1 Company Introduction
Environment & Infrastructure Management Solution (EIMS) is a fast growing multidisciplinary
engineering organization engaged in the areas of civil and structural engineering, urban planning and
design, construction and project management services. EIMS has started its journey since 2005 and
finally registered as a limited company on 17th October 2011 with the vision “we are for your safety".
Lead by dedicated employees who are determined in providing better-quality service, and grounded in
the philosophy that honesty and integrity are as important as the bottom line, EIMS has enjoyed an
immaculate reputation for over 10 years. From its very inception, the company has won the
confidence and goodwill of its clients.

In recent years, an increased urgency has been felt to strengthen the deficient buildings, as part of
disaster mitigation, and to work out the modifications that may be made to an existing structure to
improve the structural performance during an earthquake. Likely, the dedicated team of EIMS
provides specialized services such structural design, retrofitting works, visual inspection and Detailed
Engineering Assessment (DEA) with a close eye upon the vulnerability of any building or structures to
earthquake and other natural hazards. Most building retrofits, DEA and inspection have been
intended to protect life safety or to at least reduce the risk of casualties in the design earthquake. As
an evidence to this, EIMS is enlisted as Qualified Assessment Firm (QAF) of Alliance for Bangladesh
Workers’ Safety and also enlisted as consulting firm to the Department of Inspection for Factories and
Establishments, Government of the People’s Republic of Bangladesh to conduct Detailed Engineering
Assessment (DEA) of garments factories. Within a very short time is has conducted about 50
structural integrity assessment of garments factories through visual inspection, conducted detailed
Engineering Assessment (DEA) of 40 garments factory buildings, 20 retrofitting designs and awarded
to undertaken retrofitting construction works of 12 garments factory EIMS uses the highest quality
construction materials and finishing products to ensure durability and customer satisfaction. Efforts
are underway to cater to the needs of clients in every market segment. It has grown into a renowned
and dependable organization, building elegant, aesthetically pleasing structures.

Recently EIMS had an agreement with The World Food Programme, for Topographical Surveys,
Geotechnical Surveys, Hydrology Surveys, Architectural Services, Building Design Services, Large
Civil Engineering Projects, Blast Design and Seismic Analysis, Environmental Assessment and
Permitting, Project Management, Site Supervision. Beside structural analysis, EIMS has conducted
several other projects of multinational agencies. It has provided consultancy services to the World
Bank in conducting Social Management Framework (SMF), Environmental Management Framework
(EMF) and vulnerability assessment of three Wards (Ward 67, 68 and 69) in the old Dhaka using
intense survey and GIS technologies. In addition EIMS has conducted soil investigation for feasibility
study of Jhilmil Residential Area Apartments project and topographic survey on seven locations in
Bangladesh for project of SunEdison on establishing 100MW Solar Power Plant. With the continued

3 Services Offered by EIMS

3.1 Urban Planning, Environment and GIS Section

3.1.1 Open Cities Dhaka Project:


EIMS has been contracted by The World Bank to conduct Open Cities Dhaka Project for assessing
the vulnerability of the buildings in the Old part of the Dhaka. Through this project EIMS has surveyed
over 8500 buildings in old Dhaka comprising of three Wards (Ward 67, 68 and 69) and collected in
depth critical infrastructural information such as number of stories, construction type, soft story,
vertical irregularity which can be used to inform scientific risk modelling and vulnerability assessment
of the building. From the surveyed buildings it is found that 8.34% buildings are soft storied and
26.58% buildings have vertical irregularity which are very important factors in seismic modeling and
make the structure more vulnerable to earthquake. Beside this, the extensive survey had identified
the cultural heritage buildings, possible evacuation centers in case of emergency and also looked on
the existing water and sanitation network of the old Dhaka. The following table shows the building
condition in these three Wards which have been identified through Rapid Visual Screening (RVS)
method.

3.1.3 Environmental Management Framework


This project has been awarded to EIMS by World Bank in which an environmental framework has
been adopted to ensure screening and assessing of all the activities for the environmental issues and
to prepare site specific Environmental Management Plan (EMP). Initially the project was intended for
Dhaka city area. The objective of the EMF is to ensure the activities of the proposed operation in the
report. This project is intended for the Bangladesh Urban Earthquake Resilience Project (URP) of the
World Bank. This project seeks to create an enabling environment for coordinated, locally managed
Disaster Risk Management (DRM). The following steps has been carried out for the preparation of this
framework.

3.1.4 Social Management Framework


This project is also under
Bangladesh Urban Resilience
Project (URP) of the World Bank.
The Social Management Framework
(SMF) intends to implement the URP
in two cities, Dhaka (DNCC<DSCC)
and Sylhet (SCC). The SMF will be
submitted to the World Bank for
review and clearance by the
designated regional safeguard unit
of the bank and formally agreed with
the Government of Bangladesh.

3.1.5 SunEdison Solar Plant Project

Environment & Infrastructure Management Solution (EIMS) Limited, conduct Environmental& Social
Impact Assessment, Soil Investigation, Hydrological Analysis and Topographic Survey for feasibility
study of proposed Ground-mount Photovoltaic Solar Power Plant Project at seven different locations
in Bangladesh. Area of the project locations are in total 2619 acres. The consultant conducted
topographical survey and hydrological analysis to assess the risk from flood and cyclone on the
proposed interventions solar power plant. The consultants identify measures to reduced risks from
flood and cyclone by raising existing embankment and improving and drainages canals. Under the
same contract EIMS conducted Geo logical Survey to explore soil texture bearing capacity and
sharing strength (the total bore hole is 150) etc for the seven sites. Besides EIMS produced
environmental impact assessment report based on Department of Environmental (DOE) guidelines
and local ecological methods of social
conditions.

3.1.6 Jhilmil Residential Area Apartment


Project
This is an ongoing project of EIMS. The
project area is at Jhilmil Residential Area
located near Keraniganj, Dhaka. This project
is under RAJUK where EIMS is initially
intended for soil investigation of 80 acres of
land and analyzing the feasibility of
constructing apartment buildings of different
height.

3.2 Environmental and Social Management:

Besides structural design works, EIMS also provides services and solutions to environmental
problems and issues and various consultancy services to social issues. It has qualified and
experienced environmentalist, hydrologist, water modeler and sociologist to perform cost effective
and sustainable environmental and social management works such as:

3.3 Climate change:

Worldwide climate change is a challenging issue.


Around the globe, temperature is increasing;
seasonal pattern is changing and so on. This climate
change may have long term effect on land, air and
water upon which our survival is dependent.
Bangladesh, being a country of BGM deltas, going
to experience bad effects of climate change like
Cyclone, Flood, salinity intrusion, sea level rise etc.
Since the inception, EIMS is dealing with some
research works related to climate change issues in
Bangladesh. EIMS have a good number of resource professionals working with climate change issues
for a long time. The key professionals of this organization are:

The key professionals have huge expertise on climate change related project, some are highlighted

 Under the project “Climate Change
Scenarios and Water Availability in
the GBM Basin” funded by World
Bank, climate change scenario and
water availability assessment was
generated using hydrological model
SWAT. In the project “Activity 4:
Programmes Containing Measures
to Facilitate Adaptation to Climate
Change of the Second National
Communication Project of
Bangladesh” vulnerability on different
sectors, including agriculture and food security had been assessed using Decision Support
System for Agro technology Transplant (DSSAT) model. Worked as an

mission, ADB’s Early Warning Need Assessment study, World Bank’s study on Climate change
impacts on food security; climate change impacts on DFID investments.
 Research had been conducted on “Investigating the impacts of relative Sea Level Rise on
coastal communities and their livelihoods in Bangladesh” to find the impacts of Sea Level Rise
on land use and world’s largest Mangrove forest, involved in development of climate change
scenarios for water and land use planning. Lead the “water, coastal area, natural disaster and
health sector” team in formulation of National Adaptation Programme for Action (NAPA) under
different climate changes scenarios and involved in climate change risk assessment for food
security project funded by World Bank. Basin level hydrological assessment due to climate
change had been performed.
 Project works on “Climatic Change and Disaster Management Plan for Fisheries Sector”, DoF,
GoB, Dhaka; “Adaptation to Climatic changes in Coastal Bangladesh”, BFRI Funded and
“Information brief for Climate Change and Fisheries & Livestock in Bangladesh”, IUCN-B,
MoE&F, Danida & UKaid had been done.
 Policies for Adaptation to Climatic changes in Coastal Bangladesh, funded by, BFRI had been
prepared. An Assessment of Climate Change on ADP of Bangladesh, Dhaka also carried out.
The Climate Change base paper for 6th Five year Plan of Bangladesh had been prepared.

3.4 Basin Modeling of the Brahmaputra River System in Bangladesh

This project was taken up by


the World Bank’s South Asia
Water Initiative (SAWI) as
part of its multi-country effort
aimed at increasing regional
cooperation in the
management of the
Himalayan river systems to
deliver sustainable, fair, and
inclusive development and
climate resilience. It follows
SAWI’s principle of the
Brahmaputra Focus Area
(FA) Strategy, which is that a
shared vision of
transboundary water resources development and management in the basin could be achieved when
countries have a greater understanding of the Brahmaputra, and subsequently realize the potential
economic benefits of transboundary cooperation.
The project’s goal is to support strategic and basin-wide management of the basin. It aims to build
capacity to better understand the dynamics of the basin, enable prioritization of development
alternatives, and identify models and tools to evaluate their impacts. This will be achieved by:
(i) Inventory of the knowledge base for the entire Brahmaputra river basin to assess the water
resources and support strategic planning
(ii) Establishing a multi-stakeholder consultation process to identify and prioritize basin development
issues
(iii) Identifying and assessing alternative basin models and analytical tools to analyze the
development issues and the associated impacts
(iv) Building capacity through training and sharing of the knowledge inventory, and collaborative
development of basin modeling rationale, plans and design, including easy and wide access to the
analyses, model results, reporting, and supporting documentation.

The project workflow is a sequential process which is depicted graphically in Figure 1.


Stakeholders will be engaged to identify development issues, concerns and decision needs. To
support this effort the project will develop an interactive Brahmaputra network diagram, for
demonstration purpose that allows easy identification of (1) existing and planned water resource
developments on the river and (2) the impact areas upstream and within Bangladesh.
The project will develop an initial analytical framework for a basin planning model of the Brahmaputra
to be used by Bangladeshi stakeholders. This will include an outline of the development issues, the
analytical framework itself, a data and modelling gap analysis, a strategy to fill these gaps, and a
refined program for near-term and sustained modelling and basin assessment. In close consultation
with key stakeholders, a baseline of basin water resources will be drafted for development planning in
key economic sectors. The project will demonstrate the use of basin planning models and make a
shortlist of candidate basin model components to address the baseline conditions and future basin
development and impact scenarios. For the purpose of demonstration, an existing model will be
configured with select key developments planned in the basin using an initial decision support
approach. The stakeholders will be trained on the use of the modeling framework developed under
the project, to evaluate the suitability of candidate models, and to design an implementation plan for a
basin decision/planning model.

3.6 Structural Design, supervision and retrofitting:

EIMS does the retrofitting works being a part of


vulnerability assessment. Each building has different
approaches depending on the structural deficiencies. In
the design of retrofitting approach, the engineers comply
with the minimum requirements on the buildings codes,
such as deformation, detailing, strength, etc. EIMS also
assist the clients to get approvals/permissions from
respective government departments relevant to the

4.1 Initial Structural Integrity Assessment

I. EIMS has successfully completed Initial Structural Integrity Assessment of Thirty Seven (37)
factory buildings under ALLIANCE for Bangladesh Worker Safety.

4.5.3 METHODS AND TYPICAL STEPS TO ASSESS A BUILDING


There are three Type of methods to assess the condition of structure of an existing building. These
methods are known as Type-C, Type-B and Type-A. Diagram below shows different step of structural
evaluate of a building, among which Type-A is the most dependable method whereas Type C is the
most unreliable method. This is because Type-A method consider all aspect of the building i.e. visual
inspection, as-built building strength and computer modeling of the structure etc.

4.5.5 ALLIANCE FOR BANGLADESH WORKERS SAFETY PROJECT: STRUCTURAL


INTEGRITY ASSESSMENT

EIMS has been selected as QAF by Alliance to assess structural integrity of garment
manufacturing factories in Bangladesh, which are mostly located in Dhaka, Savar, Gazipur
and Chittagong. Within a short period of time EIMS has completed integrity assessment of
37 garments factories. The assessment was conducted by renowned professional engineers
and academicians of the country’s top engineering universities to have the best quality
output and customers satisfaction. EIMS is also performing Detailed Engineering
Assessment (DEA) of several export oriented garments buildings which have been visually
inspected by many international groups such as ILO, Accord, ARUP etc. Within a short
period of time EIMS has proved itself and gained trust of its customer to deliver quality
product in time in the field of Structural Design& Check, building inspection and detailed
engineering assessment.

4.6 EQUIPMENTS :

4.6.1 JET GROUT


Jet Grouting is a technique characterized by the use of pressurized fluid jet to hydraulically either
before or concurrent with the addition of the grout material to form a solidified in situ element known
as Soilcrete (specialized cementituous slurry mixture
designed specifically for soil stabilization /
modification). Jet grouting as a soil improvement
technique is currently utilized throughout the world .
It is the one of the effective solution against
liquefaction which occurs due to earthquake in
liquefiable sandy soil. So it is a great technology for
building a safe structure in a earthquake prone
country like Bangladesh.
Advantage of Jet Grout:
 Suitable for all kind of soil
 Grout Pile installation is quick process (grout
pile may be installed per day)
 Strengthening of soil beneath existing
foundation is possible (retrofitting purpose)
 Also act as Deep foundation itself, so
reduction of foundation cost

First Drill Rod is penetrate trough the soil by in situ erosion of soils occurs by impact energy from a
high velocity fluid stream(s). The drill bit rotate with a steady rpm.
The velocity of the fluid is created by pumping pressure forcing it through a small nozzle(s)The
distribution of fluids injected into the ground is through a "monitor" located at the end of the drill string,
but just above the drill bit. The drill bit is sized larger than the drill string and monitor, permitting return
of slurry up the annulus between the drill string and the borehole wall at a rate sufficient to carry soil
cuttings and to ease ground penetration.
When the bit reached its desired depth, then the grouting process starts. The drill rod is being lifted
with a appropriate speed and rotation until it reached its top point of grouting.

4.6.2 Parallel Seismic Instrument (PSI)


It occasionally happens that doubts about the integrity and length of concrete and sheet piling arise
only after the structure is complete. The pile heads are no longer accessible and other nondestructive
test methods are of little use. The Parallel Seismic test has been developed as a test that can be used
when the pile is still connected to the superstructure. Applications include:

 Determining embedded depth of


sheet piling
 Confirming depth of piles
underneath caps and structures
 Checking the depth of masonry and
footings

This Parallel Seismic instrument checks the


integrity of structures below ground and
under buildings:
 Measurement of foundation depth
 Can be used on pre-cast concrete,
cast in place concrete and timber
piles
 Depth of sheet steel piling
 Assessment of masonry foundations
 Locating breaks and discontinuities in foundations

This Instrument can be used to assess the continuity of foundations below buildings and pile caps.
 Testing can be carried out through pile cap.
 Equipment is light, portable and suitable for remote locations.
 Software is user friendly and windows based.
 Testing requires a tube to be installed and grouted in place alongside the pile.

4.6.3 Ferro Scanner


Reinforcement of concrete is an important part for RCC buildings. To evaluate the existing embedded
reinforcement for assessing any RCC structure scanning is very important test. It is a non destructive
test and also used for checking the concrete clear cover. The mechanism of ferro scanning is almost
like X-ray of human body.
 Scans large areas of concrete quickly and easily
 Provides accurate depth of cover measurements for reinforcement at depths of up to 100
mm
 Displays a clear 2D image of the reinforcement on the monitor for on-the-spot structural
analysis and depth of cover assessment
 Records scan data automatically over lengths of up to 30 meters and up to 9 Image
scans

It's also used for Rebar verification and analysis and checking concrete cover over large areas for
structural repair work. It also used for Building acceptance inspections and quality control and helps
avoid costly rebar hits and damage caused by cutting through structurally significant reinforcement
when coring and hammer drilling.

4.6.4 Ultrasonic Pulse Velocity (UPV)


An ultrasonic pulse velocity is an in-situ, nondestructive test to check the quality of concrete and
natural rocks. This test is conducted by passing a pulse of ultrasonic wave through concrete to be
tested and measuring the time taken by pulse to get through the structure. Higher velocities indicate
good quality and continuity of the material, while slower velocities may indicate concrete with many
cracks or voids. The application of this test are,
 Applicable to assess the uniformity and relative quality of concrete, to indicate the presence of
voids and cracks and evaluating the effectiveness of crack repair
 Applicable to indicate changes in the properties of concrete, and in the survey of structures, to
estimate the severity of deterioration or cracking
 Checking the strength of concrete without hampering any structure

4.6.5 Laser Distance Meter

A Laser Distance Meter sends a pulse of laser light to the target and measures the time it
takes for the reflection to return. For distances up to 30m, the accuracy is É3mm. On-board
processing allows the device to add, subtract, calculate areas and volumes and to
triangulate.

4.6.6 Schmidt Hammer


A Schmidt hammer, also known as a Swiss hammer or a rebound hammer, is a device to measure
the elastic properties or strength of concrete or rock, mainly surface hardness and penetration
resistance. The Schmidt hammer is an arbitrary scale ranging from 10 to 100. Schmidt hammers are

available from their original manufacturers in several different energy ranges. The rebound hammer
test method is used for the following purposes:

 To find out the likely compressive strength of concrete with the help of suitable
co-relations between rebound index and compressive strength.
 To assess the uniformity of concrete.
 To assess the quality of concrete in relation to standard requirements.
 To assess the quality of one element of concrete in relation to another.

4.8 Overview of Financial Growth (Revenues)

Last three years, EIMS grew exponentially by engaging experts in the field of Engineering,
Consultancy and specialized construction (retrofitting) works. In the financial period 2013-15 there
were 12 professional engineers and now 45 engineers and other experts are working. The gross
revenue was in 2013-14 only 1,00,000 USD but now it is just over one million. EIMS currently running
11 projects with different size and contract amount a million dollar.
