Two injured after being shot in vehicle on Hwy. 82

Victims were traveling eastbound in Starkville

Starkville Police Depart-
ment officers are investigating
an early Saturday morning
shooting on Highway 82 that
sent two victims to the hospital.
According to a department
press release, officers and Ok-
tibbeha County Sheriff’s Of-
fice deputies responded to the
reported shooting at 2:02 a.m.
Saturday on Highway 82, be-
tween Highways 25 and 389.
When officers arrived, they
found a vehicle off the road and
two male victims with apparent
gunshot wounds.
Police believe the victims
were driving through Starkville
on their way to their residence
in Columbus. According to the
release, the vehicle was east-
bound on Highway 82 before
being hit by multiple gunshots
and leaving the road.
SPD Public Information Offi-
cer Brandon Lovelady said the
incident remains under investi-
gation, and SPD is not yet ready
to release any possible suspect
descriptions or speak to possi-
ble motives for the shooting. He
added police do not currently
believe the shooting was a ran-
dom incident.
Lovelady said one victim
was airlifted from the scene to
North Mississippi Medical Cen-
ter in Tupelo, and the other was
sent to OCH Regional Medical
Center.
Oktibbeha County Emergen-
cy Medical Services Director
Michael Hunt said the victim at
OCH is in stable condition. He
said he was not sure of the oth-
er victim’s status.
Two other vehicle occupants
were unharmed, according to
the release.

Caledonia officials
met Monday evening
to go over plans to
light two of the four
soccer fields.
What they got in- Wiggins
stead was sticker shock, which may
again threaten to disrupt the town’s
plans for the soccer season.
With $175,000 available for the
lighting project, town officials be-
lieved there was sufficient money
to light two of the four fields in the
soccer complex, based on a pre-
liminary cost estimate by Calvert-
Spradling Engineers. But Monday,
an updated cost estimate has sent
the project back to the drawing
board.

Tomas Bradford was sentenced to
30 years in the Mississippi Department
of Corrections on Monday for a 2016
armed robbery and deadly shooting.
Bradford, 18, was charged with
armed robbery and second-degree mur-
der stemming from a March 4, 2016, in-
cident at Camelot Apartments. He plead-
ed guilty to the robbery charge and the
lesser charge of manslaughter on Mon-
day in Oktibbeha County Circuit Court.

indecent behavior.

sented by an attorney.
The girl was seen Friday
night outside a restaurant
in Aberdeen, Mississippi.
Investigators in Mississip-
pi say Latiolais picked her
up late Friday or early Sat-
urday and drove her more
than 350 miles to Ascen-
sion Parish. She was found

able for Mr. Anderson to
defend himself while he
was being robbed,” Amos
said. “Therefore that act
would constitute the un-
lawful killing of Decorian
Coleman.”
Lee, who has also been
charged with armed rob-
bery and second-degree
murder, pleaded guilty
to robbery in July 2018.
Amos said Lee hasn’t
been sentenced yet, but
the prosecution hopes to
resolve that during the
current court term.
As part of Bradford’s
plea deal, the state retired
a first-degree murder
charge against him for an
August 2017 shooting at
the Brooksville Garden
Apartments. In that case,
Bradford was charged
with shooting and killing
20-year-old Deontay M.
Rogers.
Sandford Knott, a Jack-
son attorney representing
Bradford, said his client
may be eligible for early
release on the manslaugh-
ter charge. Knott declined
to comment further on the
case, allowing Bradford’s
family to speak instead.
Emotions among Brad-
ford’s family ran high
after Monday’s court pro-
ceedings. His mother,
Theresa Bradford, said
she was dissatisfied with
the stiff sentence Howard
issued.
“There needs to be jus-
tice for Tomas,” she said.
“It’s a lose-lose situation.
He didn’t actually kill any-
one. I wish it would have
been a lighter sentence.”

where it is appropriate
to dress in “black face.”

hensive list, let’s talk
about to what degree
politicians connected to
black-face incidents in
college should be held
accountable. Slim Smith
In recent months,
there have been reports of various state politi-
cal figures who were members of fraternities or
clubs at a time when black-face photos were re-
corded for posterity in their college yearbooks.
To date, none of the politicians have been
personally captured in black-face in the images,
but their friends and associates were. Guilt by
association? You could make the argument that,
at the very least, these officials did not appear
offended by it at the time. It’s the “company
you keep” argument and cannot be dismissed
entirely. Does it reveal something about these
people’s character or their private beliefs? Is
it part of a pattern? Or just an isolated, unfor-
tunate incident that the person had no control
over and may not have even been aware of?
In an email from a reader, the case was made
that its unfair to criticize people “outside their
time.”
The reader pointed out the example of Ste-
phen Foster, writing:
“He died in poverty at age 37 but not before
he had written over 200 songs. He was 100
percent American, the greatest of American
musicians.
“Do you realize when he was on stage, he
was in black face? His songs were written in
Negro dialect. His song “The Old Folks at
Home” was written about slaves longing to
return home.
“So, are we smart, self-righteous modern
people supposed to ban Stephen Foster’s songs?
Really?”
Although I am not aware of any movement
to ban Foster songs — what would the Ken-
tucky Derby be without the playing of “My
Old Kentucky Home”? — the reader raises a
defense that often accompanys criticism of our
ancestors.
The thinking goes that it is unfair to judge a
person of an earlier era by the standards of to-
day. There’s some truth to that, of course. Even
the most enlightened people of earlier times,
would be judged, in some respects ignorant,
bigoted and wrong-headed today.
But in choosing Foster, I believe the writer
may have chosen a poor example by which to
make his case.
Considered in the context of his time, what
we can discern of Foster from the historical
record strongly indicates his use of black-face
differed significantly from the common usage.
His music certainly suggests as much. The
lyrics, although written in the black dialect,
touch on themes common to all - love of home
and family, a nostalgic yearning for the past, an
appreciation of the natural beauty around him.
Understanding that, could it be that Foster,
who died in 1864, was making a larger point
in his music? Is Foster making the point that
the sentiments expressed are human qualities
shared by all, even blacks - something that
seems obvious today, but was far from accepted
in Foster’s time.
But what of black-face?
It’s important to remember that in Foster’s
time, blacks were not permitted to perform be-
fore white audiences. There are no photographs
of Foster in black-face, so we do not know if his
make-up was presented to make a black man’s
features comically exaggerated. Although it
is speculation, when you consider the nature
of Foster’s “black” lyrics, it’s reasonable to
suggest that his use of black-face may not have
been the caricature we typically associate with
black face.
Now, compare Foster’s use of black face to
the far more common use of it.
Overwhelmingly, black face and the accom-
panying “minstrel” music were used as a device
to mock, humiliate, dehumanize and caricatur-
ize black people. It was just as abhorrent then
as it is today. Human decency — or the lack of
it - transcends time periods. What’s wrong is
wrong, whether it happened in 1880 or 1980 or
today.
As we consider the current state politicians
who have been connected to the use of black
face, there is no “context of their time” argu-
ment to be made.
That this practice persisted in some of our
colleges more than 20 years after the Civil
Rights movement changed the racial landscape
is something we should all regret and never
seek to rationalize or defend.

on criminal justice reform

that has since been signed
into law.
The legislature has
just passed another
bill designed to tackle
Mississippi’s sky-high
incarceration rate.
How high is it?
England and France,
which have about the Wyatt Emmerich
same standard of living
as Mississippi, have one-
tenth the incarceration rate as our
state. Indeed, Mississippi has one
of the highest incarceration rates in
the world.
Like a lot of Mississippians, my
approach to crime has been simple
— just lock them up. That’ll learn
‘em. But like a lot of things in life, it’s Koch brothers’ Americans For

For one thing, low pay for guards
has created a broken prison sys-
tem in which criminal gangs have
infiltrated our prisons, running the
contraband concession as a profit

Gangs operate both in and out of
prison. To survive in prison, gang
membership is a necessi-

ans are locked up in local, state and
federal facilities. That’s a four-fold
increase over the last 30 years.
So why does America, and
Mississippi, lock up so many people
compared to Europe and the rest
of the world? Study after study has
shown that America embraces a
punitive approach while Europe
embraces a rehabilitative approach.
America spends $9 on incarceration

In Europe, prison sentences are

Our nation’s unique history is a

nous people. Slavery was critical to
the southern economy. Guns, whips
and chains are part of our culture.
Unfortunately, our punitive
approach has created a permanent-
ly disconnected underclass. That
breeds crime.
Times change. Technology and
better communication can be an
engine of progress. Public policy
research is more readily available.
Bad policy is more quickly exposed.

better equipped to move
forward. Voters follow
their lead. That’s what’s
happening.
About five years ago a
new think tank emerged:
FWD.us, funded by Bill
Gates, Mark Zuckerberg
and a dozen or more
super rich finance and
tech titans. FWD.us has
feet on the ground in
Mississippi. Staffers are
actively working with
state legislators to make reform a
reality.
It’s an amazing coalition of both
the left and the right, national and
local. Not only is the ACLU and the
Southern Poverty Law Center on
board, but also the conservative
Prosperity, Mississippi’s Center for
Public Policy, Empower Mississippi
and Clergy for Prison Reform.
Then there are individual crusad-
ers like Christina Dent. Check out
her podcasts. Her new nonprofit End
It For Good deserves support. She is
one of the most thoughtful and per-
suasive speakers I have ever heard.
FWD.us targeted four states for
reform: Mississippi, Arizona and
Oklahoma for its high rate of incar-
ceration and New York for its sheer
number of prisoners.
The first step was political: FWD.
us commissioned a comprehensive
poll revealing widespread discontent
with our criminal justice system.
Eighty percent of Mississippi
believe it is important to “reduce
the number of people who are in jail
or prison.” By a two to one margin,
Mississippians believe incarceration
increases crime.
The poll was necessary to battle
the knee jerk lock ‘em up reaction
of the typical state legislator. For
seen as soft on crime. Penalties were
heaped on penalties. Non-violent
offenders began serving huge sen-
parole violations and drug addiction.
Finally, so many average Mississip-
pians were affected through friends
and extended family that opinion
changed.
As a columnist, I keep hearing
horror stories. Last week a dis-
traught mother, Lisa Moore, came
to the Sun. Her 19-year-old ADHD
son was sentenced to 50 years for
breaking into cars. He will serve a
minimum of 12 years before he gets
parole. That’s nuts.
One lady was sentenced to five
years without parole for one pill box
of opioids. Three thousand Mis-
sissippians are in jail for technical
violations such as not showing up for
hearings, driving with suspended

licenses, not paying fines and failing
drug tests. So it goes.
Mentally ill and addicts are sent
to prison instead of treatment,
making their already challenging
conditions infinitely worse.
In the early 1990s, I was co-chair-
man of the Metro Jackson Crime
Commission with Wirt Yerger. The
crack epidemic was raging, the
crime rate was skyrocketing and
we cried out for more incarceration
and got it. I was co-chairman of
Gov. Kirk Fordice’s commission for
criminal justice reform. We passed
sweeping new laws bolstering vic-
tims rights. My anti-crime creden-
tials are impeccable.
But over the years I have learned
that it is much more complicated. Re-
search is finding better solutions.
It is beyond the scope of this
column to write about all the details
of how House Bill 1352 addresses
reform. It’s a lengthy bill. As voters,
we should encourage our representa-
tives to keep moving forward.
The FWD.us gurus, other think
tank experts and the conferees
are aware of the touch points. For
example, people who are in minor
trouble with the law are not very
organized. Yet the legal
system requires them to
jump through all sorts of
hoops under the threat of
imprisonment. Reducing
these hoops will lower
the incarceration rate.
Our current system is designed for
failure and imprisonment. We need
a reality-based system that gets
people in crisis back on track, not
stuck in jail.
One example is suspending
drivers licenses for minor drug pos-
session and failure to pay fines. You
can’t function in Mississippi without
a car, so people drive anyway, get
caught and go to jail, setting them
down a vicious spiral alienation,
resentment and destruction.
Make no mistake: Law abiding
citizens need to be protected from
truly violent, incorrigible criminals.
But our incarceration of the non-vi-
olent depletes our resources to fight
those genuine threats to public
safety.
This is not a new story. God gave
Moses a lot of laws but we couldn’t
help but break them. The wages of
sin was death. It got so bad God was
about to wipe away humankind.
God came up with a new plan.
Christ came to earth, ushering in a
new covenant based on grace, faith,
forgiveness and redemption. Only
then did mankind begin its slow
climb out of barbarity.
For a state that overwhelmingly
professes Jesus as our King, we sure
have an Old Testament criminal jus-
tice system. It didn’t work very well
for God. It’s not working very well
for Mississippi.

athletic careers Monday.
Guard Hannah White inked her com-
mitment to Alabama State while team-
mates Berniya Hardin, Deryona Smith
and Jatyler Turner committed to Meridi-

“It feels great that we can all go on a
scholarship and be able to go to school
for free and all the hard work finally paid
off,” White said. “It really feels good.”

once more Tuesday as the No. 9
Bulldogs and No. 19 Rebels will
meet in a battle for the Gover-
nor’s Cup in Pearl.
For MSU coach Chris Lem-
onis, this will be his first time
competing against the Rebels in
a maroon-and-white uniform.
“It means a little bit more
when you’re playing Ole Miss,”
Lemonis said. “And our kids will
be ready to play.”
After being swept by Arkan-
sas on the road this past week-
end, MSU is in desperate need of
Southeastern Conference wins.
The Bulldogs now sit tied for
fourth in the SEC West at 10-8
with Ole Miss and Auburn. Ar-

Starkville pitcher hits the strike zone

Starkville head baseball coach
Luke Adkins could only look on in
dismay.
On the heels of a 1-0 loss to Her-
nando in the opening round of the
Mississippi High School Activi-
ties Association playoffs Saturday,
there were plenty of missed oppor-
tunities.
In the batter’s box, the Yellow
Jackets left a runner on second in
four of the seven innings.
More pressing was the wasted
performance of his starter junior
left-hander Jack Perry.
In six innings of work, Perry
pounded the strike zone with a
combination of fastballs, changeups
and breaking balls.
“He had all three (pitches) work-
ing in the zone last night,” Starkville
coach Luke Adkins said Sunday.
Needing just 82 pitches, Perry
gave up just three hits and one un-
earned run while striking out nine.
Based on that performance, Per-
ry wins the Dispatch High School
Player of the Week.
Prepping for the playoff start, he
tweaked his fastball in the bullpen
pregame. Perry found he had was
throwing the pitch with more sink
after fussing with a new grip.
“As soon as I stepped on the
mound I could tell I was locked in,”
he said. “I was ready go. And then
once I threw that first pitch I just
kind of got in that rhythm and never
really got out of it.”
Monday, Starkville’s season
came to a close with an 11-1, six-in-
ning defeat in game two against
Hernando at home.
Like Saturday, there were
missed chances. Perry was 0-for-2
and the plate and reached base on
an error.
Yet in a loss such as Monday’s, it
magnified his game one brilliance.
“I just love the way he brings his
lunch pail with him every day,” Ad-
kins said. “He’s a really high char-
acter kid. He’d definitely be a fox-
hole kind of guy.”
The Yellow Jackets finished the
season at 11-15 in Adkins’ first year
at the helm.
Following the loss, Perry reflect-
ed on the season.
“Coach was talking to us after
the game and he came in and he
told us that at the start of the year
we only had two or three guys that
had any experience so we’re really

pull the trigger on signing
a transfer player, it would
be a forward or a center,
and possibly a Perry re-

“Obviously, a big key
for us, in terms of bigs,
is what does Reggie end
up doing?” Howland said

think it makes us a whole
lot better than if he stays

McCowan, Peters win MSU Athlete of the Year honors

Accompanied by a maroon
carpet with live music and
glamourous attire of dresses
and suits, Mississippi State
athletes were honored Monday
night at the second annual Ma-
roon & White Night at The Mill
Conference Center.
With all 16 sports being
represented, MSU recognized
those who had earned All-Amer-
ican and All-SEC accolades and
outstanding achievements in
the classroom and community.
Other awards given were Ath-
letes of the Year, Coaches of the
Year, Moments of the Year and
the Newsom Awards.
Teaira McCowan (wom-
en’s basketball) and Anderson
Peters (track and field) were
named female and male ath-
letes of the year, respectively.
After earning First Team
All-America honors from six
different publications and lead-
ing the Bulldogs to their first
SEC Tournament crown, Mc-
Cowan was a member of the
winningest class in MSU histo-
ry (132 games) that made it to
the NCAA Elite Eight in each of
the last three years. She broke
MSU career records for games
played (149), double-doubles
(70) and rebounds (1,502). She
was the third overall pick in the
WNBA Draft.
Anderson Peters, the Gre-
nadian national record hold-
er in the javelin, currently is
No. 3 spot in the world with a
school-record throw of 86.07m
(282-4), which ranks third
in collegiate history. On the
NCAA leaderboard he holds an
8.53m (28-0) edge over team-
mate Curtis Thompson and a
10.74m (35-3) advantage over
the next-highest collegiate
thrower. His mark of 82.82m
(271-8) at the NCAA Outdoor
Championships last year was
an NCAA meet record and
broke the MSU freshman re-
cord. Peters holds 11 of the top
25 throws in collegiate history.
