Job Description

I. Background

Project HOPE-The People to People Health Foundation Inc, Ethiopia is implementing a five
years USAID funded Community HIV Care and Treatment (CHCT) Activity since July 2017.
The strategic objective of the activity is to accelerate and sustain HIV and AIDS epidemic
control in Ethiopia through delivery of high impact community based HIV services. The
implementation of CHCT Activity covers PEPFAR priority towns and woredas in selected
regions of the country. The objectives and interventions are designed to impact UNAIDS 90-90-
90 goals.

Primarily, the activity aims to achieve the following three major results: Result 1: Strengthened
community health and support systems for service delivery; Result 2: Strengthened
organizational and technical capacity of community structures and Result 3: Strengthened data
collection and use for learning and program improvement.

The CHCT activity is designed to expand access to comprehensive HIV prevention, care and
treatment services by reinforcing the role of health extension workers (HEWs) and communities
in the delivery of comprehensive clinical and non-clinical community HIV prevention, care and
treatment services. The priority population targeted are peoples living with HIV (PLHIV) and
their families.

Project HOPE has identified Network of Networks of HIV Positives (NEP+), National Network
of Positive Women Ethiopians (NNPWE) and eleven (11) local implementing partners (LIPs) as
indispensable local partners to effectively implement this activity and to get services delivery
results and maximize capacity building efforts. These local implementing partners (LIPs) receive
funding from Project HOPE Ethiopia (PHE) to collaborate in carrying out the service delivery at
community level.
PHE also facilitates organizational and technical capacity building support to the local
implementing partners (LIPs) to enable them to implement high quality HIV services at the
community level in a coordinated manner, targeting priority populations, people living with HIV
(PLHIV), and their family members in selected implementation sites. The primary objective is to
increase the technical and organizational competency in efficiently and effectively managing
project outcomes; and delivering high standard quality of services to target beneficiaries. To this
end, PHE/CHCT Activity has conducted an Organizational and Technical Capacity Assessment
(OTCA) for all LIPs through a self-assessment approach. Assessment findings have been
analyzed.

One of the key findings mainly highlighted by most of the LIPs was lack of a strong resource
mobilization (RM) and diversification plan and strategy; lack of sound financial sustainability
strategy. Therefore, PHE is soliciting a competent local consultant firm with an extensive hands
on technical and organizational expertise and experiences in designing Domestic Resource
Mobilization & Diversification (DRMD) Framework with Financial Sustainability Strategy
Guide and delivery of a comprehensive training for local implementing partners (LIPs) and other
stakeholders recommended by PHE.

II. Objectives of the Consultancy

The main objectives of this consultancy shall be designing and developing a comprehensive
Domestic Resource Mobilization & Diversification ( DRMD) Framework and Financial
Sustainability Strategy Guide and provide a 5 days training to LIPs and selected regional
HAPCO/HBs.

The specific objectives of the assignment include:

 To improve the capacity of LIPs on how to design/develop a strategy for effective


resource mobilization (RM) and financial sustainability in order to sustain meaningful
operationalization;
 To improve the capacity of LIPs on how to prepare concept notes and proposals;

III. Scope of the Consultancy Work

The scope of the consultancy service shall include the following tasks:

 Conduct detail analysis (desk review) of existing documents related to domestic resource
mobilization and financial sustainability;
 Conduct rapid verification exercise for selected LIPs using a modified checklist (original
OTCA tool will be shared with the consultant firm).
 Based on the outcome of desk review and rapid verification exercises, adapt Domestic
Resource Mobilization & Diversification Framework and Financial Sustainability
Strategy Guide; including recommendations on how to develop and maintain RM and
fund raising strategy, strategic partnerships and engagement with donors, stakeholders,
networks;
 Provide a 5 days training on the framework and guide to LIPs and selected regional
HAPCOs/HBs;
 Conduct pre and post testing exercise to ensure participants of the training have acquired
the necessary technical skills and knowledge on the approaches, procedures and tools;

IV. Deliverables

 The consultant shall produce a brief report after completing detail analysis of the desk
review process and rapid verification of the organizational and technical capacity
assessments carried out through a self-assessment. The brief report should provide
recommendations and the outlines for DRM Framework and Financial Sustainability
Strategy Guide
 The consultant shall prepare/develop DRM Framework and Financial Sustainability
Strategy Guide;
 The consultant should develop standardized relevant training modules on DRM
Framework and Financial Sustainability;
 The consultant shall facilitate/provide hands on training (5 days proposed) to LIPs and
selected RHAPCOs/ HBs staff;
 The consultant shall produce a brief accomplishment report after the completion of the
training (Outline: will be discussed and agreed).

V. Duration of the Work

The duration of this short-term consultancy service will be 40 calendar days commencing the
date of signature of the contract and the tasks will be completed accordingly. However, the
consultant firm is also expected to come up with a more realistic plan (timeframe) to complete
the above assignment with all deliverables. Yet, the proposed timeline is as follows:

 Desk review of existing resources or materials (strategies, policies, procedures, manuals,


protocols, tools, etc)......…(5 days);
 Rapid verification exercise with selected LIPs (at least 6 of the 11 LIPs, all of them
located in Addis Ababa)…….(6 days);
 Produce brief report of the desk review process and outcome of the verification
exercises………. (3 days);
 Developing DRMD Framework and Financial Sustainability Strategy Guide, training
materials (modules/handouts, presentation slides, group exercises etc)……. (15 days);
 Incorporate PHE feedback and finalize the training materials and ready for the
training……… (2 days).
 Delivery of hands on training to LIP staff and selected regional HAPCOs/HBs ……… (5
days);
 Prepare and submit a brief accomplishment report …….. (4 days).

VI. Payment Terms and Modality


Payment will be made to the consultant’s firm upon successful completion and submission of the
deliverables. Payments will be effected in three payment schedules and all payments would be
subject to taxation as per the government of Ethiopia’s regulations.

 Payment 1: After submission of a brief report on the desk review and rapid verification
exercises (20%)
 Payment 2: After submission of the finalized DRMD Framework and FS Strategy Guide,
training modules/handouts. After all PHE comments and feedback are incorporated and
approval is provided (40%)
 Payment 3: After delivering the comprehensive training and submission of the
completion report (40%)

VII. Supervision, Reporting and Deliverables

The consultant will be directly supervised by and will be reporting to the Capacity Development
Manager of CHCT Activity. The consultant is expected to provide regular updates on weekly
basis until the full assignment is completed. The deliverables are discussed under section IV
above.

a. Qualification and Experience

F The consultant firm should have high level technical/professional expertise and proven
experiences in developing/preparing training materials (handouts/modules) - particularly on RM
strategy, fund raising, financial sustainability, proposal and concept note writing experiences.
For consultant firms to apply, they must have a strong prior experience performing similar
activity for International NGOs.

F The consultant should also demonstrate its experience in delivering capacity building trainings
to local CSOs in Ethiopia.

F At least ten years’ experience in the development sector, preferably in fundraising, strategy
development, resource mobilization and diversification, sound understanding and application of
strategic partnership building, concept note and winning proposals.

IX. APPLICATION

Interested applicants should submit their technical and financial proposals with an application
letter, brief CV and relevant credentials.
Contents of the technical proposal should include: introduction, contents of DRMD Framework
and FS Strategy Guide, training materials, training schedule, training methodology, profile and
experience of the consulting firm, and CVs of relevant technical team.

The financial proposal should be submitted in a separate sealed envelope and needs to be
presented in a tabular format, including detailed presentation of major cost items, unit of
measurement, quantity, unit cost, total cost and remarks. [Note: Project HOPE Ethiopia will
handle participants and hotel related costs].

Interested applicants should submit their application to Project HOPE HR department on or


before February 28, 2019 before 5:00 pm. It should be hand deliver to PHE Country Office
located in Addis Ababa (at the back of Bole Medhanealem Church on the road to MOENCO)
and online application is not accepted.

X. EVALUATION CRITERIA

 Understanding the TOR and Scope of Work (SOW) – 10%


 Qualification and relevant experience in training material development in the areas
specified - 40%
 Sound experience of performing capacity building training for Local and International
NGOs in similar work – 20%
 Financial feasibility – 30%

XI. Disclaimer of Proposal

PHE reserves the right to accept or reject any or all proposals without assigning any reason
whatsoever.
