MOSCOW/KIEV - Ukraine accused Russia of illegally seizing three of its ships in the Black Sea after

opening fire on them on Sunday, a charge that if confirmed could ignite a dangerous new crisis
between the two countries.

Russia did not immediately or directly respond to the allegation, but Russian news agencies cited the
FSB security service as saying it had incontrovertible proof that Ukraine had orchestrated what it
called "a provocation" and would publicize its evidence soon.

Ukrainian President Petro Poroshenko immediately called a meeting with his top military and security
chiefs on Sunday night to discuss the situation.

The crisis began earlier on Sunday after Russia stopped the three Ukrainian ships from entering the
Sea of Azov via the Kerch Strait by placing a cargo ship beneath a Russian-controlled bridge.

The Ukrainian navy said on social media that two Ukrainian sailors had been wounded in the
subsequent seizure of its ships and that the alleged Russian attack on them had occurred after they
had retreated and headed back towards Odessa, the Black Sea port from where they had begun their
journey.

"After leaving the 12-mile zone, the Russian Federation's FSB (security service) opened fire at the
flotilla belonging to ... the armed forces of Ukraine," it said.

With officials from both countries accusing the other of provocative behavior and relations still raw
after Russia's 2014 annexation of Ukraine's Crimea and its backing for a pro-Moscow insurgency in
eastern Ukraine, the incident risks pushing the two countries towards a wider conflict.

Earlier on Sunday, Russia's border guard service had accused Ukraine of not informing it in advance
of the ships' journey, something Kiev denied, and said the Ukrainian ships had been maneuvering
dangerously and ignoring its instructions with the aim of stirring up tensions.

Russian politicians denounced Kiev, saying the incident looked like a calculated attempt by
Poroshenko to increase his popularity ahead of an election next year.

The Philippine Coast Guard (PCG) conducted combined exercises with the Japan Coast Guard
(JCG) one nautical mile north of Sangley Point in Cavite City on Sunday morning, according to a
press release from PCG.

The two coast guards conducted counter-piracy exercises (information sharing, searching, chasing
and capturing and suppressing exercises) and firefighting and water spray drills.

The PCG said that it dispatched several vessels and boats for the exercises. Barko ng Republika ng
Pilipinas (BRP) Suluan (Multi-Role Response Vessel 4406), BRP Boracay (Fast Patrol Boat 2401),
two Rigid Hull Inflatable Boats, and JCG patrol vessel Echigo with its onboard Helicopter Sikorsky
S76D served as as responding units, while BRP Panglao (FPB 2402) acted as the victim vessel.

Captain Rolando Lizor N. Punzalan Jr., acting commander of National Capital Region-Central Luzon
was the PCG Exercise Director, while the JCG's Vice Commander for Operations, Vice Admiral
Takahiro Okushima, led the Japanese delegation.

South Eastern Mindanao,” said PCG spokesperson Captain Armand Balilo.

“Labing tatlong libong foreign vessels ang dumadaan sa Mindanao lalo na sa Sibutu passage mula sa
Australia na papuntang China, Japan, at South Korea, kaya kailangang maghandang mabuti kung
paano reresponde ng mabuti sa piracy incidents,” he added.

Balilo also said that there has been no recorded piracy incidents in southwestern Mindanao this year,
and attributed it to the PCG and Philippine Navy's patrols, along with the cooperation of local
government units.

For Adamson head coach Franz Pumaren, a "classic" game loomed as both the Adamson Soaring

After UP's win over Adamson in their Final Four face-off Saturday, they the two teams would again
meet on Wednesday to determine who would make it to the UAAP Season 81 Finals.

Adamson, of course, holds the twice-to-beat advantage after ending the elimination round in second
place with a 10-4 record.

"Both teams are gunning for history. [For] us making [it] the finals, same with UP. It's gonna be a fun
game. A classic game," Pumaren said.

Both the squads from San Marcelino and Diliman have not made it to the UAAP Finals since the Final
Four format was instituted back in 1993.

Pumaren also admitted they had mental lapses down the stretch in their defeat against UP, but there
really was no reason for the Falcons to panic.

"We're in this situation, that's why it's an advantage on our part, working the whole season for this
position (twice-to-beat advantage)," the multi-titled mentor said.

"We played bad, we were down the whole game but when we started playing the right system, we
were able to get back the lead."

Sean Manganti, who chipped in 15 points for the Falcons, gave credit to their opponents as well.

"They came out strong, they had a great game, they made some clutch baskets. You gotta give it up
to them."

Jerrick Ahanmisi, who made it to the Mythical Five this season said, "We didn't wanna lose but we just
gotta move on, get ready for Wednesday and make sure that we get to win so we go to the Finals."

This was Adamson's first loss against UP this season. In their previous match-ups in the elimination
round, the Falcons had the upper hand, 69-68 during the first round and 80-72 during the second
round.
