he Indian Weekender has
presented concerns of
Kiwi-Indian communities,
mainly dairy store and small business
owners who are often at the receiving
end of aggravated assaults and
robberies, in unequivocal terms to
the Criminal Justice Advisory Group.
The Government’s Safe and
Effective Justice Advisory Group –
Te Uepū Hāpai i te Ora – has been
tasked with the goal of getting public
feedback on a criminal justice system
which the current Minister of Justice
Andrew Little has described as
“broken.”
Toward this goal, a public hui was
held in New Lynn Community Centre
on Wednesday, March 13, where
the Advisory Group spoke with the
members of public and advocacy
groups for getting their feedback on
how to reform the current criminal
justice system.

Preparations in full swing
for Diversity Festival 2019

Papatoetoe Local Board’s signature
event, Diversity Festival.
The event, scheduled to take place at Hayman
Park, Manukau on 6 April, is the brainchild of
the local board who is proud to celebrate the
vibrant cultures and communities of Ōtara-
Papatoetoe.
Board Chair Lotu Fuli says the success of the
first festival encouraged the board to continue
the annual event.
“The first-ever Diversity Festival last year
was very well received by our communities
with people turning up in huge numbers which
encouraged us to keep it going,” she says.
“The local board is committed to supporting
our communities, local business and cultural
groups and this festival does exactly that. It is
run by our community, for our community.
"It showcases diverse local talent, businesses
and community groups on a bigger platform
and invites people from all over Auckland to
experience what all the local board area has to
offer.”

he NZ-India Most Influential List,
which was launched in 2018, has been
received well among key stakeholders
in both countries.
The exclusive list of key  influencers that
enriches and helps strengthen New Zealand-
India bilateral relations, was launched by Prime
Minister Jacinda Ardern at the sixth Kiwi-
Indian Hall of Fame Awards in August 2018.
Subsequently, it was launched in India by
Minister of State-External Affairs, Gen. V. K.
Singh and Minister for Commerce and Industry,
Suresh Prabhu, who acknowledged the main
purpose behind this initiative of celebrating the
key stakeholders driving forward the bilateral
relations between the two countries.
Celebrating the movers and
shakers of NZ–India bilateral
relationship
E very bilateral relationship in world politics
progresses on the talents, passion, tenacity,
advocacy, and exuberance of a few select
personalities, which plays a pivotal role in
shaping the future of such a relationship.
It is to the credit of their enterprising spirit
and the seemingly never-ending commitment
that often aids a relationship to sail through the
unpredictable waters of international relations.
For the Indian diaspora in New Zealand, the
relationship between New Zealand—a country
they have chosen as their new home—and
India—a country that many identify as their
original home—is of paramount interest.
The Indian Weekender’s 25 NZ–India Most
Influential List is an attempt to celebrate and
acknowledge the key movers and shakers of the
critical bilateral relationship shared between
New Zealand and India.
There was a long felt gap in the space of any

since officially starting in 1952, has always
been cordial, though never of much substance—
cricket and the Commonwealth being the only
factors tying the two nations.

While New Zealand has been fascinated
by the impressive growth rates of the Indian
economy in recent years and has been keen to

newfound interest of a small, modern, advanced
economy from the faraway South Pacific region
which has a thriving Indian diaspora.
The fact that a vibrant Indian diaspora
has been thriving in this picturesque land of
Aotearoa without much attention has also
compelled both countries to take note of each
other in a different light.
In the past five years, there have been three
mutual visits from the highest level of political
leadership and many other small amicable
meetings on the sidelines of international
summits and conferences, which signal the
encouraging new trajectory of the bilateral
relationship.
Indeed, this could not have been possible
without the role of key influencers, who
continue to shape the relationship in their small
unique manner.

Farmers improve
biosecurity practice
F
armers are upping their on-farm
biosecurity by making greater use
of the National Animal Identification
and Tracing scheme, Biosecurity Minister
Damien O’Connor said.
Speaking with farmers at the New Zealand
Agricultural Show in Canterbury over the past
two days, Mr O’Connor said biosecurity was
front of mind.
“The Government has been making
changes to ensure NAIT is easier to use and a
more effective biosecurity tool following its
poor performance during the Mycoplasma
bovis outbreak,” Damien O’Connor said.
“While hundreds of warning letters and
more than 70 fines have been issued for those
breaking the rules, thousands of farmers have
upped their game.
“Feet on the ground matter and about
30 NAIT compliance staff are in the field or
completing training over the next month to
help farmers use NAIT consistently.
“While they will chiefly offer a hand to those
who need help to meet their obligations, they
will be penalising those breaking the rules.
“I want to thank everyone who has improved
their record keeping on farm and encourage
them to continue to use NAIT consistently as
not just a biosecurity tool, but an essential part
of business.
“I also thank those helping strengthen
the NAIT system by having their say on MPI’s
regulatory consultation – drop into the stand
if you have questions,” Damien O’Connor said.
Biosecurity New Zealand is checking that all
stock at the show are NAIT compliant.

Ray Annamalai, one of the Trustees
with the Sri Balaji Temple, told The Indian
Weekender, “The response of the devotees

Significance of
Kumbhabhishekham
Kumbhabhishekham is a Hindu temple
ritual that is believed to homogenise,
synergise and unite the mystic powers of
the deity. Kumbha means the head and
denotes the Shikhara or Crown of the Temple
and Abhisekham, or Prokshanam is ritual
bathing.
In Hindu tradition it is only after
Kumbhabhishekham that the deity, which
was until then only a granite sculptured stone
image, is believed to transform into a vibrant
and vivid living representation of the deva
with innate grace and grandeur, conferring
divine blessings on all devotees.

The CPTPP entered into force on December 30,
for New Zealand and three new FTA partners Japan,
Canada, and Mexico.
“The quantity of Japanese beef imports from New
Zealand increased three-fold in January 2019 from a
year earlier,” Minister for Trade and Export Growth
David Parker said.
“This comes after CPTPP reduced the tariff on New
Zealand beef into Japan from 38.5 per cent to 26.9
per cent giving us parity with Australia, which had
enjoyed a competitive advantage under its bilateral
trade agreement with Japan. 
New Zealand butter exports to Canada jumped
from 245 tonnes in January 2018 to 1606 tonnes this
January.  Almost 11 per cent of New Zealand’s total
butter exports by value went to Japan, Canada and
Mexico in January 2019, up from just over 6 per cent
in January 2018.
Cheese exports to Mexico doubled in the month after
the agreement entered into force relative to January
2018.  Japan, Canada and Mexico accounted for over
20 per cent of New Zealand’s cheese exports by value
on January 2019, up from 16 per cent in January 2018.
“New Zealand’s total goods exports rose $128
million, or 3 per cent, to $4.4 billion in January
compared to a year earlier,” Mr Patrker said.
CPTPP is also in effect for existing FTA partners
Australia, Singapore and Viet Nam. Chile, Brunei,
Malaysia and Peru have yet to ratify the agreement.

“Having a standard privacy waiver for all
retail banks will assist clients and budgeting
services, saving them time and ultimately
letting them get on with getting their finances
under control and achieving their goals.
“I’d like to congratulate the New Zealand
Bankers’ Association and FinCap for
undertaking this work, and the other Forum
partners for their support in getting this
initiative across the line. This kind of cross-
sector collaboration is critical if we want to
create a safer environment for borrowing,
alongside the work the Government is doing to
crack down on irresponsible lending practices.
“The reality is there is a need for borrowing
and many people do borrow to buy the things
they need. However, with the CCCFA putting
an end to the very worst of predatory lending
behaviour, we need to ensure there’s appropriate
support and safe, accessible alternatives to

Immunisation the
best protection
against measles
T
he Ministry of Health is urging New Zealanders
to stay alert to symptoms of measles and ensure
that children aged between 15 months and 4
years receive their normal MMR vaccinations.
There have now been 28 cases of measles confirmed in
Canterbury, two cases in Dunedin and two isolated cases
in Auckland. There has also been a recent outbreak in the
Waikato this year and Dr Caroline McElnay, Director of
Public Health at the Ministry of Health, warns there are
also a number of international outbreaks. More cases of
measles are therefore likely.
“It's worth remembering that just one dose of MMR
gives you a 95% chance of being protected. That’s
why Canterbury DHB’s MMR vaccination campaign is
prioritising people aged 12 months to 28 years who have
never received a measles or MMR vaccine.
"If you’re feeling sick and thinking of attending these,
or other events, we advise you to stay home. If you or
a family member aren’t fully immunised and may have
been in contact with someone with measles you should
also stay away from work, school or public places, to
help prevent putting other people at risk," says Dr
McElnay.
"By isolating yourself you will help protect vulnerable
people including babies, pregnant women, cancer
patients and others who are unable to be immunised and
for whom the impact of the disease can be devastating.”
Vaccination is free. If you’re unsure whether you’ve
been vaccinated you can check you’re vaccination status
by looking in your Well Child Tamariki Ora or Plunket
book, or by contacting your general practice.
The first symptoms of measles include a fever, cough,
runny nose and Sore and watery ‘pink’ eyes. This is
followed by a blotchy rash. If you catch measles you're

India has entered full election mode:

elections, with Prime Minister Narendra
Modi and his Hindu nationalist Bharatiya
Janata Party facing what looks like an
increasingly close contest. Politicians of all
stripes are already in campaign mode for

democracy -- a mammoth undertaking that will
take place over several weeks to ensure the
voices of hundreds of millions of Indians across
the country are heard. The Indian election
will begin on April 11, the country's Election
Commission announced Sunday.
Who can vote? And how many Indians
are eligible to vote?
About 900 million people. That's almost
triple the entire population of the United States.
All Indians aged 18 and above can participate.
In the last general election, in 2014, more than
830 million Indians were eligible -- and more
than 550 million voted.
Who's running?
Modi and his Hindu nationalist Bharatiya
Janata Party (BJP) are seeking re-election after
a landslide victory in 2014.
The main national opposition party is the
Congress, led by Rahul Gandhi, the scion
of India's most influential political dynasty.
Gandhi is the son of former Prime Minister
Rajiv Gandhi. His grandmother Indira was
India's first female leader, and his grandfather,
Jawarhlal Nehru, was the country's founding
Prime Minister.
But numerous other regional parties also
wield significant influence across the country,

How is the prime minister elected?
In India's Westminster-style model, parties

Whichever party wins the majority of seats
gets to choose the prime minister.
For the BJP, the candidate is Modi, who
became Prime Minister in 2014 when his party
won 282 Lok Sabha seats in what was the
biggest majority secured by a single party in 30
years. With its allies, the coalition notched up
an impressive 336 seats.
If no one party wins a majority, a coalition
of different parties can come together to form
the next government. In 2004, for example, the
Congress -- after falling short of an absolute
majority -- entered into a coalition with smaller
parties to form the government.
How long does it take to complete
polling?
Several weeks. To ensure the integrity of the
process, and allow for election and security
resources to be moved around the country,
polling unfolds in seven phases covering
different regions.
A total of one million polling stations will be
peppered across India. Polling ends on May 19,
with votes counted by May 23.
What are the key battlegrounds?
Voting is spread across India's 29 states and
seven additional, smaller territories, known as
union territories. Some areas carry more weight
than others because of the number of Lok Sabha
constituencies in each state or union territory,
something that's based on how populous they
are. The bigger the state, the more seats it has.
And the biggest battleground by many miles
is the northern state of Uttar Pradesh. It's India's
most populous state, with about 200 million
inhabitants -- if it was a country, it would be the
fifth largest on the planet.
Uttar Pradesh accounts for 80 seats in the
Lok Sabha, making it critical to the formation
of any Indian government.
Other key regions to watch will be western
state of Maharashtra, which accounts for 48
Lok Sabha seats; West Bengal in the east with
42 seats; Bihar in the north, which accounts for
40; and in the south, Tamil Nadu, which has 39
seats.

he Defence Research and Defence Organisation (DRDO) on Monday
successfully test fired Pinaka, the multi-barrel rocket system, from
Pokhran ranges.
The weapon system, mounted on a Tatra truck, is equipped with state-of-
the-art guidance kit comprising an advanced navigation and control system. 
“In both the missions, the weapon systems impacted the intended targets
with high precision and achieved desired accuracies. Telemetry systems
tracked and monitored the vehicle all through the flight path. All the mission
objectives have been met,” the DRDO said in a statement.
The indigenously developed Pinaka will boost the capability of the
artillery to make precision hits, it added. The system has a maximum range
of 40 km for Mark-I and 75 km for Mark-II and can fire 12 rockets in 44
seconds.

prevent the proliferation of weapons of mass destruction and their
delivery systems and to deny access to such weapons by terrorists and

hile maintaining hygiene is good
for health, excess cleanliness could
lead to antibiotic resistance often
resulting to death and illness as well, suggests
a new study.
Comparing all existing microorganisms
and antibiotic resistances, the researchers at
Austria's University of Graz, showed that
microbial diversity decreases in areas with
high levels of hygiene and the diversity of
resistances increases. The team compared the
intensive care unit of the institute with clean
rooms subject to strong microbial control in the
aerospace industry and with public and private
buildings which have hardly any microbial
controls.
"In environments with strong microbial
control in the intensive care unit and
industrially used clean rooms, there are
increasing antibiotic resistances which show a
high potential for combining with pathogens,"
said Alexander Mahnert, director at the varsity.
The number of people who become ill and die
from antibiotic-resistant germs is increasing
worldwide, said the study, published in Nature
Communications.
Hence, the results indicated that a stable
microbial diversity in clinical areas counteracts
the spread of resistances.
With the microbial control of pathogens
already being used in cultivated plants and
also in humans in the framework of stool
transplantation, pursuing such ideas in indoor
areas in future is recommended, said Gabriele
Berg from the varsity. The team suggested
regular airing, houseplants, deliberate use
of useful microorganisms and reduction
of antibacterial cleaning agents could be
the strategies in maintaining or improving
microbial diversity.

of parents who smoked cigarettes and

users reported using e-cigarettes in
their cars with children around. The
research included 750 parents.
"The finding that a large majority of
parents are vaping e-cigarettes inside
homes and cars is an alarming trend,"
said lead author Jeremy Drehmer at
the Massachusetts General Hospital
in the US.
"Our results suggest parents
perceive it's safe to use electronic
cigarettes and are not taking the same
precautions they do to protect their
children from exposure to traditional
cigarettes," Drehmer said.
