Letter of Offer

Dear: Liu Kai

We are pleased to offer you the position of Manager, R&D Team with Nokia Siemens Networks
(Beijing) Co., Ltd Chengdu Branch. In this position, you will report to Peter Kurta. You are subject to 3
month probation period. Your monthly base pay is RMB15000 gross before tax. Job grade is 9.
Structure and components of your entire remuneration package have been communicated during the
hiring process. Your pension insurance, unemployment insurance, medical insurance and other
mandatory social welfare benefits will be arranged in accordance with relevant state and local policies
and regulations.

Your successful employment is subject to:

1. Your clearance with your previous employment;

2. No false, incomplete, misleading or disguised information furnished to us which may have impacted our decision
of extending this offer; and
3. Successful transfer of your personal file to the agency designated by us.

If any of the above circumstances are not satisfied, the Letter of Offer will be of invalidation automatically. Please
make sure that you start with the above arrangements as soon as possible. If you have any problem complying with
the above, please contact the HR department.

If you accept our offer, please sign below. You are expected to report for work on 2008-5-26 at 9:30. Our HR
colleague and your direct line manager are happy to receive you by that time. For relevant company formalities
please bring with you:

1. Receipt of your personal file issued by the designated personal file retaining agency;
2. Result of the medical examination with a hospital designated by us;
3. Copy of Personal Identification Card;
4. Copy of Certificate of Diploma; and
5. Two personal photos

The offer letter will be open for two weeks upon issuance. This indicative offer letter is not intended to, and does
not, constitute a labour contract between you and us or a part of it until and unless you officially induct into office.
A Labor Contract with detailed employment terms is in process, and will be signed upon your reporting for work.
