a rehabilitation project, unlike a new construction, this

proposal has restrictions regarding the design approaches to be done as the structure needs to have

numerous considerations. As we know, a concept is an idea, a theory or notion, in architecture we

could also describe a concept as “an approach to the design”. There are several approaches a designer

may focus on with regards to showing a concept, it may be categorized as functional, material,

contextual, conceptual, formal, collaborative and philosophical. As such, due to the nature of the

proposal, the approach for articulating the design concept of the project will primarily focus on its

function and context; approaching the design with function at the forefront of the designers mind.

Charles Eams qouted “Recognizing the need is the primary condition for starting a

design”this is a philosophical inspiration of the project as it stems from the necessity of the

municipality. That being said, just because the designer focuses more on the functional approach to

the design it doesn’t mean that the demostration of creativity and flair are much restricted. Although

the project is a rehabilitation, a conceptual approach to the design is used to create an identity to the

civic center, NARRA as the Katala Capital of the World under presidential proclamation number 1000

on year 2006 and as a Municipality crowned to be the “Rice Granary of Palawan” became well-

knowned ; it is the pride of the NARRANIONS. As such, the civic center which is considered as the

heart of the municipality will have those titles as its design inspiration otherwise known to be a

conceptual approach. Although the general form concept is in connection to the existing structures a

concept for its renovation will still be used as a guide for achieving unity and harmony throughout the

complex, that being said, a design where it is inspired by the red-vented cockatoo’s characteristics to

signify identity will be used.

2. Differ from other Same Project

Project Name: Proposed Rehabilitation of the Iwahig Prison and Penal Farm

This project is also a rehabilitation project of a sort. It was a thesis proposal conducted

years ago and although it is also a rehabilitation, it differs from this particular study by means of

its scale and scope on which the Rehabilitation of NARRA Civic Center is much of a greater scale

than the said similar project. While Rehabilitation of the Iwahig Prison and Penal Farm focuses on

the preservation of a historically significant building which is the Recreation Hall, the

Rehabilitation of NARRA Civic Center on the otherhand is a rehabilitation of an existing buildings

where there is no historical values or significance to be considered, out of the need and necessity

and to achieve maximum efficiency and productivity a booming municipality can possibly have.

Rehabilitation in a sense can be categorized into two different type: a rehabilitation of structures

with historical significance and a plain rehabilitation of existing buildings where the need requires

it. That is one of the major difference between other projects from this proposal for the reason

that most of the common rehabilitation projects are those with history behind them. Aside from

the rehabilitation of the existing buildings, the proposal will also have developments throughout

the site specifically its landscaping and facades. In addition, it differs from other common projects

because it involves an intangible manner of site organization where the functions of each

buildings are the factor for its new site development.
