Engineers want the law to favor hiring of Mozambicans in mega projects

"We are in dialogue with the government in order to create an instrument that privileges in these large
projects, hiring Mozambican engineers," said Ibraimo Remane, Chairman of Mozambique Order of
Engineers.

Remane was speaking in Maputo on the sidelines of a conference dedicated to the oil and gas industry
and the human resources and training were discussed spa.
That official considered that the incorporation of Mozambican engineers in construction, maintenance
and operation of mega projects in the sector, about to start, will enable them to acquire experience
locally.

The Mozambican engineer "does not have to go out of the country" to have experience, because the
projects are in Mozambique, he said.

The chairman pointed out the central thermoelectric combined cycle gas Maputo as a good working
example of Mozambican engineers.

On the contrary, he noted that the same did not happen with the construction of the road bridge
Maputo-Catembe, the largest suspension bridge in Africa and which is being finalized.

"We lost an opportunity to have Mozambican engineers in the construction of the bridge," he lamented.

The Order is also to discuss the quality of education with the Ministry of Science, Technology, Higher
Education and Technical Professional order to create skills, he added.

José Mendes, vice president of Pelouro Mineral Resources, Oil and Energy in the Confederation of
Economic Associations (CTA), the largest employers' association in the country, defended the training of
Mozambican to strengthen the institutional capacity.

"We have to train people to be able to support the government," he said.

For example, he said that "the National Oil Institute (INP) of Mozambique has no institutional capacity to
assess the quantity of reserves (natural gas) that are in the north," assuming the values indicated by
exploration companies.

The Mozambique on Gas Summit, title of the meeting by state and private companies, took off today
and runs until Friday in Maputo.
