Dear Prime Minister,

Media reports have revealed very troubling allegations with respect to possible interference by your office
in a criminal prosecution of SNC-Lavalin.

Canadians deserve answers on this matter, as the allegations surrounding it strike at the very heart of fair
and impartial law enforcement and prosecutorial functions, themselves vital to the rule of law and our
democracy.

Given the amount of times that your story has changed, Canadians have no choice but to draw the
conclusion that the present situation has the markings of a cover-up by political actors bent on protecting
themselves.

As you are aware, the Library and Archives Canada Act and the Access to Information Act contain strict
requirements for the preservation of government documents. Further, as you know, it may be a criminal
offence to destroy records in contemplation of an official judicial proceeding. In light of this, I would ask
that you take the following steps:

With regard to records held by the Minister of Justice and Attorney General David Lametti, former
Minister Jody Wilson-Raybould and her Chief of Staff Jessica Prince, provide direction to:

1. Preserve all records in their relevant organizations relating to the prosecution of SNC-Lavalin,
including but not limited to memos, letters, emails, pins, SMS messages, and handwritten notes.
2. Preserve all records in their relevant organizations related to SNC-Lavalin between their
organization and the Minister of Justice and Attorney General of Canada, the Office of the
Minister of Justice and Attorney General of Canada, the Department of Justice, the Public
Prosecution Service of Canada, the Prime Minister’s Office and the Privy Council Office.

With regard to records held by members of your office including, but not limited to, Chief of Staff Katie
Telford, Principal Secretary Gerald Butts, Senior Advisor Elder Marques, and Senior Advisor Mathieu
Bouchard, I would ask that you take all necessary steps as the head of the institution to:

1. Preserve all records relating to the prosecution of SNC-Lavalin, including but not limited to
memos, letters, emails, pins, SMS messages, and handwritten notes.
2. Preserve all records of communications related to SNC-Lavalin between the Prime Minister’s
Office and the Minister of Justice and Attorney General of Canada, the Office of the Minister of

Justice and Attorney General of Canada, the Department of Justice, the Public Prosecution
Service of Canada, other members of the Prime Minister’s Office and the Privy Council Office.

I would also request that you conduct a government-wide search to prepare a list of all code words,
nicknames, short forms, or other colloquial terms for the following individuals, including under titles they
may have previously held:

a. Yourself;
b. Former Minister Jody Wilson-Raybould;
c. Minister of Justice and Attorney General David Lametti;
d. Clerk of the Privy Council Michael Wernick;
e. Director of Public Prosecutions Kathleen Roussel;
f. Chief of Staff to the Prime Minister Katie Telford;
g. Principal Secretary to the Prime Minister Gerald Butts;
h. Senior Advisor to the Prime Minister Mathieu Bouchard;
i. Senior Advisor to the Prime Minister Elder Marques; and
j. Chief of Staff to the Minister of Veterans Affairs Jessica Prince.

The date range for the above request is November 2015 to present day. I also wish to stress that the
above request is not limited to records contained in government holdings but also covers relevant records
in private and / or personal holdings. We have seen recent evidence of government actors, including
political staff, attempting to hide communication on government business from disclosure by using
private means of communication. This is a practice which does not support government transparency
and should not be tolerated.

To quote your government’s Speech from the Throne, “The trust Canadians have in public institutions—
including Parliament—has, at times, been compromised. By working with greater openness and
transparency, Parliament can restore it.” It is fundamentally important that judicial proceedings be
allowed to proceed free from the cloud of scandal and accusation. I hope that you will fulfill your duty to
Canadians and bring clarity to this matter immediately.
