1 General  Necessary basic health and safety precautons to take during the
dusty season in Qatar discussed. Fine partcles of dust can irritate Info
the lungs and trigger allergic reactons or asthma attacks. Avoid
wearing the contact lenses during the dusty season which can
irritate the eyes.

 HDEC informed that mobilizaton of new Inspectors is progressing as Info
per their plans.
2  Ashghal suggested to add a new chart for Quality staff only so that
QA/QC sufficiency of staff could be analyzed by comparing planned & PIL/HDEC Henceforth

 PIL informed HDEC that it should adhere to the dates it has HDEC Contnual
committed for closure of NCRs.
 HDEC informed that most open NCRs were of temporary works. Info Henceforth
 Ashghal notfied that its new objectve in 2019 was to close NCRs
within 30 days. The Contractor had to discuss with the Engineer if HDEC Henceforth
it was felt that for any NCR, the 30 days period was insufficient and
thereby agree an appropriate closing date.
 HDEC informed that the 3 NCRs issued by it during the reportng
period was related to VSL. Info

 The RFIT rejecton rate during this reportng period is 17.44 %

 Ashghal alerted that rejecton rate should not exceed 5%.

 HDEC again informed that RFITs were being rejected mainly due to
absence of approved drawings. Designs were not yet approved HDEC Immediate
with Roads & MEP disciplines being the most affected. & Contnual

 HDEC informed that it is targetng to clear 3 submittals every day Info


and is making progress.
 HDEC also informed that the rejected submittals were in no way
hindering progress of works.
8 Test Results PIL informed that test report submissions, partcularly of Asphalt
works being delayed. HDEC asked for 2 weeks’ tme to set right this HDEC 31 Mar 2019
issue.
Ashghal informed that all pending results from Third Party
Laboratories should be tabulated, monitored &produced in the HDEC Henceforth
form of a table in every Bi-weekly meetng.
PIL informed HDEC to prevail over BOOM to get early results. HDEC Immediate
PIL advised HDEC to coordinate with all concerned laboratories and
implement Technical Circular # 8 issued by Ashghal. Also, it was
informed to HDEC that if Test Reports don’t contain the requisites HDEC Immediate
of this Circular # 8, then such Reports would be invalid.
PIL instructed HDEC to prepare a list of all piers and the status of HDEC 21 Mar 2019
Geotechnical investgatons at each pier locaton.
HDEC informed that it was coordinatng with BOOM on matters

 PIL reiterated that there stll were no changes in the status of As
Built Drawings and this indicated that there is no progress in the HDEC Immediate
matter. HDEC informed that they were discussing this matter
within themselves as to how to improve this situaton and would
revert after finalizing the acton plan.
 HDEC reported that it would revert on the issue of Field Change
Requests especially in Utlity works after discussing the matter with HDEC 24 Mar 2019
the concerned staff.

 HDEC informed that presently two staff were dedicated on the job PIL/HDEC 18 Mar 2019
and progress was being seen. More progress could have been
made but for design related issues.
 PIL suggested to have a separate meetng with HDEC on 18 Mar
2019 for reviewing documents with Code B status.
13 KPIs:  Ashghal informed HDEC that their internal KPIs should be for all
functonal departments and not Quality alone. Moreover, this HDEC Henceforth
aspect of KPIs should reflect in HDEC’s Quality Plan (PQP).

 No visits have been planned by HDEC in the upcoming period. Info
18 Delivery of  PIL informed that coatng thickness of Kahramaa Water Couplings was an
Materials issue and HDEC should look into the matter so that such problems do not Closed

 HDEC was informed that Kahramaa has recently rejected materials purely HDEC Immediate
on reasons of improper storage. This could have been easily avoided if

yard with appropriate markings against them indicatng whether the type
of storage required for the material has been arranged as per the

19 Joint Site  PIL informed that details of the next Joint Quality Site Walk will be shared

moisture content had passed in retests. Info
