RNC RCP Re-Moduling Guideline

1 Why we need RCP remoduling

Each NodeB has a home RCP module and that home RCP will process all the Uu/Iub
messages from the cells under this NodeB.
RCP home module allocation is based on the current traffic load of different cells
when the network is launched. As more and more subscribers come into the
networks and subscriber distribution may change in the network, the CPU loading of
different RCP will not be at the same level. When the RCP CPU peak loading on
busy hour is higher than 80% for a long period, we can move some NodeB from the
high loading RCP to low loading RCP as a temporary solution instead of RCP
expansion.

2 General procedure
1) Export the RCP CPU loading performance report on hourly basis for one week.
Find out the high loading RCP and low loading RCP modules.
RCP whose mean CPU loading is higher that 60% or peak CPU loading is higher
than 80% can be considered as high loading RCP.
RCP whose mean CPU loading is higher that 40% or peak CPU loading is higher
than 50% can be considered as low loading RCP.
Our target is to move cells from high loading RCPs to low loading ones.

2) Calculate the BHCA value of each high/low loading RCP according to the formula
which would be mentioned in chapter 3;
BHCA is main factor which impact the RCP CPU loading and we can use BHCA
as an equivalent index. BHCA value/Max BHCA per RCP*100% = RCP CPU
loading. Max BHCA per RCP is 250K.

3) Manually adjust and calculate the estimate BHCA value of each RCP after the
RCP remoduling. The new BHCA value can be used for evaluation the new RCP
CPU loading.

4) If the new RCP CPU loading values of both source RCP and target RCP are
under the threshold, the remoduling action can be done.

Here is an example:
Before : RCP A BHCA 150K CPU loading should be 150/250=60%

RNC RCP Re-Moduling Guideline

RCP B BHCA 70K CPU loading should be 70/250=28%

Adjust: move 10 NodeB(40K BHCA) from RCP A to RCP B;
After: RCP A BHCA 110K CPU loading should be 110/250=44%
RCP B BHCA 110K CPU loading should be 110/250=44%

RNC RCP Re-Moduling Guideline

Take an example as below:

Home module of these 13 NodeBs is RCP 1-2-7-2 (Rack1-Shelf2-Slot7-CPU2);
BHCA value=4*(F2+G2*0.447+H2*0.35+I2*0.35+J2*0.31+K2*0.15)=12790
Sum up the BHCA of all the NodeBs, we can get the BHCA of this RCP: 112605
Then we can estimate the mean CPU loading of this RCP is about
112605/250000=45.04%, which is very close to the real CPU loading.

If we move the first 5 NodeB out of this RCP, the new BHCA value will be 64057. Then
the new RCP loading should be about 64057/250000=25.62%.
