Planning Commission to discuss 250-unit residential project proposal at April 30 meeting

proposal consisting of 250 units,
including 38 below-market-rate
ones, will be reviewed by the
Planning Commission Tuesday,
April 30.
Developer Windy Hill is required
to construct 38 below-market-rate
units because of the city’s inclu-
sionary housing ordinance, which
requires 15% of units in a multi-
family building to be affordable.
The four-story, 224,000 square
foot proposal known as “Artisan
Crossing” features a 1,352-square-
foot “flex” space on the ground
level for art classes. It will be run
by Community School of Music
and Arts rent-free.
The apartment building includes
140 one-bedroom units, 67 stu-
dios and 43 two-bedroom units.
Additional amenities include a fit-
ness area, pet spa and bike kitchen
and a 2,150-square-foot interior
lobby space can be used for com-
munity events.
An underground parking garage
can accommodate 258 cars and
there are 216 long-term bike park-
ing spaces — well above the
requirement — and 14 electric
vehicle-recharging spaces.
The project site is comprised of
five properties at and around 1325
Old County Road between Harbor
Boulevard and Ralston Avenue to
be consolidated into a single par-
cel. The site is currently developed
with a mix of commercial and resi-
dential buildings ranging from
one to two stories. Surrounding
the project site is a deli, storage
facility and auto body shop, to
name a few nearby businesses.
Windy Hill is also proposing
streetscape upgrades, including a
4, 031-square-foot public plaza
area with a seat wall, deck for gath-
erings and public art exhibit,
wider sidewalks, corner bulb-outs,
street trees and bike lanes.

Street and Ralston Avenue for
which Windy Hill will pay traffic
mitigation fees, according to a

Redwood City gets two development proposals Police reports

A couple of Redwood City housing propos-
als collectively totaling more than 100 units
— with almost half of those being below
market rate — were submitted to the city in
recent weeks.
Developer Greystar on April 5 submitted
plans for a six-story development consist-
ing of 38 below-market-rate units at 1304 El
Camino Real, which is home to a now-closed
auto body shop. The project is an offsite
component of Greystar’s South Main Mixed-
Use proposal at 1601 El Camino Real and it’s
being proposed to help satisfy that develop-
ment’s affordable housing requirements.
The city also received a 68-townhome pro-
posal at 1125 Arguello St. from developer
Warmington Residential late last month and
10 of those units are listed as “moderate
affordable” units, which means they’re avail-
able to those earning 120 percent of area
median income.
A single person making $99,450 a year or
a family of four earning $142,100 annually
would qualify for those units, while “low
income” units are for single people making
$82,000 a year, for example, or a family of
four bringing in $117,400 a year.
The townhome development proposal at
the corner of Arguello Street and Whipple
Avenue encompasses 10 buildings with a
max height of three stories, or 40 feet, and
there will be 161 parking spaces, 23 of
which will be available to the public. The
site is currently home to an A-1 Rental
Center and boxing gym, which will both be
demolished to make way for the townhomes,
said Associate Planning Apollo Rojas,
adding that the first hearing for the proposal

is likely a few months out.
Greystar’s 38-unit affordable development
will be processed concurrently with the
South Main mixed-used project, city spokes-
woman Meghan Horrigan said. That propos-
al was delivered to the city at the beginning
of 2018 and includes a total of 252 residen-
tial units for rent, 550,143 square feet of
office space, 27,737 square feet of retail,
1,601 parking spaces plus an 8,563 square-
foot childcare center. The plans were since
revised to include a family-friendly retail use
and additional pedestrian connection and
were resubmitted in January of this year.
In total, there are 97 below-market-rate
units associated with the South Main mixed-

use development, including 22 replacement
units if Greystar purchases and redevelops a
city-owned property at 1306 Main St. Those
units aside, the project is offering a net
increase of 76 below-market-rate units, both
offsite and onsite, including 38 units at the
very low income level, 38 at the low income
level and 21 at the moderate level.
Horrigan said next steps for the proposal
are environmental and design review, includ-
ing a Planning Commission hearing, and the
project will likely go before the
Architectural Advisory Committee, Historic
Resources Advisory Committee and
Complete Streets Advisory Committee this
summer.

Carey School expansion plans move ahead

Whether plans to construct a new class-
room building at the Carey School in San
Mateo adequately address concerns about
traffic congestion and parking near the ele-
mentary school was a focus for the San
Mateo Planning Commission as it recom-
mended a proposal to expand the school to
the City Council Tuesday.
Commissioners voted 4-1 with Vice Chair
Mike Etheridge voting against the proposal
to demolish a one-story wing of an existing
classroom and build a two-story addition to
the building. The proposed changes would
allow the school enrollment to increase by
nine students to a total of 258 students and
increase the staff size by five for a total of
52 full-time employees. Duncan Lyon, head
of the school, explained previously that
demand for the school and its afterschool
care has remained high in recent years, and
the proposed expansion is aimed at making
way for classrooms for the school’s first-
and second-grades, as well as meeting,
office and multi-purpose space.

congestion in the neighborhoods near the

Having lived on 22nd Avenue for more
than 40 years, Jennie Klenow, acknowledged
the benefits of the school expansion but
attested to the traffic congestion near the
school in the mornings and afternoons as
well as the challenges with parking in the
neighborhood during pickups and dropoffs.
Klenow added the issues with traffic conges-
tion are compounded by the congestion gen-
erated by nearby Serra High School at 451 W.

and San Diego, Anderson said.

Commissioners also opted to amend a

of changes to its calendar to residents with-

Though Etheridge acknowledged the qual-
ity of the school, he emphasized the com-
mission’s role in ensuring residents are
protected from negative impacts stemming
from the school use, adding he didn’t think
the plans included sufficient changes to
mitigate them.
“It’s an excellent school there’s no doubt
about that,” he said. “I don’t believe that
there is a benefit to the community of
increasing the enrollment.”
Sheriff’s investigators were called about
11:20 a.m. on the report of the body in the
water near the Ritz Carlton in Half Moon
Bay hotel. Detectives, as well as the San
Mateo County Coroner’s Office, responded
to the scene.
The coroner’s office will publicly identify
the man once family has been notified, the
sheriff’s office said.
No other information was immediately
available late Sunday afternoon; an update
is expected this evening.

man fled the scene of a shooting that killed
a woman inside a Southern California syna-
gogue, a wounded Rabbi Yisroel Goldstein
wrapped his bloodied hand in a prayer shawl
and addressed the panicked congregation,
vowing to stay strong in the face of yet
another deadly attack in a house of worship.
“We are a Jewish nation that will stand
tall. We will not let anyone take us down.
Terrorism like this will not take us down,”
Goldstein recalled telling his congregants
after the gunfire erupted Saturday at Chabad
of Poway.
Congregant Lori Kaye, 60, was killed in
the shooting, which injured Goldstein, 8-
year-old Noya Dahan and her 34-year-old
uncle, Almog Peretz, authorities said. Hours

after bursting into the synagogue north of
San Diego and opening fire as about 100
people were worshipping inside.
Earnest, who had no previous contact
with law enforcement, may face a hate
crime in addition to homicide when he’s

arraigned later this week, San Diego
County Sheriff William Gore said. He was
being held without bail, and it was unclear
if he had an attorney. Police searched
Earnest’s house and said he was also being
investigated in connection with an arson
attack on a mosque in nearby Escondido,
California, on March 24.
The 8-year-old victim said she had just
finished praying and was getting ready to
go play with other children when gunshots
rang out. Her uncle rushed her and the other
children outside, the girl said.
Her leg was bleeding but doctors told her
she didn’t need surgery, she said.
“I was really, really scared,” she said. “I
didn’t see my dad. I thought he was dead.”
Her father, 32-year-old Israel Dahan, said
he flipped over a folding table as soon as he
saw the man enter carrying a long rifle.
Then he rushed to get two of his other chil-
dren to safety.
There were indications an AR-type assault
weapon might have malfunctioned after the
gunman fired numerous rounds inside, Gore
said. An off-duty Border Patrol agent work-
ing as a security guard fired at the shooter as
he fled, missing him but striking his get-
away vehicle, the sheriff said.
Shortly after fleeing, Earnest called 911
to report the shooting, San Diego Police
Chief David Nisleit said. When an officer
reached him on a roadway, “the suspect
pulled over, jumped out of his car with his
hands up and was immediately taken into
custody,” he said.
Goldstein described Kaye as a “pioneer-
ing, founding member” of the congregation
and said he was “heartbroken” by her death.
“Lori took the bullet for all of his,” the
rabbi said. “She didn’t deserve to die.”
He said that Kaye’s physician husband
was called to tend to a wounded worshipper
and fainted when he realized it was his wife.

McConnell, Washington’s odd couple, have a
limited set of mutual legislative interests in a
capital beset by dysfunction and awash in
presidential politics.
But automatic spending cuts, the legacy of
a budget breakdown eight years ago, are
bringing the power duo together to see if a
deal can be made.
At stake are tens of billions of dollars for
military and domestic programs, money that
brings together a broad spectrum of lawmak-
ers, including pragmatists hoping to see the
Capitol function.

Yet across Iowa, there’s palpable anxiety
among some Democratic women about nom-
inating a female candidate to face off
against President Donald Trump next year.
“I want to be for a woman, but it’s just
hard when you see a lot of other people not
supporting women yet. I feel that America’s
just not there yet,” said Wendy McVey, a 20-
year-old junior at Iowa State University who
is most interested in Beto O’Rourke, a for-
mer Texas congressman.
And it’s not just Iowa.

concerns are political and personal, rooted

Women are among the party’s most ener-
gized and engaged voters, accounting for
more than half the electorate in the 2018
midterms. Democrats sent a historic number
of women to Congress last year and have a
record number of women running for presi-
dent, including Sens. Kamala Harris of
California, Elizabeth Warren of
Massachusetts, Amy Klobuchar of
Minnesota and Kirsten Gillibrand of New

on Mueller in doubt amid dispute
WASHINGTON — The Justice Department has informed
the House Judiciary Committee that Attorney General
William Barr may not attend a Thursday hearing to review
special counsel Robert Mueller’s report
due to objections over the panel’s for-
mat, according to a Democratic senior
committee aide.

panel’s plans to allow the committee’s
counsels from both sides to question Barr
after the traditional round of questioning
by members. Justice officials also told
William Barr the committee that they are opposed to

Superintendent Joan Rosas shared a similar perspective in
a prepared statement.
“The district’s Board of Trustees and administration are
happy to report that major work is underway for all four
Measure X Phase I projects,” she said. “Given the high con-
struction cost environment, especially in the Bay Area in
recent years, reaching this point is a major milestone.”
Most recently, board members in March approved con-
struction bids for a new gym at Bayside Academy and a new
gym and classrooms at Abbott Middle School. Initial con-
struction is underway and the two-story Abbott project
should be ready for students by July 2020, while the Bayside
gym should be prepared for occupancy April 2020, accord-
ing to a district report.

lagging behind the other two similar developments, due pri-

Financing for the new campus as well as gyms and class-
rooms is offered through the $148 million Measure X bond,
which must also address a variety of construction projects in
a second phase of construction.
Should a contractor be identified within the project budg-
et, Watkins said she expects Foster City elementary school
construction could start in July with an anticipated comple-
tion in fall 2020.
As district administrators review offers from builders for
the new school, Watkins said officials are simultaneously

Police: 7 shot, 1 fatally, in latest Baltimore violence
BALTIMORE — A gunman fired indiscriminately into a
crowd where people were gathered for cookouts on a street in
Baltimore, wounding seven people including one of them
fatally, the city’s police commissioner said.
Authorities said the shooting happened around 5 p.m. on a
block in the city’s western district.
Police Commissioner Michael Harrison said a black male
approached a crowd on foot and began firing in what he called
“a very tragic, very cowardly shooting.”
Harrison said the shooting appeared to be “extremely target-
ed” but he did not immediately elaborate on a possible motive.
The commissioner said there were two cookouts occurring
on opposite sides of the street at the time, and that shell cas-
ings were found in two different locations, indicating that
there may have been a second gunman, or someone firing back
at the first shooter, who fled on foot.

departure from previously tumultuous encounters, most
notably when Councilman Herb Perez sued the district to
block the new school’s construction.
Perez alleged a previous district arrangement with the
Charter Square property owner obscured the open bidding
process by agreeing to allow the former land owner to also

Following a lawsuit settlement, the school construction
deal fell apart, and district officials last year agreed to pur-
chase the former shopping center land separately and strike
out on their own to find a new builder.
Since then, Watkins said designs for the new school have
been completed and hope is building among officials to find
a construction company able to develop the new campus
within the budget identified.
To that end, Watkins said officials were heartened to find
most of the previous gym and classroom bids were within an
acceptable range, which is encouraging for those examining
campus construction prices.
But as the cost of building continues to increase across the
Peninsula, Watkins shared measured confidence that the new
school price tag would be affordable for the district.
“We won’t know for sure until we get the bids in, but we are
approaching it with optimism,” she said.

Protecting LGBTQ workers
The New York Times
Title VII of the Civil Rights Act of
1964 makes it illegal for employers to
discriminate on the basis of a person's
sex. On Monday, the Supreme Court
agreed to address whether gay and
transgender workers are covered by the
landmark provision, in a trio of cases
— two concluding that federal law pro-
tects such employees, and one resolv-
ing that it doesn't.
The cases open the door for the jus-
tices to settle the issue for the whole
nation. The cases are expected to be
decided by the summer of 2020 — that
is, in the heat of the presidential cam-
paign, when voters will be judging
candidates in part on where they stand
on gay and transgender rights. That
will make this a political issue, to be
sure, but there is significantly more at
stake for individual workers.

land for senior housing
Editor,
I want to express my appreciation to
the Daily Journal for printing the let-
ter written by clergy to the Peninsula
Health Care District board (April 24
issue). It helped bring attention to an
important issue regarding the appro-
priate use of public land and the need
for affordable housing for our seniors.
As the clergy letter said, alternatives
to market-rate housing should be
explored for the land under PHCD
jurisdiction at the north end of
Burlingame. Here in Foster City,
MidPen Housing has created a beauti-
ful development with 66 units of
affordable senior housing, and it was
able to do it on only a half-acre of land
of city-owned property.
I was the mayor that year and was
proud of my colleagues as we all
agreed this was an important issue in
our city. The development is referred
to as Alma Point and is a source of
great pride to Foster City. I encourage
the PHCD board to look into this
model and to make a priority of build-
ing affordable housing on this land.

Congress never intended to extend pro-
tections to gay workers. That much
may be true; the law as written makes
no mention of sexual orientation or
transgender status. Which could also
explain a separate brief filed in
October, in which the department told
the Supreme Court that Title VII, as
lawmakers wrote it, "does not apply to
discrimination against an individual
based on his or her gender identity."
With the passage of time, however, a
number of courts, including the
Supreme Court, have interpreted the
prohibition against sex discrimination
generously. Over the past 55 years,
thanks to that forward-looking reading
of the law, Title VII has addressed
harms that Congress never foresaw,
such as forbidding sexual harassment
and gender stereotyping.

state Sen. Scott Wiener, D-San
Francisco, Senate Bill 50, that takes
control of new housing laws from
individual cities.
Though the bill was modified some-
what, according to the news story,
there was no mention of specifics.
And one particular specific that I have
not seen discussed during the lengthy
talk of this bill is in regard to parking
spaces per unit which may be severely
limited, legally, by the passage of this
bill.
SB 50 states that if a large housing
development is planned for within a
short distance of transportation the
developer may limit parking spaces
for the residents. Obviously this loop-
hole suggests people will not own as
many cars if they take public trans-
portation. This is preposterous think-
ing! There are far too many cars parked
on the streets already.
SB 50 will now make it legal to
allow hundreds of new residents of
planned housing projects to overload
Peninsula cities with their cars, not
only driving them but parking them
now as well. It will be the law as city
councils and city planners stand by —
helpless.

Relying on some of those precedents
— and the guidance of the E.E.O.C.,
which in recent years has extended the
reach of Title VII to lesbian, gay and
transgender employees — modern-day
courts have also begun to reconsider
their prior decisions on such rights in
the workplace, expanding the reach of
the law.
As Justice Antonin Scalia wrote in a
unanimous 1998 ruling in favor of a
male worker who was subject to same-
sex harassment, "statutory prohibi-
tions often go beyond the principal
evil to cover reasonably comparable
evils, and it is ultimately the provi-
sions of our laws rather than the princi-
pal concerns of our legislators by
which we are governed."
So Congress may not have the last
word on this matter. What's more,
absent direct action from lawmakers,
the Supreme Court would be wise to
keep the current progress of the law in
place — and not undermine its own
prior cases that helped make the
American workplace more welcoming
and inclusive to all.
“On Liberty” was the defining treatise
on the subject. Mill wrote about the
democratic conundrum in which a
tyrannical majority oppresses a few.
Mr. Olbert describes how local com-
munities set building rules.
Developers are allowed to build any-
thing as long as those rules are fol-
lowed because of liberty. For Mr.
Olbert, rules protect a community
from the arbitrary tyranny of develop-
ers.
Mill had only one criterion for when
a person’s liberty might be curtailed:
“to prevent harm to others. ” The
Black Mountain properties, at 23.5
acres, represent the largest undevel-
oped site in San Carlos. As we debate
issues of liberty, developers are nego-
tiating behind closed doors on how to
maximize their profits by connecting
or not connecting neighborhoods,
investigating how to exploit the zon-
ing rules they have helped write, and
try to divide neighbors in order to
advance their agenda. The current plan
is to build excessively tall townhomes
in strange configurations. Little
thought is being given on how to best
integrate these homes into the estab-
lished community. The negative
impact will be felt across San Carlos
as parks, open spaces, and other civic
areas fail to accommodate the demand
of hundreds of new residents and their
cars.
I hope that Peninsula residents
demand true liberty: development that
minimizes harm to our established
communities. Rethink Black

Charter schools
and the census
A
lbert Shanker, president of the American
Federation of Teachers, embraced the concept of
charter schools in 1988, when he called for the
reform of the public schools by establishing “charter
schools” or “schools of choice.”
The new furor over charter
schools makes me sad. Before
condemning charters, it would be
wise to find out why and when
they started. They started as an
alternative to vouchers. In 1993
and 2000, there were initiatives
on the California ballot to pro-
vide state funds for vouchers
which could be used in non-pub-
lic schools. Vouchers were a real
threat to funding, at a time after
Proposition 13 when schools
were suffering financially. The
teachers’ union supported charters as a safer alternative than
vouchers. The state approved them in 1992.
Even though the first charter school in California was
opened in San Carlos, a successful and popular school dis-
trict, nationwide charters spread to metropolitan areas of low-
income residents, failing schools and failing students. The
second California charter opened in Oakland in 1993 in the
Fruitvale neighborhood. Today, 30% of Oakland students
attend charter schools. Los Angeles also has the highest num-
ber of students enrolled in charters in the state. These two
school districts recently were the target of teacher strikes
demanding, among other things, a lid on charters.
Charters offer parents a choice, available to people of
means, of having their children enrolled in a school where aca-
demic achievement is key, and staff is not limited by union
seniority rules. Charter schools are publicly funded but private-
ly run K-12 schools that are tuition-free. They are considered
part of the public school system, although not subject to
some of the rules and oversight of traditional schools. In
California, that means they are not subject to collective bar-
gaining or some restrictions of the state education code.
In Washington, D.C., many in the community had family
and friends employed in the school district. Some were not
the best teachers but they were protected by union contract
provisions which made it difficult to lay off incompetent
staff. So when charters arrived and some poor performing
schools closed, the threat of job losses outweighed consid-
erations of whether their children were getting a better edu-
cation. When an aggressive superintendent shut down many
schools, the community rebelled and had her fired. New
York City and Chicago have faced similar issues of closure
of failing schools sometimes replaced by new charters and
a rebellious community.
Unions and some communities are not the only oppo-
nents of charters. Some school districts feel charters threat-
en their financing because state funding is based per pupil.
With significantly fewer students, costs for administration
and buildings remain the same. And more recently this has
become a political battle with many Democratic office
holders turning anti-charter. It is well known that one can-
not become state superintendent of public instruction with-
out the support of the California Teachers Association, one
of the most powerful forces in Sacramento. Marshall Tuck,
a supporter of charters and other reform efforts, has twice
run and narrowly lost his race to become state superintend-
ent because of fierce lobbying by CTA in support of his
successful opponents.
The California Legislature is now debating tougher over-
sight on charters and limits on the number of new ones. In
some cases this may be appropriate (Private charters are no
longer allowed to be part of the public school system).
Let’s hope the Legislature makes students their highest pri-
ority when considering these issues.

It is expected the 2020 census will add a new question,
“are you a citizen of the United States?” If that happens, it
is expected that many legal and undocumented residents
will not participate. The change will influence politics, the
amount of revenue a state receives from the federal govern-
ment and party representation in congressional districts.
The losers are California, Arizona, New Mexico and Texas;
urban areas and Democrats. The winners are Republicans,
rural areas and those states which have a limited number of
recent immigrants.
This is a wake-up call for the Democratic party and its
candidates. It is more important than ever for the party to
win back the support of Reagan Democrats and to maintain
the congressional wins they made in the mid-terms. That
means steering a more moderate course and one that appeals
to independents as well as young voters in non-coastal
areas. And minority and progressive activists and those
organizations involved in increasing voter participation
need to launch a major campaign to encourage legal immi-
grants to participate in the census.

Juul nicotine hit may be ‘worst for kids, best for smokers’

WASHINGTON — She tried gums, patches
and various electronic cigarettes to quit
smoking. What finally worked for Chantel
Williams was a small, reusable e-cigarette
called Juul that packs a big nicotine punch.
“I look better. I feel better and I don’t
smell. It’s fantastic, ” said Williams of
Portland, Oregon, who smoked for decades.
That nicotine hit and its easy-to-inhale
vapor is one reason why Juul is so popular
— and so feared.
“That’s the trouble with Juul: It’s proba-
bly the worst for kids but it might be the
best for adult smokers,” said Dr. Nancy
Rigotti, a tobacco treatment specialist at
Harvard Medical School.
The brainchild of two Stanford University
design students, Juul launched in 2015 and
quickly leapfrogged over its competitors to
become the top-selling e-cigarette in the
U.S. Today, the privately held company
controls nearly three-quarters of the $3.7
billion-dollar retail market for e-cigarettes,
spawning dozens of copycat brands along
the way.
With Juul’s rise came an explosion of
underage vaping, alarming public health
officials and lawmakers. Last year, 1 in 5
U.S. high school students reported vaping
in the previous month, according to a gov-
ernment survey.
Juul and other pod-based vaping devices
can be used discreetly, without the smoke,
odor or throat irritation that deterred some
teenagers from smoking. E-cigarettes typi-
cally heat a solution containing nicotine
into a vapor, and health experts say the
addictive chemical is harmful to developing
brains. Recent research published shows
some teenagers aren’t even aware they are
inhaling nicotine when using Juul and sim-
ilar e-cigarettes.

NEW YORK — Toothpaste delivered in two
days is convenient, but not so great for the
environment. After you click buy, online
orders leave warehouses to be loaded on gas-
guzzling jets or trucks. And returns are a
problem, too, since the items have to make
the trip back to a warehouse.
Outside of ditching online shopping alto-
gether, there are some small tweaks shoppers
can make to lower the impact on the envi-
ronment, such as slowing down shipping
times and not filling up the cart with stuff
you know you won’t keep.
Some online retailers have announced
their own initiatives, hoping to please cus-
tomers worried about online shopping’s
impact on the planet. Amazon, which
hooked us on two-day shipping, says it is
using more electric vans for deliveries and
working with companies to cut down on their
packaging. And Etsy, an online seller of arti-
sanal and vintage goods, is offsetting the
emissions from every order by paying for
projects such as wind farms in India and pro-
tecting trees in Minnesota.

Less attention has been paid to Juul’s
quick, powerful buzz.
Abbey Solomon first began seeing Juul
around the house when her son Jack was in
8th grade.
Like many parents, she didn’t initially
recognize the small, rechargeable device,
which resembles a flash drive, as an e-ciga-
rette. But as parents and teachers began
sounding the alarm, she started confiscat-
ing Juul and its color-coded flavor pods
from her son and his friends.
Last year, Jack, 16, became an unlikely
spokesman for the anti-vaping movement,
appearing in a viral video , “Juulers against
Juul” to push for tougher restrictions to pro-
tect kids.
In the video, he says teenagers will often
leave school to get their Juul fix. “It should-
n’t happen,” he said. “But kids are very
addicted to these e-cigarettes and need this
stuff to be satisfied.”
Jack himself hasn’t been able to quit, his
mother says. When she tried to make him
stop, “he was moody, he was complaining,
he wasn’t sleeping,” says Solomon, of
Scarsdale, New York. “He was miserable
because he was going through nicotine
withdrawal. He was addicted.”
The U.S. Food and Drug Administration
has the power to cap nicotine levels in e-
cigarettes, but hasn’t proposed any such
standard. For cigarettes, there’s no limit on
nicotine, although the FDA has taken pre-
liminary steps toward reducing levels to
help smokers quit. Limiting nicotine in e-
cigarettes could have unintended conse-
quences, including making the products less
satisfying for smokers trying to switch.
Juul declined interviews for this story, but
said in a statement that its product is formu-
lated to “mimic the experience of a ciga-
rette.” Its goal is to offer smokers an alter-
native to tobacco-burning cigarettes, the
company said. Under pressure from regula-

Here’s what you can do:
Slow it down
Instead of same-day, next-day or two-day
delivery, choose slower shipping when
you’re given the option. This will give ship-
pers more time to plan routes and make sure

of fuel used. You may even get rewarded for
being patient: Amazon and Walmart.com, for
example, sometimes offer $1 rewards for
picking slower shipping.
Aim for one box
Instead of ordering detergent on Monday
and batteries on Wednesday, hold off and try
to order everything together since there’s a
better chance the order will come in one box.
That’s not always the case though, since the
items may be shipped from different ware-
houses. If you’re an Amazon Prime member,
try using the recently launched Amazon Day,
which lets you pick a day in the future to get
all your orders delivered at the same time.

nonprofit anti-smoking education group.

NEW YORK — It’s not just the stock mar-
ket at a record high that’s feeling the Fed
effect.
Jewelry shoppers, home buyers, retirees
and many others are feeling the ramifications
of the Federal Reserve’s decision earlier this
year to halt raising interest rates, at least
temporarily. For some investments, it’s been
for the better. For others, not so much.
It all started on Jan. 4, when Fed Chairman
Jerome Powell took the stage at an Atlanta
conference for economists and said the Fed
would be “patient” in raising rates.
Two weeks earlier, the stock market had
dropped to nearly 20% below its September
peak amid an accelerating sell-off, partly
because of worries that the Fed would push
the economy into a recession by raising
rates too far, too fast. Those fears had ratch-
eted higher in December when the central
bank raised its key short-term rate for the
eighth time in nine quarters.
Many investors took Powell’s statement
to mean that the Fed would take a break from
raising rates for a while. In March, the cen-
tral bank said it may not raise rates at all in
2019.
The moves have helped make stock
investors whole again this year, as the S&P
500 screamed higher to return to another
record. Home buyers are also relaxing a bit,
as the Fed’s moves have helped pull the aver-
age rate on a 30-year fixed mortgage down to
4.20% from 4.55% at the end of last year.
Here’s a look at how other areas of the mar-
ket are feeling the Fed effect:
Gold getting scuffed
Jewelry buyers are getting a better price on
gold. An ounce of gold settled below $1,275
on Tuesday for the first time this year, and
it’s well below its perch of nearly $1,350 in
February.

nicotine per milliliter of liquid, or roughly
three times what can be sold to consumers
in Europe, where Juul sells a 20-milligram
version of its pods. Juul’s lower-nicotine
U.S. version contains 35 milligrams of
nicotine per milliliter, which still exceeds
the European limit.
Britain and other nations have had suc-
cess promoting e-cigarettes as a lower-risk
alternative to smokers, without seeing a
surge in underage vaping. But they also
have tighter regulations, including strict
limits on advertising.
This may surprise some investors because
the price of gold often rises when the Federal
Reserve moves away from raising interest
rates. But gold tends to draw the most
investors when worries are high about the
economy’s strength or the prospect of infla-
tion. That’s why gold was climbing last year
when recession fears were spiking.
Now that more investors see the risk of
recession as off the table, thanks to the Fed’s
changed stance, there’s less fear in the mar-
ket — and less demand for “safe” invest-
ments.
Bonds chugging higher
The yield on the 10-year Treasury has
dropped to 2.53% from 2.68% at the start of
the year, and analysts along Wall Street have
been ratcheting down their forecasts for
where yields will end this year.
When interest rates drop, it means that
prices for older bonds rise because their
higher yields suddenly look more attractive
than what newly issued bonds offer. That’s
helped the largest bond mutual fund by
assets, Vanguard’s Total Bond Market Index
fund, to return 2.5% in 2019, as of
Wednesday. That’s more than it has in three
of the last four full years.
It’s a sharp turnaround from 2018, when
many bond funds lost money due to a rise in
interest rates. And it means the part of
investors’ portfolios that’s supposed to offer
the most stability — at least when compared
against stocks — are providing solid returns
again.
Savings rates may stall
When the Fed was steadily pulling rates
higher in recent years, savers were some of
the biggest beneficiaries. After struggling
for years earning very little on their savings,
they had just begun to make a bit more on
their money-market accounts and certificates
of deposit at the bank.

Sure, technically they’re all kids. But as
the Scots swept all four team titles at the
Peninsula Athletic League Bay Division
championships — each boys’ and girls’ var-
sity, along with boys’ and girls’ junior-var-
sity — the relative youth of the varsity
squads prove Carlmont is going to continue
to be a force to be reckoned with in the years
to come.
“It was amazing,” Carlmont sophomore
Morgan Hawes said. “I just love this team so
much. Being able to come together and
cheer for everybody, it’s just fun watching
your teammates do so well. It was awesome.

talent, depth and competition at sev-
eral positions, the 49ers felt they
met all three objectives with their
eight selections in the NFL draft.
With high picks in every round
each of the first two days, the
49ers obtained prospects that
could make a difference on both
sides of the ball for a team that won
10 games combined during the first

Lynch and coach Kyle Shanahan
have guided the franchise.
“You try to improve your team
wherever you can,” Shanahan said
Saturday. “It’s not the easiest
thing. We were in some good draft
spots this year where we could
draft to add players better than the
guys we had.”

being front-line players, leaders,
and also having a lot of maturity

SAN FRANCISCO — It was the highlight
of the April schedule — heck, maybe of the
whole season — the Giants’ three-game
interleague series with the Bronx Bombers
coming to town.
After the Giants’ 11-5 loss Sunday to cap a
series sweep for the New York Yankees, the
abysmal three-game will be remembered as a
lowlight.
San Francisco starter Dereck Rodriguez (3-
3) couldn’t get his team back on track, get-
ting touched for two runs in the first inning
en route to allowing six runs — four earned
— in three-plus innings, matching his
career-high with four walks.
“It was a rough series for the starters,”
manager Bruce Bochy said. “They all gave up
at least five. It’s hard to win games like that.”
Gary Sanchez and Gleyber Torres hit two-
run homers as the Yankees built an 8-0 lead
by the sixth inning, and Luke Voit added
three hits and a walk to extend his on-base
streak to 39 games.
Yankees starter Domingo German (5-1)
took a shutout into the sixth before tiring
and tied for the major league lead in wins. He
allowed four runs and five hits in six
innings.
After New York took a 2-0 lead in the first,
Voit doubled the advantage with a two-run
single in the second and Torres homered in
the third. Sanchez’s sixth-inning drive left
the bat at 111.8 mph and traveled 430 feet,
landing near the top of the left-field stands.
That nearly matched Sanchez’s first career
grand slam Saturday that traveled 467 feet.
Kevin Pillar homered and had three RBIs
for the Giants, last in the NL West at 11-17.
More Yankees injuries
New York has had 15 players on the injured
list this year and just two have come back:
Sanchez and pitcher CC Sabathia. Still, the
Yankees are 6-1 on a western trip after
outscoring the Giants 21-12, and New York
improved to a season-best six games over
.500 at 17-11 by winning for the 11th time
in 13 games.

for its fourth straight PAL Bay Division
meet championship Saturday at Menlo-
Atherton, totaling 488 points. Mills took
second place with 406 points and M-A took
third with 309.
The Carlmont girls won a second straight
PAL Bay meet crown, dominating the day
with 546 points. Second-place M-A fin-
ished with 321 points while Woodside, in
third place, had 287 points.
Hawes was the highlight of the girls’
team, winning four championships on the
day. She captured the girls’ 200 individual
medley with a time of 2 minutes, 5.69 sec-
onds, overtaking San Mateo senior Emma
Lepisova — who later in the day won the
PAL Bay championship in the girls’ 100
backstroke — on the final freestyle leg.
Lepisova finished with a time of 2:07.52.
“She is a really great backstroker, so I was
a little bit worried about that,” Hawes said.
“I was able, luckily, to keep with her for the
breaststroke. So, usually for the freestyle
I’m able to finish and I have stamina like
that. … So, I was kind of worried going into
the 50 freestyle but on the last 25 I knew I
had a chance of catching up.”
Hawes went on to repeat as champ in the
100 free with a dominant time of 51.57. She
also led off in the girls’ 200 relay — also
with sophomore Kaitlin Leung, Jade
Margolis and Sammie Lee — for a champi-
onship time of 1:40.33.
The sophomore then anchored the final
girls’ swim of the day in the girls’ 400 free
relay, teaming with Margolis, Lee and fresh-
man Emma Elliott for a time of 3:36.24. The
time is a new program record, breaking pre-
vious mark Hawes helped set last season at
the Central Coast Section championship
meet.

on the day. Luca Garloti, a junior, earned the
first individual title for Carlmont at the mid-
way point of the meet, topping the field in
the boys’ 500 with a time of 4:49.69. He
also shared in Carlmont’s other win in the
boys’ 400 relay, teaming with sophomore

Christian Buck and senior Tyler Rachal for
first place with a time of 3:20.78.
As a testament to Carlmont’s relative
youth, Rachal is the only swimmer on the
team that has been around for all four years

said, “and really stepped up and kind of took
hold of the leadership mantle. That’s the

Garlati may be just the man for the job.
The junior also enjoyed two second-place
finishes Saturday. The same quartet took
second in the boys’ 200 free relay with a
time of 1:31. 54, getting edged out by
Burlingame’s championship time of
1:31.51.
He also took second in the boys’ 200 with
a time of 1:43.79, getting out-touched by
Burlingame freshman Pavel Sinclair’s first-
place time of 1:43.30.
“I’ve been pushing myself to do more

shorter stuff because it helps the team
more,” Garloti said competing in the 200.
“There aren’t too many other people who
want to do it. And I don’t mind.”
Freshman Billy Picht endured a similar
workload. Not only did he place third in the
boys’ 500 for Carlmont with a time of
5:01.79, he also took second place in the
boys’ 100 fly with a CCS cut of 54.04 sec-
onds. Only M-A junior Niky Marakovic
faired better, winning the event in 52.62.
“I’ve been improving a lot over this sea-
son,” Picht said. “So, I’ve had some pretty
close ones over the course of the high
school season.”
The Lady Scots relied on some senior
leadership in the girls’ 500 as Karen Li took
the crown with a CCS cut of 5:24 flat. It
marks the first PAL championship for Li,
who previously finished no better than fifth
in her four-year varsity career.
Li enjoyed a wire-to-wire lead, but over
the final lap felt M-A sophomore Ava
Peyton (second place, 2:24. 47) and
Carlmont freshman Kayla Hogan (third
place, 5:24.87) breathing down her neck.
“In the corner of my eye, I could see she
was catching up to me,” Li said. “I was just
like, ‘I can’t let my dream of being a PAL
champion get away from me.’”
Perhaps the highlight of the day for
Carlmont, though, was Lee’s third leg of the
girls’ 400 relay.
Lee enjoyed three first-place swims,
including the girls’ 50 free with a time of
24.93, out-touching Peyton’s second-place
time of 24. 98. Lee also shared in
Carlmont’s girls’ 200 free relay win.
In the girls’ 400 free relay, though, when
Lee hit the water for the penultimate leg,
she trailed by nearly a full length to M-A,
but chased down her mark to give Hawes a
comfortable lead going into the final leg of
the program-record swim.
“I was so excited for her because she is
such a great swimmer,” Hawes said, “and her
50 free is really fast as well. So, I just knew
she could do amazing things in her 100 free.
So, when she dove in, I just had a feeling
she was going to catch up … and she totally
passed her, and I was just so happy for her.”

Elliott felt right at home,
embraced by fans at a track a few
hours from home and one where
his father celebrated victory a cou-
ple of decades before.
This time it was Chase’s turn.
Elliott won the Cup Series race
Sunday at Talladega
Superspeedway, giving Chevrolet
its first victory of the season. He
finished well in the clear from a
race-ending crash that flipped
Kyle Larson a half-dozen times.
Elliott took the lead shortly
after a restart with four laps to go
and worked with three other Chevy
drivers to hold off the rest of the
field. He won for the first time
since October and went to victory
lane about 150 miles from his
hometown in Georgia.

Surprise move
The biggest surprise came in round one
when the Raiders took Ferrell fourth overall
ahead of a more heralded pass rusher like
Kentucky’s Josh Allen or Houston’s Ed Oliver.
Mayock said the Raiders had Ferrell rated right
behind Ohio State’s Nick Bosa at edge rusher
and were happy to take him fourth when no
opportunities to trade down materialized.
How they did
The biggest needs for the Raiders heading
into the draft were finding edge rushers to
upgrade a defense that had an NFL-low 13
sacks last season, a featured running back to
replace Marshawn Lynch, and more help in
the secondary.
Those needs were all targeted on the first two
days and now the team must wait to see if the
players chosen can deliver on their potential.
What’s next?
The Raiders have targeted most of their
needs this offseason but still could be look-
ing for more help on the interior of the
offensive line after trading guard Kelechi
Osemele to the Jets last month.
Edge rusher remains a big need, even after
the additions of Ferrell and the two third-day
picks. Oakland did little to address the posi-
tion in free agency, with Benson Mayowa the
most prominent addition, and could try to find
a veteran on the market before training camp.

the record for biggest opening weekend
with an estimated $350 million in ticket

The “Avengers” finale far exceeded even
its own gargantuan expectations, accord-
ing to studio estimates Sunday. The movie
