I believe there is probable cause to charge the defendant with these charges because:
On April 16, 2019, West Valley City Police was dispatched to the area of 3185 S 1850 W for a report of a male
laying in the middle of the road who appeared to be injured. Officers arrived on scene and located a male with a
severe head injury and other bodily injuries. The victim was declared dead on scene by medical personnel. The
victim was later examined by the office of the medical examiner who determined he had suffered massive head
trauma along with abrasions on his body consistent with rolling on the road. On April 18, 2019, Officers received
several tips from concerned citizens regarding the incident and two different citizens identified a male whose
Facebook handle is "Tony Tokes" as someone who was in a vehicle that had struck the victim. Officers spoke in-
person to another citizen who indicated she had spoken to a male and female who were in a vehicle that struck
the victim. She identified the male as "Tony Tokes" and the Facebook photo from "Tony's" account was shown
to gang detectives who identified "Tony" as Anthony Borge. Officers contacted Anthony and brought to the
West Valley City Police station where, after being advised of his rights per Miranda, Anthony admitted he had
been in a truck with the victim and a female who was driving. He stated the victim jumped out of the moving
vehicle and fell to the ground and that the female driver then made a u-turn and purposely ran over the victim
with her truck. Anthony had no reasonable explanation as to why he had not contacted police from the time of
the incident at 2100 hrs on 04/16/19 to the time he was detained at 1700 hrs on 04/18/19. During his initial
disclosure Anthony told officers he had not been in the vehicle at the time of the incident and had been dropped
off. The crime being investigated based upon the evidence and statements gathered is criminal homicide, a 1st
degree felony.

The person would constitute a substantial danger to any other person or to the community, or is likely to flee the
jurisdiction of the court
Anthony is homeless and if he is released he is unlikely to stay within this jurisdiction.
