Bulk Fuels Facility
SAF/IE Update

Mr. Mark Correll, SAF/IEE

17 April 2019

1
What Did the Air Force Promise?

June 2014 Commitments April 2019 Update

 Ensure drinking water wells  No fuel-leak related
are never contaminated constituents have been
 Stop/collapse EDB plume detected in sentinel or
drinking water wells
 Bring contaminants of
concern below regulatory  The pump and treat interim
standards measure (IM) for the EDB
plume north of Ridgecrest
Dr. is showing significant
progress
 The fuel leak source area is
still in the investigation and
treatment pilot stage

Integrity - Service - Excellence 2

Ensure drinking water wells
remain protected
 Drinking water wells are sampled monthly
 There are 159 active wells in the monitoring network
 Twenty four sentinel wells, which are located between
the plume and the drinking water wells, are sampled
quarterly

Integrity - Service - Excellence 3

Expanded Monitoring Network

 Response to the 2016-2017

water table rise included:
 15 new wells installed (9
coring project; 6 data gap
project)
 12 existing wells added
 8 existing wells with < 5 feet
of submergence
 Total of 43 functional water
table wells
 2016-17 water table rise did
not affect the plume footprint
 New deep sentinel well will be
installed in 2019

Integrity - Service - Excellence 4

EDB Interim Measure Progress
Plume is Collapsing

Integrity - Service - Excellence 5

EDB Interim Measure Progress
Gallons Treated
 Effluent continues to be non-detect for all fuel
constituents and meets all Safe Drinking Water Act
requirements
 To date, over 615 million gallons of groundwater have
been treated and 113 grams of EDB have been removed

Integrity - Service - Excellence 6

EDB Interim Measure Progress
Reduction in EDB Mass
 86 % EDB mass
reduction within
Target Capture Zone
(TCZ) “blue line”
 TCZ is EDB ≥ 0.05 ug/l
north of Ridgecrest Dr.
 Decreases in EDB
largely from the IM
 Mass removal from
treatment plant shown
on “black line”

Integrity - Service - Excellence 7

Source Area
IMs and Pilot Tests
 EDB in-situ biodegradation pilot test
 The four-phase pilot was designed to evaluate the use of in situ
biostimulation to enhance anaerobic EDB biodegradation (i.e.: will adding
food get the naturally occurring bacteria to eat EDB?)
 The pilot showed promising results; greater than 99.9% reduction in EDB
concentrations, well below the 0.05 ug/l cleanup level
 An interim report will be submitted to NMED by May 1, 2019
 Bioventing Pilot Test
 This pilot picks up where the SVE IM left off
 This pilot will deliver oxygen and moisture to soil bacteria desiccated by 12
years of SVE
 This pilot test will run from APR through OCT 2019
 The summary report is due to NMED on 31 JAN 2020

Integrity - Service - Excellence 8

Source Area
Vadose Zone Coring
 Over 3,500 linear feet of
cores and 300 samples
were collected from 11
locations
 Nine cores were
converted to 2-well
groundwater monitoring
nests
 Two cores were
converted to 6-well
vapor monitoring nests

Integrity - Service - Excellence 9

Additional Accomplishments
Community Outreach
 Community Outreach
 Kirtland AFB’s Resource Conservation and Recovery Act (RCRA) Permit
requires two annual public meetings for all Base cleanup projects. The BFF
team:
 Holds three annual public meetings
 Monthly stakeholder meetings
 Annual International District Fair
 Speaking to classes at UNM and CNM
 Science on Tap
 Field trips, open houses and technical “deep dives”
 Over 80 tours of the groundwater treatment plant
 Updates for neighborhood associations and other community groups
 Briefings for state, local and federal elected officials

Integrity - Service - Excellence 10

Way Ahead

 2019
 NPDES permit will be issued by EPA, anticipated for 2019
 Bioventing pilot test will be implemented
 Shallow soil vapor data will be collected and evaluated
 2020
 Second injection well will be completed under DP-1839
 Site investigation phase will be completed when coring report is approved by
NMED and the Phase II RFI Report and updated risk assessment will be
submitted
 2021 (*estimated)
 NMED will approve the Phase II RFI Report and updated risk assessment
(note: NMED has 360 days to review an RFI report)
 CME will begin upon NMED’s approval of Phase II RFI Report and updated
risk assessment
