ABSTRACT
This research is motivated by counselor school constraints in implemeting
information services. Since that, this research wanted to find out the constrains by
two factors are: 1) Counselor school internal factor which includes counselor
school competence and skill. 2) External factors includes the facilitate and times.
This Research used qualitative descriptive method. In data collecting, the
researcher got the data from one counselor school as the key informant and
additional informations such as coordinator and teacher teamwork. The instrument
used in this research are depth-interview and documentation. The date analyzed
in reduction data, display data, and drawing conclusion. The result showed that
some constraints found by counselor school during implementing information
services are: 1) Counselor school internal factors are: a) Competence, counselor
school haven’t do need assesment yet to know about what the students need. b)
Skill, Counselor school haven’t done information service yet as it’s program and
wthout evaluation. 2) The external factor are: a) The facilitate, less of facilities
made information services do not implement well. b) Times, there in no
allocation time for counselor school to do information services. So, it is
suggested for counselor school to do need assesment and evaluation in
implementing information services program.
