1. General
1.1 Introduction

1.1.1 Objectives of Employer’s Requir ements

The Employer’s Requirements identify the functional, design, quality, performance, and durability
requirements for the construction of the CMSA Container Terminal Phase 2 - Stage 2A works in Manzanillo,
Colima, Mexico. The project involves the construction of a block paved container stacking area extension;
reefer storage area extension; truck entrance gate expansion; a rail intermodal yard extension, demolition of
an existing empty container storage area and all related services and utilities, including installation of final
services and utilities at the Stage 3A quay – the structure of which is being constructed under a separate
contract. The terminal is located in the Port of Manzanillo and is on an approximately 28.5 ha site as described
in Section 1.2.

The Employer’s overriding requirement is that the Works are fit for the purposes of reliable, efficient, safe and
continuous operations of a modern, high density, high speed, and low maintenance container terminal.

These Employer’s Requirements are minimum requirements and shall be read subject to the overriding
requirement described above.

1.1.2 Responsibility of the Engineer

The Engineer shall be responsible for the design of all permanent facilities and systems that are identified in
these Employer’s Requirements.

Unless noted otherwise, the Engineer shall be fully responsible for all aspects of the design of the permanent
Works to meet the Employer’s Requirements.

The Engineer shall design the Works to minimize the operating and maintenance costs and to minimize the
extent/frequency of maintenance and its disruptive effect on operations.

1.1.3 Responsibility of the Contractor

The Contractor shall be responsible for the construction, testing, commissioning, and rectification of defects of
all facilities and systems that are identified in these Employer’s Requirements.

The Contractor shall be responsible for the design of all temporary works for the construction.

The Contractor shall be fully responsible for all aspects of the construction of the Works, and for providing
such materials, workmanship, and whatever else may be necessary or desirable to meet the Employer’s
Requirements and the Specifications.

1.2 Scope of Work

1.2.1 List of Works

The Works to be executed under this Contract shall include, but not be limited to, the design, construction,
installation, testing, commissioning, and remedying of defects of the following land-based items:

 Terminal land levelling (fill and pavements) in the Stage 2A area from nominal existing level +2.00 m
(Chart datum) to finished level +3.50 m (Chart datum), and in the Stage 3A behind and above the berth
rock berm to finished level +3.50 m (Chart datum).

 Ground improvements including those at the Phase 2 - Stage 3A berth (Berth 20) - not including dynamic
compaction.

 Demolition of an empty container storage yard facility (Stage 2A Initial) including all fills required to
facilitate ground improvement and allow for installation of the permanent container yard facilities.
Demolished Materials can be re-used in the Works provided they meet the project Specifications.

 Container yard facilities including rubber tired gantry crane (RTGC) runways, and heavy-duty concrete
block pavements to support container handling equipment, and container storage.

 Expansion of reefer storage including reefer racks and plugs.

 Internal roadways, parking, and holding areas together with connections to the existing internal road
system.

 All necessary ancillary works and services including storm drainage, power distribution, data, CCTV,
security, and communication systems ducts, water supply distribution, fire water distribution, fencing,
lighting, grounding, road and container yard signage and markings, including those at the Phase 2 -
Stage 3A berth (Berth 20).

 Interconnections of all services including electrical power, potable water, sanitary sewer, and
telecommunications to the networks identified in the Employer’s Requirements, including those at the
Phase 2 - Stage 3A berth (Berth 20).

 Firefighting facilities and equipment including extension of the salt water fire water distribution system.

 Reconfigure the truck entrance area to accommodate one additional truck in-gate, including truck kiosk
and canopy extension.

 Maintenance area for RTGCs in the Stage 2A container yard.

 Intermodal yard expansion including extension of four tracks (Track Nos. 2, 3, 4 and 5), heavy-duty paving,
extension of RTGC runway beams, and associated safety systems required for safe and efficient operation.
Existing rail track Nos. 1 and 6 shall be left in place and heavy-duty pavement added up to the rails to
allow container stacking.

 Provisional Items:

 Dynamic compaction ground improvement of the general overall project footprint.

 Ecological Box Culvert Drain 2 between the perimeter ecological boundary containing mangroves
bordering the Naval Zone and Colonia Brisas del Puerto municipality and the existing Phase 1 box
culvert segment installed under Berth 19. This work is considered “marine” with respect to Table A.

 Various additional provisional items (if instructed).

1.2.2 Contract Forms and Packages

The construction works for the development of CMSA Container Terminal Stage 2A will be tendered as
follows:

 Main Works package includes items listed in Section 1.2.1.

1.2.3 General Description of the Facilities

The new container terminal is planned to provide for a future throughput capacity of 1,500,000 TEUs per
annum when fully built out. The site is being developed in phases.

The general finished surface level of the terminal is to be at approximately +3.50 m above MLLW and is to tie
into the existing quay in front of the Stage 2A area. The quay coping level is +3.50 m (Ref.) above MLLW.

The terminal utilizes super post Panamax rail mounted container cranes to load and unload container vessels.
The containers are transported from the quayside to the container yard on container tractor/trailer units. The
containers are stacked using RTGCs on the yards and reach-stackers in specific areas. Empty containers are
generally handled with empty container handlers or reach-stackers.

1.3 Design Requirements

1.3.1 Design Life

The design working life is defined as the period for which structural elements, pavements, buildings, electrical
and mechanical systems (E&M), services, drainage systems, etc., are to be used for their intended purposes
with acceptable maintenance, but without major repair and/or replacement being necessary.

Acceptable design working life, period to first maintenance and guidance on routine maintenance activities
for the civil, structural, electrical and mechanical elements of the Works is described in Table A, and for the
building elements in Table B. Table A and Table B also indicate what would be considered to be unacceptable
maintenance, i.e. unacceptable repair or replacement.

Elements referred to as (Marine) in Table A shall include all elements within or adjacent to salt water such that
they are exposed to salt water or wind driven salt spray.

1.3.3 Units, Surveys, and Data

SI units shall be used throughout for drawings, calculations, and documentation. In cases where components
are supplied in Imperial units, e.g. pipe work; the metric equivalent dimension is also to be shown.

All levels shall be referred to the Port of Manzanillo Mean Lower Low Water (MLLW) hydrographic datum,
which will be used as zero datum for all the Works.

An independent experienced Surveyor (approved by the Engineer) shall be engaged and managed by the
Contractor to update and upgrade existing survey works, establish primary survey controls for azimuth and
level datum, undertake site topographical surveys as required.

The Surveyor shall establish a site grid parallel to the quay line and confirm the coordinates and level of a
primary benchmark upon which all design and construction shall be based. The scope of this survey is to be
determined between the Engineer and the Employer.

The level difference between National Geodetic Vertical Datum (NGVD) and the Manzanillo Port/Chart Datum
is 0.393 m according to the official “Secretaría de Marína, DGID” data.

1.3.4 Design Codes

The design, manufacture, provision, installation, and construction of all temporary and permanent works shall
be carried out in accordance with the best current practice, equivalent to that specified in the latest editions of
Mexican Standards, British Standards, American Standards, and supplemented by these Employer’s
Requirements and the specification for material durability.

The design method shall be Limit States Design, using Load and Resistance Factors consistent with the stated
design codes.

Mexican environmental regulations and project environmental resolutions and permits shall also be utilized
for the design of the facilities.

1.3.5 Conflicts and Omissions

These Requirements reference a number of codes, standards and guidelines. In some cases, these documents
may be in disagreement or conflict. Where conflicts or omissions are identified, the Engineer shall make the
determination, and advise the Employer and Contractor.

1.3.6 Approvals

The major permitting and approval authorities are stated, but not limited to, in Table D.

The Contractor is fully responsible to modify (as required) or confirm the major permitting and approval
authorities listed above and advise the Engineer and the Employer of any modifications made.

The Employer will provide a detailed list of the permits it has acquired to facilitate the works. It is the
Contractors responsibility to review these permits, identify additional information/requirements it may need
based on these permits and adhere to these permits and their stated requirements.

1.3.7 Third Part y Approvals and Notices

Unless noted otherwise, the Engineer shall be responsible to design and the Contractor shall be responsible to
construct the whole of the Works to comply as a minimum with the requirements of each and every relevant
statutory, regulatory, and utility authority.

The Contractor shall obtain and maintain in force all necessary permits, licences or approvals for any part of
the Works as set out in the Conditions of Contract.

Should the Contractor for any reason cause such approvals/permits/consents, etc., to be withdrawn, the
Contractor shall be fully responsible for their reinstatement or re-issuance, regardless of whether such were
originally procured by the Employer.

The Contractor shall not commence any of the Works until he has obtained written consent from the Engineer
and the relevant statutory, regulatory and utility authorities, and a copy of that consent has been submitted to
the Engineer.

The Engineer’s general obligations shall include, without limitation:

 Providing all design drawings, specifications, and calculations as required for submission to the
Authorities for the permit applications and to make any modifications to these documents as required by
the Authorities.

 Complying with relevant requirements of the Third-Party Agreements.

 Complying with environmental laws and regulations relating to the performance of the Works, and in
particular with the requirements of the environmental authority.

The Contractor’s general obligations shall include, without limitation:

 Obtaining the necessary approvals/permits/consents, etc., for sourcing and deposition of fill material,
including payment of any royalties notwithstanding any Employer’s initiatives which may provide the
Contractor with options for reclamation material sources. The Employer will give no warranty as to the
validity of any information or details in these respects given to the Contractor by the Employer, and the
Contractor shall remain entirely responsible for such approvals/consents/permits, etc.

 Carrying out any testing of Materials for the presence of contaminants as required by these specifications
or regulatory authorities.

 Providing all Work procedures as required for submission to the Authorities for the permit application and
to make any modifications to these documents as required by the Authorities.

 Complying with the relevant requirements for, and obtaining approvals for, access within the Port of
Manzanillo.

 Complying with relevant requirements of the Third-Party Agreements.

 Complying with environmental laws and regulations relating to the performance of the Works, and in
particular with the requirements of the environmental authority.

1.3.8 Communication with Ongoing O perators

The Contractor shall provide to the Engineer copies of all correspondence between the Contractor and the
Port Authority, other Port users, utility companies/authorities, and the Employer.

1.3.9 Environmental Requirements

The Contractor shall carry out the Works with full regard to Mexican and APIMAN’s environmental regulations
and the Environmental Authorization and Conditions.

1.4 Documents and Drawings

1.4.1 Language

All documents to be prepared by the Engineer and Contractor under the scope of this project will be written in
the languages shown in Table E.

1.4.2 Drawing Standards

Drafting of all drawings, sketches and the like are to meet International drafting standards to be approved by
the Employer. Drawings for the container yard shall be laid out parallel to the quay line / existing container
yard for ease of reference.

1.4.3 As -Built Drawings and For Information Drawings

“As-Builts” means drawings which show existing port facilities, services, structures, etc. As-Built Drawings form
part of the Site Data. The Employer does not guarantee the accuracy and/or completeness of the information
provided, and the Contractor shall be responsible for its interpretation and verification.

Copies of the As-Built Drawings are included in Volume 4 provided in the Electronic Data Room.

Additional “For Information” Drawings are also included in Volume 4, and include, but are not limited to,
recent topographic and bathymetric survey drawings and APIMAN ecological box culvert designs.

1.4.4 Construction Documents

The Engineer shall provide complete and clear detailed specifications and drawings which describe all Plant,
equipment, manufactured items and Materials which will be incorporated into the Works, details of the
fabrication and construction of the Works, and the maintenance regime for the Works.

Construction Drawings and Technical Specifications are included in Volume 3.

Design/Drawings shall optimize the use of AutoCAD (2015) or such later version as may be approved by the
Employer.

The Contractor is required to review and understand the provided Construction Documents, and request
clarification if it does not understand.

1.4.4.1 Shop Drawing s, Prod uct Data, and Sam ples

The Contractor is required to furnish the Engineer with Shop Drawings, Product Data, and Samples of all works
the Contractor is required to complete. The following presents a general formalized procedure of how this
process shall proceed.

will not be reviewed until all related information is available.

 Allow five working days for Engineer’s review of each submission.

 All submissions must be accompanied by a transmittal letter or instrument, in duplicate, containing:

 Date.

 Project title and number.

 Contractor’s name and address.

 Identification and quantity of each Shop Drawing, Product Data, and Sample.

 Other pertinent data.

 Submissions must include:

 Date and revision dates.

 Project title and number.

 Name and address of:

 Subcontractor.

 Supplier.

 Manufacturer.

 Contractor’s stamp, signed by Contractor’s authorized representative, certifying approval of


submissions, verification of field measurements, and compliance with Contract Documents.

 A copy of the transmittal letter or instrument will be returned to the Contractor by the Engineer and will
be marked either “REVIEWED”, “REVIEWED AS MODIFIED”, “REVISE AND RESUBMIT” or “NOT REVIEWED”,
and in the event the submission is not accepted, will show the reason for rejection.

each size will be the same. Maximum sheet size for sepias and blueprints shall be 1,000 mm by 707 mm.

and tests, that samples submitted meet Specifications. Provide inspection and test data with samples. The
Engineer's review and comments on samples shall not relieve Contractor of its responsibility for
compliance with the Plans and Specifications.

 Ensure that items materials are available in quantities required to complete the work. No change or
substitution will be permitted after a sample has been reviewed unless a written request for that change
or substitution is made by the Contractor to the Engineer, and the review process is repeated and the
change or substitution is approved in writing. The completed Work will be compared to the samples and
if any of the Work is not of the same quality, material, finish, colour, texture or appearance as the sample,
that portion of the Work will be deemed to be defective and not in conformance or compliance with the
plans and Specifications.

 Samples will only be considered if taken at random. The Contractor must permit the Engineer to witness
selection of samples. Inspection or tests of items or materials that fail shall be sufficient cause to
terminate further inspection tests of the same brand, make, or source of that product.

1.4.5 Construction and Record Drawings, and Operating and

The Construction drawings produced by the Engineer shall include, without limitation:

 General arrangement and layout drawings.

 Elevation, cross-section, and detail drawings.

 Survey drawings and charts.

 Rail layout and detail drawings.

 Pavement structures and details.

 RTGC runway details.

 Structural plans and details.

 Site services drawings, for each individual utility including civil and electrical services and equipment
drawings; electrical circuit diagrams; line diagrams of control systems and logic diagrams.

 Indicate the arrangement, profiles, levels, relevant notes and details of ground improvements, earthworks,
and surfacing.

 Indicate the layout and details of all foundations and substructures.

 Indicate the arrangement and details of structures including all structural elements, cast-in-place items
and appurtenances, types/quality of Materials, and protective systems.

 Indicate the final layout and details of surface features, treatment and finishes including tolerances and
line marking.

 Indicate sizes and positions of all Plant, equipment, pipes, cables, conduits, manholes, pits, cable trays,
etc., together with all inspection points, cable joints and lubrication points, etc.

 Show the location and depth of all pipes and cables, whether buried directly in the ground, or drawn
through ducts/manholes, to a scale of not less than 1:500. The positions of cables or pipes shall be
physically measured from visible permanent features. All changes of cable or pipe direction shall be
shown.

 Show the colour coding, labelling and identification of all services, and full working details of size, load,
duty and capacity of each item of Plant. The drawings shall also clearly indicate the positions of drains,
valves, and test points. The line diagrams of control systems and the electrical circuit diagrams shall
indicate the type, location and function of each component and, together with the inter-connecting wiring
and piping, the terminal connection reference numbers or letters of the actual equipment.

 Indicate the circuit reference for all equipment and each outlet shown. All references shall agree with the
charts and labels in distribution boards fixed to the switchgear.

 Recommend servicing and maintenance schedules and include schedules showing the recommended
types of lubricant, particulars of maker’s types, serial number and rating, replacement parts, and a
statement of the basic data on which the design of the Plant has been based.

 Show the position and nature of all earth electrodes installed, and the range of copper connection tapes.

 Issued for Construction drawings shall follow a recognized international standard for drafting in respect of
drawing size, scale, format, etc.

 The lettering and dimensioning shall be readily readable when the document is reduced in size to an A3
sheet.

 The orientation of civil drawings shall be parallel to the line of quay.

 The Engineer shall produce, maintain, update, and issue a register of all drawings in circulation identifying
current status.

The preparation and issuance of revised Construction and Record drawings shall also follow the recognized
international standard for drafting, and shall proceed during the installation of the Works:

 Issued for Construction and Record drawings shall be in the English and Spanish languages. Contractor
shall submit As-Built Drawings that indicate deviations from any original Construction Drawings and
consents.

 Operation and maintenance manuals shall be prepared by the Contractor for civil, structural, architectural,
electrical, plumbing, drainage and mechanical Work elements, in both the English and Spanish languages.
The manuals shall include a description of the layout and function of the system, schedules of
components comprising every item of equipment including manufacturer’s name and contact details,
reference and serial number, and detailed operating and maintenance instructions including electrical
protection device settings.

 Operation and maintenance manuals shall include details of all Materials used in the Work. Reduced scale
copies of the record and as-built drawings are to be inserted in the manuals. Record and as-built drawings
bound into manuals shall be arranged to fold out from their position and be entirely visible when any part
of the manual is being read. Included with the manuals shall be lists of spare parts for each item, a list of
long lead-in items, and a list of local agents able to supply the parts.

 The manuals shall be labelled with the title and description and compiled in loose-leaf ring binders
covered in a waterproof material. The format of the manuals shall be agreed with the Employer. The
manuals shall lie flat when open. Two hard copies of the approved operating and maintenance manuals
shall be submitted as well as a copy of the manuals on a CD.

1.5 Execution of Design

1.5.1 The Engineer

The Engineer shall be competent and have relevant experience, and carry the required Professional Indemnity
(PI) Insurance.

As construction proceeds, and as part of any procedures implemented for offering up elements of the Works
for acceptance, the Engineer shall verify the adequacy and accuracy of that element of the Works in
accordance with the approved design, as described elsewhere in these documents.

1.5.2 Services Design Coordination

The pipework and ductwork layouts shall ensure that:

 Pipe, duct, and cable runs do not interfere with each other, in terms of alignment or level.

 The services are generally laid parallel to each other, and a minimum separation of 1.0 m between
adjacent services is achieved.

 Pipes, ducts, or cables do not run longitudinally under RTGC runway beams.

 Wherever possible, pipes, duct runs and manholes should avoid container stacks, roadways, and heavy
traffic areas.

 Wherever possible, pipe and duct runs should avoid any areas that may be subject to ground
improvement or excessive settlement under this and future phases of the development.

 The services are compatible with the requirements of future development phases and can efficiently
accommodate future demands and be extended to future phases without disrupting terminal operations
or necessitating excavation through existing pavements or structures.

The Engineer shall prepare in AutoCAD, for approval by the Employer, composite services layout drawings,
with cross-sections indicating service separation.

1.5.3 Geotechnical Investigation Data

The Employer provided geotechnical investigation reports to be utilized for design of Phase 2A are as follows:

 ‘RESULTADOS DE LA EXPLORACIÓN DE CAMPO FASE 2A’, dated June 2018, by Suelos y Control S.A. de
C.V. Refer to Volume 4.

The Employer, his Engineers, and the Engineer do not warrant the accuracy and/or completeness of the
geotechnical information provided as part of the Site Data. Where the Contractor elects to interpret and use
this data, it shall be entirely at his own risk and strictly subject to the Conditions of Contract.

1.6 Execution of Construction

1.6.1 Contractor’s Equipment

The Contractor shall submit to the Engineer, within 28 days of the Commencement Date, a comprehensive
Contractor’s Equipment Schedule which shall include the proposed dates of arrival on Site of each item.

The Contractor shall at all times and at his own expense comply with the requirements of the relevant
authorities, including the Employer and APIMAN, in respect of movement of Plant, equipment.

1.6.2 Coordination with Other Contr actors

During the construction phase, the Contractor shall exercise overall control over the execution of the
Project/Works, and shall coordinate the activities and shall take all necessary steps to promote mutual
cooperation between all Contractors working on and around the Site. He shall interface with them in an
effective manner so as to efficiently construct the Works in the best interest of the Employer. The Contractor
shall incorporate the work of other Contractors into the Contract Progress Control, as described in these
requirements, and monitor their activities throughout the project.

The Contractor shall coordinate his operations with the activities of other Contractors and shall cooperate with
them to ensure they have access to their work areas at all times and reasonable access to all areas of the
Phase 1 site and other concession areas for the purposes of inspecting and evaluating the existing facilities.
For elimination of doubt, “other concession areas” mean any other area adjacent or included within the
Phase 1, Phase 2, or Phase 3 of the CMSA Container Terminal.

The Contractor shall ensure that power and water services and drainage remain connected to other work
areas and shall coordinate any required shutdown with the appropriate Contractors.

The other Contractors working on and around the Site shall include, but not necessarily be limited to:

 The Phase 2 – Stage 3A Contractor at the Quay and that shall have access to the Phase 3 area for potential
dredge disposal, temporary laydown and construction facilities.

 The Quay Crane, RTGC and other container handling equipment commissioning Contractors.

 The communications and control systems Contractor(s) who will be responsible for the installation of
CCTV, communications, data handling, and security systems in the terminal.

 The Port Authority and/or their nominated Contractor(s) who will be responsible for the perimeter sound
wall to the west of the terminal.

In the event of scheduling conflicts between the Contractor and other Contractors working on and around the
Site, or between the other Contractors working on or around the Site, the Contractor shall convene a meeting
on Site between the affected parties, including the Engineer, and use his best efforts to facilitate an acceptable
resolution of the conflicts. If they cannot be resolved to the satisfaction of the parties involved, the Engineer
will determine the necessary resolution and his decision will be final and binding on the parties involved.

1.6.3 Coordination with Ongoing Operations

The Contractor shall coordinate his works with the ongoing operations of the Port, utility and services
companies and authorities, and the Employer. The Contractor shall ensure that access to their operations is
maintained. Shut-down, re-routing or diversions of existing sewerage, drainage and services shall be subject
to notice, and shall be coordinated to minimize disruption to ongoing operations.

1.6.4 Communication Syst em

The Contractor’s communication system shall not at any time disrupt the communication systems of the
Employer, or APIMAN, or any other Contractor, operator, or concessionaire.

1.6.5 Contractor’s Tests on Mat erials, Plant, and Equipment

The Contractor shall provide the services of competent engineering staff to make all items of Plant and
equipment fully operational in a safe and efficient manner. The Contractor shall establish procedures for
testing of all Materials, equipment and Plant in accordance with approved/specified standards, and shall
produce certificates of such testing within 48 hours of the result becoming available including all test
certificates for proprietary Materials, Plant and equipment. All testing procedures and documentation shall be
subject to the approval of the Engineer.

Compliance of Materials with these Employer’s Requirements shall be confirmed by sampling and testing in
accordance with the relevant standards and prior to their inclusion in the Works. Materials subsequently
supplied shall at least equal the conforming sample in all respects. Any samples not conforming or Materials
failing to comply with the conforming samples shall immediately be removed from the Site.

The Contractor shall provide and submit samples of Materials to the Engineer and shall retain samples on Site
for comparison with Materials used in the Works and remove these samples when no longer required.

Notwithstanding tests specified under the relevant codes and standards and in these Employer’s
Requirements, the Contractor shall carry out any further tests required by the Engineer, at his own cost.

The Contractor shall use the facilities of an established approved laboratory in Mexico which would
substantially meet the requirements of AASHTO R18 accreditation and by implementing a quality system
which satisfies the requirements of ISO/IEC17025 General Requirements for the competence of testing and
calibration laboratories. Personnel should meet appropriate Field Inspection qualifications such as Field Test
Specialist Technician Grade 1 certified by the American Concrete Institute. All equipment used for Quality
Control purposes shall accurately calibrated as attested by a calibration certificate authorized by Entidad
Mexicana Acreditación.

1.6.6 Instruction of Employer’s Staff and Nominees

Prior to the issue of each Taking Over Certificate, and until the end of the Contract Period, the Contractor shall
provide the services of competent Engineers, who shall instruct the Employer’s staff or others as the Employer
may nominate, in the commissioning, operation, servicing and maintenance of the Plant and equipment,
including items supplied by Subcontractors. The Contractor shall provide staff training manuals and videos as
appropriate.

1.7 Site, Works, and Program Constraints

1.7.1 Site Area

The Stage 2A development Site is shown on the Construction Drawings. The Contractor shall cooperate fully
with the requirements of the Manzanillo Port authorities, and any other bodies who may require access to the
Site areas.

The Contractor’s obligations under the Contract for each part or section of the Works and Site shall remain in
place for the whole time the Contractor is in possession of that section of the Site.

1.7.2 Movement of Contractors Equipment and Personnel

The Contractor shall be responsible for negotiating with the Employer, APIMAN, or any other organization as
appropriate, the use of roads and access to and within the Port for the movement of Materials, Plant,
equipment, and personnel.

The Contractor shall also be responsible for negotiating with the Employer, APIMAN, or any other
organization as appropriate, for the use of berthing and yards facilities for mooring his vessels and floating
Plant, if any.

1.7.3 Protection of Adjacent Sites, Improvements, and Infrastructure

The Contractor shall provide the required protection, to the satisfaction of the responsible authority, to all
adjacent sites and infrastructure which may be affected by the execution of the Works, and he shall remove
such supports on completion of the Works or implement permanent measures to protect the structures or
Works.

Failure to observe the above requirements will result in cessation of works until appropriate measures are
installed.

1.7.4 Damage to Existing Areas/Services/Drainage

The Contractor shall be responsible for the repair or reinstatement of any of the existing adjacent areas,
services, and drainage damaged as a result of his activities, to the satisfaction of the Engineer and relevant
third parties.

1.7.5 Damage to Access Roads and Rail Tracks

The Contractor shall ensure that damage or contamination to any public or private roads, rail tracks, and
footpaths used by any vehicles or Plant proceeding to, through or from the Site, shall be kept to a minimum.
The Contractor shall be responsible for the cost of all repairs necessary to restore such roads, tracks or
footpaths, including clearing debris, to the satisfaction of the Engineer and relevant local authorities.

1.7.6 Temporary Works Requirements

The Contractor shall, on request, submit to the Engineer for his consent, Temporary Works method statements
that provide all details related to the proposed Temporary Works.

The Contractor shall not commence construction on any element of the Temporary Works until the Engineer
has given consent to the relevant method statements.

1.7.7 Program and Access Constraints

The following program and access constraints shall be observed by the Contractor at his own cost and risk:

 The Contractor shall install and/or relocate appropriate temporary fencing at all boundaries between
construction sites, areas external to the site and completed sections to be handed over to the Employer.
The temporary fence shall be located within the Contractor's area and shall not encroach into the area
being taken over by the Employer, and shall be at least 2.40 m in height, uninterrupted and suitable for
operating a bonded container terminal. The fence shall be approved by the Engineer and the Employer
before any construction or installation of such fence is undertaken by the Contractor.

 The times for completion of the sectional completion areas (SCA), as given in Table F, are based on the
Employer being able to take over the completed Works within the number of calendar days indicated in
Table F from the Date of Commencement.

The Contractor cannot encroach, occupy, or use any other areas beyond the Stage 2A area boundaries unless
it is indicated in the Contract or is approved and specifically notified by the Employer in writing. Such
constraint shall not entitle the Contractor to claim in any respect whatsoever any additional costs and/or time
or waive any of his responsibilities under the Contract. The Phase 3 area is available to the Contractor for a
construction laydown area, temporary facilities and for access to perform soil improvement, as necessary.

The whole of the Phase 3 area is not for exclusive use by the Contractor; coordination with other Contractors
will be required. The Engineer and Employer shall be responsible for providing clear direction as to areas that
can be stated as exclusive and those that cannot.

Failure to comply with this requirement shall make the Contractor fully liable for the reimbursement of the
Employer of all additional lease payments and damages levied on the Employer as a result of the Contractor’s
actions.

1.7.8 Sectional Completion/Taking Over

The Works shall be completed in sections. Each section shall be a sectional completion area (SCA), as shown
on the Construction Drawings - See Drawing No. 307071-01282-20-GT-DGA-0001. The times for Completion
for the SCAs, when all work in that SCA shall be substantially complete as defined below, are given in Table F.

The Contractor shall be required to meet the fixed times for completion defined in the SCAs which are
required to allow the Employer to accept delivery of and to commission Employer supplied Plant, equipment
and material prior to taking over the completed Works.

As a principle, the substantial completion and taking over of sections of the Works shall be as indicated in
Table F and according to the following sequence:

 Commissioning of equipment.

 Initial operations.

 Full operations.

 Handover of Contractor’s areas.

 The Employer is permitted to make full operational use of each section taken over, and the Contractor
shall ensure that following the commencement of operations, adequate operational access is provided
and maintained from the interconnection point with the existing terminal. Completed stacking areas may
be taken over in advance of the Sectional Completion date should the Employer so require and the
Employer will give notice of his requirements. The takeover sequencing of the sections must be so
ordered that the Employer is permitted to make full operational use of each section taken over.

 The relevant section of the Works will not be considered to be substantially complete for the purposes of
taking over until the following conditions have been met and the section is capable of being brought into
continuous full-scale operation by the Employer:

 Any outstanding works, defects, or remedial works are such that their completion will not interfere
with the full scale continuous operation of the container terminal.

 All necessary permits and certificates are available for the Employer’s use and occupation.

 Certification by the Engineer that the Works have been constructed in accordance with the Contract,
have been submitted to the Employer.

 Access between completed sections of the Works are provided to the Employer, his servants, agents,
Contractors and customers, and across uncompleted works as necessary such that adequate access
exists between any completed sections of the Works.

 All fencing, gates, signage, barriers and hoardings, both permanent and temporary, shall be in place
and complete. Temporary fences and gates shall be provided along the perimeter of each completed
area to physically delineate the Contractor’s areas under construction from the areas handed over to
the Employer, and to ensure that areas handed over to the Employer for his operational use are
secure. Temporary fencing shall be so positioned that no part of the fence or its supporting structure
shall lie within the area being handed over. Where applicable, the Contractor shall relocate temporary
fences and gates as the Employer’s areas are enlarged.

 Any associated work which falls outside the physical limits of the section, but which is necessary to
allow the section to come into full operational use, will be required to be completed without
limitation but particularly power/water supplies, area lighting, drainage, etc.

 The Contractor has fully commissioned all items of Plant and equipment within the section and
provided instruction to the Employer’s staff in the operation, servicing, and maintenance of such Plant
and equipment.

 The Contractor has issued the operation and maintenance manuals for all items of Plant and
equipment within the section.

Each section of the Works is classified under one of various types of facility, and in addition to the general
requirements stated above; the following describes the minimum requirements for substantial completion for
each section of these types of facilities:

 Section Type GI2B:

 All site preparation including all required slope protection to the exposed faces of the prepared areas
and interfaces with section boundaries, the edge of drainage channels; and including any ground
improvement required to satisfy the specified settlement criteria.

 Underground services including electrical and communication, data, CCTV and security system
ducting and pits.

 Section Types CS (Container Stacking Areas):

 Sections CS includes the construction of the container stacking area with RTG runways, truck lanes,
and concrete block pavements for the containers, reefer facilities, high-mast lights, pavement
markings, and underground services.

 Container stacking areas shall be progressed and completed as shown on the Construction Drawings.

 Container stacking areas (including traffic circulation areas around and between the stacks) within
each section require the completion of the following:

 All site preparation including all required slope protection to the exposed faces of the prepared
areas and interfaces with section boundaries, the edge of drainage channels; and including any
ground improvement required to satisfy the specified settlement criteria.

 All pavements, concrete block pavements, RTGC runways, and container yard markings.

 All underground services including water distribution and fire protection services such as fire
hydrants; storm drainage piping, and chambers (where permanent drainage to outfalls is not
completed as part of any section, adequate temporary drainage and outfalls for a 1 in 5-year
storm shall be provided); and electrical and communication, data, CCTV and security system
ducting and pits.

 All permanent area lighting (where permanent lighting is not completed as part of any section,
temporary lighting providing a minimum of 10 lux shall be provided).

 Unrestricted vehicular, RTGC and container handling equipment access, and use of all roads and
RTGC runways and pavements adjacent to the section and necessary for the safe operation of the
section.

 All facilities for refrigerated containers.

 Permanent electricity supplies complete with ducting and cabling to the yard substations, which
shall be sufficiently completed and necessary permits obtained from the relevant authorities to
enable power to be supplied to the electrical distribution cabinets (where permanent electricity
supply is not completed as part of any section, adequate temporary supply with 100%
redundancy shall be provided).

 Unrestricted access at least 30 days prior to the date for completion, throughout the section for
other Contractors engaged by the Employer to undertake CCTV, data and system installations and

commissioning. The Contractor shall provide in each case 14 days written notice of the time at
which this unrestricted access will be available.

 Section Type IY (Intermodal Yard):

 The Intermodal Yard sections shall be progressed and completed as shown on the Construction
Drawings.

 Intermodal Yard areas (including traffic circulation areas) within each section require the completion
of the following:

 All site preparation including all required slope protection to the exposed faces of the prepared
areas and interfaces with section boundaries, the edge of drainage channels; and including any
ground improvement required to satisfy the specified settlement criteria.

 All pavements, RTGC runways, RTGC crossings, and pavement line markings.

 All rail tracks within the Intermodal Yard extension including subgrade preparation, ballast, ties,
rails clips, end stops, controls, and other appurtenances required for safe operation of the
intermodal rail tracks.

 All underground services including storm drainage piping, and chambers (where permanent
drainage to outfalls is not completed as part of any section, adequate temporary drainage and
outfalls for a 1 in 5-year storm shall be provided); and electrical and communication, data, CCTV
and security system ducting and pits.

 All permanent area lighting to the section (where permanent lighting is not completed as part of
any section, temporary lighting providing a minimum of 10 lux shall be provided).

 Unrestricted vehicular, RTGC, and container handling equipment access, and use of all roads and
RTGC runways and pavements adjacent to the section and necessary for the safe operation of the
section.

 Unrestricted access at least 30 days prior to the date for completion, throughout the section for
other Contractors engaged by the Employer to undertake CCTV, data, system and any other
installations and commissioning. The Contractor shall provide in each case 14 days written notice
of the time at which this unrestricted access will be available.

 Section Type AG - Access Gate:

 Section AG includes the expansion of the truck in-gate, which area will include the paving, and
structures required for adding one entrance lane. This section requires completion of the following:

 All pavement, pavement markings, and curbs.

 All underground services including storm drainage; electrical ducting, pits and cabling;
communication, data, CCTV and security system ducting and pits; and water distribution and fire
protection services.

 All permanent area lighting to the section (where permanent lighting is not completed as part of
any section, temporary lighting providing a minimum of 10 lux shall be provided).

 All building kiosks including all foundations, structures, doors, windows, louvres, internal and
external finishes to roof, building services, and all necessary connections to enable services to be
fully operational.

 Traffic control barriers for the new entrance lane.

 Canopy structure extension including foundations, structure, and lighting.

 Unrestricted access at least 30 days prior to the date for completion, throughout the section for
other Contractors engaged by the Employer to undertake CCTV, data, system and any other
necessary installations and commissioning. The Contractor shall provide in each case 14 days
written notice of the time at which this unrestricted access will be available.

 Section Types CA (Contractors Area):

 The Contractor is required to handover Section CA by the dates shown for these sections. In order to
achieve these dates, the Contractor shall make all necessary provisions, at his own cost, for his own
Works area. The Employer will not be responsible for providing any additional Works areas necessary
to allow the handover of these areas. This area shall be within the Phase 3 yard footprint, with exact
location to be determined by the Employer.

 The Contractor shall ensure that his activities do not in any way impact upon the container terminal
operations. If necessary, the Contractor shall be responsible for all costs associated with traffic control,
flagmen, and temporary gates.

1.7.9 Use by the Empl oyer

Access to any part or section of the Works from time to time by vehicles, Plant, or personnel of the Employer
or his agents or Contractors, or the movement of RTGCs, QCs or other container handling equipment over the
Site from time to time for the purpose of relocation shall not constitute “Use” by the Employer in the meaning
of the Conditions of Contract.

1.7.10 Site Cleanliness

The Site shall be kept clean and orderly at all times.

The activities on the Site shall not be permitted to create levels of noise or dust which in the opinion of the
Engineer are unreasonable.

On completion, all temporary fences and structures shall be removed, the Site area cleaned, and left to the
satisfaction of the Engineer.

Failure to comply with the above requirements will result in the Engineer taking whatever action is deemed
necessary to ensure compliance, which shall include back-charging costs to the Contractor.

1.7.11 Abatement of Pollution and Nuisance

The Contractor shall take precautions to minimize nuisance and pollution arising from noise, vibration, light,
disposal and reclamation activities, dust (including that from cement and fly-ash), grit, and the like.

Diesel and petrol engines shall be fitted with efficient silencers which are not necessarily those supplied by the
Plant manufacturers, and, if required, Plant shall be screened with acoustic Materials. Compressed air operated
road breakers, tools, ventilation equipment, piling equipment and the like shall be effectively muffled, or shall
be of a design with acceptably low noise frequency.

The Contractor shall be responsible for ensuring that noise and light levels remain within acceptable limits at
all times, which must take account of noise and light levels generated by terminal operations after taking over
various sections of the Works.

In the event that the aggregate of noise and light levels generated by the Contractor’s construction and the
Employer’s operations exceed the acceptable limits, the Contractor shall be required to reduce such levels
arising from his construction to remain within acceptable limits. Under no circumstances whatsoever will the
Employer be required to reduce noise and light levels generated from his operations.

The Contractor shall take measures to minimize marine pollution resulting from his activities, particularly in
relation to Site clearance, ground improvement, earthworks, filling, and reclamation operations, and in so
doing shall comply with all statutory requirements and the requirements of local authorities.

1.7.12 Sanitary Conveniences

Sanitary conveniences for the use of the Contractor’s personnel employed on the Works shall be provided and
maintained by the Contractor in conformance with all applicable regulations and to the satisfaction of the
Engineer. The Contractor shall make temporary arrangements for the proper discharge or removal of sewage
and drainage from or in connection with the Work, and shall maintain the same to the satisfaction of the
Engineer.

In addition, the Contractor shall arrange for the collection of rubbish by the provision of suitably located and
regularly cleared bins.

1.7.13 Contractors Compound(s)

The size, type, and location of the Contractor’s compound(s) shall be approved by the Engineer; the areas that
have been identified as the Contractor’s working area are shown on the Construction Drawings. The
Contractor shall be provided access to the Phase 3 area for the purpose of the laydown area. The Contractor’s
use of the working area shall be subject to the following:

 The compound(s) shall not inconvenience nor impede the Employer’s operations and facilities nor the
progress of the Contractor’s work.

 The compound(s) shall be fenced off and properly drained.

 The compound(s) shall be of a standard approved by the Engineer.

 The compound(s) shall be kept clean and orderly at all times.

 The compound(s) shall comply will all local statutory and regulatory permits and requirements.

 Access over the ecological drain on the Phase 3 area shall be provided by the Contractor.

Within 14 days of the substantial completion of the whole of the Works, the Contractor shall clear the
Contractor’s Working Area, to the satisfaction of the Engineer. Such clearance shall involve:

 Removal of all Contractor’s buildings and installations including all associated services, drainage, etc., and
all associated foundations, concrete slabs, etc.

 Site clearance and removal of all debris.

 Removal of all temporary fencing.

 Removal of all Materials not required for the Permanent Works, surplus to requirements, or not required
by the Employer.

Failure to comply with the above requirements will result in the Engineer taking whatever action is deemed
necessary to ensure compliance, which shall include back-charging costs to the Contractor.

1.7.14 Access to Site after Issue of Taking Over Certificates

The Contractor shall liaise with the Employer to pre-arrange access to the Site to carry out defects resolution,
monitoring, maintenance, and completion of outstanding work.

1.7.15 Employer’s Store

The Employer will provide an area to which the Contractor shall deliver such items as are required by the
Contract to be taken to the Employer’s store.

1.8 Quality Control


The Contractor shall perform the Works in accordance with a Quality Management System (QMS), which is
acceptable to the Engineer, and shall undertake and demonstrate continuous improvement of that quality
management system.

The quality management system shall cover all aspects of the Contractor’s work under this Contract, including
the work of Subcontractors and Suppliers, and shall comply with the requirements of ISO 9001-2015 and the
Contractor’s stated quality policy and project quality objectives. The quality management system
documentation shall include a quality manual, and a project-specific Project Quality Plan (PQP), as required by
ISO 9001, and as further described in the Employer’s Requirements.

The quality manual shall include the Contractor’s quality policy, and shall describe the quality processes and
procedures employed by the Contractor and demonstrate their compliance with ISO 9001.

The project-specific PQP shall encompass the requirements of ISO 9001, and include all project-specific
quality objectives, work procedures, method statements, inspection and test program, hold points, audit
schedule, and all further requirements described in the Employer’s Requirements, as well as those items
further identified in this section and Contract Documents.

The Contractor shall, within 28 days after receiving notice under the Conditions of Contract, submit to the
Engineer for his consent two controlled copies of the current edition of his quality manual and a first edition
of his project specific PQP.

The Contractor shall not commence any part of the Works until the quality manual and first edition of the
project specific PQP have been submitted and consent to their use on the project received from the Engineer.

The Contractor shall review the PQP monthly and revise it when necessary to address changes in the
construction process and to maintain as current as new Subcontractors are engaged. The Contractor shall
promptly submit the revised project quality plan to the Engineer for his consent.

The Contractor shall review and revise as necessary the quality manual on a quarterly basis and promptly
submit any revision to the Engineer for his consent.

If at any time it should appear to the Engineer that the quality control on the Site is in any way compromised,
the Contractor shall produce, at the request of the Engineer, a revised project quality plan showing the
modifications to such plan necessary to ensure that an acceptable level of quality assurance and control is in
place.

The Engineer owes no duty to the Contractor to review a quality manual or project quality plan submitted by
the Contractor for errors, omissions, or compliance with this Contract.

The quality manual and/or PQP shall be used as an aid to achieving compliance with the Contract and to
monitor and document such compliance. Such acceptance, rejection, instruction, comments, or reviews by the
Engineer (or by any Employee, Engineer or Agent of the Engineer or the Employer) in relation to the quality
manual or project quality plan prepared by the Contractor will not in any way lessen or otherwise affect:

 The Contractor’s obligations or responsibilities under this Contract or otherwise according to any
applicable Laws.

 The Employer’s rights against the Contractor whether under this Contract or otherwise according to any
applicable Laws, or in any way be construed as an instruction or notice by the Engineer to do or refrain
from doing anything.

The Contractor shall include a quality report in his monthly progress report containing the following:

 Identification of all work in progress.

 Details of all action taken on the Quality Management System since the last monthly report including, but
not limited to, the following:

 Procurement reports.

 Audit reports.

 Training reports.

 Non-conformance reports.

 Corrective action requests.

 Verification of implementation of corrective action and close-out of corrective action requests.

 Register of non-conformances outlining their status.

 Minutes of management review meetings.

 A statement that all Works set out in the progress reports delivered in accordance with the Conditions
of Contract have been executed in conformance with the requirements of the Quality Management
System and the Contract.

The Contractor shall include in such reports (at the appropriate time):

 Certification at substantial completion of the Works that the Works have been substantially completed in
accordance with the Quality Management System and the Contract.

 Certification at the expiry of the last Defects Notification Period that the Works have been completed in
accordance with the Quality Management System and the Contract.

The Contractor acknowledges that while the primary responsibility for all verification, validation, inspection,
and testing lies with the Contractor (and his Subcontractors and Suppliers), the Engineer is entitled to carry
out verification, inspections and tests of the Works, and conduct quality audits to evaluate the Contractor’s
performance in complying with his obligations under the Contract. The Engineer intends that the level of
surveillance of the Works by the Engineer may involve close inspection at every stage.

The Contractor shall afford the Engineer full cooperation and assistance in carrying out his duties and shall:

 Make all necessary arrangements to ensure that the Engineer has access to all facilities (including
laboratories), documentation, records and personnel (including those of Subcontractors and Suppliers)
that are required by the Engineer for the carrying out of the surveillance and audits referred to in this
sub-clause.

 Ensure that any relevant employees of the Contractor (and his Subcontractors or Suppliers) are available
to discuss details of quality matters with the Engineer during the monitoring and auditing referred to in
this sub-clause.

 Keep on Site and make available to the Engineer for his use when required, copies of all relevant codes of
practice, test methods, and standards referred to in the Employer’s Requirements.

Not withstanding the above, the Contractor project specific PQP include, but not be limited to, the following:

 Submittals:

 Submit Quality Control Program (PQP) to the Employer for review within seven days following
Contract Award. Revise as required and resubmit for review. Do not start Work until PQP is acceptable
to the Employer.

 The PQP shall contain a comprehensive account of Contractor's QC procedures to be applied


throughout the Contract. Include the following:

 Organization chart identifying by name the manager of the QC organization.

 Plan for development of detailed inspection and test procedures. Procedures to be in accordance
with all relevant codes, laws, ordinances, and the Specifications and referenced standards.
Procedures to detail where and how various material samples will be taken such that they will be
representative of materials actually used in the Work.

 List of all applicable tests and inspections Contractor will perform and the frequency at which they
will be performed.

 Procedures to be used to report deficiencies and then to either remove each deficient item or
correct it.

 Procedures to show how submittals from Suppliers, Subcontractors, and other parties will be
reviewed for compliance with the Contract Documents prior to Contractor’s submittal to the
Engineer.

 Procedure to show how materials will be received and inspected for compliance with Contract
Documents. Also, how material will be stored and inspected on an ongoing basis, to assure
compliance with Contract requirements.

 Procedures to show how installed materials will be checked to assure continuous conformance to
the reviewed submittals.

 Submit a list of Suppliers and Subcontractors. List to include items to be supplied, item numbers,
Specifications, inspection and test requirements, performance data, anticipated inspection test dates,
and other pertinent information as appropriate. Submit list to the Employer 10 days prior to the
performance of required inspections and tests.

 Documentation:

 Make copies of all QC documents available at locations where they are to be used.

 Prepare, identify, and maintain all records and documents which are quality related and make them
available to the Engineer and the Employer upon request. Protect records from damage, deterioration,
or loss. Retain all quality records for at least three years after Total Performance of the Work.

 Inspection and Tests:

 Ensure conformance of the Work to the requirements of the Drawings and Specifications, to the
referenced codes and standards, and to the reviewed submittals.

 Employ the services of an independent qualified testing agency for the sampling and testing of
materials. Obtain written acceptance from Engineer of the independent laboratory prior to any
permanent Work being installed.

 All inspections shall be carried out by Contractor's QC personnel, not production personnel. The
characteristics to be inspected or tested and the methods to be employed shall be as specified or as
set out in the PQP. The Engineer and the independent agency will determine locations of tests.

 Bear all costs for inspections and tests conducted by Contractor, independent laboratory, and parties
other than Engineer or Employer.

 Document and submit inspection/test results to Engineer not later than 12 hours after completion of
inspection/tests and prior to incorporation of the item(s) into the Work unless the test or inspection
must be done after installation. In this case, submit inspection and test results within 12 hours of the
inspection or test.

 Inspection and tests conducted by persons or agencies other than Contractor will not in any way
relieve Contractor of its responsibility and obligation to meet all Specifications and the referenced
standards.

 Engineer and/or Employer may inspect, at its source, any special materials or assembly to be used in
the Work. Manufacturing plants may be inspected from time to time for the purpose of determining
compliance with specified manufacturing methods or materials to be used in the Work and to obtain
samples for testing and further inspection:

 Should the Engineer or Employer conduct plant inspections, the following conditions will apply:

 Engineer or Employer to have the cooperation and assistance of Contractor and the Supplier
with whom Contractor has contracted for materials.

 Engineer or Employer to have full access, during scheduled production or warehousing


working hours, to such parts of the plant that are concerned with the manufacture,
production, storage, or shipping of materials being furnished.

 The Employer or the Engineer may retest any materials which have been tested and accepted at
the source of supply after they have been delivered to the Place of the Work.

 Records (reports) of inspection and test activities are quality records. Maintain them in a manner that
provides integrity of item identification, acceptability, and traceability.

 Control of Measuring and Test Equipment:

 Select measuring and test equipment in such a manner as to provide proper type, range, accuracy,
calibration, and tolerance for determining compliance with specified requirements.

 Supply devices required to facilitate Engineer’s or Employer’s inspection of Work.

 Inspection, Test, and Operating Status:

 Maintain, at the Place of the Work and at Contractor's head office, records to show the inspection
status of materials, items, and installation, in order to ensure that the required inspections and tests
have been performed in a timely and correct manner.

 Testing and Inspection:

 Unless specified otherwise in individual sections, all testing and inspection shall be carried out by
qualified independent testing and inspection agencies approved by the Engineer.

 Inspection and Testing by the Engineer:

 Give timely notice requesting inspection if Work is designated by the Specification or by law for
special tests, inspections, or approvals by the Engineer or governing authority.

 The Engineer may order any part of the Work to be examined if such Work is suspected to be not in
accordance with the Specifications. If, upon examination such Work is found not in accordance with
the Specifications, correct such Work and pay the cost of examination and correction.

 Inspection and testing by the Engineer or the appointed inspector shall not relax the Contractor's
responsibility to execute the Work in accordance with the Specifications.

 If defects are revealed during inspection and/or testing, the Engineer or the appointed inspector may
perform additional inspection and/or testing to ascertain the full degree of the defect. Correct defects
and irregularities as directed by the Engineer at no cost to the Employer. Pay costs for retesting and
re-inspection.

 Rejected Work:

 Remove defective Work, whether the result of poor workmanship, use of defective Products, or
damage, and whether incorporated in the Work or not, which has been rejected by the Engineer as
failing to conform to the Specifications. Replace or re-execute in accordance with the Specifications.

 Reports:

 Submit inspection and test reports promptly to the Engineer.

 Submit material test certificates as may be requested or as required in individual Specifications.

 Geotechnical Monitoring:

 All survey work included in geotechnical monitoring must be by qualified surveyor.

 Provide all measurements related to geotechnical monitoring on a daily basis.

 Provide the raw data as well as data summaries in the form of tabulated data, summary graphs
(measurement versus time, depth and surcharge height), and AutoCAD drawings in a format to be
agreed with the Engineer.

1.9 Occupational Health, Safety, and Rehabilitation Plan

1.9.1 Design

The Engineer shall, during the design process, consider the hazards and risks that may arise during
construction, operation, and maintenance of the container terminal, and design accordingly to avoid risks to
health and safety as far as is reasonably practicable. If avoidance of risk is not possible, the Engineer and
Employer shall reduce the risks at source.

The Contractor shall, during the development of their construction methodology and during the course of the
works, consider the hazards and risks that may arise, and modify and plan their construction methods to avoid
risks to health and safety as far as reasonable practicable. If avoidance of risk is not possible, the Contractor
shall reduce the risks at source.

1.9.2 Site Safety

The Contractor and its Subcontractors shall attend monthly Site Safety Meetings. The meetings will be chaired
by the Engineer or his designate. The Contractor and all Subcontractors shall be represented at senior
management level and by their nominated Site Safety Officers.

The Contractor and its Subcontractors shall attend Site Safety Meetings chaired by the Engineer.

The Contractor and its Subcontractors shall hold daily “tool box” Site Safety Meetings for each area of the
project. The meetings will be chaired by the Contractor’s Safety Manager or Area Construction Manager.

All personnel, upon arrival at the Site for the first time, will be required to go through the Site Safety
Orientation program prior to commencing work administered by the Contractor.

The Contractor shall ensure that emergency services including medical equipment are available for the
duration of construction.

1.9.3 Occupational Health, Safety, and Rehabilitation Plan

The Contractor shall, within 28 days after award of the Contract and prior to the Commencement of Work,
submit to the Engineer for his approval a detailed occupational health, safety, and rehabilitation plan
(“Occupational Health, Safety, and Rehabilitation Plan”) complete with appended operational procedures.

The plan shall be in accordance with the current occupational health, safety, and rehabilitation management
system regulations of the authorities having jurisdiction and Employer’s health and safety standards,
guidelines in place in Mexico, and the requirements as may be set out in the Contract, whichever is the more
stringent.

The Occupational Health, Safety, and Rehabilitation Plan shall be included as part of the quality assurance
system.

The Contractor shall promptly update the Occupational Health, Safety, and Rehabilitation Plan to take into
account generally accepted occupational, health, safety, and rehabilitation practices, the effectiveness of the
existing Occupational Health, Safety, and Rehabilitation Plan and any changes in any applicable Laws or the
enactment of any new applicable Laws which affect or may affect the Contractor carrying out the Works.

The Contractor shall not commence any part of the Works until the Occupational Health, Safety, and
Rehabilitation Plan has been accepted by the Engineer. If at any time the Engineer believes the Occupational
Health, Safety, and Rehabilitation Plan, or protection and care being taken by the Contractor as required by
the Occupational Health, Safety, and Rehabilitation Plan, to be inadequate, he shall inform the Contractor in
writing, and the Contractor shall not continue with any part of the Works which the Engineer considers
affected by the inadequacy.

The Contractor shall develop and conduct Occupational Health, Safety, and Rehabilitation project orientations
to familiarize all project personnel with the Occupational Health, Safety, and Rehabilitation standards,
requirements, and their responsibilities on the project. No personnel will be allowed to work on the Site
without being orientated.

If at any time it should appear to the Engineer that occupational health and safety of persons on the Site is in
any way compromised, the Contractor shall produce, at the request of the Engineer, a revised Occupational
Health, Safety, and Rehabilitation Plan showing the modifications to such plan necessary to ensure that an
appropriate level of occupational health and safety is restored.

The Contractor shall report in writing to the Engineer and to the local police or the local labour inspector or
applicable Authority appropriate details of any accident involving injury to any persons occurring on the Site
as soon as possible after its occurrence.

Compliance with the Occupational Health, Safety, and Rehabilitation Plan is an essential deliverable and any
infractions or omissions will require correction to the satisfaction of the Engineer prior to release of any
outstanding progress payments to the Contractor.

1.9.4 Training

The Contractor shall ensure that all personnel employed on or about the Works receive appropriate training
relative to their tasks, including certification where applicable, such that they understand the risks involved in
the Works being undertaken, the safe use of tools and equipment, and the protection of all personnel on Site.

1.9.5 Personal Protective Equipment (PPE)

The Contractor shall be aware of the following standard requirements for the wearing of PPE, without
exception:

 Site wide use of hard hat, reflective vest, safety boots, and safety goggles as a minimum are to be worn by
all personnel on the Site with the exception of offices.

 Personal floatation devices when working over, on, or near water, the criteria of which will be defined in
the health and safety plan and procedures.

 Hearing protection as appropriate.

 Specific PPE applicable to specialty work such as hot work, confined spaces, working at heights and
working with hazardous materials.

1.9.6 Precedence

Where a conflict arises between a project health and safety plan and/or procedures and local, national, or
international regulations, the more stringent shall apply.

1.10 Contract Planning and Progress Control

1.10.1 Program

The Contractor shall submit a detailed logic driven critical path time program to the Engineer within 14 days
after receiving the notice under the Conditions of Contract. The Contractor shall also submit a revised
program whenever the previous program is inconsistent with actual progress or with the Contractors
obligations. Each program shall include, in a format and degree of detail as approved by the Engineer:

 The order in which the Contractor intends to carry out the Works, including the anticipated timing of each
section or part of the Works, stage of design, Contractor’s documents, procurement, manufacture,
inspection, delivery to Site of Goods, Plant and Materials, construction, erection, testing, commissioning
and trial operation, all in sufficient detail to allow for execution management, control and reporting, to the
satisfaction of the Engineer.

 The partial early handover of sections or part of the Works under the Conditions of Contract and as
specified in the Employer’s Requirements.

 The periods for reviews under the Conditions of Contract and for any other submissions, approvals, and
consents specified in the Employer’s Requirements.

 The sequence and timing of inspections and tests specified in the Contract.

 A supporting report which includes:

 A detailed description of the methods which the Contractor intends to adopt, and of the major stages,
in the execution of the Works.

 Details showing the Contractor’s reasonable estimate of the number of each class of Contractor’s
personnel and of each type of Contractor’s equipment, required on the Site for each major stage.

 An updated estimated monthly cash flow.

 Each of the stages for work in bullet 5 above by each nominated Subcontractor (as defined in the
Conditions of Contract).

Unless the Engineer, within 21 days after receiving a program, gives notice to the Contractor stating the extent
to which it does not comply with the Contract, the Contractor shall proceed in accordance with the program,
subject to his other obligations under the Contract. The Employer’s personnel and Third-Party Contractors
shall be entitled to rely upon the program when planning their activities.

The Contractor shall within five days of becoming aware, give notice to the Engineer, of specific probable
future events or circumstances which may adversely affect the Work, increase the Contract Price, or delay the
execution of the Works. The Engineer may require the Contractor to submit an estimate of the anticipated
effect of the future event or circumstances, and/or a proposal in the Conditions of Contract. The submission of
such estimate does not in any way whatsoever entitle the Contractor to claim for any extension of time or
additional costs.

If, at any time, the Engineer gives notice to the Contractor that a program fails (to the extent stated) to comply
with the Contract or to be consistent with actual progress and the Contractor’s stated intentions, the
Contractor shall submit a revised program to the Engineer in accordance with this sub-clause.

At any time, the Contractor submits a revised program, and at any time required by the Engineer, he shall also
submit a revised estimated monthly cash flow, Environmental Management Plan, Waterway and Road Traffic
Management Plan, Occupation, Health, Safety, and Rehabilitation Plan, and Project Execution Plan.

1.10.2 Progress

Progress against the program shall be updated by the Contractor at monthly intervals so that the progress of
the Works can be adequately scrutinized by the Engineer. The program shall show comparisons of actual and
planned progress including measured quantities of goods installed or removed from Site, with details of any
events or circumstances which may jeopardize the completion in accordance with the Contract, and the
measures being (or to be) adopted to overcome delays. Trend graphs are to be included for the engineering,
major areas, and total works with a trended completion date for each.

In addition to the above, if any activity (or activities) is delayed, the Contractor shall submit within seven days
of being notified by the Engineer, all pertinent details of how the Contractor intends to mitigate and
overcome the delayed works along with its corresponding implementation. Details shall include, but not
limited to, resource allocation, working hour adjustments, additional plant, and equipment. The program shall
indicate the following:

 The program shall indicate the following:

 Planned activities of the subsequent month.

 An updated critical path programme with a projected completion date.

 All reports from the Contractor shall be provided in electronic format as well as hard copy. Electronic
versions shall use MS Word, Excel, MS Project and the like as approved by the Engineer.

The Contractor shall attend progress and other meetings on Site as requested by the Engineer.

In addition to the requirements of Progress Reports and Meetings of the Conditions of Contract, the
Contractor shall supply weekly, in a form agreed with the Engineer, a list summarizing the tasks and work he
proposes to carry out in the coming week together with the list from the previous week showing the actual
work and tasks completed that week. The report for the previous week shall include daily records of rainfall,
temperature, and other weather conditions, water levels, and the week’s daily returns showing in detail by
trades the staff, the number of personnel and plant employed and compared with planned, the work on which
they are engaged, the plant on Site, the hours worked, measured quantities of Goods installed or removed
from Site, planned activities for the subsequent week, and any other particulars in relation thereto that the
Engineer may additionally require.

Any failure by the Contractor to comply with this sub-clause shall, without prejudice to any other remedies
and/or provisions of the Contract, be taken into account by the Engineer in any assessment of the
Contractor’s entitlement to an extension of the Time for Completion and/or any additional payment.

1.10.3 Project Execution Plan

A Project Execution Plan (PEP), with supporting management plans and procedures, to a level of detail to
enable adequate planning of the project and as approved by the Engineer, shall be submitted. The Contractor
shall submit to the Engineer for approval within 21 days after the Commencement Date.

The PEP will define the methods and project management elements that will be used to manage the execution
of the project. It consists of a comprehensive written description of the execution philosophy together with
strategy, organization, methodology, work processes, systems, decisions, key milestones and constraints that
the Project Manager will use to implement the project.

The PEP provides the policy guidelines, performance basis, and governance framework for all who work on the
project. It also describes the assumptions and basis for the cost, time, and quality performance plans. This
ensures alignment and consistency of purpose and effort throughout the project team. It provides auditable
baseline criteria for third party reviewers, as well as assurance and confidence for the Employer, Project
Sponsor, and Steering Committee as applicable.

Organizational and project procedures shall be maintained as an approved set and have the status of
controlled issue documents.

Process and procedures shall constitute the basis of, and provide the criteria for performance and compliance
audits.

1.11 Temporar y Facilities

1.11.1 Description

This section of the Specification defines the requirements for furnishing, installing, and maintaining temporary
access, facilities, controls and equipment and related items where shown on the Contract Documents, or as
specified herein, and as needed for a complete and proper execution. Temporary facilities shall be provided at
no additional cost to the Employer, to any relevant codes, and as approved by the Engineer.

This section includes:

 Temporary Utilities: electricity, cooling/heating, lighting, telephone service, water, and sanitary facilities.

 Temporary Controls: barriers, fencing, weir structures, silt curtains, and protection and operation of
installed work.

 Construction Facilities: access roads, parking, laydown areas, docking, and temporary buildings including
offices, first aid facilities for the site, conference room, housing, and dining facilities.

 Equipment for Use by the Engineer and Management Engineers: office equipment, and related items.

 Surveying and secretarial services for the Engineer and management Engineers.

 Removal of temporary utilities, temporary controls, and construction facilities.

1.11.2 Coordination

Contractor shall coordinate all temporary facilities, controls and equipment with the Employer, the Engineer,
and other Contractors working at the Site. The Contractor will ensure that adequate temporary access,
parking, and lay down areas for other Contractors working at the site are available.

Use adequate numbers of skilled workmen who are thoroughly trained and experienced in the necessary
crafts and who are completely familiar with the specified requirements and the methods needed for proper
performance of the work of this section.

1.11.3 Submittals

1.11.3.1 Draw ings

Contractor shall submit drawings or sketches for all proposed Contractor-furnished temporary facilities for
Employer’s and Engineer’s approval.

1.11.4 Maint enance Product Handling

The Contractor shall maintain all Contractor-furnished temporary facilities and controls in proper and safe
condition throughout progress of the Works.

The Contractor shall maintain all Contractor-furnished equipment in proper and safe condition throughout
progress of the Works.

1.11.5 Temporary Utilities and Services

1.11.5.1 Temp orary Utilities and Services

The Contractor shall, at his own cost, arrange and obtain permission from the relevant Authorities for the
installation, connection, operation, and disconnection of all temporary utilities and services that the
Contractor deems necessary to execute the Works.

1.11.5.2 Temp orary Po wer

Contractor shall provide power service to all its temporary facilities.

Contractor shall complement existing power service capacity and characteristics as required.

Contractor shall be responsible for all power outlets for construction operations, with branch wiring and
distribution boxes located as required.

1.11.5.3 Temp orary Lig hting for Site

Contractor shall provide and maintain a safe level of lighting for construction operations with a minimum of
105 lux for general areas.

Contractor shall provide branch wiring from power source to distribution boxes with lighting conductors,
pigtails, and lamps as required.

Contractor shall maintain lighting and provide repairs as necessary.

Temporary lighting shall be provided at no additional cost to the Employer.

1.11.5.4 Temp orary Co oling and Heati ng

Contractor shall provide, install, maintain, and operate cooling and/or heating devices as needed to maintain
specified conditions for all construction operations at no additional cost to the Employer.

1.11.5.5 Temp orary Water Service

The Contractor shall provide and maintain potable water service, as required for all construction personnel at
no additional cost to the Employer.

The Contractor shall provide and maintain suitable quality water required for all construction activities at no
additional cost to the Employer.

1.11.5.6 Temp orary Sanitary Facilities

The Contractor shall provide and maintain required sanitary facilities and enclosures to support all personnel
working on the Site, at no additional cost to the Employer.

1.11.5.7 Temp orary Telep hone, F ax, and Internet Service

The Contractor is responsible for establishing, maintaining, and cost incurred for all telephone, fax, internet
service, and emergency communication services he requires in order to perform the Works.

The Employer will not be held responsible for maintaining or for costs associated with any of the Contractor’s
communication services.

1.11.6 Temporary Controls

1.11.6.1 Barriers

Contractor shall provide barriers and chain-link fence to prevent unauthorized entry to construction areas and
to protect existing facilities and adjacent work areas from damage from construction operations and
demolition.

Contractor shall protect all stored materials, the Site, and all structures and utilities from damage.

1.11.6.2 Fencing

Contractor shall provide fencing and gates as required to ensure the security of his plant, equipment, and
materials used in connection with the Works and the Site in general and he must ensure that unauthorized
personnel are unable to access the Site and at no additional cost to the Employer.

The temporary fencing and gates shall be maintained in good condition for the full duration of the Contract,
and removed immediately prior to the Contractor’s application for the Taking Over Certificate for the parts of
the Works enclosed by the fence.

Temporary fencing shall consist of 2.4 m high chain mesh consisting of interlinked fencing panels. The panels
are to be effectively coupled to prevent pedestrian access through the fence. The fence is supplied complete
with dedicated access gates.

It remains the responsibility of the Contractor to establish the type of fencing that the Contractor requires to
separate the construction area from public areas, other sites and port operational areas, and to provide the
level of Site security the Contractor deems necessary for the Site and work areas. The fencing and gates shall
be provided to the satisfaction of the Engineer and shall comply with the Employer’s security requirements.

Work shall be confined to the fenced area except with the Engineer and Employer prior written approval.

1.11.6.3 Silt Contr ol

Contractor shall provide silt control as required to comply with the local environmental regulations.

Contractor will comply with marine protection measures as required to comply with the environmental
regulations.

1.11.6.4 Protection and Operation of I nstalled Work

Contractor shall protect installed Works and provide special protection where specified in individual sections
of the Specification.

Contractor shall provide temporary and removable protection for installed Products and shall control activity
in immediate work area to prevent damage.

Contractor shall operate and maintain constructed work until acceptance by the Engineer, and shall repair or
refurbish systems as required prior to Engineer's acceptance.

1.11.7 Construction Facilities

1.11.7.1 Access to the Site

The Contractor shall be responsible for providing, constructing, and maintaining all marine and road accesses
to the Site which are required for the execution of the Works. This access shall be provided for the use of
Subcontractors, other Contractors, the Engineer, and the Employer or any of its agents or representatives at
the locations and alignments required and agreed with the Engineer.

The Contractor shall comply with the instructions and regulations of the Police, Port Authority, and other
competent authorities with regard to routing or other limitations on the accesses provided. He shall arrange
his traffic to minimize inconvenience to the public at large and specifically to the operations of the Port area.

1.11.7.2 Access Roads

The Contractor shall construct and maintain through the duration of the Works and at his own cost, all
required temporary road accesses on the Site (and to any other areas required for the execution of the Works)
for his own use, the use of the Engineer, Subcontractors, other Contractors and the Employer or any of its
agents or representatives at the locations and to the alignments required and agreed with the Engineer.

The accesses shall be of a minimum of 10 m wide and suitable for use by heavy vehicles and construction
traffic in all weather conditions. The Contractor shall maintain the accesses in a clean and serviceable
condition at all times to the satisfaction of the Engineer.

The precise alignment of the accesses may be varied by the Contractor to suit the Works subject to the
approval of the Engineer.

1.11.7.3 Temp orary Buildings

The Contractor shall provide, at no additional expense to the Employer, suitable offices for his own personnel
and with similar characteristics as the Engineer’s site supervisory staff office, refer to Section 1.11.8.2. The
layout, number, and position of these offices are subject to the approval of both the Engineer and the
Employer.

1.11.7.4 La yd own Areas

When Site space is not adequate, the Contractor shall submit a request to the Engineer for approval to
provide additional laydown area.

1.11.7.5 Interference with Exis ting Works

The Contractor shall not interfere in any way with any existing Works whether the property of the Employer or
of a third party an whether or not the position of such Works is indicated to the Contractor by the Engineer,
except where such interference is specifically described as part of the Works either in the Contract or in the
Engineer’s instructions.

All drains, pipes, channels, watercourses, or streams temporarily cut through or disturbed by execution of the
Contractor’s Temporary Works are to be restored so that the water flowing in them may continue to flow in a
full and free a manner as it did before the disturbance, and all Works will be in accordance with the
environmental regulations.

The Contractor shall take every precaution to avoid damage to existing services on Site, including all pipes,
drains, cables wires, ducts, etc., which it may find in carrying out the Works.

It shall by its own independent enquiries and observations establish the location of all such services as are
known to exist on the Site.

All services uncovered shall be adequately supported or diverted or both as may be required by the Engineer.

Should any service be damaged, repairs shall be at the cost to the Contractor.

Should any unidentified service be uncovered the fact shall be reported to the Engineer.

1.11.7.6 Works Traffi c, Navigation in the Port, and Mexican Water s

During execution of the Works, the Contractor shall ensure that its floating craft, plant and equipment, and
any staging or other Temporary Works provide minimal interference with the navigation traffic.

The Contractor shall be fully responsible to comply with all regulations from the local authorities with regard
to navigation and operation of all his marine equipment or plant in the Port and Mexican Waters. Duplicates
of all marine equipment and plant certificates, permits, licences, etc., shall be provided to the Engineer.

He shall also arrange his traffic to minimize inconvenience to the public at large and specifically to the
operations of the Port area.

There are no known navigation markers or buoys in the area of the Works. However, should the Contractor
displace any navigation markers or buoys outside the area of the Works, they must be replaced by the
Contractor at his cost.

1.11.8 Facilities and Equipment for Use by the Employer

1.11.8.1 Assis tance for the Employer and Engineer

The Contractor shall cooperate fully with the Employer and Engineer and afford him unfettered access to the
works and render all reasonable assistance to enable him to carry out his duties.

1.11.8.2 Office Space and Building s

The Contractor shall provide, erect, air-condition, light, clean, and maintain a temporary Employer’s office
within the Site compound, with a minimum total area of 40 m2, suitably furnished and equipped with one
meeting room, two private workstations, and two workstations in a common area, for the exclusive use of the
Employer and his staff for the entire duration of the Contract.

Each workstation shall consist of a desk with three lockable drawers and a fully adjustable chair, shelves,
chairs, a table for laying out drawings, a three drawer, lockable, fireproof filing cabinet, electrical extension
multi-sockets/surge suppressors, waste paper basket, 3-tier filing tray, coat hook, and white board. All
furniture and furnishings shall be new.

The Employer’s office shall be provided with air-conditioning, electric lighting and ventilation, and unlimited
access to high speed broad band internet.

The main doors to the Employer’s office shall have an approved lock and three keys. The floors shall be
covered with linoleum or other approved washable durable covering. The offices shall be individually lockable
and to an approved decorative standard throughout.

Access to male and female toilets from the Employer’s office shall be granted.

The layout of the offices shall be submitted for approval by the Engineer within two weeks of the date of the
Letter of Acceptance.

All temporary facilities and structures shall meet or exceed the applicable Mexican Building Codes.

1.11.9 Office Equipment

The Contractor shall provide and maintain for the sole use of the Employer and his staff, the following
equipment with an appropriate supply of consumables:

 Three HP ZBook 17 laptop computers with MS Windows 10 operating system (minimum specification
2.8G Hz Quad-core Intel Core i7 processer [Turbo Boost up to 3.8 GHz], 16 GB SDRAM, 1 TB hard drive,
WiFi capability, 17 in. screen, DVD/CD read/write, discrete graphics card), docking stations and the
following software:

 Current anti-virus software McAfee Endpoint Encryption (or similar).

 MS Word, Excel, PowerPoint, Outlook and Microsoft Project 2018 (or latest version).

facility, including charger, spare batteries, and case.

 One HP DesignJet T830 multifunction printer with consumables.

 One RICOH MP C3004ex colour laser printers and colour scanners with consumables.

 One projector EPSON EB-U42 with case.

 One digital camera CANON EOS 5DS Mark III (minimum specification 50.6 megapixels, 64 GB memory
card, 3 in. LCD view/menu screen), construction grade with spare batteries and case.

 General office equipment (i.e. staplers, scissors, perforator, desk-mounted pencils, sharpeners, drawing
pens, 300 mm drawing scales, etc.) and general office consumables (drawing paper, printer paper,
photocopier paper, toner cartridges, notebooks, survey books, pens, white board pens, pencils, erasers,
files, binders, staples, etc.) shall also be provided as required by the Employer along the Contract duration.

 Two large first aid box (to be re-filled by Contractor as necessary).

The Contractor shall pay all costs associated with the above facilities including the provision, operation, cost
and maintenance of required services, consumables, beverages, kitchen crockery, stationery, computer media,
printer cartridges and telecommunication costs. The offices and parking area shall be cleaned and maintained
daily, and have security provided.

All equipment set out above shall be handed over to the Employer at the end of the Contract.

The Contractor shall arrange all administrative procedures and related costs for the transference of property.

1.11.9.1 Eq uip ment for Us e b y the Employer and Engineer

Personal P rotective Equipment

The Contractor shall make available at all times to the Employer, the following personal protection equipment
for the duration of the Contract:

 Six white MSA or similar safety helmets.

 Six white MSA or similar high visibility vests.

 Six orange Columbia or similar high visibility jackets, water proof.

 Six Eagle Eyes or similar scratch resistant safety spectacles to the minimum specification as set out in
standard EN 166 NK.

 Six black or brown Caterpillar or similar pairs of steel soled and toed safety boots.

 Six Onyx or similar life jackets with automatic inflation.

These items of clothing shall be provided in the sizes instructed by the Employer and shall be of a pattern
approved by the Employer, and shall not exhibit any name or insignia of the Contractor. All protective clothing
shall be handed over to the Employer at the end of the Contract.

Surveying Equip ment

The Contractor shall provide and maintain the following survey equipment for the sole use of the Employer,
Engineer and associated staff, within one week of the Commencement Date starting date until 12 weeks after
the date of issue of the Taking Over Certificate for the whole of the Works. The surveying equipment shall
remain the property of the Contractor:

 Five 3 m steel tapes, one 31 m steel fabric tape.

 Two waterproof torches.

 One digital thermometer.

 One spirit level (1 m).

 Two pocket boat levels.

Each item shall be new or reconditioned to as-new standard at the start of the Contract and shall be subject to
the approval of the Employer and Engineer before acceptance. Calibration certificates shall be provided for all
equipment. Reconditioned distomat equipment shall be provided with documents from the reconditioning
agency certifying its accuracy. The Contractor shall ensure that the instruments and other items are at all times
in good repair and adjustment, and shall make good any loss or damage howsoever caused. The
above-mentioned equipment shall remain on Site until the end of the Defects Liability Period.

The Contractor shall make his own survey equipment available to the Employer and Engineer on request, and
shall supply survey books, record sheets and setting out markers, as required. The Contractor shall be entirely
responsible for the accuracy of the equipment within the limits specified by the manufacturer and shall
immediately replace defective equipment.

Surveying Services

The Employer and Engineer shall have access to a chainman/rodman employed by the Contractor at all times
during which surveys are required. All personnel selected shall be to the approval of the Employer and
Engineer.

Vehicles

The Contractor shall provide to the Employer, for its exclusive use, the following vehicles - see Appendix 2 for
brochures:

 Four New Toyota Hilux Sport (4x4).

 One New Toyota Tacoma Sport (4x4).

 The vehicles shall be model 2018 or 2019, licensed, insured (full coverage for a three-year period), fuelled,
maintained and serviced for the road along the duration of the Contract.

 The vehicles shall revert to the Employer at the end of the Contract. The Contractor shall arrange all
administrative procedures and related costs for the transference of property.

Additional Eq uipment

The Contractor shall provide to the Employer, for its exclusive use, the following equipment:

 One DJI M1P Mavic Pro Portable Drone - Color Black with spare batteries and case.

This equipment shall also be handed over to Employer at end of Contract.

1.11.9.2 No ti ce Board s

Two notice boards of 5 m by 3 m size shall be supplied and erected by the Contractor adjacent to the Site
positions directed by the Engineer. The required wording will be provided by the Engineer.

Each board shall be erected on the Site within 28 days after commencement of the Works on Site and shall be
constructed with approved hardwood framing and posts, and 20 mm waterproofed plywood. The posts shall
be treated to prevent rot, attack from insects, etc.

During the course of the Contract, the Contractor shall maintain the notice boards in good condition and shall
re-erect them in new locations if so required by the Engineer as a result of interference with the boards or the
progression of the Works.

The Contractor shall remove the notice boards on completion of the project or when directed and shall make
good any excavation or disturbance to the site. No other signboards, panels or placards bearing the names of
Contractors or suppliers are to be erected on the Site without the written agreement of the Engineer.

1.11.10 Removal of Temporary Utilities, Tempor ary Controls, and


Construction Facilities

Contractor shall remove temporary utilities, equipment, and facilities installed by Contractor and all excess
materials prior to Project Completion.

Contractor shall clean and repair damage caused by installation or use of Temporary Work.

Contractor shall restore existing and permanent facilities used during construction to original condition.

Any conduits, pipes, and the like that remain due to construction constraints shall be clearly indicated on the
“as-built” drawings.

1.11.11 Materials and Workmanship

Unless otherwise stated, all proprietary materials, plant and equipment used on the Works shall be handled,
stored, used, fixed, or applied strictly in accordance with the manufacturer’s instructions.

In all cases where the name of a particular type or make of equipment or item is referred to in the Contract,
this indicates the acceptable standard. The Contractor may offer equipment or materials other than those

specified and in all such cases the Contractor’s offer shall be of at least equal quality. When alternatives are
offered, the Contractor shall submit to the Engineer for approval, a statement detailing the alternatives, and
shall include full technical descriptions, drawings and specifications, and shall provide such further information
as is required to demonstrate to the Engineer that the alternatives are equivalent to the items specified.

Where the Specification requires that approval be obtained, the meaning shall be that approval by the
Engineer is required.

1.11.12 Proprietary Articles

Where trade or proprietary names, brands, catalogue, or reference numbers are specified in the Contract
Documents or approved drawings, they are intended to set a minimum standard and sole preference to any
particular material or equipment is not intended. The Contractor shall be at liberty to offer alternatives for
approval, the Contractor shall submit complete technical information on the material or equipment under
consideration, including details of material, composition, method of application or fixing and all available
information relating to compliance with Standards and the durability, serviceability, maintenance
requirements, cleaning and protection of the materials or equipment to be considered.

When submitting an alternative proposal, the Contractor shall state any modifications to the detailed design
or construction or other works, which will be required due to use of the substitute product and he shall accept
full responsibility for the modified work.

If requested by the Engineer, the Contractor shall also submit recent test reports on the substitute product or
any test carried out by a registered NATA, or other approved testing laboratory, or alternatively to arrange for
such tests at its own cost, to the approval of the Engineer.

1.12 Standards, Materials, and Equipment

1.12.1 Standards and Alternative Stand ards

Plant and Materials specified to conform to a Mexican Standard or equivalent American Standard shall be
clearly and indelibly marked with the reference to which they comply wherever possible. Where this is
impractical, the relevant advice/delivery notes shall include the reference with which they are to comply.
Certificates of compliance shall be submitted to the Engineer.

Plant and Materials shall be of new manufacture.

All Materials and items of Plant shall be of good quality and be able to operate in and withstand the
environment in which they will be working.

1.12.2 Statutory Requirements

In the event of a conflict between the requirements of statutory authorities and of these Employer’s
Requirements, the highest standard requirement shall take precedence. Any such conflict identified by the
Contractor shall be reported to the Engineer.

1.12.3 Material Supplies

Non-listed Materials and Plant will be subject to approval prior to placing orders.

The Contractor shall submit a list of suppliers from whom he intends to purchase all Materials and Plant
required for the Works.

Where more than one manufacturer is able to supply any particular material or article, the Contractor shall
obtain the whole quantity required to complete the work from one manufacturer or supplier, or inform the
Engineer of his intention to multi-source or to propose any change in source of supply.

1.12.4 Copies of Orders

The Contractor shall submit to the Engineer copies of all orders for Materials to be incorporated in the Works
(including details for Materials on Site evaluations).

1.12.5 Manufacturer’s Instructions

All Materials, Plant, etc., shall be used and installed in accordance with the instructions of the manufacturer or
supplier unless otherwise specified in the Employer’s Requirements, Technical Specifications, or Drawings.
Copies of manufacturer’s instructions shall be provided to the Engineer prior to incorporation of the Materials
and Plant into the Works.

2.2.5 Seismic

This site may be susceptible to liquefaction at low levels of seismic excitation. Ground improvement measures
may be required to mitigate damage associated with design level events. The Manual de Diseno de Obras
Civiles Diseño por Sismo, CFE - 2015 defines the seismic risk for all sites in Mexico. The ultimate limit state
event shall be defined for the purposes of this document as the Contingency Level Earthquake (CLE).

In accordance with the Manual de Diseno de Obras Civiles Diseño por Sismo, CFE - 2015 Stages 2A and 3A
shall be treated as:

 Classification of Structure: B-1.

The Engineer shall meet the following performance criteria associated with the design limit states, and further
performance requirements as specifically noted:

 Contingency Level Earthquake (CLE):

 Peak Ground Acceleration:

 The CLE shall be per the Manual de Diseno de Obras Civiles Diseño por Sismo, CFE – 2015.

 The Engineer may perform its own Site Hazard Assessment using time-history records for a more
refined Seismic Response Spectrum. Using this method, the Engineer shall not be able to lessen
the PGA to less than 80% of the PGA for the above referenced CFE-2015.

 Regardless of the above, the PGA defining this event shall not be less than 0.46 g as measured for
surface bedrock.

 Response Spectrum:

 As per the Manual de Diseno de Obras Civiles Diseño por Sismo, CFE - 2015.

 The Engineer may perform its own Site Hazard Assessment using time-history records for a more
refined Seismic Response Spectrum. Using this method, the Engineer shall not be able to lessen
the design seismic response to less than 80% of the response for the above referenced CFE-2015.

2.3 Earthworks Performance Criteria

2.3.1 Settlements Under Normal Loading

The filled areas shall be designed, including ground improvements and compaction, as required to withstand
the operational loads and to comply with the following settlement criteria:

 The maximum overall settlement shall not exceed:

 300 mm over 25 years from completion of construction of the relevant section.

 150 mm over five years from completion of construction of the relevant section.

 100 mm over two years from completion of the relevant section.

2.3.2 Seismic Performance

Geotechnical design will include assessment of liquefaction potential and soil improvement as required to
meet seismic performance levels and settlement criteria:

 Contingency Level Earthquake (CLE) shall not result in liquefaction levels:

 Leading to casualties due to structural damages.

 Leading to collapse of permanent structures including the ecological culvert and the reefer access
platforms.

 Causing bearing capacity failure of container rows, although localized differential settlement of
approximately 0.5 m may occur after the CLE, in addition to post liquefaction consolidation
settlement.

 Appropriate stability analyses shall be undertaken to demonstrate the stability of all perimeter bunds and
revetments. The minimum factor of safety against slope failure shall be 1.5 under static loading and 1.0
under the post earthquake condition, with liquefied soil.

 The seismic performance criteria above relies upon the specified dynamic compaction currently stated as
a provisional item. Should the Employer choose to forego dynamic compaction, the above movement and
settlement criteria will need to be revised.

 Employer acknowledges that the existing Phase 2 wharf structure is designed for the 2008 version of the
CFE code and may not be stable under the CFE 2015 code. This may impact upon seismic performance; in
particular lateral movements of the adjacent Phase 2 container yard.

 Design for the Phase 3 wharf is by others. Seismic performance of the Phase 3 container yard is
dependent upon the Phase 3 wharf design meeting or exceeding requirements of the CFE 2015 code.

2.3.3 Subgrade CBR for Pavement Design

Subgrade for pavement design and construction shall have a minimum soaked California Bearing Ration (CBR)
of 10%. Where the in-situ CBR is less than 10%, or if the material below formation level is unsuitable, then the
material shall be removed to the extent directed by the Engineer and disposed of by the Contractor.

Fill to the subgrade level below the pavement construction shall have a soaked CBR value of not less than
10%.

2.3.4 Disposal of Excavated Materials

The Contractor shall obtain all permits for disposal of surplus and unsuitable excavated materials to disposal
sites approved by the relevant authorities.

All material arising from excavations shall be disposed of off Site or in the Phase 3 yard area if approved,
unless it is suitable and required for re-use in the Permanent Works, when it shall be placed directly in such
Works or set aside for use as and when required in approved stockpiles.

In the event that the Employer allows disposal of surplus suitable fill material within the concession area, the
Contractor shall organize and carry out the disposal of spoil to approved methods, and in such a way that
flows to existing streams, creeks, drainage pipes, and culverts are not diverted. Contamination or pollution of
existing rivers/watercourses shall not be permitted. Suitable drainage, grassing, and turning shall be provided
to prevent erosion of spoil.

2.4 Intermodal Yard

2.4.1 Scope of Work

Design and construction of an approximately 200 m long expansion of the existing Intermodal Yard is to be
provided to the alignment and the location shown on the Drawings. The Intermodal Yard will consist of the
following components:

 Rail trackage, ties, ballast, and sub-ballast.

 RTGC runways.

 Paved tractor/trailer circulation roads including paving around and between existing rails.

 Reinforced concrete rail crossings.

 Railcar stops.

 Line markings.

 RTGC maintenance area.

2.4.2 Function

The Intermodal Yard is to be laid out for loading and unloading containers on/from 5-pack double stack
container railcars. The Intermodal Yard will consist of two blocks of two rail tracks serviced by a pair of
terminal lead tracks and constructed with the dimensions shown on the Drawings. The existing Intermodal
Yard currently has two blocks of three tracks, but the expansion will consist of two blocks of two tracks.

Each block of rail tracks will be serviced by one or more RTGCs. A tractor/trailer driving lane will be situated
adjacent to the rail tracks under the RTGC.

Railcars will be marshalled to and from unit trains on trackage outside of the terminal boundary. Locomotives
pull railcars into the terminal site along one lead track and run around the train using a crossover switch to
the adjacent lead track. Railcars are then pushed into the Site on a terminal lead and spotted on the
Intermodal Yard tracks.

2.4.3 Materials and Structural Form

The road pavements shall be constructed according to the Employer’s Requirements and in the areas shown
on the Drawings and Technical Specifications.

The RTGC runways and maintenance area shall be designed and constructed according to the Employer’s
Requirements, Technical Specifications, and with the dimensions shown on the Drawings.

Track ballast and cross-ties shall be constructed according to the specifications and guidelines in the
Employer’s Requirements, Technical Specifications, and to the dimensions shown on the Drawings. The area
around the extended rail tracks, including the ties and ballast, will not be paved, but two of the existing rail
tracks will be paved over.

Track rail shall be Continuous Welded Rail (CWR), designed and constructed according to AREMA standards
and the specifications. Rail to be used shall be 115 lbs. AREA (RE).

There is an existing concrete rail crossing for laden tractor/trailer units at the north end of the Intermodal Yard
and is to remain.

Four existing railcar stops shall be relocated to the south end of the extended Intermodal Yard. The remaining
two railcar stops are to remain in their current location.

Compressed air will not be required for charging train brakes in the final stage of development. The existing
concrete trench at the south end of the yard which was built for future air lines is to be removed.

2.4.4 Codes and Standards

In addition to the codes and standards listed in Section 2.1, the latest editions of the following standards will
be used in design of the rail infrastructure:

 AREMA (American Railway Engineering and Maintenance of Way Association) Latest Edition

 FERROMEX Track Guidelines - where specifications and standards are not defined in the FERROMEX Track
Guidelines or not made available from FERROMEX, the following standards and specifications shall be
referenced:

 Union Pacific Railway Industrial Track Construction Specifications

2.4.5 Design Criteria

Loadings:

 The Intermodal Yard shall be designed and constructed to accommodate the following vehicles:

 The driving lanes, loading lanes, and circulation roads shall be designed to withstand the wheel loads
for the container tractor/trailer units shown in Appendix 1.

 Unladen RTGCs in cross-travel area (see Appendix 1).

 Operating RTGCs (see Appendix 1).

 Rail locomotive - AC-4400-CW; SD-70-ACE; SD-90-MAC - design parameters for overall locomotive
length and gross weight to be confirmed by the Engineer.

 Double stack railcars - Maxi-Stack III double stack railcars carrying two 40 ft. full containers well
capacity. Railcar type, overall length, and gross weight to be confirmed by the Engineer.

 Rail loads for structures - Coopers E-80.

Grading:

 The longitudinal grade on the working tracks within the Intermodal Yard shall be at 0%. Grades for the
Intermodal Yard exceeding 0% up to 0.2% and grades for the rail leads exceeding 0.15% up to 0.4% are
subject to FERROMEX requirements. Grades parallel to the tracks shall be 0.2% or less. Grades
perpendicular to the tracks shall be 1% or less. Final grade elevations shall meet the elevations in the
Container Yard.

 RTGC runways shall be 1.50 m in width.

Lighting shall be provided in the Intermodal Yard in accordance with Section 3 of the Employer’s
Requirements.

Clearances shall be according to the standard Union Pacific Rail clearance envelope from all fixed features,
truck lanes, RTGCs, and future container pre-staging areas.

Connections to the FERROMEX Port rail shall be according to FERROMEX standards.

Line markings in the Intermodal Yard paved areas shall comply with AASHTO requirements.

2.4.6 Maint enance

Maintenance of the asphalt surfacing shall be performed in accordance with Section 1.3.1 of the Employer’s
Requirements.

Maintenance of the RTGC runways shall be performed in accordance with Section 1.3.1 of the Employer’s
Requirements.

Maintenance of rail tracks shall be performed in accordance with FERROMEX standards.

2.5 Container Yard

2.5.1 Scope of Work

A container stacking yard expansion covering an area of approximately 10 ha is to be provided for full, empty,
and reefer containers. Location of the stacking yard is shown on the Drawings, comprising RTGC container
blocks and other stacking areas primarily behind the existing quay.

2.5.2 Function

The yard is to be laid out for stacking loaded containers 6-high and 6-wide under one over six 8-wheeled
RTGCs. Reefer containers will generally be stacked 5-high and 6-wide for Stage 2A and will be handled by
RTGCs. Reefer towers are to be provided. Empty containers will generally be stacked 7-high using 9T empty
container handlers. Oversized cargo will generally be stored within the empty containers storage areas.
Existing Customs areas will not be affected in this phase of the Works.

The layout and allocation of 20 ft. Ground Slots (TGS) in the Container Yard are shown in the Drawings.

For the purposes of these Employer’s Requirements, the following definitions shall apply:

 The term “groundslot” shall refer to the on-ground plan area of one 20 ft. container unit.

 The term “stack” shall refer to one 20 ft. ground slot with containers 6-high.

 The term “row” shall refer to six adjacent stacks.

 The term “block” shall refer to the number of rows over which the RTGCs or other equipment operate.

2.5.3 Materials and Structural Form

Container Yard surfacing shall be in accordance with these Employer’s Requirements and dimensions as
shown on the Drawings.

RTGC stacks shall be laid out as shown on the Drawings. The stacking layout shall allow 300 mm between the
ends of all boxes, and 300 mm between the sides of boxes to be handled by RTGCs. The required layout of
reefer slots is shown on the Drawings.

Empty container stacks shall be laid out with 300 mm between the end of all boxes and a nominal 62 mm
between the sides (i.e. a 2.5 m cell width). A minimum aisle width of 15 m shall be allowed for handling of
boxes with Empty Container Handler (ECH), outside any general traffic circulation lanes. Empty containers may
be stacked up to 7-high.

All areas within the container yard to be paved with either concrete or unit pavers as shown on the Drawings.

The refer towers shall be constructed of galvanized structural steel members, galvanized grating, and concrete
foundations.

2.5.4 Design Criteria

Loadings:

 Gross weight and self-weight of container assumed to be:

 20 ft. Container: 25.4 tonnes gross, 2.5 tonnes self-weight

 40 ft. Container: 30.5 tonnes gross, 3.8 tonnes self-weight

 The Container Yard paving shall be suitable for the following vehicles:

 Container tractor/trailer trucks suitable for maximum pay/loads of 55 tonnes in two 20 ft. boxes
(single stack) (loading to BS EN 1991, Part 2) (see Appendix 1).

 Unladen RTGC in cross-travel area (see Appendix 1).

 Areas where the machines will operate are indicated on the Drawings. Container Yard roadways shall be
designed for 5 x 106 passes (based on a 20-year design life) of the design tractor/trailer truck (refer to
Appendix 1). In the Container Yard, and Intermodal Yard areas, roadways and stacking pavements are to
take reach-stackers (see Appendix 1) and 7-high empty container handlers (see Appendix 1).

 The Uniformly Distributed Load (UDL) is calculated on the basis of a 20 ft. long container with a rated load
of 25.4 tonnes, 300 mm clearance between containers and height reduction coefficients as given. The
corner load of one container is based on 40 ft. long containers with a rated load of 30.5 tonnes. Loads
have been calculated with reference to “The Structural Design of Heavy Duty Pavements for Ports and
Other Industries” Edition 4, published by Interpave, 2008. Corner castings have been assumed to measure
178 mm by 162 mm.

 The extent and required type of surfacing for the Container Yard is indicated on the Drawings.

 The design stacking height at the yard for each type of container shall be as follows:

 Dry Full Containers: 6-high.

 Reefer Containers (Stage 2A): 5 ‘high-cubes’ 9 ft. 6 in. high.

 Empty Containers: 7-high.

 Initial Installation:

 Containers shall rest on their corner casting. Supporting surfaces for containers shall not slope more
than 1 in 100 upon initial installation (the transverse slope of paved container areas, i.e. perpendicular
to the quay line, shall be within the range of 1:80 to 1:100 upon initial installation). The longitudinal
slope of the container paving, i.e. parallel to the quay line, shall be no steeper than 1:200. The
transverse and longitudinal slope of unpaved container areas (i.e. areas between concrete beams)
shall be graded to allow efficient water run-off.

 Settlements:

 The design of container stacking foundation shall allow for ongoing settlement. The design time to
first maintenance shall be a minimum of two years.

 The following tolerances are the maximum allowable before maintenance is required:

 Slope of Box Longitudinal or Transverse: 1 in 50.

 Out-of-Plane of Four Corners of Box: ±20 mm.

 Local settlement of the corner castings is expected and shall not be considered to be a maintenance
item.

2.6 RTGC Runways and Maintenance Yard

2.6.1 Scope of Work

RTGC runways and maintenance yard are to be provided to ensure the efficient operation of the specified
RTGCs in the Container Yard and Intermodal Yard.

2.6.2 Function

RTGC runways and maintenance area shall provide a smooth, hard, and durable surface that will
accommodate settlement. The design of the runways and maintenance yard shall be such that the
maintenance tolerances are not exceeded within two years of initial installation.

2.6.3 Materials and Structural Form

RTGC runways and maintenance yard shall be of reinforced concrete construction, including provision of shear
transfer at expansion and contraction joints.

Surface finish to be normal brush finish (to approval), except at wheel turning areas (see Section 1.2).

Particular attention shall be paid to areas where RTGC wheels have to be turned about the vertical axis. In
these areas the surface of runways shall have a smooth low-friction surface to minimize damage to the runway
and the RTGC tires (high-strength concrete, steel floated, and followed by light nylon broom finish). Steel
plates shall not be used.

2.6.4 Dimensions and Layout

The required layout of the Container Yard and RTGC runways and maintenance yard is indicated on the
Drawings. The wearing surface of the runways shall follow the grade of, and be flush with, the adjacent paving,
both longitudinally and transversely.

2.6.5 Design Criteria

RTGC runways and maintenance yard shall be designed for 40 t nominal capacity RTGCs (see Appendix 1). The
runways shall be designed for the loads applied by stationary, loaded RTGCs (12,000 loadings per annum),
and by unladen, travelling RTGCs (for 21,000 passes per annum).

The RTGC runways shall include storm tie-down locations.

RTGC runways shall be designed to be generally level longitudinally; in no case shall the design gradient
exceed 1 in 100. The maintenance yard shall be graded such that in no case shall the design gradient exceed
1 in 50.

The design of the runways shall allow for ongoing settlement. The tolerances shown in Table H are the
maximum allowable for operational reasons before maintenance is required.

2.7 Line Markings - Asphalt Paving and Concrete Surfaces

2.7.1 Scope of Work and Function

The Contractor shall provide clear, durable road markings in the following areas:

 Container stacks including the marking of the 20 ft. unit (TEU) also and side numbers perpendicular to the
quay (09, 11, 13, etc.) as shown on the Drawings.

 Row numbering at the end of each container stack (e.g. A243, A244).

 Lane, edge of roadway, and direction markings for all asphalt, concrete blocks, and concrete roadways
within the terminal, including RTGC runway paths (only one runway per block).

 Safety and warning signs and signals.

2.7.2 Dimensions and Layout

The layout and dimension of line markings shall be as shown on the Drawings.

2.8 Fencing

2.8.1 Scope of Work

The Contractor shall provide permanent and temporary fencing as shown on the Drawings, including
temporary fencing to surround the sectional completion areas, late possession areas, and the Contractor’s
works areas.

All fencing shall comply with Mexican NOM standards, Mexican Customs Authorities, and the requirements of
APIMAN Port Security Code. The main perimeter fencing shall be designed in accordance with APIMAN
requirements of installation of a sound barrier panel on top of the concrete block wall.

2.8.2 Materials and Structural Form

Temporary anti-intruder security fencing shall be an approved portable system.

Permanent fencing shall be anti-intruder masonry and chain-link fencing, and shall comply with the
Employer’s Requirements for fencing as shown on the Drawings.

Chain-link fencing shall comprise galvanized chain-link wire mesh and line wires, including an inclined upper
section with razor wire, and shall be supported on galvanized tubular steel intermediate posts and strainer
posts. Posts shall be set into concrete foundations or bolted through integral baseplates to concrete surfaces.

Security gates, if required, shall comply with the Employer’s Requirements. Gates shall provide the same
degree of anti-intruder security as adjacent fences.

2.8.3 Dimensions and Layout

The layout and extent of the required fencing is shown on the Drawings.

2.8.4 Design Criteria

Fencing shall meet the requirements of the Port Authority, the International Shipping and Port Facilities
Security Code, and Local Customs Authorities.

Fencing material orders shall not be finalized until Working Drawings have been approved.

2.9 Civil Works for Ser vices

2.9.1 General

In designing for all services, the Engineer has observed the general requirements explicit in Section 1.6.2
(Coordination with Other Contractors), and has made allowance for future requirements.

The Contractor shall also make special provision in his civil works for services to allow for, and to limit, the
adverse effects of settlement and differential settlement.

Filled areas shall comply with the settlement criteria.

Minimum depth of cover to services shall be 1.2 m from the finished grade. All service runs shall be bedded
and surrounded in an approved material or, where less than 1.2 m below finished ground level, surrounded in
C10 concrete. Concrete surrounds shall be discontinuous at flexible joints, and bitumen impregnated filler
board shall be placed at joint locations.

Typical service trench details are indicated on the Drawings.

Minimum clearances between services and the underside of RTGC runways shall be sufficient to ensure that
damage to pipework and ductwork is avoided.

During installation, temporary open ends of pipes and ducts shall be plugged/sealed to prevent entry of
material into the pipe/duct.

2.9.2 Trenching

Reference is made to the requirements of Section 2.9.2, which shall be followed in respect of trenching works
for service installations.

In particular, in the course of carrying out trench excavations, the Contractor shall take whatever measures are
necessary to ensure the safety of workmen, of adjoining structures and of the work generally. If in the opinion
of the Engineer, such excavation requires additional protection by way of timbering or support, he may, at no
extra cost to the Contract, direct the Contractor to so protect the excavations. Any action taken by the
Engineer in this regard will in no way relieve the Contractor of his responsibility for safety and liability under
the Contract. Where ordered, the Contractor shall leave steel sheet piling, plain or interlocking steel sheeting
or timbering in excavations, trenches or headings.

The Contractor shall install approved warning tapes during backfilling work over buried pipes, cables and
ducts. Warning tape shall be colour-coded according to the service and suitably inscribed for identification.
The tape shall be installed with the inscriptions facing upwards.

2.9.3 Catch Basins, Manholes, Dr aw-Pits, etc.

Layouts for service installations are shown on the Drawings.

Drainage catch basins, manholes, draw-pits, valve chambers and the like within the Container Yard area shall
be located within the vehicle passing lanes.

Details for drainage catch basins and for draw-pits are included on the Drawings.

2.9.4 Water Services and Sewerage

Civil works for water services and sewerage shall be carried out in accordance with the relevant sections of this
document including Section 2.9.

Water pipelines shall be bedded on approved sand.

Reference shall also be made to the requirements of services Sections 3.7 (Water and Fire Mains) and 3.8
(Sewage and Storm Water Drainage).

2.10 Contractor Technical Requirements


The Contractor shall note that the above is not an exhaustive set of technical requirements for the
construction of the works. The Contractor is responsible to construct the above noted Works, in addition to
any other works identified in the Construction Drawings and Technical Specifications as part of Volume 3.
Furthermore, the Contractor is required to construct the works in accordance to the Conditions of Contract.

3. Ser vices and Utilities


3.1 Electrical Power Supply and Distribution

3.1.1 Introduction

The Stage 2A Expansion covers the expansion to the Container Yard (CY) and Intermodal Yard (IY) and
includes the following components:

 Expansion of the CY including the extension of LV/MV ducts from Phase 1 to Phase 2 - Stages 2A and 3A,
with consideration for the future Phase 3 expansion. Duct banks shall provide provision for future
electrification of the CY RTGs.

 Lighting and miscellaneous small power requirements for the Stages 2A and 3A expansion.

 Duplication of the Phase 1 reefer storage.

 Duct banks for future power supply to four additional cranes at Berth 20.

3.1.2 Standards and Regulations

The design of the electrical works shall conform to internationally recognized standards, including but not
limited to:

3.1.3 General Requirements

Standard Advisian templates will be used for calculations, specifications, datasheets, requisitions, technical bid
evaluations, check lists, diagrams, drawings, and lists.

Design documentation will be developed in English and Spanish.

Design correspondence will be developed in English.

3.1.4 Design Software

The following proprietary design tools and their subsequent revisions will be used through the duration or the
electrical design by the Engineer. Where additional design tools are necessary for specific application outside
of the capability of the listed items, due consideration will be given for accuracy and applicability of those
items.

3.1.5 Electrical Design Considerations

The electrical system will be designed by the Engineer to meet the following key criteria in the following order
of priority:

 Safety of personnel and property is the prime concern.

 The system must be designed to isolate faults with minimum disturbance to the system and must provide
maximum dependability.

 The operation should be as simple as possible in order to reduce to a minimum the possibility of human
error.

 The distribution system must be designed to conform to the preventative maintenance requirements.
Enough space should be provided for equipment inspection, adjustment, and repair in well lighted and
temperature controlled areas. One of the criteria used in selecting distribution equipment should be “Easy
to Service”.

 The design must allow for future expansion as well as other changes required during the life of the
terminal. Items to consider when planning for the future are terminal voltages, equipment ratings, space
for future equipment, and capacity for increased load. Equipment shall be installed so that future
additions can be made without completely rearranging the original installation.

3.1.6 Electrical System

It has been noted that sufficient power at 13.8 kV is available at APIMAN substation (located within the Port of
Manzanillo), and provision exists for a tie-in at the existing CFE infrastructure located on the northeast corner
of the CMSA operating area. CFE will complete the installation of the required disconnect on the vacant plinth.
CMSA will be required to install new cable from the disconnect location to Substation 1. Design will include
cabling from this location to Substation 1.

The electrical power supply and distribution system shall be designed by the Engineer in accordance with the
special rules and regulations of the local Electrical Supply Authority for the project. The Electrical Supply
Authority on this project is the “Comision Federal De Electricidad” (CFE).

The Contractor shall liaison with the CFE and identify the rules and regulations applicable to the installation of
the electrical works.

3.1.7 System Voltages

The existing service enters the site at the 13.8 kV distribution level. Defined voltage levels on the project are as
follows:

 Convenience Receptacles in All Locations: 120 V, single-phase.

 Interior Lighting Power Supply: 220 V, single-phase.

 Outdoor Area Lighting Power Supply: 440 V, 3-phase (250 V L-N).

 Welding Outlets: 440 V, 3-phase.

 Reefer Outlets: 440 V, 3-phase.

 MV Distribution and Crane Power Supplies: 13.8 kV, 3-phase.

 MV CFE Utility Supply: 13.8 kV, 3-phase.

3.1.8 Classification of Electrical Loads

Essential Service: a service, which, when failing in operation or when failing if called upon, will impact the
safety of personnel and equipment or affect the continuity, the ability to return equipment to safe state.
Essential loads will be connected to a dedicated essential bus section on the 440 V/220 V MCC which is
backed up by a standby generator/UPS, which is either permanently connected or relocatable. Essential
services include:

 Security including CCTV and fire protection systems.

 Telemetry and communication systems.

 Reefer systems.

 Equipment required to return quay cranes or ERTGs to safe operating position.

 Outdoor lighting required for personnel to egress safely during emergency.

Non-Essential Service: a service that is not essential which includes:

 Outside yard lighting not required for safe egress/operation.

 Cathodic protection.

 Lighting, HVAC systems, and receptacles (except for the telemetry and CCTV).

3.2 Electrical System Design Calculations

3.2.1 Load List

The initial design load for project equipment shall be based on the Phase 1 equipment list, supplied by CMSA.
Original list will be modified to include future loads (cranes, area lighting, Stage 2A reefers, Phase 3 buildings,
CY RTG electrification, and miscellaneous loads).

The design load for the project equipment shall be updated on an ongoing basis in line with development of
the project equipment list. The equipment list shall always remain as the prime source of reference for the
design load.

3.2.2 Design Margins

The rating of electrical equipment will be generally based on the maximum demand also taking into account
diversity, utilization, future capacity, and other applicable factors as required.

Fixed sections of crane feeders shall consider cyclic nature of load and be sized to limit voltage drop to crane
pit as specified in Section 3.2.4.

In evaluating load summaries, utilization factors will be applied as described in the following table:

For distribution boards, the maximum demand will be calculated to the requirements of CEC.

Load List Design Margins: the diversity factors to be used for load list calculations shall where possible be
based on actual vendor data. Where vendor data is not available, the following diversity factors shall be used:

 For existing terminal equipment use measured loads where available.

 For new equipment use measured loads if applicable or the following demand factors:

 Lighting: 1.0

 HVAC: 0.5

 UPS/DC Supplies: 1.0

 Reefers: 0.6

 Quay Cranes: 0.5

 RTG: 0.8

3.2.3 Fault Levels

All equipment and materials shall be designed by the Engineer and assembled, and inspected by the
Contractor, in accordance with the maximum fault level in each part of the electrical power system.
Short-circuit fault current shall incorporate all fault current sources and all components of circuit impedance in
the primary system, secondary system, and branch circuits. Both the interrupting and momentary fault
currents shall be considered in determining the required ratings of system components. The electrical power
system shall be rated for the let-through fault current of the electrical system equipment. The fault current
calculation shall include the fault contribution of all electric induction motors.

3.2.4 Voltage Drop

Voltage drops shall comply with the National Electrical Code, and the following:

 13.8 kV feeders shall limit the voltage drop to 1% at average demand load (Crane and eRTG loads).

 LV feeders the voltage drop in individual feeder circuits will be limited to 3%, and branch circuit total
voltage drop will be limited to 5%.

3.2.5 Power Factor Study

The current terminal power factor is 0.99 at the point of connection. Power factor equipment will be installed
on equipment to regulate the power factor to maintain a similar connection power factor. Calculations will be
completed to verify the requirement of power factor correction at key equipment locations (i.e. reefers).

3.2.6 Arc-Flash Study

The calculations for the arc flash study, to be completed by the Engineer, will be based on the IEEE1584
standard and using working distances as specified in NFPA70E standard.

3.2.7 Power Quality

The total harmonic distortion must be in accordance with the requirements of IEEE 519 over the entire voltage
and current range available. If required, harmonic filtering or suppression equipment shall be used to reduce
the total harmonic distortion to comply with the IEEE requirements. Crane equipment will be installed with
harmonic filtering.

3.2.8 Protective Coordination Study

A coordinated protection system is required for all new feeders and equipment. The protection system shall
be designed for maximum personnel protection, rapid clearing of faults, and minimum service interruption.

3.3 Over view of Power System Distribution


Power system distribution will follow the existing design refer site single line diagrams:

 Design shall include provision for future quay cranes in Phase 3 (four additional cranes [9, 10, 11, and 12])
which will be supplied from a future Substation SS5. Additional generator will be assessed to determine if
required for future crane loads.

 Stage 2A reefer will be supplied from Substation SS3. Existing 440 V MCC has sufficient capacity to supply
Stage 2A reefer system.

 Additional generator will be installed to provide emergency power to Stage 2A reefers. The generator
shall be installed adjacent the existing backup generator located at Substation SS2. Generator shall be
capable of automatically starting in the event of a power failure and disconnect on the establishment of
mains power.

 Stage 2A yard lighting and miscellaneous power will be supplied from Substation SS4. Additional
equipment will be installed in the space which exists within this substation.

3.3.1 Container Crane Power Supply

Crane supply pits shall be installed as part of Stage 3A quay works. Stage 2A shall incorporate the required
MV ducts.

3.3.2 Earthing/Grounding Systems

Shall continue with the current earthing/grounding system as outlined on Stage 1A Drawing
Nos. GEN-ES0011, Rev. Z and GEN-ES0012, Rev. Z.

To include the structural grounding of lighting poles, structural steel, container cranes rails, etc. Existing
design drawings will be reviewed and reused as appropriate.

3.3.3 MV Switchgear

MV switchgear will be selected to match the existing site installed equipment ABB Unigear.

3.3.4 LV Switchgear

LV switchgear will be selected to match the existing site installed equipment ABB ArTu 440 V and 220 V MCC
for all indoor equipment.

Outdoor LV switchgear will where possible match existing LV installed equipment to assist in sparing. Outdoor
switch boards will be rated for outdoor use IP66 or NEMA 3R or NEMA 4.

3.3.5 Power Transformers

Transformers shall be from manufacturer’s standard range complying with the requirements of NEMA, IEC
Publication 60076 or ANSI C57.12 or NMX-J-284-ANCE and shall be capable of delivering full rated output
under the Site climatic conditions.

Transformers which will be installed at main substation shall be of the outdoor, oil-immersed, naturally
circulated, naturally cooled, hermetically-sealed type. Transformers which will be installed on the terminal
facility outside of the main substation shall be dry cast coil type. All transformers shall be manufactured by an
internationally recognized manufacturer such as PROLEC, EIM, ABB, Siemens or approved equal.

Maximum winding temperature shall be 40 degrees centigrade and top oil temperature rise shall be
60 degrees centigrade.

Neutral (star point) of the secondary windings on MV secondary transformers shall be brought out and
grounded through a resistance grounding device rated for continuous operation.

3.3.6 Cables and Cable Types

The types and ratings of cables shall be as follows:

 Medium Voltage Power Cables: the MV power cables shall be rated at 15 kV with three resistant XLPE or
EPR type insulation and be PVC sheathed. Cable shall be single core.

 Low Voltage Power Cables: the LV power cables shall be THW type PVC insulated rated at 70 deg. C,
750 V run in conduit in dry location and NYY type, PVC insulated and sheathed rated 70 degrees, C 750 V
run in conduit in damp location. The cores of multi-cored power cables shall be phase coloured. An
independent, green PVC insulated ground cable with copper conductors of the size per NEC requirements
shall be run with each power cable. This shall be solidly connected to the main LV switchboard ground bar
at one end with the other end on the ground connection of the equipment being served.

 Control Cables: all control and marshalling cables shall be multi-core type having 2.5 mm (or equivalent)
stranded plain annealed copper conductors, PVC insulated, galvanized steel wire armoured, PVC sheathed
run in wireway or on cable tray.

 Communication Cabling: cables shall be multi-pair communications type cable of single stranded 0.9 mm
diameter (or equivalent) conductors, PVC insulated, PVC sheathed.

3.4 Lighting
The function of the lighting system is to provide an adequate level of illumination to enable the container
terminal facility to function reliability and safely to its full capability, in daylight or darkness, in order to ensure
its long term commercial viability.

The lighting on the high-mast floodlighting structures shall be arranged such that it is possible to select either
automatic or manual operation and full (100%) or half (50%) light output. The system shall operate as per the
existing lighting controls:

 Auto/Manual ON/OFF Control:

 Lighting control switches shall be provided such that either manual or automatic control can be
selected. When the control selector switch is in the Auto position, a photocell shall automatically
control the ON and OFF state of the floodlight supply contactors depending on daylight levels. When
the control selector switch is in the Manual position, the ON and OFF state of the floodlight supply
contactors will be by manual operation of the control selector switches only.

 Light Output 100%/50% Selector:

 Lighting output selector switches shall be provided such that either 100% or 50% of the light output
from each column can be selected. When the controller switch is selected to the 50% position, half of
the luminaires on the floodlight column shall operate. Conversely, when the control selector switch is
in the 100% position, all of the luminaires on the floodlight column will operate. Selector switches
shall be mounted on control panels within the pole bases. These individual pole control panels shall
be remotely controlled from a main lighting control cubicle. Selector switches shall have positions for
Off, Auto, 50%, and 100% illumination. When the switch is in the Auto position, control will be made
from the main lighting control cubicle remote from the pole.

 Lighting control cubicles shall match existing light control panels (refer to Drawing Nos. GEN-ES0013,
Rev. Z, GEN-ES0014, Rev. Z, and GEN-ES0015, Rev. Z).

 Column mounted CCTV/RDS.

 Some of the lighting structures shall be utilized for installation of CCTV and radio detection systems in
accordance with Section 3.6.2.

Lighting Luminaires:

 Preference to LED or equivalent lighting fixtures. Light colour shall match existing lighting system as far as
practicable.

Luminaire Control Gear:

 The control gear for each floodlight luminaire shall be housed within the associated floodlight or
mounted on separate cubicles.

RTG Parking Outlets:

 Provide RTG parking outlets, 440 V, 3-phase, at all lighting structure bases. Outlets shall be accessible
from the exterior of the column base. Provide two outlets at each lighting structure base area.

 In addition to the outlets at the lighting structure base areas, provide outlets in connector pits at the end
of the container blocks as indicated on the Drawings. Outlets shall be waterproof type and fed power
from circuit breakers having ground fault protection features.

 Provide two RTGC parking outlets at quay substation (SS2).

3.4.1 Design Criteria/Method

An average lighting level of 20 lux (Eave).

A minimum lighting level of 5 lux (Emin).

Overall Uniformity (Emin/Emax): 0.2 to 0.3.

Overall Uniformity (Emin/Eave): 0.3 to 0.4.

The floodlighting shall be arranged to minimize shadow areas between container stacks and on roads where
practicable. The lighting should be reasonably constant and uniform, minimizing sharp contrasts, and
presenting minimal glare to persons driving vehicles.

Illumination values shall be measured at grade and a maintenance factor of 0.8 shall be used in all
calculations.

Lighting Level Table:

 With the exception of the areas occupied by buildings and fixed structures, the entire Site shall be
illuminated to meet the following average luminance levels shown in Table I.

 The uniformity ratios for the yard area shall be as follows:

 Uniformity Ratio Emin/Eavg: 0.3 to 0.4.

 Uniformity Ratio Emin/Emax: 0.2 to 0.3.

 All lighting levels are to be measured at 1 m above ground level, without the presence of containers. At
no point will intensities lower that the specified minimum be accepted and intensities higher that the
specified maximum will also be rejected except in exceptional or specific circumstances.

3.5 Reefer Storage


Power supply system required for 396 reefers in Stage 2A. Reefers shall be supplied from a local 440 V,
3-phase panel and backup by a portable 300 kVA diesel generator package. Reefers will be mounted in
gantries five high.

Supply to reefer gantry will use the spare existing 440 V switchboard in Substation SS3.

A 10 kVA reefer demand will be assumed for the average demand.

A reefer power outlet shall be provided at each refrigerated container location, within maximum 10.0 m, and
shall comprise a 3-phase, 440 V, 4-pin, 32 A outlet mounted in a stainless-steel enclosure complete with an
isolating switch configured such that the plug cannot be removed unless the switch is in the open position.
The socket (female) shall be covered by a weatherproof flap (spring loaded) when not in use. These reefer
outlets shall be colour coded.

The Engineer’s design will duplicate existing reefer design where applicable. Refer to Reefer Drawing
Nos. CMSA-REEF-SU-SL-01, CMSA-REEF-SU-LV-SL-01, CMSA REEF-SU-DMV-01, CMSA-REEF-PA-TC-01, and
CMSA-REEF-PA-SE-01.

3.6 Underground Site Cable Duct System

3.6.1 Scope of Work

The system shall integrate with the existing Phase 1 cable duct systems. Typical details from Phase 1 shall be
reused.

The final design of the cable duct system shall contain spare ducts in each duct run, for future installation of
telephones, operational data, CCTV cabling, etc. The minimum number of spare ducts shall be 50% (of ducts
required for use) for power and 100% for communications. Ducts shall be suitably sealed and marked to
facilitate future connections. Duct runs shall include ductwork necessary to meet requirements for CCTV and
communications (Section 3.6.2).

3.6.2 Closed Circuit Television (CCTV)

Stage 2A expansion shall use same equipment as used in Stage 1. The system shall satisfy the requirements
for surveillance and security in International Ship and Port Facility Security Code 2003 Edition and SOLAS
Amendments adopted on December 12, 2002 or the latest amendment of these.

Container yard CCTV installation shall be based on cameras and equipment mounted on lighting towers or
independent support poles. Independent support poles where required, shall not be positioned so as to
interfere and restrict vehicular activity. CCTV equipment and wiring shall be provided and installed by others.

CCTV spacing around perimeter shall match existing installations and satisfy APIMAN security requirements.

CCTV power panels will be based on existing site installations as illustrated on Drawing No. GEN-ES0014,
Rev. Z and GEN-ES0015, Rev. Z.

A spare capacity of ducts shall be provided for future requirements.

3.6.3 Crane Management Systems (CMS)

Not required.

3.7 Water and Fire Mains

3.7.1 Scope of Work

The existing potable water system at the terminal shall be expanded to provide potable water by means of
potable water mains along the quay and into buildings generally as indicated on the Drawings. The system
shall be connected into the existing potable water system on the terminal.

The existing seawater fire system shall be expanded to supply fire water to the Site as shown on the Drawings
to meet fire flow demands.

Fire hydrants shall be installed within the container storage area (container stack requirements indicated on
the Drawings) and shall be supplied from the sea water system.

3.7.2 Function

Ancillary buildings shall be supplied from the potable water main.

Gate valves shall be provided to enable individual legs of the water system to be isolated for maintenance
purposes. Valves and meters on buried pipelines shall be installed as shown on the Drawings and fitted with a
suitably rated manhole cover.

3.7.3 Materials and Structural Form

Pipework and Fittings:

 Design of the water supply pipework shall comply with the potable water technical requirements of
CAPDAM Manzanillo - Construction Specifications for Water Works and the relevant sections of
AWWA M41.

 Pipework shall be tolerant of settlement, particularly at the interface with fixed structures, as well as at
manholes and valve-pits.

 Pipework shall be HDPE piping and shall be manufactured in accordance with the requirements of
AWWA M55, C901 or C906. Push-on joints and mechanical joints for such pipes and fittings shall be in
accordance with AWWA M55. Pipe wall thickness shall be designed in accordance with AWWA M55 and
shall be based on an internal working pressure of 150 psi.

 Fittings shall be either injection moulded type or fabricated reinforced type per the AWWA M55, C901 or
C906.

 Buried pipework shall be laid on a 150 mm bed of compacted, finely graded sand, and shall be backfilled
and compacted with sand to a depth of 150 mm above and to the sides of the pipework.

 Anchors and/or thrust blocks shall be provided at all tees and changes in direction on all buried pipework
with push-on joints.

Fire Hydrants:

 Hydrant shall be 1,200 kPa class, 150 mm flanged inlet connection, two 65.0 mm FM approved angle
shut-off valves, female hose connection, instant type, in conformance with the local fire department
standards for fire hose connection, with plug and chain.

Gate Valves:

 Gate valves shall comply with AWWA C509 and be certified to ANSI/NSF Standard. Gate valves shall have
non-rising stems and have inlet and outlet flanges.

 Gate valves shall be coated internally and externally with a fusion-bonded powder epoxy protective
treatment. Valves shall have a minimum rated working pressure of 1,035 kPa.

3.7.4 Design Criteria

The various areas of the container terminal are assumed to have populations as described in the Phase 1
Preliminary Potable Water Demand Analysis. No additional populations have been designed for as part of the
Stage 2A and 3A designs.

The diameter of fire hydrant supply pipework shall be maximized to ensure that the minimum requirements of
NFPA 14 and NFPA 307 are maintained (63 L/s from two hose connections at 450 kPa).

Water mains have been designed in accordance with NFPA 307 - Standard for the Construction and Fire
Protection of Marine Terminals, Piers and Wharves.

3.7.5 Design Method

The water system has been generally designed as shown on the Drawings, and as described in Sections 3.7.2
and 3.7.3.

Hydrants shall be located at maximum distance of 120 m apart or suitable location.

Hydrants shall be located at the base of high-mast lighting column masts within the container stacking areas,
wherever possible, away from traffic and will be well protected using bollards.

3.7.6 Workmanship and Testing

Workmanship and general finish shall be of first-class industrial quality and in accordance with best
international practice.

Pipelines shall be thoroughly flushed after construction and before testing to remove debris, rust, and scale
from the pipe internals.

New and existing pipelines shall be hydrostatically tested to a pressure 1.5 times the design working pressure
and such tests shall constitute tests on completion. The test pressure shall be maintained for a minimum of
60 minutes. The allowable rate of leakage shall be as stated in AWWA M36 - Water Audits and Leak Detection
standard.

Installation of pipelines shall be in accordance with AWWA M55, C901 or C906, PE Pipe - Design and
Installation.

3.7.7 Sterilization

The water main system shall be disinfected in accordance with AWWA C651 - Standard for Disinfecting Water
Mains. The potable water storage tank shall be disinfected in accordance with AWWA C652 - Disinfection of
Water-Storage Facilities. The system shall be filled with chlorinated water at an initial concentration of
50.0 mg/L (50.0 ppm) for a contact period of one hour. If the free residual chlorine measured at the end of the
contact period is less than 30 mg/L, the disinfection process shall be repeated.

After successful chlorination, the system shall be immediately drained and flushed with clean water. Flushing
shall continue until free residual chlorine is at the level present in the drinking water supplied.

3.7.8 Maint enance

Equipment shall be installed with adequate access and clearance for maintenance, removal, and replacement.

The recommendation of BS 5493 Code of Practice for “Protective Coating of Iron and Steel Structure against
Corrosion” shall be followed.

All protective coating systems shall have a life to first maintenance as outlined in Volume 2 - Section 1.

3.8 Sewage and Storm Water Drainage

3.8.1 Scope of Work and Function

Sewage:

 The Contractor shall provide, and install an oil/water separation unit to intercept and treat oily/water
generated at the proposed RTGC maintenance pad as shown on the Drawings.

 All piping shall be constructed according to the sanitary sewer technical requirements of CAPDAM
Manzanillo - Construction Specifications for Sanitary Sewer and to accommodate future phases of the
terminal, as shown in the Drawings. Expansion of the Works in the future shall be made possible without
alteration, adaption, demolition or replacement of the Works, save for simple extension and connections.

Storm Water Drainage:

 The storm water drainage system shall ensure that the Site area is positively drained, with falls arranged
over the whole of the Site to shed storm water via a system of surface trenches, catch basins and pipes, to
outfalls through the new quay structure.

 The main storm water drains installed under this Contract shall be of sufficient size to accommodate both
the storm water run-off from the proposed area and also any contribution catchments.

 The storm water drainage system shall collect storm water from roofs via gutters and downspouts, paved
and unsurfaced areas, and discharge, via a system of catch basins, manholes and pipes, through the quay
and into the harbour basin.

 Within the container yard area, falls shall be arranged in a “valley and ridge” pattern to feed suitable
collection systems.

 The scope of work shall include the following:

 Extension and/or diversion of all existing outfalls, through the Phase 2A area.

 Provision of a drainage system(s) to drain the quay area, container yard, intermodal yard, various
special facilities areas, and all areas being developed under this Contract including any adjacent
contribution catchments.

Ecological Drain Box Culverts:

 Ecological drain box culverts connection between the mangrove swamp in the terminal back bordering
the Naval Zone and Bahía de San Pedrito shall be provided as shown on the Drawings and Specifications
provided by the Employer (Volume 4). The ground beneath these drains needs to be improved to limit
long term settlement so that box culvert will not develop adverse gradients and not function incorrectly.

 One ecological drain will be required within the Stage 2A area.

3.8.2 Materials and Structural Form

Drainage pipes shall be concrete pipes Class H, to BS5911 Part 100, with sulphate resisting cement, or HDPE
to NMX-E-241-CNCP-2013 or equal and approved. Concrete pipes with a diameter greater than 600 mm shall
be reinforced. In addition, pipes subject to seawater invasion and 900 mm or more in diameter shall be
considered as marine structures and shall require 75.0 mm cover to reinforcement.

Foul sewerage pressure mains shall be HDPE complying with NMX-E-241-CNCP. All pressure mains shall be
fitted with hatch boxes at 100 m centres, and thrust blocks shall be provided at changes of direction.

The ecological drain box culverts shall be built as a reinforced concrete box culvert and shall be placed
underground and also have a defined intersection with the wharf.

3.8.3 Design Criteria

The storm water drainage system shall be designed to accommodate storms with 30-year return period (refer
to Rainfall Intensity/Frequency Chart in Appendix M) without water levels reaching the bases of the container
stacks.

The system shall accommodate the ground settlement to be expected during the design life. Pipework in the
ground shall be suitably protected such that no damage or reduction in performance of the pipework occurs
as a result of settlement of the ground. The Engineer shall employ special measures to eliminate the adverse
effects on the pipework occurring as a result of differential settlement.

3.8.4 Design Method

Sanitary and storm water drainage shall be designed and installed in accordance with Local Authority standard
and regulation, or as expressed herein, whichever is of a higher specification as described above.

3.8.5 Oil Separation and Grease Trap

Water containing oil and grease from any areas shall be directed to an oil/water separator by gravity. In the
oil/water separator, free oil and grease are floated to the surface of a tank and then skimmed off. The same
conditions holding for the subsidence of particles apply, except that the lighting-than-water oil globules rise
through the liquid. Treated water from oil/water separator is disposed to sanitary sewer system. The design of
oil/water separator is based on the removal of all free oil globules larger than 0.015 cm (150 µ).

3.9 Contractor Technical Requirements


The Contractor shall note that the above is not an exhaustive set of technical requirements for the
construction of the works. The Contractor is responsible to construct the above noted works, in addition to
any other works identified in the Construction Drawings and Technical Specifications as part of Volume 3.
Furthermore, the Contractor is required to construct the works in accordance to the Conditions of Contract.

4. Buildings
4.1 Scope of Work
The Contractor shall design, locate, and construct access control gate buildings and structures, as described in
these Employer’s Requirements and as shown on the Drawings.

The Contractor shall coordinate the interfacing of all site drainage, pavements, roadways, fencings, and
services so that they connect accurately at the perimeter of building areas in a neat and workmanlike manner
in full conformance with all applicable codes and standards.

4.2 Schedule of Buildings

4.2.1 General

The following provides a listing of the buildings required to be constructed in Stage 2A together with a brief
scope of work. Design and construction of these buildings and structures shall be in conformance with these
Employer’s Requirements and all applicable codes and standards to be complete in all respects and to be in a
fit and suitable condition for immediate use and occupancy.

4.2.2 Access Control Ga te Expansion

The truck access control gate expansion includes an extension of the existing light structural steel canopy over
the added automated driver kiosk and manned booth as shown on the Drawings. The new access gate shall
be designed to accommodate the additional design throughput and increases the number of in-gates from
three to four. The added gate lane shall be equipped with a 2 m wide median. The typical vehicle lane shall be
3.5 m wide between medians.

The access in-gate and roof canopy extension shall be designed to incorporate the following features:

 Structural steel frame with long-span lightweight roof trusses. This frame shall be designed to facilitate
expansion in subsequent phases of the terminal development.

 Standing seam pre-painted galvanized metal roofing of minimum thickness 0.76 mm. Roofing system to
be warranted free of leaks and failures for a period of 10 years from the date of substantial completion.

 A uniform fascia around the perimeter of the structure constructed from pre-painted metal cladding of
horizontal profile and minimum thickness 0.76 mm.

 Roof drainage to the main terminal storm water system.

 Lighting to an average of 100 lux below the canopy.

 Lane signage as shown on the Drawings and as directed by the Engineer or Employer. Electrically powered
green and red lights clearly visible from a distance of 50 m shall be installed facing oncoming traffic to
indicate to drivers the status of the lane. These lights shall be remotely controlled.

 New lane shall allow for the installation of OCR CCTV facilities (OCR Portals) with a display in the
appropriate lane kiosk and/or control room.

 New lane shall be equipped with a traffic control boom remotely operated from the appropriate lane
booth and/or control room.

 No truck scale (weighbridge) is required in the new lane.

 New lane shall be equipped with an automated driver kiosk connected to the appropriate lane booth
and/or control room.

 New in-gate lane shall incorporate an elevated pedestrian platform as shown on the Drawings to allow
manual processing of driver paperwork and security checks.

 The approach and departure aprons to the new access gate shall be of reinforced concrete slab
construction as shown on the Drawings to avoid rutting damage and to resist the effects of fluids leaked
from waiting vehicles.

 The approaches to the new in-gate shall allow space for vehicle queuing without blocking general or
internal roadways as shown on the Terminal Master Plan.

 Fire safety systems including fire alarm, 40 mm hose station, and remote annunciator for the terminal
wide system.

 A minimum clearance of 5.5 m to the roof structure as shown on the Drawings.

 Vertical and horizontal lane signage.

The primary access control entry and exit gate shall provide for one entry gate and one exit gate. A common
booth shall be provided within a 2 m wide median. The lanes shall be 3.5 m wide.

4.3 Contractor Technical Requirements
