SUBJECT : ROLL-OUT TRAINING ON THE ENHANCED MODULE ON THE

PREVENTION OF VIOLENT EXTREMISM

BACKGROUND

To understand the current peace and order situation in the barangays and to discuss various
approaches and initiatives on anti-criminality and countering violent extremism, the Roll-out
Training on the Enhanced Module on the Prevention of Violent Extremism was held last
October 25-26, 2018 at Sequioa Hotel, Quezon City.

HIGHLIGHTS OF THE DISCUSSION

OIC-Assistant Regional Director, Gloria C. Aguhar welcomed and acknowledged the efforts of the
Armed Forces of the Philippines-Joint Task Force, National Intelligence Coordinating Agency, and
National Capital Region Police Office for their efforts in ensuring the country’s protection from
terrorism and violent extremism.

Dir. Kim A. Edres of the National Commission on Muslim Filipinos-NCR discussed about the
“Threats of Violent Extremism and Efforts from Various Sectors” and the Marawi Crisis
Intervention”. He expounded on violent extremism and the underlying causes behind it such as
ideological, religious, racial, and political factors.

Dr. Francisco Pancho Lara, Jr. of the Alert-UK International maintained that control over urban
areas are strategic in terms of state legitimacy and credibility. In relation to this, Dr. Lara
emphasized that Marawi 2017 was the first major attack made by extremists in a large urban
centre and the second major assault in urban centers by non-state armed groups. Also, he
affirmed the need to identify the context-specific enabling factors in each city or municipality.

The Joint Task Force noted the impacts of having White Area Anti-Insurgency Efforts and Anti-
Terrorism – Preventing and Countering Violent Extremism, especially its 5 Nexus Points, namely:
Primary and Secondary Schools, Colleges and Universities, Majid/ Madrasah, Torils/orphanages,
and Vulnerable Communities. The JTF-NCR in cooperation with different departments and law
enforcement agencies would like to take the following courses of action: 1) inform the school
heads, parents, and students about the causes of extremism and ways to prevent it; 2) skill-train
the youth for full engagement and proactivity; and 3) provide basic services and socio-economic
programs.

In implementing such a strategy and following a multi-agency response, the Armed Forces of the
Philippines shall act as a catalyst in addressing the needs of the vulnerable sectors. It shall
collaborate with NGOs, CSOs, and religious leaders, enlisting their support as third-party
advocates to address the factors that may play out in the maintenance of peace and order in their
communities.

SUMMARY OF AGREEMENTS

1. LGUs are encouraged to be proactive in pushing for the resolution and implementation of
security programs of their cities and municipality by building community-based
awareness programs on violent extremism.
2. Local Chief Executives and City Administrators are encouraged to create linkages with the
AFP-JTF-NCR in maintaining vigilance over cities regarding enemy movements and
institutionalize control system over arms and explosives possessed by civilians in their
cities.
3. The DILG-NCR intends to forward the following: 1) improve capacity of LGUs in
responding to terror-related incidents through the guidance of a clear and well-defined
document that can serve as reference in the creation of emergency plans and responses;
2) promote religious and cultural inclusivity, as well as individual and collective vigilance
among community members; 3) and enhance inter-agency cooperation dedicated to
addressing violent extremism and insurgency.
