Syllabus at different five levels, restoring five freedoms of animals

Mrs. Sukanya Berwal, Commissioner of Education, Scouts & Guides for Animals & Birds
along with OIPA: Indian People for Animals, keeping in view the fundamental duties,
introducing the following five steps as restoration of five freedoms for animals and birds
including Honey Bees, protecting flora & fauna, keeping in view Biodiversity as whole.

Pratham Sopan:
1. To create awareness about the Yoga & Nature Cure with Panchkarma, co-existence
of animals, birds with human beings.
2. To create awareness about the fundamental duties as defined under article 51 A (g)
of Indian Constitution.
3. To create an awareness towards Prevention of Cruelty to Animals and birds, either
domestic or wild.
4. To have a general knowledge of the natural habitat along with their eating habits,
shape and size and all that tends to the well being of the animals and birds.
5. To know the address of the nearest Society for the Prevention of Cruelty to Animals
(SPCA’s) or any other NGO’s including Biodiversity Management Committees.
6. To know the types of animals such as Carnivorous & Herbivorous – Vegetarian /
Non vegetarian.
7. To know the five liberties of animals, birds, insects and reptiles.
8. To know the census of animals and birds.
9. To know the advisories issued for animals, restoring their five freedoms.

Dwitiya Sopan:
Theory:

1. To know and respect the animals, usual minor ailments to which they are liable and
what simple remedies may be employed.
2. To classify the animals as pets - domestic species along with wild one and insects.
Domestic – cow, buffalo, goat, sheep, horse, donkey, camels, ox and honey bees.
3. To have knowledge of care of animals as are generally kept either as pets or for
domestic purposes.
4. To know about the Prevention of Cruelty to Animals Act, 1960 along with the
Wildlife Protection Act, 1972 & Biological Diversity Act, 2002.

Practical:

1. To pay visit to the Veterinary Hospital and Rescue Centers, to obtain knowledge
about the care to be taken and ailments to be treated.
 2. Adoption of animals and birds along with types of cruelties against animals along
with the implementation of law concerned with the help of Enforcement agencies.
3. Feeding of abandoned animals and birds.
4. To coordinate & visit local Biological Management Committees, preparing Peoples
Biodiversity Registers.

Tritiya Sopan:

Theory:

1. To recognize and to know how to prevent different forms of cruelty to animals.

2. To know the natural habitats, environment and food of any three wild animals.
3. To name the endangered and protected species of animals.
4. To know the common diseases of animals and birds along with the causes.
5. On spot treatment of these animals and birds in distress.
6. Formation of animal welfare groups along with “Kindness Club: Scouts & Guides
for Animals & Birds”, to coordinate with Biodiversity Management Committees,
safeguarding the People’s Biodiversity Registers, safeguarding flora & fauna.

Practical:

1. To pay visit to the zoo, circus, Rescue centers with NGO’s to observe and write a
logbook, treating as project, the use of animals & birds for educational purposes.
2. To prepare recommendations about the use of animals & birds for educational
purpose, as nose roping exempted under section 11 (3) of the Prevention of
Cruelty to Animals Act, 1960 and use of animals for education purpose under
section 27 (b).
3. Whether killing – hunting permits are justified?, keeping in view the exemption
for hunting to make trophies for educational purpose, under section 12 of the
Wildlife Protection Act, 1972.
4. To raise funds for these captive animals and birds in distress.
5. Implementation of law concerned, protecting animals and birds from
unnecessary pain and sufferings.
6. Camps, Rallies, Workshops on the Yoga & Nature Cure with Panchkarma,
keeping in view proper functioning of the Society for Prevention of Cruelty to
Animals with the Infirmaries and Biodiversity Management Committees.

Rajya Puraskar:

Theory:

1. To study the different species of animals including insects, birds, aquatic animals,
reptiles, carnivorous, herbivorous etc., to update People’s Biodiversity Registers.
 2. To pay visit to the zoo, forest officers, Animal Welfare Board with the Society for
Prevention of Cruelty to Animals and Biodiversity Management Committees.

Practical:

1. To counsel the public in general and the family members in particular about the
compassion towards animals, protecting flora & fauna.
2. To organize stray animal sterilization event with the help of local Administration.
3. To support proper functioning of the State Biodiversity Board.

Rashtrapati Puraskar:

Theory:

1. To know about the different legislations passed by the state and central govt.
and write the names of at least two legislations by state and two by central govt.
e.g. Prevention of cruelty to Animals Act, 1960 along with the Wildlife
Protection Act, 1972 passed by the Central Govt.
2. To know the Rules and Regulations along with advisories framed by the Central
or State Govt. for animal rights and their welfare.
3. To know the fundamental duties as defined under article 51 A (g) of Indian
Constitution, difference between goods with living creatures, who has sentiments
and feel pain, congestion, suffocation, thrust, hunger and injury.
4. To know the state, central and concurrent lists and subjects along with the
formation of legislation’s.
5. To prepare project report for awareness about five freedoms of animals & birds.
6. Awareness about hunting of wild animal allowed for animal specimen under
section 12 of the Wildlife Protection Act, 1972.
7. Awareness about No medicinal values in beef along with the prohibition of silver
leaf, scientific methods to handle stray animals.

Practical:

1. To move public interest litigations, to protect the animals and birds from
unnecessary pain and sufferings.
2. To move complaints for removal of public nuisance before Sub Divisional
Magistrate under section 133 Code of Criminal Procedures.
3. To move Complaints for Mandatory Injections before the Civil Courts.
4. Volunteer Society for Prevention of Cruelty to Animals at least two hours a week
5. How to get Police powers under section 34 of PCA Act, 1960.
6. On spot treatments of animals and birds in distress as mission.
7. Functioning of ambulance and shelter for animals and birds in distress.
8. Formation of publicity materials for awareness and motivation.
 9. Badges for recognition, law enforcement, free distribution of book in Hindi
“Scouts & Guides for Yoga & Nature Cure with Panchkarma”.
10. Preparing status reports on the functioning of the Biodiversity Management
Committees along with the People’s Biodiversity registers.
11. Strict compliance of the Guidelines on Access to Biological Resources and
Associated Knowledge and Benefits Sharing Regulations, 2014 with the
Biological Diversity Rules, 2004.

Scouts & Guides for Animals & Birds happily appoints as Honorary State Animal
Welfare Commissioners, District / Sub Division and Block level Animal Welfare
Commissioners for awareness among public as per article 48 and 51 A (g) of Indian
Constitution read with the objectives of the said Trust, authorizing them to move
petitions under section 133 and 200 in the Code of Criminal Procedure, 1973 along with
section 39 in the Specific Relief Act, 1963 for Mandatory injunctions.
