Sub: BUDGET 2015-2016 – Submission of Number Statement – Instructions

for the preparation of – Regarding.
Ref: Government Letter No.35641/ BG.I / 2013-1, Finance Department,

As per paragraphs 38 and 39 of the Tamil Nadu Budget Manual, Volume - I, all
Heads of Department and Estimating Officers shall furnish the Number Statement to the
Finance Department for the preparation of Budget every year.

2. The Administrative Departments and Heads of Department are therefore

requested to furnish the Number Statement in the formats annexed to this letter for
preparation of Revised Estimates for the year 2014-2015 and Budget Estimates for the
year 2015-2016.

3. The details for preparation of Number Statement are explained below:

 The format in Annexure-I pertains to furnishing the postwise number

of employees in position (both permanent / temporary), the number of
persons retiring during the years 2014-2015 to 2018-2019 and the
number of persons in different grades as per House Rent Allowance
eligibility. (The consolidated sub-head wise details should be
furnished in the Annexure-I)

 The format in Annexure -II pertains to statement of pay.

 The format in Annexure -III pertains to furnishing the particulars of

House Rent Allowance, City Compensatory Allowance, Other
Allowances and Medical Allowance.

4. The Heads of Department are requested to obtain necessary particulars from

their subordinate offices in detail and then consolidate the information and submit the
Number Statement for the Department as a whole, in the formats annexed to this letter,
to their respective Programme-cum-Budget unit in the Finance Department.

5. All Heads of Department and Estimating Officers are requested to ensure that
all the three annexures are filled up carefully. Copies of this letter are also being
communicated directly to the field officers for their information and for taking advance
action to furnish the required particulars in the relevant formats. Heads of Department
shall ensure that the final figures are presented in a compiled form to the respective
Programme-cum-Budget unit in Finance Department and not in a piecemeal manner.
The Heads of Department shall also ensure that the field level officers take immediate
action on these instructions.

6. The Heads of Department shall obtain the Standard Excel worksheet for
the number statement format from the Finance (BC) Department. After filling up of
the data, the hard copy of the Number Statement should be handed over to the
concerned Programme-cum-Budget Unit in Finance Department and the soft copy
of the same in a Compact Disc to the Finance (Budget Computer) Department.

7. To ensure the accuracy of the Number Statement, the following measures,

which were proposed in the previous years, will continue.

 The Departments / Heads of Department shall obtain the Number

Statements from the unit / field level officers with the counter
signature of the Pay and Accounts Officer/Treasury Officers/Sub-
Treasury Officers concerned as on 31st July, 2014.

 The Number Statement details alone will form the basis for
estimation of salary and other emoluments.

 The Pay and Accounts Officer/ Treasury Officer shall disburse

salaries for the month of August 2014 only after the receipt of a
certificate from Finance Department stating that the concerned
Administrative Departments / Heads of Department have furnished
the Number Statement in complete shape.

 It is therefore necessary that the Number Statement is prepared

accurately and submitted to Finance Department within the
stipulated time limit.

8. The Heads of Department are requested to furnish the copies of Government

Orders for the initial sanction of temporary posts and for the further continuance to the
concerned Programme-cum-Budget units. The number of posts sanctioned in the
Government orders should tally with the number of posts shown in the consolidated
statement in Col. 7 of Annexure - I.

9. The Finance Department proposes to convene Decentralized Budget Meetings

from October 2014 onwards. It is therefore imperative that the Number Statement
reaches the Finance Department latest before 18th August, 2014. I hope you
appreciate the urgency of the whole exercise and ensure that there is no failure in
adhering to the stipulated deadline.
