CENTRIFUGAL FANS

1. SCOPE

1.1 This specification establishes the technical requirements for manufacture, supply,
inspection, integrated testing with job motor and VFD and safe delivery of centrifugal
fans as per listed in Annexure-I.

1.2 The scope of work includes design, procurement of materials, inspection of brought out
items, manufacture, assembly, inspection, shop testing, packing and safe delivery of
centrifugal fans along with electric motor, VVVF drive with operating panel, base frame,
foundation bolts, inlet/outlet flexible connections, vibration isolators, counter flanges,
Variable inlet vanes (VIV), space saver V- ribbed belt etc at store, BARC (F), Kalpakkam
and Tarapur. Details of fan capacities with delivery locations are given below:

1.4 Applicable Standards and Codes

any conflict between any requirement in this specification and that of the applicable
codes and standards, the governing requirement shall be the more stringent of the two at
the discretion of the purchaser.

2. GENERAL DESCRIPTION:

2.1. As the equipment covered under these specifications are required to have high degree of
reliability, it is absolutely necessary to have proven design, excellent workmanship and
proven industrial running record of similar capacity blowers.

2.2. The supplier shall give all exhaustive design data and literature to prove their selection of
components and field data of the blowers for the running experience of the equipment. The
supplier shall give all to prove their capabilities to meet the quality, quantity and schedule
to meet the intent of these specifications.

2.3. All materials used must conform to the applicable standards & codes and must be new &
first class in all respects. Wherever materials are not specified, they shall be properly
selected by the contractor to the best standards followed in the industry for the particular
applications subject to the approval of the purchaser.

2.4. All parts shall be free from flaws & objectionable imperfections and shall be machined true
in workmanship like manner. The units shall be built to the industries highest standards of
quality to ensure maximum mechanical & electrical reliability.

3. DESCRIPTIONS OF EQUIPMENTS

3.1 GENERAL DESIGN FEATURES


The centrifugal fans shall be of Aerofoil Backward Curved / Inclined type vane design and
of limit load characteristics. The design shall be such as to select fan for optimum static &
mechanical efficiency and should be of stable design. If other considerations do not permit
optimum selection, then selection should be right of peak efficiency curve. Supply and
Exhaust fans shall be of SISW type. The fan selected shall offer best sized fan as per space
available at site with the least speed.

At no level the operation of fans should become unstable in the operating range specified
i.e. good pressure/ volume characteristics. The fan design shall be suitable for handling air
at 60 0 C (Max).

The general selection of class of construction shall be of one class higher than class
for static pressure as selected for industrial purpose. .The supplier shall then clearly
gives the difference of construction details of the one class higher and the class of
construction selected.

3.2 HOUSING
The housing shall be fabricated of Mild Steel heavy gauge steel plates, accurately cut &
formed and continuously welded throughout for added strength & total air tight
construction. No lock seam joints shall be allowed. Thickness of casing is given in
Annexure-I.

Access doors bolted type shall be provided with due gaskets. For larger fans the access

doors shall be big enough for person entry. Fans casing shall be single piece. It shall not be
split from center line. The cut off shall be so designed to give smooth quite and efficient
performance of air from fan outlet. 25NB drain plug shall be provided in casing.

The supporting structure of fan and bearing blocks shall be designed for sturdy and
vibration free. Proper bracing and stiffening shall be done inside and outside and shall be
clearly shown in the drawing submitted with your offer.

3.3 IMPELLERS
Full rotating assembly including shaft, impeller and pulley shall be both statically and
dynamically balanced for the close level of vibration & noise free operation at specified
speed nearest to the fair limit but not exceeding fair limit. The balancing Grade shall be 2.5
as per ISO 1940 and the vibration level shall be as per ISO 14694. The minimum thickness
of the components are given in Annexure-I.

As stated, the impeller blades shall be of Aerofoil Backward Curved / Inclined type
design. The aerofoil section blades shall be accurately formed from single sheet of steel
and welded at the trailing edge. The impeller blades shall be mild steel and securely welded
to both the back plate and shroud. The critical speed of the fans shall be at least 1.50 times
the operating speed. The shroud shall spun and of radial design. The hub shall be liberally
designed with over size flanges and heavy cross section for keeping the wheel rigid to run
straight & true. The aerofoil blades shall be staggered to reduce noise and smoothen out the
flow leaving the blade tips. The casing weldments shall be D.P. tested for root and final
passes.

3.4 SHAFT
Shaft of the fan shall be of material EN-8 and suitably designed to take up the various
torque & bending moments of the total systems. It should be well designed with fillets &
radii to take discontinuous stress at various section changes. The shaft shall be UT tested as
per ASTM A-588 and E-317. Raw material test for checking physical, chemical properties
for shaft material shall be carried out. Shaft shall be D.P. tested after machining.

3.5 BEARINGS/ PILLOW BLOCKS


The bearing of the shafting shall be of spherically seated, roller, anti friction self-aligning
grease packed, pillow type of SKF / FAG or reputable make. CARB torodial roller bearing
(Non locating position) shall be provided at one location to accommodate misalignment
and axial displacement within the bearing and other location (locating position) will have
spherical roller bearing. They will be designed to run continuously for a year between
greasing.

The life of the bearings shall be at least 100,000 hours. The grease capacity shall be such
that fans are suitable for continuous operation of at least 12 months before re-greasing and
required minimum maintenance. An integral housing for housing two bearings will be
preferred and if offered the bores for both the bearings shall be true and shall be bored in
one single setting.

3.6 VARIABLE INLET GUIDE VANE
The variable inlet guide vanes, centre plates and supporting rod shall be designed with
stainless steel (SS 304 / SS 316) and body of VIV shall be of mild steel. The minimum
thickness of VIV blades shall be 3mm thk SS and minimum thickness of body, lever shall
be 5mm. It will be as a complete assembly like unit with flanged connection. So that it can
be fixed to fan inlet having the flange. The bearings / bush of individual louvers at both the
ends shall be of non-metallic type i.e carbon graphite, PTFE etc having high resistance to
corrosion and self lubricating type.
Preferable option for VIV design will be cantilever type inlet vanes without any support at
the centre plates.
All the linkage employed shall be of heavy duty machined and provided with ball and
socket joints. Entire assembly shall ensure minimum friction. The inlet vanes shall be
formed such that with minimum turbulence, it will impart initial spin to the inlet air to save
power. Supplier shall clearly specify the VIV’s characteristics relating to flow and pressure
drop at the inlet. It should be substantiated by enough data of curves and technical details.
VIV body should be powder coated.

3.7 SHAFT SEALS


Shaft seals shall be provided for all fans and shall be of labyrinth type for the exhaust fans
and filled with pure Teflon braided. It shall ensure minimum leakage along the shaft and
easy replace ability of packing. The purchaser shall approve the design of seals. For the
supply fans shaft seals shall be of plate type for general leak tightness and shall be of
approved design.

3.8 FLEXIBLE CONNECTORS:


At inlet and outlet of the fans, acid and pressure resistant flexible connections of approved
design shall be provided. The connection shall be preferably of the two layers of synthetic
cloth sandwiched with fiberglass thin filter padding. The design of connection shall be
such that replacement is easier.

3.9 V-BELT DRIVE


All the fans shall have space saver V- ribbed belt. All the belts shall be selected to transmit
the full horsepower using service factor of not less than 2.5. All V-belt drive shall be
equipped with removable screen cover of heavy-duty wire mesh. The belt shall be of
Fenner, Dunlop or equivalent make.
Taper lock pulley shall be used for space saver v-ribbed belt. All the fans pulleys shall be
statically & dynamically balanced for Gr2.5. Pulleys shall be of approved brand of standard
size as per the I.S.15151: 2002.

3.10 FOUNDATION
The purchaser shall provide the concrete foundation. However, all the vibration isolators,
foundation bolts, padding & all necessary hardware will be in the scope of the supplier. The
foundation design & hardware shall be such that it ensures minimum vibration to the fans
reckoning with local site conditions easy to installation. Foundation size shall be decided
based on site space limitations.
Vibration isolators shall be of commercially available reputed make. Basis for selection of

vibration isolators shall be submitted for purchaser approval. Rubber sheet as isolators are
not acceptable.

3.11 WELDING
Welding of parts shall meet the high standard and all M.S. welding should be done by
manual metallic arc process with coated electrodes. The welding equipment shall be
standard and welders shall be qualified as per ASME sec. IX for the required work. Test
specimen of welding shall be furnished for purchaser's approval. Welding procedures for
square butt, V butt and fillet joints shall be qualified before start of manufacture. The
supplier shall specify all necessary stage inspections and purchaser will at his option
approve the different stage. The weldments on impeller and casing shall be subjected to
D.P. test.

3.12 BALANCING
All rotating parts i.e pulley, impeller with shaft shall be statically & dynamically balanced
individually and as an assembly itself shall be put to balancing by appropriate method to
ensure and guarantee vibration level of agreement.

The balancing Grade shall be 2.5 as per ISO 1940 and the vibration level shall be as per
ISO 14694. Noise level shall not exceed 85 db at 1 mtr. distance away from fan.

4.0 ELECTRIC MOTOR


The prime movers for blowers shall be of squirrel cage type induction motors with rating
suitable to the range of operation as specified. Motor shall be compatible for VVVF drive.
Motor of fans shall be selected for cold start with 20% margin. Calculation for the same
shall be submitted for approval. Electric motor requirement shall be as per the
specifications given in Annexure-III.

5.0 CLEANING, PROTECTION AND PAINTING


All equipment shall be neatly finished in workman like manner. All exposed metal surfaces
shall be smooth and free from burrs. Finished surfaces shall be protected against corrosion
and mechanical damage. All steel and cast iron surfaces shall be thoroughly cleaned to
remove mill scales rust etc The color shall be approved before hand to purchaser.

Before painting, surface shall be thoroughly cleaned & checked, rough edges or weld
spatter removed and then cleaned with non-chlorinated solvent and dried. All the inside &
outside metal surface of fan housing & impeller shall be sand blasted. All internal and
external surfaces of fans shall be painted with three coats of epoxy paint after the two coats
of epoxy primer with total dry film thickness of 125 micron. Color of paint shall be
approved by the purchaser. Painting shall be tested by a standard pill off test and procedure
shall be got approved.VIV body and inlet cone surfaces of the fan which contacts incoming
air is to be powder coated. All parts shall be properly boxed and protected to prevent all
possible damage during transportation

6.0 INSPECTION AND TESTING:
Quality Assurance Plan, manufacturing drawings, inspection & testing procedures, testing
setup drawing etc. shall be got approved from the purchaser before start of manufacturing.

The fans shall be subjected to inspection to cover dimensional accuracy, material used,
workmanship, make and quality of bought out items. The fabricator shall furnish the test
certificates on bought out items. Stage inspection as per the approved QAP shall be carried
out. Supplier shall keep the purchaser informed about various stages of inspection indicated
in QAP.

All the fans shall be tested at supplier’s work prior to their dispatch to site as per the codes.
The supplier at their works shall make all the necessary testing set up. The entire test setup
& the testing procedures shall be approved of by the purchaser prior to the test.

6.1 STAGE INSPECTION:

The following stage inspections shall be carried out at suppliers shop:


a) Review of Material test certificates for raw material.
b) Welders shall be qualified as per ASME Sec. IX before start of manufacturing.
c) UT testing of shafts.
d) D.P. testing of all weldments of casing and impellers.
e) Visual testing and D.P. testing of all machined surfaces.
f) Leak testing of casing.
g) Dynamic balancing of the impellers with the fan shaft and pulley as per Gr 2.5
ISO1940
h) Surface finish, painting and powder coatings of the surfaces
i) Dynamic balancing of motor pulley as per Gr 2.5 ISO1940.

6.2 Inspection of Brought Out Items:


All brought items shall be inspected and test certificates shall be produced for verification
to the purchaser. Basis for selection of bought items along with catalogue and model
number shall be submitted for approval. Items may be included are Pulley, V belt, VIV
actuators, vibration isolators, motor bushes & bearings, bearing blocks, flexible
connections.

6.3 Mechanical Run Testing


This test shall be carried out on each unit at manufacturer’s work to examine vibration &
noise after assembly with Job motor. Each fan unit shall be run at various (around
operating) VIV positions. The amplitude & frequency of vibration shall be measured with
strobes at various locations on the fans. The acceptable vibration level shall be as per as per
ISO 14694: 2011. Background level of noise (In dB) & noise level with fan in operation
shall be recorded to determine the noise level of the fan. Sound ratings for the fan, based on
the data obtained in accordance with AMCA 300 and reported in accordance with AMCA
301 shall be furnished.

Each fan unit shall be run for an hour to check whether any rotating parts foul with the

stationary parts. The fan shall then be stopped and all fasteners shall be checked. The fan
shall then be run for sufficient duration during which the bearing temperature motor
current, supply voltage frequency shall be monitored. At the end of this the various
alignments shall be checked.
The fabricator shall submit type test and routine test certificates for each motor carried out
by the motor manufacturer. These test reports shall be submitted to the engineer for its
review before dispatch

6.4 Performance Type Testing


The performance test shall be carried out for each fan at operating speed along with Job
motor & VVVF drive conforming to IS 4894 codes. One fan of each type shall be tested for
50%, 75% and 110% of rated RPM with VVVF drive. This test shall be essentially to draw
up the fan characteristics, which will then compared with those specified. The duration of
test shall be sufficient to demonstrate that the fans are in first class operating condition. The
test results shall be submitted to purchaser for his verification and comments. Test setup
drawing along with procedures shall be got approved from purchaser.
Tolerances for performance testing shall be accepted as per following table:

6.5. Leak Testing (Air Bubble test)


The Pneumatic testing of fan casing shall be carried out for any leakage. This test shall
consist of blanking the ends of the fans casing, pressurizing the interior to 1.5 times the
maximum static pressure of the fan. All joints will be tested with an approved leak
detecting soap solution.

6.6. VIV TESTING:


VIV drawing shall be submitted for approval to purchaser before starting of manufacturing.
Material test certificates, catalogue of bought out items for VIV shall be submitted for
review to purchaser.

The VIV of the fans shall be tested for the accurate positioning of its vanes in a defined
relation with the input signal to the actuating mechanism. Its operation should be smooth
during closing and opening. It should not have any vibration in the blades during the
operation of the fan. Each VIV shall be tested for its smooth functioning at least for 100
cycles operation of opening and closing.

One fan of each type shall be tested for characteristic curve of fan as per 50%, 75% and
100% opening percentage of VIV at rated RPM. Supplier shall arrange necessary
instrumentation and hardware for the above test. Schematic shall be got approved from the
purchaser. This test shall be essentially to draw up the fan characteristics with respect to
various openings of VIV.

6.7 GENERAL INSPECTION
The fans shall be subjected to inspection to cover dimensional accuracy material used,
workmanship, make and quality of bought out items. The supplier shall furnish the relevant
test certificates on bought out items.

7.0 DOCUMENTATION OF TESTING


A report giving a description and results of qualification tests shall be furnished to the
purchaser. The report shall include all calculations, a description of any analytical or
mathematical modeling techniques, a description of any computer code used, or other tests
made in conjunction with the certification or qualification of the fan or fan assembly.

8.0 PACKAGING & SHIPMENT:

The ventilation fans will be shipped to Kalpakkam and Tarapur after obtaining a shipping
release from the purchaser or his authorized representative as per given table:

The supplier shall be fully responsible for protective measures to ensure the safe delivery
of fan’s by this specification to the site. All the parts shall be packed properly boxed and
protected to prevent all possible damage during transportation. The supplier shall consult
the representative of the purchaser to satisfy himself that adequate measures have taken.

After receipt of purchase order. The supplier shall submit following documents to the
purchaser for approval:
 Certified dimensional drawings of the fan motor assembly
 Characteristics curves for fans
 Materials of construction, make, type specification of bearings, V- belt, pulleys, shaft
seal,
 VIV drawing along with its bill of material.
 Technical details of VVVF drive along with its panel drawing & sizing for approval.
 Design information to support the correctness of selection of shaft critical speed.
 Basis for Selection of vibration isolators.
 Basis for selection of motor along with speed torque curve, datasheet, thermal withstand
curve etc.
 Speed torque curve for ventilation fans.
 Catalogue of bought out items along with datasheets and drawings.
 Quality Assurance Plan
 All inspection and testing procedures as per cl. 6.0
 The supplier shall furnish a detailed schedule of manufacture & delivery.
 Procedure for Cleaning, painting and packing of fans.
The fabrication and use of the parts shall start only on receipt of purchaser’s approval.

11.0 DOCUMENTS TO BE SUBMITTED AFTER COMPLETION OF THE JOB:


 A report giving a description and results of qualification tests shall be furnished to the
purchaser.
 The report shall include all calculations, a description of any analytical or mathematical
modeling techniques, a description of any computer code used, or other tests made in
conjunction with the certification or qualification of the fan or fan assembly.
 The supplier shall furnish 5 copies of instruction manuals to cover installation, operation,
and maintenance, drawings for each type of fans. The Manual shall include instructions
on alignment, lubrication details, specifications of parts etc. The purchaser shall approve
the manual before fully supply is made.

 Compilation of test certificates, inspection reports, As-built drawings, catalogues, list of


sub-vendors, calculation sheets etc of ventilation fan along with motor, VVVF drive and
panel details in booklet form to be submitted to purchaser. 5 copies shall be furnished
after completion of work. Softcopy of above documents shall be submitted in CD form to
the purchaser.

12.0 LIST OF SPARES PARTS:


The supplier shall indicate the list of spare parts and cost thereof for trouble free service
of the fans for at least two years. Following spares shall be supply with fan:

test reports shall be submitted to the Purchaser for its review before dispatch.
5.2 The supplier shall notify the purchaser the date and location for the tests giving sufficient time for the
purchaser or his authorized representative to be present. The test procedure shall be approved by the
purchaser.

6. Packaging:

All motors shall be properly packed to protect for the entire period of dispatch, storage and erection,
against corrosion, incidental damage, due to vermin, sun light, rain, high temperature, humid

VARIABLE VOLTAGE AND VARIABLE FREQUENCY DRIVES

1.0 SCOPE OF WORKS:

Design, Construction, assembly, testing and inspection of VVVF drive and its panels along with the
provision to connect the same with PLC for control and interlocks of ventilation system. PLC is not in
scope of this tender. VVVF drive panel will be tested with ventilation fans and its motors at fan
manufactures shop in order to verify the performance of VVVF drive panel.

2.0 FUNCTIONAL REQUIREMENTS:

VVVF Drives selected should meet the following functional requirements.

a) Automatic Regulation of the flow, based on static pressure by controlling Fan’s speed through PID
control based VVVF Drive.

b) The plenums static pressure to be maintain constant with the help of changing speed of fan by VVVF
drive.Static Pressure will be sensed by Electronic Smart, 2 wire DP Transmitter giving 4-20 mA
output to PID Controller and from PID Controller to VVVF Drive.

The VVVF Drive shall be capable to operate the fans up to 110% of fans rated capacity by
increasing the speed of the fans if need arises. It should also be able to operate as low as 25% of the
rated capacity of the fans.

c) The Drive Panel shall have Semi conductor fuse, Power Contactors, single phase preventer, input &
output choke, RFI filters and auxiliaries.

d) It shall have in built self fault diagnostic .

3.0 GENERAL SPECIFICATIONS:

3.1 VVVF DRIVES:


Variable Voltage Variable Frequency Drive ( VVVF Drive ) shall be air cooled , static speed
controller using IGBT, having total harmonic distortion not exceeding 5%. The VVVF Drive should be
Sine PWM (Pulse width modulated) controlled with field weakening features for driving Fan loads used
for speed control of 3 phase squirrel cage induction motors coupled with centrifugal fans in order to
control static pressure of fans by varying the frequency and voltage applied to the motor terminals of
Supply and Exhaust fans. Voltage and frequency relationship is decided based on the motor name plate
data and the load characteristics which shall be provided. VVVF DRIVE shall have modular
construction to allow maximum configuration flexibility. It shall have complete invertor and motor
protection. It shall provide simple commissioning macro to programme the VVVF DRIVE application,
motor data and control information. In addition, the drive shall have inbuilt feature for automatic
calibration to optimise motor electrical characteristics. It shall have RFI filter and AC choke (input &
output side) for harmonics suppression. It shall have both lockable local & remote operation facility.
Drive shall have alphanumeric control panel with LCD device having 4 line x 16 character panel with
backlit for easy readability of all essential parameters like output frequency, voltage, current etc. This
display may be mounted on panel. The configuration settings shall be password protected.

3.2 Motor speed control:

Panel based PID controller shall be provided for close loop as well as open loop control of motor speed.
The speed of the motor shall be regulated based on the set pressure. The pressure of the system shall be
measured using a suitable transmitter. The transmitter will generate the 4-20 mA signal. The PID
controller shall have the provision to accept this 4-20 mA. The scope of supply also includes the Panel
based PID controller. The PID controller shall also have provision to accept the setpoint locally from the
VVVF drive panel or remotely from main Control room. Such selection is based on the Local/Remote
mode selection provided in VVFD panel. The PID controller shall also have the provision for
(bumpless) Auto/Manual PID mode selection. Auto/Manual PID mode selection shall be done from
VVVF panel.

3.3 FUNCTIONAL REQUIREMENT OF PANEL:


Wired Panel for each drive shall accommodate VVVF drive, solid state fuses of suitable capacity, power
contactors, input & output chokes, RFI filters, status lamps, selector push bottom switches, ventilation
louvers and exhaust fan. Supply & installation of all above mentioned items shall be in the scope of
contractor.

Each motor shall be provided with Local / Remote mode selection. Motor can be started locally from
VVVF drive panel if Local mode is selected or remotely from main control room panel if Remote mode
is selected. However it shall be possible to stop the motor from VVVF drive panel or from main control
room irrespective of motor mode. It shall be possible to start the motor in the local mode & then shift to
the remote mode without stopping the motor. The same shall be possible vice a versa. The local / Remote
mode selection switch (key-operated) shall be provided on the VVVF drive panel. It shall be possible to
remove the key in any position. Provision shall be kept in the VVVF drive panel for wiring of the
Remote Start and Stop push button contacts. The interrogation voltage used for this purpose shall be 24
VDC.

Each VVVF drive panel shall also be provided with Auto/Manual mode selection switch (key-operated).
It shall be provided on the VVVF drive panel. It shall be possible to remove the key in any position. It
shall be possible to start the motor in the Manual mode & then shift to the Auto mode without stopping
the motor. The same shall be possible vice a versa.
a) When Auto mode is selected, the suction damper & Discharge damper shall open automatically on
issuing the start command for motor either locally or remotely. The standby motor will start
automatically if running motor trips only if the Auto mode is selected.
b) When the Manual mode is selected, Motor can be started independent of suction & discharge damper.
This may be required during the electrical maintenance of the motor. Suction & discharge damper
also can be opened as required. The mode will be used for testing the motors or the suction /
discharge dampers. The standby motor will not start automatically if running motor trips.

The internal layout of the panel shall be of optimum size and will be approved by purchaser. Schematic
diagram , GA drawing of the panel , detailed engineering , selections of components must be
approved by the purchaser prior to fabrication of the panel. A single panel shall be provided for each
type of VVVF DRIVEs as per the requirement specified in the specifications.

Panel shall have the provision for the remote indication of Motor Run Status, Motor Trip Status, Suction/
Discharge damper open/ close status, motor current.

6.2 PANEL: The panel shall have following features.

6.2.3 Control wiring shall be carried out with HFFR and power wiring shall be with FRLS copper

6.2.4 Motor & Drive fault shall be annunciated separately.

6.2.17 The panel shall be constructed from the CRCA 3 mm thickness sheet and gland plate shall be 3
mm thickness with the powder coating of Shade RAL 7032. The base channel shall be 4mm
thick.

6.2.18 All bus bar parts shall be properly insulated for accidental contact by personnel and/or to ground.

6.2.19 All the buses shall be taped with respective phase colour viz. R, Y, B and Black.

6.2.20 The insulation of the bus bars shall be SMC/DMC.

6.2.21 The bidder shall work out the dimension of the panel and internal arrangement of the
components.

6.2.22 6” out at both the side with hole to provide the earth connection.

6.2.23 Make of Components are as follows:

7.0 INSPECTION& TESTING:

7.1 All tests necessary to assure conformity with technical specifications for VVVF shall be carried out.

7.2 The supplier shall perform Acceptance and Routine Tests for all VVVF Drives as per relevant
standards. These Test reports and available Type test reports shall be submitted to the Purchaser
before dispatch of the Drives to fan manufacturer shop.

7.3 VVVF Drives shall be subjected to following tests:


a) High Voltage Test without Semiconductor Devices.
b) Insulation Test

c) Electrical Control , Interlock and Sequential Operation Tests
d) Heat Run Test

7.4 The supplier shall notify the purchaser the date and location for the tests giving sufficient time for the
purchaser or his authorized representative to be present. The test procedure shall be approved by the
purchaser.

8.0 PACKAGING:

a) VVVF Drive panels shall be protected for inland transport, carriage at the site and outdoor storage
transit and at the site.
b) Supplier shall be responsible for any damage to the items during transit due to improper and
inadequate packing.
c) Only packages constructed out of suitable material and of dimensions proportional to the size and wt.
of contents shall be used.
d) All items shall be protected for the entire period of dispatch, storage and erection, against corrosion,
incidental damage, due to vermin, sun light, rain, high temperature, humid atmosphere, rough
handling in transit and storage in open including delays in transit.

ANNEXURE-VII
DELIVERY SCHEDULE, GUARANTEE, PAYMENT TERMS,
FACTORY REPORT, QUALIFICATION, SUB CONTRACTS AND
GENERAL INSTRUCTIONS / NOTES

1. DELIVERY SCHEDULE:
The bidder shall submit to the purchaser the detailed time schedules indicating various stages involved
in the manufacture, such as preparation of shop drawings, procurement of raw materials and
components, fabrication, assembly, inspection, testing and delivery of fans to site.

The Ventilation fans along with motors, VVVF drive, panel etc as specified in this tender
document shall be designed, manufactured, inspected, shop tested and supplied within 11 months
from the date of release of purchase order. The delivery schedules shall be strictly adhered to in
consultation with the purchaser.
2. GUARANTEE:
2 .1. Supplier shall guarantee that the goods furnished by him shall be in full accordance with the
requirements of the specifications and are new and of high quality. Supplier shall also provide the
warranty that the goods are free from defects in design, materials or workmanship.
2 .2. The supplier shall indicate clearly the terms covered under guarantee / warranty and its period from the
date of satisfactory commissioning and handing over of the crane. The guarantee / warranty shall cover
for a period of 18 months from the supply of the ventilation fans to the purchaser at site.
2 .3. If, within the expiry of the above stipulated warranty/ guarantee period, the subject goods or any part
thereof are found defective because of poor design, workmanship or materials, supplier shall at his own
expense, repair or furnish and install replacement parts of proper design, workmanship and materials
approved by the purchaser. The guarantee period for replaced parts of repair works shall be the same as
above.
3. PAYMENT TERMS: Payment as per rules and regulation of Purchase (NRB).

Pro-rata payment may be considered of maximum 3 lots of supply of ventilation fans to


respective site as per rules and regulation of Purchase (NRB). Pro-rata payment can be divided
in to three parts as follows:
a) Supply of Type F ventilation fan (Item no1.6 of Annexure A, 4nos.) along with its spares (
item no.3.6 of Annexure A )
b) Supply of Type A, C, D ventilation fan (Item no1.1, 1.3, 1.4 of Annexure A, 6nos.) along with
its spares ( item no.3.1,3.3,3.4 of Annexure A )
c) Supply of Type B, E ventilation fan (Item no1.2, 1.5 of Annexure A, 4nos.) along with its
spares ( item no.3.2, 3.5 of Annexure A)

4. FACTORY REPORT:
The bidder shall provide the description and details of company structure, design department,
fabrication units and quality surveillance department. This should include the facilities and equipment
available for the design, manufacture, supply and erection of crane of similar nature and capacities.
The bidder should also provide the list, with reference, orders of the fans of similar kind and capacities
to the government organizations especially to the units of Department of Atomic Energy. The bidder
shall submit the factory report comprising all above information along with the tender.

5. SUB CONTRACTS:
The supplier shall not sub contract any part of the work without a written consent from the purchaser.
The supplier shall be responsible to the purchaser for all the work of subcontractor if allowed by
purchaser.
6. GENERAL INSTRUCTIONS:
6.1. The bidder shall give the cost structure strictly as per the format as given in our tender document
(Annexure-A & Annexure-B) failing which the offer may not be considered. Any information
(commercial or technical) if bidder wants to add can indicate in the appropriate annexure for which
additional sheets can be attached. The bidder shall note that the cost figures shall not be revealed
anywhere in the tender document except in Annexure-A & B.
6.2. The purchaser reserves the rights to place the purchase order for ventilation fans on any party based on
the technical evaluation, vendor evaluation and cost comparison.
6.3. The bidders shall provide the details in vendor evaluation pro-forma as given in Annexure-C.
6.4. In the event of the ordered quantity is split among bidders or any other reason, the bidders shall accept
Part Order. Part order may be split as per following list of item details:
(i) Part 1 includes Type A, Type C & Type D ventilation fans (Item 1.1, 1.3, 1.4, 3.1, 3.3 & 3.4 of
Annexure-A)
(ii) Part 2 includes Type B & Type E ventilation fans (Item 1.2, 1.5, 3.2 & 3.5 of Annexure-A)
(iii)Part 3 includes Type F ventilation fans (Item 1.6 & 3.6 of Annexure-A)

7. QUALIFICATION CRITERIA OF BIDDER:


7.1 The bidders who have experience for design, manufacture, testing and supply of centrifugal fans are
eligible to submit their bid. Copies of purchase order/ work orders of ventilation fans supplied in past 5
years in support of confirmation of technical specification.
7.2 The bidder shall have organizational structure with respect to design, drafting, engineering planning,
and procurement manufacturing/production, testing facility and quality assurance. An organisation
chart shall be submitted.
7.3 Annual Turn-over of the bidder in last five financial years (average) ending year 2016 shall not be less
than Rupees Two Hundred Fifty Lakhs Only (Rs.300 Lakhs or 3.0 Cr).
7.5 The firm should not be under liquidation, court receivership, or similar proceedings. A self-certified
statement by the firm should be furnished.
7.6 Past experience/ performance of vendor with DAE/BARC/ PSU/ Govt. Sector shall also be considered
during evaluation.
