SPEAKER’S REPORT:
• Senate Budget for FY 2011-2012
o Senate has approved their budget; we are not sure if the Student Body President has signed
it
o COGS was allocated the full $600,000 which we are entitled to under the Constitution; that is
an increase of $120,000 over the FY 2010-2011 budget.
o Senate cut Childcare Center budget by $20,000 in an effort to get COGS to make up for it.
 They feel that the program is mostly used by graduate students so they should pay
for it.
 Originally would have been a $90,000 cut they wanted us to make up.
• COGS Budget for FY 2011-2012
o Negotiated with Senate and moved our budget up to November in order to effectively
consider allocations to Childcare.
o Encourages the COGS reps to adjust their expectations since normally we have 3 months
for this process but instead we have 3 weeks.
• Motion for recess. Second. No objection. Passed.

FUNDING REQUESTS:

• Society for Musicology – we would like to fund two events

o Guest Scholar Lecture and Reception –Kiri Miller, Brown University
o Reception for 3 Faculty Guest Lecturers to help us see how we are doing with sister
members
o Worrall – Notice your airfare costs were based on west coast flights. True, although it may
not really be cheaper on the east coast
o Tazaz – How many students? 60-80- trying to appeal to those who would appeal to a large
number of students in different areas. Thinking that this year will be larger because of
Miller’s involvement in cyberculture.
o Englehardt – Definitely getting Kiri Miller? No, not until we get funding. What did you say
you would do with the airfare discrepancy?
o Weber – What fundraising do you do? We haven’t yet, some prof may help
o Lieberwirth – When would these take place? 1 lecturer in fall, 2 in spring, Kiri
o Glazier – No fundraising yet? No this is first stop
o Tazaz _ any places to get funding? We’ve pitched in our own funding in the past.
o Rasch – Is the $180 for all 3 events? Yes
o Extend questions by 5 minutes YES

5
o Worrall – Definitely in the spring
o Englehardt – Both events are covered by the total of $2205? Yes.
• PRO
o Glazier – I really like these events, the heart of this is the honorarium. Fundraising can be
done later
o Tazaz – Amendment to fund this request at $1400. Second. Objection.
 OPENING – I like the request- I chose $1400 so it would cover the honorarium and
flight. Give them time to seek donations and fundraising. Yield.
 QUESTIONS – Worrall: $180 on second page is dropped. I think the FSU faculty
isn’t necessary to ask them
 Englehardt – Raise money for hotel?
 Tazaz: Yes, pay flight and honorarium.
 Marc – Have you ever done fundraising before?
 Tazaz - Yes. I fundraised $1000 the last 2 years for 5K. If you put the time into it, it
can be done
 Fleugel – Have you gotten hotel rooms donated? If we nickel and dime the speaker,
she may not want to come.
 Tazaz – Hard to get rooms donated, but not to get a discount. Check with
Doubletree and see if they will give a discount.
 Worrall – Why did you choose the honorarium at $1000? The last speaker decided
to charge $1500.
 Tazaz – It’s what we have given in the past and fairly average.
 PRO
• Englehardt – I like it.
 Weber – Agrees with Amanda; last year this same society assured us that they
would do fundraising but now it seems like they haven’t really put forth much effort.
Would like them to at least try.
 CON
• Glazier – would like to see another $200 to cover a decent hotel.
 POI – Englehardt: Fllights right now are $200 from Providence.
• Marc – Hate to see this fail for lack of fundraising

 PRO
• Englehardt – They can start the negotiations since they will know have the
money to start and if they come back later after all their efforts, we could
make up the difference.
 CON
• Worrall - Call the question. Seconded.
 Closing
• Tazaz – Give them enough to start.
 AYEs do have it. Amendment passes
 Glazier – Move to change it to $1600
 OPENING
• I think they need another $200 to cover the hotel. Hotel needed
• Worrall – Why did you vote? I voted because I support both $1400 and
$1600, wanted to avoid a compound amendment
 PRO
• Englehardt – love those cinnamon things.
 CON
• Straub – don’t think it would do what is intended.
• Englehardt - First thing to do is the honorarium and if in the future, they still
need money after the fundraising they can come back to us.
• Worrall – They can always come back for more. Last year, didn’t seem to
get any fundraising so this year we should stay with what we agreed

6
 PRO
• Lieberwirth Call the question . Seconded.
 CLOSING
• Glazier – need to have a hotel before negotiations continue. If you think this
is a better way of doing this than a compound amendment.
• NAYS have it.
o PRO
 Straub – Call the questions.
o CLOSING
 Thank you for listening, thank you for taking us seriously, thank you for funding
o Bill 46 passes as amended - $1400

• SARS – not present. Motion to table Bill 47 indefinitely

OLD BUSINESS:

NEW BUSINESS:
• Bill 45
o Straub – Seemed to be a lot of interest in the NAGPS Conference in Cambridge for 4
representatives. Can whittle it down but it is conservative estimates?
o QUESTIONS –
 Worrall – do you have a breakdown of the expenses?
 Straub – Put breakdown on
 Englehardt – What is NAGPS? In the past we have debated whether or not to be a
member of this National Conference. It is a peak 7ssn.., political group that represent
graduate student interest.
 Glazier – When is the conference? Nove 14-15
 Englehardt – How is this different from an academic confe4rence – NAGPS isn’t an
academic conference. This is an all expense paid vacation?
o Worrall – Move to add proviso language that returns all unspent funds to the COGS Admin
account. Second. No objection.
o PRO
 Glazier – I like this bill, this would an effective means to get FSU name out.
o CON
 Englehardt – too much, just send two people cut expenses in half.
 Worrall – I see where you get to these amounts. Hotel
o Glazier Move to fund $3100.
 PRO
• Johnson – I understand the question but since the money goes back into
COGS
• Blair – Think that we need to decide what we will fund, and how many to
fund, not worry about the estimates. They are going to work for COGS, find
out if the org is worth being a part of and supporting it. Shouldn’t expect
them to pay their own way.
 CON
• Worrall - Struggling to add up the amounts, think it’s a little rich for a hotel,
don’t know what they are in Cambridge, Mass.
• Englehardt - Move to send 2 people at $1600. Second. Objected
o OPENING
o Think I just explained it.
o QUESTIONS
o Rosario – How would you pick the two who go?
o Englehardt- How would you pick the four?
o Rosario – Only four wanted to go?

7
o Fluegel – What you do about the male and female
o Blair – If I were to tell you that there are breakout sessions, would
that change your mind?
o Englehardt – Seems a lot to send that many people to find out what
we need to know.
o PRO
 Fleugel – might make a better impression with 4 people
than 2
o CON
 Fredericks – don’t want to restrict it to 2 necessarily, but if
we get this in by Oct 13, the hotel and breakfast can be
purchased at $130/room/night.
 Johnson – this is a large conference, and with the breakout
sessions, we would get more with 4
 Straub – We may not be able to
 Fredericks – Suite is the room, bed and sofa bed
o PRO
 Glazier – Call the question. Seconded.
o CLOSING
 Englehardt - $1600.
 NAYS have it. Amendment defeated.
 Worrall –moved to amend and fund at $3000. Second. No objection.
o $400 for registration
o $900 for hotel
o $1200 for airfare
o $432 for food
o $2932 total.
 CON
• Englehardt – What is the benefit of this meeting to COGS?
• Warren – Why are we spending $4000 to find out about benefits.
 PRO
• Johnson – We need things that will advance us, these tools can be very
beneficial to move our organization forward.
• Tazaz – Every year we redo our application for this organization, no one
here has been there, if we go we find it isn’t worth our $500, it will save us in
the long run.
• Glazier – Most of the breakout sessions will be from other graduate schools,
make contacts so we can work directly them
• Blair – 7 breakout sessions –
 CON
• Englehardt – Can’t spend $3000 just to find out if it is worth it.
• Warren – Might as well drop it now.
• Englehardt – Don’t know what it does for us, doesn’t give us enough now so
that anyone can tell us what they do for us now.
• Worrall – Call the question. Seconded.
 CLOSING
• Straub – the definitive amount is not an issue, If we are going to be
members of this, we might as well be taking advantage of it
• AYEs have it
• Bill 45 passes as amended. $3100
• Bill 48 – Attendance
o Marc W – We had standards of attendance, doubled our meetings, should change the
absentee requirements
o QUESTIONS
o Worrall- This won’t really change the percentages.

8
o Glazier – Does not just cover meetings, but also committee meetings.
o Johnson – What happens in the summer during our leave of absence.
o Glazier – Double the absences
o PRO
 Tazaz – For the bill, I want to change it from 4 to 3 and 8 to 6. Seconded.
 Rosario – What was the reasoning?
 Tazaz – the committee meeting suggested these figures, Marc wasn’t on our
committee.
 Amendment adopted.
o PRO
o CON
o Glazier – Move to call the question on Bill 48
o CLOSING
o Marc W YEA!
o Ayes do have as amended.
o Worrall – This was a bill and not as a resolution?
o Tazaz – Would you send notice to the Ways and Means committee? Send to all
o Grimes – Send notice to all committee chairs
• Fluegel – Resolution 11
o Grimes: I proposed a rule change that will cause each member who amends the bills, to
write the amendment and give it to Barb. This will make it easier for Barb.
o QUESTIONS
o Worrall – Why 3 words, not 4, 5, 6 or 42? Grimes: 3 is a powerful number, Trinitarian
number.
o Glazier – Would this affect the ability of the Prog Assistant to correct typos? No.
o Englehardt – Would mine have been affected by this? Yes. Could write it down right now
and give it to Barb.
o This would cover all rules, petitions, sponsorship,
o PRO –
o Johnson moved to amend the bill to say “in writing, with date and reference, to the Program
Assistant” Second. No objection.
o PRO –
o Glazier – with meetings twice a month, we can table a bill, go away and come back with
o Straub – motion to call a question
o CLOSING
o Think this is a good thing.
o AYES have it

Congress, we already have a lot to do. And to avoid a lot of
• QUESTIONS
o Grimes Who on the funding board had issues? I wouldn’t say Brittany but it will be hard for
the funding board
o Englehardt: So basically we are doing this so Law school organizations don’t get angry with
us. Not really. Child care needs time to put together a presentation

9
o Englehardt: (to Grimes) How certain are you that the other organizations can do this?
o Hans: Is this for these organizations here in the agenda? No, just LSC, MSC,k, MBAA
• PRO
• CON
o Straub – Given we could have an entire new exec board on these days.
o Englehardt – Against this since already said we could deliver this. How long does it take to
put together a budget?
o Tazaz – I agree with Englehardt and the verbal agreement.
o Marc – As an undergrad with an agency, I did a budget in 3 days.
o Straub,If you look at the schedule, if the budget hearings went on and came on to the first
