0 EXECUTIVE SUMMARY

This Quarterly Progress Report gives an overview of the progress achieved in the activities of
the Wastewater Management Authority (WMA) for period 01 April to 30 June 2015.

1.0 WASTEWATER PROJECTS

For the period under review, a summary of the progress achieved in the implementation of
the wastewater projects is given below.

1.1 Plaines Wilhems Sewerage Project (PWSP) - Stage I

1.1.1 Consultancy Contract – WW 79X

The Part-time Project Coordinator was in mission during the period 28 April 2015 to 15 May 2015. His main
duties consisted of the issue of the Taking-Over Certificate (TOC) under the Lot 2 Works Contract and dealing
with the contractual matters under the Lot 1A Works Contract.

A memorandum is being prepared by PMU/Finance with a view to seeking additional funds to cover for Cost
Price Adjustment and Fluctuation in Exchange Rate over and above the approved Revised Contract Price of
MUR 269,991,938.02 excluding VAT.

1.1.2 Plaines Wilhems Sewerage Project – Lot 1 A, Lot 1 B and Lot 2

(i) Plaines Wilhems Sewerage Project – Lot 1A – Contract WW80F


About 93.6 km of street sewers out of the 142km have been completed. 2,861 WMA accounts have
been opened and 7,126 houses are in progress (i.e internal works completed and awaiting for
street sewer to be operational to be connected).

All topographical surveys including house connection surveys have been completed. As at end of March
2015, 12,360 designs have been approved for the house connections and 141.1km for street sewer.

The project has reached about 65.90 % of its implementation phase based on the new scope of works.
The Bambous Pumping Station has been successfully commissioned and flows from

the Palma National Housing Development Corporation (NHDC) have already been diverted to the new
network. The Defects Liability Period for the Bambous Pumping Station is over and the final taking
over exercise by the O&M Department (WMA) has been carried out and is efective as from 26 June
2014.

The WMA Board has approved Claims with respect to General Election and Delays/ Disruption of works
at Bambous PS in the order of MUR 2,371,696.96 and MUR 8,662,448.00 respectively.

With regards to Variation No.2: Increase in depth of excavation and additional lanes, EIB – the Funding
Agency conveyed its approval on 14 October 2014. Upon approval of the Funding Agency, the WMA
Board on 31 October 2014, conveyed its approval for a revised Contract Sum of MUR
3,920,360,438.42 including VAT with an extended Contractual Completion Date up to 10 November
2017. The Board’s decision was transmitted to the Consultant on 04 November 2014 and WMA
requested the latter to prepare necessary documents that will form part of the Contract Addendum for
signature between the WMA and Joint Venture Thymian Holdings Gbr/Sotravic Ltee (JVTS).

In January 2015, the Board has requested to look into the implications to complete only Lot 1A North
and to secure Lot 1A South. The Consultant’s views has been obtained on 06 February 2015, and
same were forwarded to Ministry of Energy and Public Utilities (MEPU) for decision. Note: Some delay
has occurred in the works execution due to requests for religious ceremonies celebrated over the year
and also due to cyclonic weather and unfavorable weather conditions.

(iii) Plaines Wilhems Sewerage Project – Lot 2 – Contract WW81F

Works have been substantially completed on 20 September 2014 and the Engineer has issued a
Provisional Taking Over Certificate under Clause 48.3 of the Conditions of Contract. Some 99.4 km of street
sewers have been laid and 10,001 house connections have been completed. Moreover, about 47.4 km of
potable pipes have been replaced on behalf of the Central Water Authority.

1.2 Pailles Guibies Sewerage Project (PGSP)


1.2.1 Pailles Guibies Sewerage Project – Consultancy Contract –WW153X

Consultant GIBB (Mtius) Ltd has submitted the revised draft bidding documents for Phase 1 on 31
July 2014. Following comments from the Central Procurement Board and the Ministry of Energy and
Public Utilities, the final bidding documents for Phase 1 were submitted by the Consultant in
November 2014.

1.2.2 Pailles Guibies Sewerage Project – Works Contract –Phase 1- WW259W

The WMA Board, at its meeting held on 30 September 2014, conveyed its approval to launch tenders
through open international bidding in respect of Phase 1 of the PGSP. The no-objection from the MEPU,
CPB and Funding Agency BADEA/OFID was secured. Invitation for bids was launched on 26 November
2014 and the closing date was extended to 25 February 2015. Three bids have been received as at
closing date. The Bid Evaluation Committee set up by the CPB is presently carrying out the
evaluation exercise.

1.3 Baie du Tombeau Sewerage Project Phase III – Contract WW221C

The Project is an additional phase of the overall Baie du Tombeau Sewerage Project and is currently in
the Feasibility Study Stage. This involves the engineering studies to provide a sewerage system for
domestic and non-domestic sources in the project areas namely, Terre Rouge, Riche Terre, Le Hochet,
etc. The studies are also related to the upgrading of the existing Baie du Tombeau Wastewater
Treatment Plant, in terms of flow capacity and treatment facilities, and the Roche Bois Pumping Station.

The approval for Variation No.1: Design of a new pumping station at Roche-Bois has been obtained from
the World Bank and Consultant was informed accordingly. The WMA’s O&M Department has already
submitted its comments on the draft Design Report for the new PS has been submitted and the
report is being finalized. The Consultant also submitted the Draft Bidding Documents for the New
Roche-Bois PS and the comments from the O&M Department have already been submitted to be
incorporated in the Final Document.

All payments due for the deliverables in accordance with the Term of Reference (ToR) have been
made and the only pending amounts are for the provisional sums. 90% of the amount for the
Variation No.1 has already been disbursed. The Final Detailed Design Report and the Final Bidding
Document for the New RBPS is awaited to efect the remaining 10% of the approved amount for VO
No.1 and proceed with the contract closure.

1.4 House Connecton Projects – Port Louis/Plaines Wilhems – Contract WW273W & WW274W

Two House Connection Contracts for the regions of Port Louis, Baie du Tombeau & Grand Baie
(Contract WW273W) and Plaines Wilhems (Contract WW274W) were awarded on 30 July 2013. The
projects provide house connections to inhabitants in already sewered regions of Port Louis, Baie du
Tombeau, Grand Baie and Plaine Wilhems. Works under both contracts are completed and a total of
204 and 218 house connections have been completed under Contracts WW273W and WW274W
respectively. Both contracts are under the Defects Liability Period.

1.5 House Connecton Projects – Port Louis/Plaines Wilhems – Contracts WW293W & WW294W

Two House Connection Contracts for the regions of Port Louis, Baie du Tombeau & Grand Baie (Contract
WW293W) and Plaines Wilhems (Contract WW294W) were awarded to Square Deal Multi-Purpose
Cooperative Society Limited on 10 October 2014. The start date for both contracts were on 24 October
2014 and house connection works are on-going.

1.6 Contract WW251W – Wastewater Project at Parisot, Phoenix- Phase II- Design and Build

Contract.

Phase II of the Wastewater Project at Parisot, Mesnil comprises the construction of about 250 house
connections in the regions where street sewer has been laid under Phase I of the project as well as the
construction of about 2.5 km of new street sewers and associated house connections in the surrounding
areas. The Contract started on 28 December 2013 for a duration of 18 months. Works are ongoing and
as at end of March 2015, a total of 170 house connections have been completed.

1.7 Grand Baie Sewerage Project – Phase 1B – Contract WW230C


JICA’s representatives were in mission from 03 June 2015 to 10 June 2015. A meeting was held with
them on 04 June 2015 regarding the status of the Contract, as well as, providing assistance to JICA during
the World Environment Day held from 05 June 2015 to 10 June 2015.

The detailed design has been completed by the Consultant and an advance copy of same has been
submitted to the WMA on 05 June 2015. Same is currently being perused by the WMA.

Consultation meetings have been held with representatives of CWA regarding scope definition of the
potable pipe replacement works to be undertaken under the Contract.

1.9 Rehabilitation of Sewerage Infrastructure on CHA Estates – Phase IV – Contract WW236C

The ‘Inception Report’, ‘Survey Report’, ‘Site Delimitation Report’, ‘Traffic and Social Impact Assessment
Report’ and ‘Detailed Design Report’ have already been submitted by the Consultant and approved by
the Authority. Furthermore, the Draft Bidding Documents have already been approved by the WMA.

1.10 Port-Louis Sewerage And Water Supply Project – Consultancy Services for the Assessment of the
Port Louis Sewerage And Water Supply Systems - Contract WW 228C:

Five applicants, shortlisted following an Expression of Interest Exercise, were requested to submit
proposals. Three proposals were received as at the closing date scheduled for 14 February 2014.
Following approval of the technical evaluation report by the WMA Board, the non-responsive bidders
were notified and the financial proposal of the responsive bidder was opened. In view of the financial

proposal being substantially above the updated estimated cost, the WMA Board on 1 September
2014, approved the cancellation of the bidding process for Contract WW228C.

The Authority is reviewing the project’s scope for a new bidding process. In that context, the WMA
has identified the regions of Plaine-Verte, China Town and part of Central Port-Louis, lying north of
the Jummah Mosque Street, as being the most problematic as these regions require frequent
operation and maintenance interventions. These regions are in the Roche Bois Pumping Station
catchment area. The WMA will carry out a preventive maintenance program in the regions mentioned
above and at the same time collect base data that would be used to determine the nature of the
problems encountered in these regions.

Following the completion of the preventive maintenance program, the WMA will use the data
obtained to prepare the Terms of Reference of a Consultancy Contract for the detailed design, cost
estimate of the works, preparation of Bidding Documents and supervision of rehabilitation works in
the regions mentioned above.

1.11 Vallée des Prêtres / Tranquebar – Contract W249C

This project area consists of the region of Tranquebar-Bangladesh along Bernardin de St Pierre Street
– Vallée des Prêtres and adjacent lanes. The landscape is very hilly. The site is predominantly
residential. According to the Consultant, the project consists of approximately 400 house connections

The Consultant has submitted all deliverables with respect to the consultancy services which have
already been approved by WMA. The deliverables consist of the “Inception Report”, “Feasibility
Report” and “Preliminary Design Report”.

1.12 West Coast Sewerage Project – Contract W209X

An addendum to the Feasibility Study Report has been submitted by the Consultant. The latter has
been requested to proceed with the subsequent tasks of the agreed Terms of Reference. However,
the land identified for the proposed construction of the Wastewater Treatment Plant belongs to
Medine Ltd. Medine Ltd was not agreeable for the location of the proposed wastewater treatment
plant.

The Ministry of Energy and Public Utilities decided to proceed with the compulsory acquisition for the
land for the proposed wastewater treatment plant. The Ministry of Housing and Lands (MOHL) has
published Section 6 of the Land Acquisition Act with regards to the compulsory acquisition of land.
However Medine Ltd has made an objection to the above and a “mise en demeure” was served to the
WMA.
Medine Ltd now intends to negotiate with the WMA with a view to finding a new site for the WWTP.
A site visit was efected on 18 September 2014 and a proposal for the new location of the WWTP is
being awaited from the Consultant Sogreah.
They also requested WMA to initiate discussions on the scope of the works and remaining
budget with the French Government. In this respect, the WMA has requested the Ministry of
Energy and Public Utilities to advise on the course of action to be adopted.

On 08 January 2015, Ministry of Finance and Economic Development informed that no funds are
available under the grant from the French Government to fund consultancy services for the
West Coast Sewerage Project and a request would have to be made to development Partners.

On 27 March 2015, the WMA informed the MEPU about the remaining assignments of
the consultancy services under the project and a new Consultancy contract with defined scope of
works would have to be carried out which is estimated around MUR 50 M. However, funding is
not catered in capital budget for WMA for year 2015 to 2017.

1.13 Sewerage Project at Bain des Dames – Contract WW239C

The Final Preliminary Design Report has been submitted by the Consultant. Same has already been
approved by the WMA.

1.14 Sewerage Project at Camp Cavale – Contract WW226C

The Consultant has already submitted the ‘Inception Report’ and the “Final Feasibility Report’
and same has been approved by WMA. The ‘Draft Design Report’ is presently being awaited.

1.15 Sewerage Project at Verger Bissambar – Contract WW269W

Following the bid evaluation exercise, the Contract for the sewerage project at Verger Bissambar
has been awarded to Onix & Co. Ltd on 11 November 2014. The start date was fixed for 01
December 2014. The project is being implemented on a design and build basis with supervision
carried out by WMA in-house team. As at date, 1.6 km of street sewers have been laid out of 2.8
km.
1.16 Sewerage Project at Pellegrin – Contract WW278W

The project has been approved by the Project Planning Committee (PPC) and has been included
in the Public Sector Investment Programme (PSIP). However, according to an e-mail from
MOFED, no funds have been earmarked in the 2015 budget for the sewerage project at Pellegrin.

2.0 OPERATIONS & MAINTENANCE

The Operation and Maintenance Section delivers service to around 28% of the Mauritian
population connected to the public sewer. The section handles daily complaints relayed by the
Public Relations & Customer Care department and also complaints registered at Sub Ofices.

Preventive maintenance was carried out on 4,795 meters of sewer lines and about 2,975 sewer
blockages were cleared over the last 3 months. The number of wastewater carriers with valid
licence issued by the WMA stood at 75 as at March 2015.Wastewater disposal by WMA
wastewater carriers stood to 1,245 trips while those performed by private operators at Roche

Bois stood at 12,257. During the quarter under review, a total volume of 234,490m of efluent
was disposed by private operators to Roche Bois Wastewater Disposal Station.

3.0 MECHANICAL & ELECTRICAL

The M&E Section is responsible for the proper operation and maintenance (O&M) of all
electro- mechanical equipment installed at Wastewater Treatment Plants and Pumping Stations.
During the period under review, the in-house O&M of 10 treatment plants and 72 pumping
stations, except for the St. Martin Treatment Plant, has been successfully undertaken.

4.0 POLLUTION CONTROL UNIT (PCU)

During the period under review 119 applications for permits and clearances were processed by
the PCU. Also a total of 194 visits were carried out including 44 monitoring visits for industries,
hotels and treatment plants.

5.0 WASTEWATER LABORATORY

The Wastewater Laboratory is constantly monitoring wastewater quality from Wastewater


Treatment Plants (WWTPs), industries and hotels amongst others, with a view to ensuring that
standards as per the WMA Act 2000 and EPA 2002 are met in line with the protection of our
natural environment and water bodies. About 9,443 tests have been carried out on over 585
samples during the last 3 months.

6.0 PUBLIC RELATIONS AND CUSTOMER CARE

During the first quarter 2015, the PR & CCU Department continued in its endeavor to provide
better quality and timely services to customers. The Department has been reinforcing its stand
on various fronts especially with regards to the Plaines Wilhems Sewerage Project-Lot 2, where
all complaints relating to that project have been centralized to the Head ofice for close
monitoring and to ensure that cases are dealt with promptly.

Moreover the Customer Care & PR team worked in close collaboration with the Project teams so
as to provide regular and precise feedback to customers.

7.0 FINANCE

The Financial Statements for the year ended 31 December 2014 is being submitted to the Board
for approval and will be subsequently submitted to the Director of Audit.

There is a loss of Rs 113.57m for the year ended 31 December 2014 compared to a loss of Rs
83.38 for the year ended 31 December 2013.

The financial result for Quarter 1 shows a loss of Rs


30.96m.

8.0 HUMAN RESOURCES AND ADMINISTRATION

The Administration and Human Resources Section, which provides the support functions,
includes
General Administration, Human Resource, Registry, Health and Safety and
Transport.

Manpower as at 31 March 2015 stood at 482 as compared to 489 in the last quarter 2014. The
decrease in Human Resources was due to retirement, resignation and end of traineeship (Trainee
Engineer).

9.0 INFORMATION TECHNOLOGY

During the period under review, the IT Unit mainly proceeded with the installation and
configuration of a hardware firewall which shall reinforce the security of the IT infrastructure at
the WMA. Additionally, data compilation and writing of specifications in respect of a new
Customer Relationship

Management (CRM) system which would allow the WMA to manage its customers,
complaints, applications/permits (for house connection, wastewater carriers, etc…) and monitor
wastewater disposal at Roche Bois pumping station. The IT unit also proceeded with the data
gathering exercise for a new Enterprise Resource Planning (ERP) System.
