Complaint:
On Wednesday, January 23, 2019, at approximately 8:00pm, I received a phone call from the
Director of Public Safety, Cordelia Black. Director Black advised that an eighth-grade student,
Michael Martin, had attempted suicide and was in the hospital.

Summary of Incident:
On Thursday, January 24, 2019, I began an investigation into allegations that Michael Martin was
bullied at school, and on the bus. I interviewed his bus driver, two Truancy Support Specialists,
eleven staff members, and twenty-seven students, six of which also rode his bus.

Lux was also interviewed on 3/07/19. Both interviews were combined for chronological clarity.

Lux stated Martin struggled academically, meaning, his performance was not “great.” Lux believed
Martin earned 40% for the 1st semester. Lux stated Martin’s academic performance is not
uncommon of 8th graders, because the math is much harder than 7th-grade math. Lux stated

Martin’s behavioral response did not become a “red flag” for her because many students also
become discouraged, disengaged, and put their heads down on their desk when they cannot grasp
the subject.

Lux stated the last quiz she handed out to Martin on January 17, Martin wrote on the quiz "I don't
know," put his head down on the desk, and did not attempt to take the quiz. Lux stated Martin was
not at school very often, therefore, she was not surprised that he did not know how to solve the
math problems on the quiz. Lux stated Martin did not turn in many of his classroom/homework
assignments.

Lux stated she observed Martin having normal interactions with other students, and never noticed
anyone bullying him. Lux stated Martin appeared to get along with other students because they all
seemed to "horseplay" with each other.

Lux stated the only other problem she noticed that Martin had with another student was before
Winter Break on December 17, 2018. Lux stated Martin and student, , got into an
argument and called Martin a “school shooter.” Lux stated she approached Martin and asked
what was wrong, and Martin pointed at and blurted out, “that big gorilla over there.” Lux
asked Martin to go into the hallway, he complied. When Lux tried to talk with Martin, he “shut
down,” lowered his face, refusing to talk. Lux stated she asked a classroom assistant to escort
Martin to his counselor, Ms. West, to see if she could get Martin to talk with her.

I asked Lux if she had seen this behavior before and she said, "Yes, but it was not the same." Lux
stated one time in the fall, she had to speak to Martin concerning an assignment. Lux stated when
she spoke to Martin he would not verbally respond to her, but he did make eye contact and shrug
his shoulders when she asked him a question. Lux stated at the time it was not concerning because
other teenagers do the same thing.

Lux stated she met with some of the other 8th grade teachers during their collaboration time on
either the 17th or 19th. Lux stated she met with Kamm, and possibly Surdenik, but did not believe
that Goodman was there. Lux stated when they met, she told them she was trying to talk to Martin
in the hallway, and he would not respond to her questions or look at her. Lux stated she asked if
they had seen the same behavior, and Kamm advised that he had observed the same behavior.

Lux stated as a result of that meeting, it was decided to fill out a Cultural Awareness Form, and
turn it into Ellis to see if someone else could assist because this behavior did not seem normal. Lux
stated this was the only behavior of Martin's that concerned the teachers that met.

Lux stated she decided to call Martin's mother and speak to her concerning his behavior. Lux stated
she waited to fill out the form until after she spoke to Martin's mother, to ask if they were already
getting counseling or other types of services.

Lux stated at approximately 4:00pm, she called Martin’s mother, Wohlfert, spoke to her about his
behavior, and why he would not talk to her. Lux stated Wohlfert told her that Martin would
sometimes not talk to her either. Lux stated Wohlfert said that anytime Martin believed he was in
trouble he will not respond. Lux stated Wohlfert also told her that Martin said he was being bullied
on the bus, but did not say he was bullied at school.

Lux stated Wohlfert told her that she leaves early in the morning for work and realizes that Martin
decides if he is going to school or not. Lux stated Wohlfert mentioned that she was looking to get a
counselor or therapist for Martin. Lux stated she then assumed that Martin was not receiving
outside services. Lux stated she told Wohlfert that the school has a form that she was going to fill
out, that would possibly get him some extra help from the school, "like a counselor." Lux stated
she told Wohlfert that it might take a while because it was a slow process, and Wohlfert agreed that
assistance would be "great."

Lux stated Wohlfert asked her about any missing work, and Lux told her that she would get a
packet together and give it to Martin the next day, which she did. Lux stated the conversation with
Wohlfert lasted approximately ten minutes. Lux stated she filled out the Cultural Awareness Form
and put Kamm's name on it because he was another teacher who had observed the concerning
behavior.

Lux stated after she filled out the form, she walked down to the mail room and placed it in Ellis'
mailbox. Lux stated she is 100% positive she placed it in Ellis mailbox because it is on the far right
side of the mail room, in line with the other principal's mailboxes. Lux stated when she turned in
the form, she saw that Ellis' mailbox was at least three-quarters full.

Priscilla Ellis stated she serves as the Assistant Principal for the New Tech Program at Everett
High School, which serve approximately 500 students ranging from grades 7-12.

Ellis stated she first learned about 8th-grade student, Michael Martin through email
communications dated November 30, 2018, from Joanna Wohlfert. Ellis was also copied on an
email dated, December 3, 2018, by Dee Halstead.

The email dated November 30, 2018, from Wohlfert was regarding her attempt to access Martins
academic and attendance reports. Wohlfert also acknowledged her awareness of Martin “skipping”
school, because she had found him at home on various occasions.

The email dated December 3, 2018, Wohlfert expressed that she had noticed a change in Martin
and wanted to address it.

According to Ellis’ email to Wohlfert on December 3, 2018, she was in meetings all day and did
not get a chance to meet with Martin. Ellis indicated that she responded to Wohlfert via email at
2:46 PM and 10:13 PM. Ellis attempted to make contact with Wohlfert via telephone, however,
unsuccessful.

Ellis stated while unsuccessful in making contact with Martin, she placed a call to the Technology
Department to see if there had been any technical difficulties reported concerning parent access to
the “Echo” Student learning platform. Ellis was informed that parent access to “Echo” had not
been working this school year. Ellis informed Wohlfert that she thought it might be a good idea for

her to contact Martin’s teachers in regard to his progress in their classes. In response to Martin’s 10
to 12 absences from school, Ellis suggested placing Martin on a check in/check out with a staff
member.

According to Ellis’ written statement, Wohlfert responded that she would appreciate the check-
in/check-out of Martin. On December 5, 2018, at 6:48 PM, Ellis sent Wohlfert an email indicating
that she did not get a chance to meet with Martin. Wohlfert did not respond.

Martin attended school on December 6-7, 2018, but Ellis was unavailable to meet with Martin.

According to Martin’s attendance records, he was not in school on Monday, Tuesday or


Wednesday; December 10-12, 2018. Ellis received an email from Wohlfert on December 12, 2018,
indicating Martin had “skipped” school on these days. Wohlfert requested “any assistance if
something is wrong at school.” Wohlfert expressed that Martin was not opening up to her about
why he was “skipping” school.
Ellis responded via email at 5:36 PM, indicating that she had spoken to a teacher who does check-
in/ check-out, however, the teacher had not connected with Martin to set up the check-in/check-out
plan. Ellis asked Wohlfert to call her the following morning so they could discuss further.

Wohlfert responded at 6:26 PM. She agreed to call Ellis and express that Martin had spoken to her
about being bullied at school. However, Martin did not give Wohlfert any details about what was
being done and/or by who. Wolfert also suggested Martin was experiencing a feeling of depression,
and Martin had a doctor’s appointment on Monday, December 17, 2018.

At 10:27 PM, Ellis shared her gladness about Martin opening up and expressed that she was
looking forward to Martin sharing his concern so she could help him at school.

Ellis did not meet with Martin on Thursday, December 13. Ellis stated she did not have an
opportunity to meet with Martin due to her scheduled and unscheduled events. A summary of Ellis’
work calendar is attached. According to Martin’s attendance record, he was absent on Friday,
December 14, 2018.

Ellis stated on December 17, 2018, Martin was brought to her office by New Tech Counselor,
Jennifer West. West indicated that Lux sent Martin because he involved in a verbal altercation with
student and refused to talk Lux, after being sent into the hallway. Ellis was in a
meeting with Ms. Stokes but welcomed Martin into her office. Ellis stated Martin sat down in a
chair and she asked him why he was sent to the office. Martin did not answer any of Ellis'
questions.

Ellis stated she told Martin that he did not have a choice to talk to her and he was not leaving her
office until they had a conversation. Ellis stated Martin appeared dumbfounded and smirked at her.
Ellis stated she told Martin she would give him a few minutes and they could talk.

Ellis stated she continued meeting with Ms. Stokes but would ask Martin random, one-word
answer questions, just to get some type of response from him. Ellis stated she asked Martin about
his family, and Martin told Ellis that his stepdad lives at home with him and his mother.

Ellis stated she asked if Martin had any siblings and he said, “Yes.” Ellis stated she asked if he had

a sister and he said, “Both.” Ellis stated she asked if he was the oldest and he said, “Youngest.”
Ellis stated she asked if they were close, and he said he did not get along with his sister, but he got
along with his brother. Ellis stated she asked if the siblings lived at home and he said, “No.” Ellis
stated she asked Martin if he had a girlfriend, and Martin said, “No.” Ellis stated she asked Martin
about any pets, hobbies, or sports. Martin replied that he was not into sports, but has an interest in
video games.

Ellis stated Martin was not one of the students who normally got into trouble, and she was trying to
understand why he was sent to her office. Ellis stated she asked Martin about his friends and he
mentioned , and

Ellis stated once Martin started talking, she told him that his mother mentioned that he was being
bullied on the bus. Ellis stated she asked Martin if he was being bullied by any of his classmates
and he said, “No.” Ellis stated she asked Martin again if he was sure and he said, “Yes.”

Ellis stated she asked Martin if he knew who was bullying him and he said, "No, they are high
school students." Ellis stated she asked Martin what they looked like, and he did not respond. Ellis
stated she asked Martin if they were black, white, purple, or polka dot. Ellis stated Martin chuckled
and said he did not know. Ellis stated she asked Martin what bus he rode, and he said he did not
remember.

Ellis stated she then told Martin that she would walk out to the bus with him, after school, so that
he could identify who was bullying him. Ellis stated she asked Michael to come to the office at the
end of the school day so she could follow him out to the bus. Ellis stated Martin never showed up
to her office on that day or any other day. Ellis stated she did not contact any public safety officer
because she did not have enough information to follow-up on, because Martin would not tell her
anything.

Ellis stated in the following weeks, she saw very little of Michael and when she did, it would be
during lunch. At which time, Martin displayed “normal” behavior. Ellis described “normal” as
laughing and joking with friends, and on his cellphone playing video games. Martin did not move
around the lunch room, he sat with a select group of male students. Ellis stated Martin did not
display any behavior that she would have considered problematic.

Ellis stated other times that she thought about following up with Martin, but he was not in school
or she was not available due to various calendar events. Ellis provided a summary of her calendar
from December 17, 2018 – December 21, 2018. See calendar details attached.

Ellis stated after returning from winter break on January 7, Martin was absent through January 10,
2019. Although Martin was not in school, Ellis received an email from Wohlfert notifying Ellis that
Martin had a psychologist appointment on January 10. Wohlfert requested help with getting Martin
to school. Wohlfert indicated that she leaves home for work before 5:00 AM. Wohlfert indicated
that Martin was being bullied on the school bus, therefore, refusing to ride the bus to school.
Wohlfert mentioned that Martin “went from loving school to not wanting to go at all.” Ellis
responded that she had spoken to Martin about bullying on the bus, but Martin’s conversation
lacked the details needed for follow-up. Ellis also expressed the challenge to following up with
Martin because of his attendance record. Ellis informed Wohlfert that when she has seen Martin, he

appears to be getting along with his peers.

Ellis stated there were a couple more email discussions on January 10-11, between Ellis, Lux, and
Wohlfert regarding Wohlfert picking up some homework for Martin to make up.

On Friday, January 11, 2019, Martin attended school. Ellis stated she did not meet with Martin
because she was conducting teacher/classroom observations most of the school day. See calendar
details attached.

During the week of January 14-18, 2019, Martin only attended school on Monday and Tuesday. On
January 16th, at 9:20 AM, Ellis received a call from the Attendance Office indicating Wohlfert was
at Everett to pick up homework for Martin. Ellis stated she was in a meeting, but met with
Wohlfert a few minutes later in her office. Ellis meets with Wohlfert until 10:00 am.

Ellis stated Wohlfert told her that because she did not call ahead, there was no homework ready to
be picked up. Ellis stated she explained to Wohlfert that Martin could access most of his
assignments through “Echo,” New Tech’s Learning Platform. Ellis also informed Wohlfert that the
math and science classes had been working on their group projects, and were now presenting them.
Ellis stated she told Wohlfert not to worry about his school work, because his mental health was
more important.

Ellis stated she asked Wohlfert how Martin was doing. Wohlfert informed Ellis that she had
arranged an appointment to see a counselor. Ellis told Wohlfert that she was happy to hear about
the appointment and hoped that Martin could open up to someone so that he could get help.

Ellis stated she asked Wohlfert if Martin had any siblings, and Wohlfert said he had a sister and
brother. Ellis asked if the siblings could talk to Martin, or help get Martin to school in the
mornings. Wohlfert advised Martin and his sister did not get along. Wohlfert advised Martin had a
relationship with his brother, but he would not be able to help.

Ellis stated Wohlfert mentioned that she was concerned because Martin shared with her, that he
was being bullied on the bus. Ellis stated she told Wohlfert she met with Martin about the bullying
on the bus, right after she read her email concerning the bullying.
Ellis stated she told Wohlfert about the conversation she had with Martin, and asked him who was
bullying him on the bus. Ellis stated she told Wohlfert that Martin said he did not know who it was,
and did not, or would not; tell her what the individual(s) said. Ellis stated she explained that Martin
could not describe the students, but believed they were high school students. Martin did did not
elaborate on the ethnicity of the students. Ellis asked Martin if he would be able to identify
students if she went out to the busses with him.

Ellis stated she told Martin all he would have to do is describe the clothing they had on, and she
would find out their names. Ellis stated she told Martin to come back at the end of the day so that
she could follow him out to the bus, but he did not come back and talk to her. Ellis stated Wohlfert
did not seem to have any answers and did not seem to know what to do about Martin.

Ellis indicated according to Synergy, Martin did not attend school on January 21-22, 2019.

Ellis stated on Wednesday, January 23, 2019, she received a phone call from Cordelia Black,

Director of Public Safety, at approximately 8:00 pm, stating that an eighth grade student, Michael
Martin was in the hospital, because he had attempted suicide, and they did not expect him to live
night. Ellis stated that after the initial shock of hearing the news, she asked what hospital Martin
was in, and advised Black she was going to the hospital.

Ellis stated upon her arrival at Sparrow Hospital, she located the Martin Family in the “family
room,” where she introduced herself as Priscilla Ellis, Assistant Principal at Everett High School.
Ellis stated she spoke briefly with Martin’s grandmother, and his Aunt and Uncle. Ellis stated there
was also a younger Uncle, possibly a teenager also present. Ellis stated she asked Martin’s
grandmother how he was doing and offered her condolences. Ellis stated Martin’s Grandmother
said her daughter told her that Martin was bullied on the bus, and Ellis told her that Martin would
not tell her about the bullying.

Ellis stated Martin’s grandmother told her that she asked her daughter if she needed to go up to the
school, and Wohlfert told her no. Ellis stated the Grandmother said that Martin had recently
attended counseling but provided no further details.

Ellis stated she moved off to the side of the room as other patient’s families were walking in and
out of the room. Ellis stated at one point a gentleman with a Michigan Department of Corrections
uniform walked over to her and she introduced herself. Ellis stated the man asked if they could step
out into the hallway, and she followed him. The gentleman introduced himself as Martin’s
stepfather, later identified as Joe Wohlfert.
Ellis stated Joe Wohlfert told her that Martin was home, all last week due to an illness, and he
would not get out of bed to go to school. Ellis stated Joe Wohlfert said, “It does not make sense
that Michael did not want to go to school because Michael could have gotten a ride, so he would
not have to ride the bus.” Ellis stated that Joe Wohlfert admitted that Martin did not talk very much
and he thought it was typical teenage defiant behavior.

Joe Wohlfert told Ellis Martin had arrived home from a psychiatrist appointment at approximately
5:50 pm. Joe Wohlfert told Ellis that he was not home, but on the phone with Martin’s mother
Joanna Wohlfert. While on the phone, Martin asked his mother Joanna Wohlfert if he could get a
Gatorade from the trunk of her car. Joe Wohlfert told Ellis that they keep the Gatorade in the trunk
so that Martin would not drink it all at once.

Joe Wohlfert told Ellis that Joanna Wohlfert keeps a firearm in her purse, which was in the trunk of
the car. According to Joe Wohlfert, Martin took the firearm out of his mother’s purse and went
upstairs to his room. Ellis stated Joe Wohlfert told her they were still on the phone when Joanna
Wohlfert heard the sound of gunshots.

Ellis stated Joe Wohlfert, requested that communication with the family be done through him, and
told Ellis that if she had any further questions to call him.

Ellis stated a young lady approached her, later identified as Martin’s sister, requesting that Ellis
leave because the family did not want her there. Ellis honored the request and left.

Ellis stated she had no further contact with the family.

West advised that her contact with Martin during seventh grade was limited to the creation of his
schedule at the beginning of the school year. West did not have any telephone, face-to-face, or
email contact with Martin, his mother, an administrator, or any teacher regarding Martin during his
seventh grade school year.

During Martin’s eighth grade school year (2018-2019), West’s first contact with Martin was when
she was copied on an email communication from former Everett High School SIT Chair, Dee
Halstead, to Martin’s mother, Joanna Wohlfert. West stated she was also copied on an email
communication response from Ellis to Wohlfert, which included the suggestion that Martin is
placed on a check in/check out system so he would have someone at school to make contact with.

West advised she attempted to meet with Martin on December 10, 2018, but he was absent, from
school. West said she again tried to make contact with Martin on December 11, 12 and 14 2018,
but he remained absent from school.

West stated that on December 17, 2018, at 10:51am, she met with Martin,face to face after an
incident occurred in Lux’s room. West said Lux called her to ask if she could meet with a student.
West stated that Martin was brought to her office, by his math class Instructional Assistant, Judy
West. West said that Martin entered her office and sat in the chair closest to the door, which
remained open.

West said that Judy West left, and Martin immediately hung his head toward the floor. West stated
that Martin never raised his head and never looked at her. Martin did not acknowledge her in any
way, when she spoke to him or asked him questions. West advised she attempted to connect with
him to gauge what was going on. West said she offered herself as a resource whom he could talk to
at any time in the future, but Martin did not respond in any way.

West advised she emailed Lux, who had sent Martin to her, advising that Martin would not talk to
her. West stated that she asked Lux for more information, her thoughts about what may be wrong,
or suggestions of what to do. West said that Counselor Jennifer Peatross entered her office to ask a
question and observed Martin sitting with his head down, not responding. West advised she asked
Peatross if she could contact Judy West in Lux’s classroom, to ask what they would like Martin to
do, since he did not want to speak with her.

West said Peatross called Judy West and she was told that Martin should be sent to Ellis. West
stated she asked Martin if he was okay with meeting with Ellis instead, and for the first time, he
raised his head, looked at her, and nodded “yes.” West advised she asked Martin if he was
comfortable waiting in the New Tech Office, and he established eye contact with her and nodded
his head “yes.” West advised she walked Martin over to the New Tech Office and he selected a seat
at the table to wait for Ellis to return to her office.

West stated that she was out of the office on December 19, 2018, for training, and when she
checked Martin's attendance on December 21, he was absent. West stated that the district was on
winter break from December 21, 2018, until January 7, 2019. West said that when she returned,
Martin was absent on the January 7, and January 8, 2019.

West advised on January 8, 2019, that she received an email from Wohlfert saying that had she sent
an email to Ellis, and the bus garage, requesting help with Martin but had not received any help.
West stated that Wohlfert said Martin told her that he was being bullied on the bus.

Wohlfert told West that she had a counseling appointment set up for Martin. Wohlfert did not know
what else to do and was looking for help. West replied to Wohlfert’s email and copied all of his
core teachers, and Ellis, explaining how her interaction went when she met with Martin before
winter break, and how he would not talk to her.

West replied to Wohlfert’s email request for makeup work. West printed and placed all make up
work in a sealed envelope that was then taken to the Everett Welcome Center for Wohlfert to pick
up.

West received a voicemail on January 10, 2019, from Wohlfert that was approximately thirty-two
seconds long indicating she was, “Calling to figure out how to help (Martin), and get him back on
track with school. He has been skipping.”

West advised later in the morning, she received an email from Wohlfert saying that she would be
bringing Martin to school on January 11. Wohlfert also requested to pick up any homework that he
has missed. West told Wohlfert that she copied Martin’s teachers so they were able to respond to
her request for all of Martin’s missing assignments.

West stated that at 1:20pm, on January 10, 2019, she spoke to Wohlfert on the phone and they
discussed her email request for school work and how she could have Martin log into his 'ECHO'
account to see any missing work or ungraded assignments.

West advised she met with Wohlfert on January 11, 2019, at 7:15am, and they talked about
Martin’s missing work. West said that Martin was waiting outside her office door and did not say
anything to her.
West stated that she noticed that Martin was absent from school again on January 14, and 15, 2019.
West advised she was out of the office for training on January 16, 2019.

West stated that she did not hear from Martin or Wohlfert after that, until she heard the news on
January 23, 2019.

West advised on January 25, 2019, she received an email from a student, , who told
her about what happened, and explained that Martin's asked if knew anything about
Martin being bullied. West advised told never saw anyone bully Martin.

Witness Statement:
Bales, Aaron, Seventh Grade Teacher
01/25/19 @ 10:15am
Bales stated he had Martin last year for seventh grade Eastern Studies. Bales stated Martin was
generally upbeat, talkative, and energetic at the start of the year. Bales stated as the seventh grade
year progressed Martin appeared more withdrawn and May, 2018, it became difficult to get Martin
engaged in classroom activities. Bales stated Martin would often put his hood up, and then put his
head down on the desk.

Bales stated these incidents were not frequent, but there was at least one time that he sent Martin to
see the then Assistant Principal, Mr. Lacolla because Martin would not respond to any of the
teachers.

Bales stated Martin’s mother and stepfather attended parent teacher conferences, but only visited
Mrs. Erspsamer. Bales stated he does not remember any specifics about Martin's attendance but
believes he and the other teachers did a good job, using Synergy, so the records of his attendance
should be fairly accurate.

I spoke again to Aaron bales On March 8, 2019, and asked him a few follow up questions to his
original statement.

I asked Bales to clarify what he meant in his earlier statement when he said, “as the year
progressed Martin appeared more withdrawn.” Bales stated the change in Martin was a very
gradual one. Bales stated Martin always required more refocusing than other students because he
was very talkative. Bales stated as the year progressed Martin required more and more attention to
get him back on task.

Bales stated Martin would not act this way on a daily basis, but at least weekly he would block him
out by putting his hood up, and his head down on the table, and not respond. Bales stated he would
then have to re-direct Martin by asking him to sit up and re-engage in the classroom assignment.

Bales stated Martin’s relationship with his peers never seem to change because he was always the
"silly one," and got along with his peers. Bales stated he never saw any bullying from any of his
students toward Martin.

Bales stated he does not remember if all of Martin’s seventh grade teachers ever met as a group to
discuss Martin. Bales stated Martin’s behavior was not uncommon for middle school age boys so
he did not document it.

Witness Statement:
Kamm, Emmanual , Eighth Grade Teacher
02/04/19 @ 4:30pm
Kamm was Martin’s eighth grade History teacher. Kamm stated Martin was usually very quiet in
class. Kamm stated he had very little interaction with Martin other than normal classroom
instruction. Kamm stated the only issue he can remember was on one occasion, he asked Martin to
step into the hall for a one on one conversation because Martin was in class making animal noises.
Kamm stated he explained to Martin that he was being disruptive in class, and it was not
acceptable behavior for an eighth-grade student. Kamm stated he does not remember any instances
of anyone bullying Martin in his classroom.

Kamm stated he has looked back at Martin's class performance and saw that his grades and
attendance started declining in November 2018. Kamm stated soon after, Martin would not respond
when he asked him about his work. Kamm stated Martin became unresponsive and would not even
acknowledge that he was being spoken to.

Kamm stated in December 2018, he asked one of his 7th grade teachers, Taylor, about Martin's
previous year’s behavior. Kamm stated Taylor informed him that Martin was okay last year and his

behavior never got to the point of being a problem. Taylor told Kamm that the behavior Kamm was
describing was a complete change for Martin. Taylor told Kamm that in seventh grade, Martin was
always talking, goofing around with friends, and liked making farm animal noises.

Kamm stated while speaking with Taylor about Martin, Lux advised that she had observed the
same type of behavior when she was addressing Martin. Kamm stated he believed the other eighth-
grade teachers met and discussed Martin's behavior. Kamm stated they decided to refer Martin for
extra services via, the Cultural Awareness Form, because this did not seem normal for Martin.

Kamm stated Lux filled out the form and told him she submitted it to Assistant Principal Ellis, by
placing it her mailbox sometime before Christmas break in December 2018. Kamm stated they
wanted to have someone else speak to Martin to see if there was a bigger issue.
I re-interviewed Kamm on March 1, 2019, at 11:58am.

I asked Kamm again about the meeting he had with other eighth grade teachers concerning Martin.
Kamm stated he could not remember who was present, and it could have been just himself and
Lux. Kamm stated Lux described how Martin reacted when she spoke to him in the hall. Kamm
stated he told Lux he had seen the same behavior where Martin would not talk to him when he
thought he was in trouble. Kamm stated he knew Lux was putting Martin’s name on the form,
because he too had seen the behavior.

Kamm stated he did not observe anything else about Martin that stood out and he worried about.
Kamm stated Martin started out the year quiet, and sometimes putting his head down. Kamm stated
there was no big change to his behavior. Kamm stated when Martin would put his head down, he
would quietly tap his shoulder and have him sit up.

Filonczuk, Penny - Band Teacher

Filonczuk stated she had known Michael Martin since September 2018. Filonczuk stated Martin
was a beginning band student in her sixth hour. Martin continued Band through the eighth-grade
and he was learning to play the tenor saxophone.

Filonczuk stated that she had no issues either academically, or behaviorally with Martin. Filonczuk
stated Martin was what she would call "an everyday player." Filonczuk stated Martin came to class,
followed procedures, learned to play his horn, and always did what was asked of him.

Filonczuk stated the last time she spoke with Martin one-on-one was to discuss his embouchure.
Filonczuk stated Martin played out of the side of his mouth, which is somewhat unusual. Filonczuk
stated she asked Martin if that worked best for him, and he said, "Yes".

Filonczuk stated the last time she saw Martin was at the Winter Concert the evening of January 17.
Filonczuk stated they did not interact directly, but she observed that he got along with those around
him. Filonczuk stated Martin did not appear to be overly social but never saw anyone bullying him.
Filonczuk stated her band members are very protective and would not have allowed any bullying if
they had known about it.

Griffin stated she started working for the school district in early November, 2018. Griffin stated
some time in November, she met with New Tech Assistant Principal Ellis who asked Griffin to
meet with Martin because there had been a report of bullying on the school bus. Griffin stated she
normally works with the 9-12 grade students, but she agreed to meet with Martin.

Griffin stated she met with Martin in the Principal's conference room and spoke to him regarding
the bullying allegations on the bus. Griffin stated Martin told her that some students on the bus
were “messing” with him. Griffin stated Martin told her the students were making fun of him, and
calling him names. Griffin stated she asked Martin to be more specific, but he was unwilling to
give any more details. Griffin stated Martin was very withdrawn and appeared like he did not want
to talk to her.

Griffin stated she returned Martin to his classroom, reported back to Ellis, and advised her that
Martin would not talk to her very much. Griffin stated she told Ellis that Martin would not tell her
any details about what was happening on the bus, or provide any names. Griffin stated Ellis
thanked her for looking into it and she left. Griffin stated Martin was never placed on her caseload,
or ever referred to her again.

On February 13, 2019, I again met with Griffin to who advised since she and I last met, she
thought about the time frame when she met with Martin. Griffin stated she is unsure of the exact
date they met because she did not record it. Griffin stated as best as she can remember, she met
with martin before Winter Break, sometime between the middle of November and the middle of
December.

Surdenik stated Martin was in her first hour English class, and he started the year with good
attendance and turned in almost all of his assignments.

Surdenik stated Martin began to show a decline in attendance and classroom performance in
November 2018. Surdenik stated Martin was not a student that normally drew attention to himself,
however, she did start to notice he would have his head down a lot. Surdenik stated since it was the
first hour of the day, it is not an uncommon occurrence to see students putting their heads down.
Surdenik stated when Martin would put his head down, she would walk over and touch Martin’s
shoulder, or say, "Good morning" to him to get his head off the table. Surdenik stated most of the
time Martin would comply by sitting up, however, Martin would put his head down again.

Surdenik stated one of the last interactions she had with Martin was shortly after winter break.
Surdenik stated the class was working on an essay about a book they had read. However, Surdenik
was concerned that Martin had not read as a result of Martins absenteeism. Surdenik stated after
the class began working on the essay, she went over to Martin and asked if he understood the
assignment. Surdenik stated Martin responded with a "nod," and then said he had not finished
reading the book.

Surdenik stated they came up with a plan for him to finish the book over the weekend and list what

his essay was going to be about. Surdenik stated when Martin returned on Monday she asked if he
finished the book and the list. Surdenik stated Martin showed her the list and they talked about
what he should do next. Surdenik stated Martin went to the computer, looked up the outline he was
going to use, and she showed him a website that some of the other students were using to get some
ideas.

Surdenik stated later in the class period she observed that Martin at computer talking with some
other boys. Surdenik stated as she walked by Martin a little later, she saw that he was playing a
game on the computer, so she reminded him to get back to work.

I re-interviewed Surdenik on March 1, 2019, at 12:25pm.

I asked Surdenik if she had ever met with the other eighth grade teachers about Martin. Surdenik
stated "yes," she met with Goodman, Lux, and Kamm. Surdenik stated they met during their
seventh hour on December 17, 2018, because Martin had had an incident in the classroom.
Surdenik stated Lux advised them that she asked Martin to go into the hall because of an incident
in the classroom. Surdenik stated Lux told them and once she and Martin walked into the hallway,
he become quiet, bowed his head, and did not look at her. Surdenik stated Lux told them Martin
would not say anything when she tried speaking to him.

Surdenik stated they discussed Martin's behavior in their classes, and Surdenik advised the other
teachers she had not observed that kind of behavior. Surdenik stated Kamm told them he had seen a
similar behavior where Martin became unresponsive and would not even acknowledge that he was
being spoken to.

Surdenik stated Lux told them she was going to fill out a Cultural Awareness Form and turn it in.
Surdenik stated Lux also put Kamm's name on the form because they were the two teachers that
observed Martin's behavior. Surdenik stated she believed Lux turned in the form that day because
Lux is very diligent, and would have turned it in as soon as possible.

Goodman stated Martin was in his eighth-grade science class this year. Goodman stated Martin
tended to be very quiet and kept mostly to himself. Goodman stated Martin was also absent a
significant amount of time, especially as the second marking period progressed.

Goodman stated Martin would work in class independently on assignments, but struggled to turn
them in on time. Goodman stated Martin was not a discipline problem in class, but he would
occasionally talk during class. Goodman stated he would have to ask Martin to stop talking to other
students to get them back on task. Goodman stated Martin would usually stop after he asked him
the first time, but sometimes it took a second time.

Goodman stated a couple of times he saw Martin in a “verbal put-down session", with other
students, but he does not recall who they were. Goodman stated the sessions would be like, “Boys
being boys,” such as verbal insults to each other in a playful manner. Goodman stated he never saw
any form of bullying in his classroom or the halls.

ever filled out and turned in.

Taylor, Daylyn, Seventh Grade Teacher

Taylor stated Martin was a seventh-grade student in her English Language Arts, and health class
during the 2017-2018 school year. Taylor stated Taylor stated Martin was in her class two hours per
day-first semester, and three hours per day-second semester. Taylor stated while in her class,
Martin's typical behavior during the day was laughing, talking and socializing with his friends.

Taylor stated Martin’s social behavior led to many re-directions by the teachers in the room, which
is typical behavior for a young adolescent in middle school. Taylor stated Martin usually complied
with his teachers the first time they had to redirect him.

Taylor stated there was one incident last year she referred Martin to the Assistant Principal,
Domenic LaColla. Taylor stated that that incident was quickly resolved by LaColla by having
Martin write her a letter reflecting on his behavior.

Taylor stated during the 2018-2019 school year, she had no interaction with Martin.

I re-interviewed Taylor on March 8, 2019, to clarify a few questions.

I asked Taylor to describe Martins typical behavior during the day. Taylor stated Martin was a
typical teenage adolescent, where it is all about his friends, socializing, and not doing his work
unless he was directed to. Taylor stated Martin would play around a lot with and
engage in harmless horseplay throughout the day. Taylor stated Martin was very smart and was a
good reader, and writer.

Taylor stated she never saw anyone pick on Martin, nor did she see him pick on anyone. Taylor
stated sometime in the spring between March and May, 2018, Martin started to put his head down
more often, and became disengaged. Taylor stated she would have to redirect Martin by telling him
to sit up, "the table was dirty," and then he would sit up. Taylor stated she remembers only one
time when she had to send Martin to the conference room. Taylor stated Martin would not talk or
even look at her. Taylor stated she then sent Martin to see Lacolla.

Taylor stated Martin would normally follow her directions and he was never “sassy,” or even talk
back to an adult. Taylor stated Martin’s behavior never got to the point of being a big problem, so
she did not call his parents. Taylor stated she could not recall Martin being absent that often and
believed he had good attendance. Taylor stated she noticed one time last year during spring
conferences with his parents, Martin appeared to be crying. Taylor stated it was not uncommon to
see students “upset,” when their parents found out about their grades.

was present when they had a presenter from "OK2Say," talk to the class about various situations
that may need to be reported. Taylor stated she believed Martin had at least two opportunities to
tell people if something was wrong.

talked to Martin at school during lunch, in between classes, and during their fifth and sixth hours.

withdrawn or otherwise distracted.

because it did not happen this year.

On February 14, 2019, at 11:35am, I re-interviewed about the allegation that "picked
on," Martin at the band concert. I was informed by during interview, that
was told that told Martin's mother, saw Martin being "picked on," at the concert.

stated did not tell Martin's mother, that Martin was picked on, said asked her if
she had heard about it. stated Martin's mother told "just let it go, I already have the
names, and I have forgiven them, that's what Michael would have wanted."

Witness Statement:

stated met Martin last year in seventh grade and was not that close to him, but they
were friends. stated Martin never mentioned to that he was being bullied by anyone.
stated does not remember when, but one day while they were in the cafe witnesses
Martin standing in the corner of the cafe. stated students were pushing Martin around,
and Martin appeared to be joking around with them. stated he was told by
that witnessed Martin being bullied at the band concert by .

Witness Statement:

stated met Martin in seventh grade and was in a few of his classes. stated
Martin was funny and usually happy. stated Martin always seemed to care about other
people and made sure that everyone was okay.

stated has been bullied by various people in school but never talked to anybody about
it. stated has heard people calling Martin names "fat," and "gay," and Martin would just
laugh at them and never say anything back.

stated has looked back at certain situations involving Martin, in band class, and now
realizes that Martin did not appear as happy. stated that did not see anyone "picking" on
Martin, but has heard call him gay a lot and Martin would just laugh about it.

stated heard that Martin was being picked on by people on the bus, but did not have
any personal knowledge of it. stated last saw Martin in band class and he initially
seemed like he was in a good mood, but later during class, saw Martin sitting on the far side of
the class with a sad look on his face.

On February 14, 2019, I attend a meeting that involved with mother, West, Ellis, and
Officer Berry because shared with others that was being bullied. described
bullying and named several students responsible for bullying. Measures were put in place to assist
with coping. Officer Berry was identified as the "safe person." was also told that
could speak to teachers, West and Ellis.

I also spoke to spoke with about Michael Martin. I advised that I was told had
witnessed bullying Martin at the Band concert. stated heard calling
Martin names, but did not see "pick on" Martin.

Witness Statement:

stated and Martin would hang out at lunch and other times when they could. I asked
if they were close friends and said from perspective, they were very close. I asked what
Martin would have said about their friendship, and said believed Martin would say they were
close friends.

stated and Martin always got along, except for one time in fifth grade when they had a
disagreement. stated they made up a few weeks later and they have been friends ever since.
stated and Martin would work on math together in the 6th grade because Martin was
smart, creative, and good at math.

stated never heard of anyone picking on Martin. described and Martin's


relationship as a normal relationship, punching each other in the arm, and sometimes push each
other. I asked if ever slapped Martin on the side of his head and said, "No, we never
slapped each other in the head."

stated they never had a problem with each other, they always seemed to get along.
stated at the band concert, they spoke to each other and complimented one another on their
performance. stated and did not call Martin any names during the concert.

Witness Statement:

stated believed and Martin were best friends. stated they met each other last
year in 7th grade, and they “hung out” a lot, and had gone to the movies together. stated
has never been to Martin's home, they would only see each other at school. stated never
noticed Martin being bullied, and Martin never told that he was being bullied.

stated approximately two to three months ago, saw Martin pulled into the middle of a
circle of boys who were all playing around, and Martin was pushed around the circle.
stated and Martin would joke around and call each other names, but they were not serious.
stated never heard others calling Martin names, like, “pussy” or “bitch.” stated
knew , but they would not hang out with stated never heard or
witnessed “pick" on Martin.

stated heard from others that “picked on” Martin, but never witnessed it.
stated that told that “picked on” at the band concert/dance
recital.

stated if anyone would have known about Martin being “picked on,” would be the one
to know, but never witnesses, nor heard anything. stated last saw Martin one day just

before exam week. stated Martin told he had not been at school because he was sick.
stated if Martin was sick, that would explain why he was gone from school so much.

Witness Statement:

stated has known Martin since the fourth grade and believed they were good friends.
stated Martin was a good guy and was really fun to hang out with. stated had not
noticed any difference in Martin’s attitude at school this year.

stated only had band class with Martin this year so did not talk to him much.
stated Martin never brought up anything about being bullied, but he appeared to be sad or “down.”
When would ask Martin if anything was wrong, Martin never replied.

stated never saw anybody bullying or picking on Martin in band class, or anywhere else.
stated saw Martin at the concert and did not see anybody “picking” with him.
stated arrived at Everett High School for the concert at approximately 6:30pm. stated
they performed at 7:00pm, and then they sat in the auditorium and watched the dance class
perform. stated when the concert and dance recital was over, did not see Martin.

Witness Statement:

stated at the beginning of the school year used to "hang out" with Martin in the foyer
before school. stated Martin would also "hang out" with his other friends in the foyer
waiting for school to start. stated the Martin and friends would sometimes play a game
where a circle was formed and somebody was pushed into the middle. described that the
game they all played as very childish and stupid.

stated on one occasion, saw that Martin was pushed into the middle, and while he was
being pushed around, he grabbed and pulled into the middle. stated
became angry and tried to fight Martin. stated this “playing around,” seemed to go
on from September to October.

stated also heard call Martin, “dumb,” “stupid,” “ugly,” and a “bitch.”
stated tried fighting Martin once, but does not know why. stated Martin did not
want to fight so he just walked away. stated when Martin walked away, called him
a “pussy.”

stated saw Martin wear skinny jeans to school once, and and told him he
needed a new wardrobe. stated used to call Martin similar names as such as
“bitch, and “pussy.” stated while in the hallway, and at their lockers, and other boys
would call and "gay."

stated was suspended for a month and a half, and when returned barely saw
Martin. stated asked other kids where Martin was, but they told Martin barely
comes to school.

stated the bus driver is strict, and keeps everybody “in check,” and does not allow students to act
up. stated does not believe Martin was being picked on, while on the bus because
would have seen it.

stated has known Martin since the sixth grade. stated has talked to Martin
every day at school, and he used to tell a lot of jokes. stated has never seen anybody
bullying or picking on Martin. stated Martin never said anything to about being
unhappy.

stated heard that was picking on Martin, but the only thing she ever
witnessed was would calling Martin “gay” and “pussy.” stated did not think it
bothered Martin, because he would joke around with others calling them “gay.” stated
calls everybody “gay.”

said something that was offensive, Martin would stand up for himself. stated never saw
any bullying in class, or in the hallway. stated Martin never told him about any bullying, and
never saw bully Martin. stated and Martin were not really friends with but
they knew each other and would hang out in the same circle of friends.

stated after winter break noticed that Martin did not come to school for a while.
stated when Martin returned, noticed that something was wrong, but did not know what it
was. stated Martin was not his normal happy self and was very quiet. stated Martin
was not as talkative with or other his friends at lunch and did not joke around anymore.
stated wondered if something was wrong at home, but since Martin did not talk about his home
life, was unsure if something happened there.

Witness Statement:

stated has known Martin since the seventh grade. stated this year
in eighth grade, was in four of Martin's classes; first, second, third and fourth hours.
stated at the beginning of the year, they would talk in the morning before school.
stated Martin used to sit next to and help with math work.

stated on occasion would see Martin with a group of male students, and they
would be pushing each other around in a circle. stated witnessed ,
and all in the center, being pushed around.

stated was one of the students in the circle who was pushing, but does not
remember who else was doing it. stated they seemed to do this a couple of days a
week in the foyer before school. stated this started in September but stopped in early
November. stated one time witnessed push Martin against the wall and
called him gay. stated at first thought they were playing around, but then saw
Martin's face and he looked angry.

stated Martin wore glasses and other students would take them off from Martin and
call him names like, “pussy,” “bitch,” and “gay.” stated heard and

he had been, and if he was okay. stated Martin said he was fine, he was just doing
things around the house. stated Martin did not appear fine, he seemed to be sad.

Atwater, Nichole, Bus Driver

I interviewed Dean Bus Driver Nicole Atwater, at Dean Transportation on Aurelius Road. Present
at the interview were Atwater’s Union Representative, Rana Wells, and Dean Transportation
Internal Investigator, Mark Murray.

Atwater stated she is the driver of the Frog bus out of Everett High School. Atwater stated this is
her second year on the route, but it is Martin's first year riding her bus. Atwater stated Martin was
not routed this year on her bus, but since he would show up at the bus stop, she would pick him up,
and take him to school. Atwater stated their policy was to not leave a student waiting at a bus stop.

Atwater stated she could not recall who Martin was when she was asked, but when she saw a
picture of him, she remembered that he looked familiar. Atwater stated he was never a problem so
she could not place him as a student who rode her bus. Atwater stated once she realized who
Martin was and where he sat, she realized who he was. Atwater stated she never saw any bullying
on her bus. Atwater stated no parent or student has ever reported bullying on her bus.

I asked Atwater if anyone from Dean Transportation had ever spoken to her about any bullying
taking place on her bus, and she said, “No.”

Atwater stated nobody told her that there were allegations of somebody being bullied on her bus, if
they had, she would have been looking for it. Atwater stated she would have put a stop to it right
away if she had seen anything because she “runs a tight ship.”

Atwater stated she “checks,” the students that ride her bus, and does not allow them to even say the
“N,” or “F,” word or “bitch.” Atwater stated she is a tough disciplinarian. Atwater stated, “you
know me, I care, and I would have said something, my kids say stuff to me if something is wrong,
and I take care of business." Atwater stated the students also realize that they can not get away with
things.

Atwater stated when she realized who Martin was, she recalled that he was the first stop in the
afternoon going home from Everett. Atwater stated she believed Martin was on her bus for
approximately eight to ten minutes.

Atwater stated Martin's bus stop is the last to be picked up in the morning and there was no one
“picking” on him. Atwater stated on the way to school everybody would be “really chill” because
they would be just waking up. Atwater stated no one caused any problems on the way to school.

Black advised that prior to the the death of Martin, she had not received any referrals from either
the the State of Michigan's "OK2SAY" program or Lansing School District's "Let Talk" program
regarding Micheal Martin.

Black stated following Martin's death, she spoke with the assigned Everett High School public
safety officers concerning any possible complaints filed by Martin or other Everett students on
Martin's behalf. Black indicated that none of public safety officers assigned to Everett High School
had been notified of any concern regarding Martin.

Witness Statement:

stated has been friends with Martin since the seventh grade. stated and Martin
used to play on the PlayStation on-line together. stated and Martin did not have any
problems with each other and they would hang out during "download" time, and at lunch with their
large group of friends.

I asked if and Martin had ever gotten into an argument, where called Martin a “school
shooter,” and Martin called him a "gorilla"? stated there was an incident where they were
joking around and it escalated into an argument. stated does not remember many the
details, and does not remember calling Martin a “school shooter,” but could have. stated
also does not remember Martin calling him a "big gorilla," but it sounds like something that
Martin would say.

stated it started by them talking and the teacher told them to be quiet. stated they both
became agitated and felt singled out. stated they were more upset at being in trouble with
the teacher than being angry at each other.

stated and Martin were cool with each other afterward and got along well. stated
Martin seem to be really happy most of the time last year and he came to school. stated this
year noticed Martin was not showing up for school very often. stated when heard the
news about Martin, was sad because thought to “Why would he do it? Everybody
liked Michael!” stated Martin never told him anything about being picked on.

stated never witnessed Martin being bullied, but heard that was bullying
Martin. stated would sometimes talk about Martin to other students, but never directly
to Martin.

Sherry stated he started with the school district on October 23, 2108, and during his first few weeks
he was just trying to get to know the students. Sherry stated Martin sat at a table in his room with
and . Sherry stated Martin appeared
comfortable around these students and he was a very happy kid in his presence. It appeared that
and were really good friends with Martin. Sherry stated Martin’s attendance
was somewhat sporadic in November and December, but he always appeared very content and
happy in his class. Sherry stated Martin kept up with his work when he was there.

Sherry stated immediately after Christmas break he noticed that Martin was gone a lot. Sherry
stated he believed that Martin was only in his class one day, the first week after the winter break.
Sherry stated Martin returned to his class on January 17, 2019. Sherry stated as Martin walked into
class, he greeted Martin and told Martin that he had been missing him. Sherry stated he then asked
Martin if everything was alright, and Martin responded that he was dealing with some “family
stuff.” Sherry stated he asked Martin if he wanted to talk about it or if he needed to see a counselor,
and he said, “No, everything was good now.”

Sherry stated the rest of that hour Martin seemed to be as happy as Sherry had ever seen him.
Sherry stated he observed that Martin was laughing and smiling a lot. Sherry stated he remembered
at one point

bothering Martin on the bus, and said, “To be completely honest, no, never, I never heard of
anybody bothering him.”

anyone in the back of the bus bothering Martin. stated the students that sat at the front of
the bus were usually the quieter students and nobody bothered them. stated always rode
in front of the bus, in the second or third seat. stated the Bus Driver, Miss Nikki, was very
much in control of the bus and keeps students "in check."

stated Martin last year in art class. stated did not have any classes with Martin this
year, but they rode the bus together. Sometimes they would sit together and talk about music and
school. stated they never talked about anyone picking on Martin. stated never saw or
heard anyone bother Martin.

stated the back of the bus was "loud and obnoxious," but they do not pick on each other.
stated believed they sat together once or twice a week when Martin was present. stated
did not see Martin very often in the morning, mostly saw him in the afternoon. stated

Crenshaw, Bryan, Truancy Support Specialist

I spoke to Truancy Support Specialist, Bryan Crenshaw, and he sent me a written statement about
his interaction with Martin. This is a summary of his statement.

Crenshaw stated upon his return to work on August 23, 2018, he was given some files that were
created by Rose Taphouse over the summer, of students who had attendance issues from last school
year. Crenshaw stated among those files, was a file created for Michael Martin, an Eighth-grade
student at Everett High School.

Crenshaw stated he identified the students who were in the files as ones that should attend a
"Brunch with the Judge" event that was going to held on September 5, 2018, and Martin was one
of those students.

Crenshaw stated on August 29, 2018, he hand-delivered a letter to Martin’s parents, notifying them
of his selection to be part of the event. Crenshaw stated the letter was left in the door of his
residence listed on Synergy. Crenshaw stated no one was home to accept the letter. Crenshaw
stated Martin did not attend events the. Crenshaw stated he has attached a copy of the letter, and
the sign-in sheet to his written statement.

Crenshaw stated on October 25, 2018, he ran an attendance report that is supposed to identify
students that have 10 or more absences in a class period. Crenshaw stated this report is supposed to
be auto-generated each month but there have been issues with the report, not auto-generating, so he
ran the report manually.

Crenshaw stated Martin was listed on the report, but he did not have more than ten absences in a
class period at that time. Crenshaw stated he has received referrals from the administration at
Everett High School on other students that have attendance issues, but Martin’s name was never
sent to his office to check on.

Witness Statement:
Taphouse, Rose, Student Services Coordinator

Tapehouse provided a written statement. Below is a summary of her written statement.

Tapehouse stated she was acting in the capacity of an Attendance Specialist for the Lansing School
District, which is one of her roles within her job of Student Services Coordinator.

Taphouse stated in June of 2018, ran Synergy attendance report, which is a print out of students
that have missed a concerning amount of school, during the 2017-2018 school year. Taphouse
stated she flagged students that had missed more than twenty class periods in any one class, for all
7-12 grade students, District-wide, specifically looking for students under the age of 17.

Taphouse stated it is normal for her to "flag" students that schools may, or may not be aware of,
that are having some attendance issues. Taphouse stated she runs these attendance reports in
December and June of each school year. At times, Tapehouse will also run a report in November

and February. Taphouse stated Martin was one of the students that appeared on the run in June of
2018.

Taphouse stated she reviews and sort the report according to age, medical issues, attendance
patterns, past, or current involvement truancy court, and other reasons why a student may not need
further attention from her office.

Taphouse stated she creates a list of all the students that she felt required attention of the attendance
specialist for the upcoming fall of the 2018-2019 school year.

Taphouse stated since Michael Martin did not qualify for any of the reasons mentioned above, his
name was forwarded to Ingham County Family Court staff for further review. Upon completion of
the review, Martin qualified for "Truancy Court."

A "Truancy Court" file was created on Martin. The Truancy Officer, Byran Crenshaw receive the
file from Taphouse in late August or early September. Crenshaw's responsibility is to call parents to
discuss attendance issues.

Taphouse stated if a parent cannot be reached by phone due to non-working phone numbers, or if
there is no response to messages left for parents, he sends a letter to the home asking the parents to
contact him. (Taphouse stated the letter they typically send is attached.)

Taphouse stated once Crenshaw has reached out to the parents, he returns the files to her, so that
she can monitor the attendance. Taphouse stated she will either close the case out, as the attendance
has improved and the student is not considered truant any longer or proceed with a petition to the
court for continued truancy issues.

Taphouse stated she never received the file back from Crenshaw for Martin after she gave it to him
in late August or early September, and any action after would have to be addressed by Crenshaw.

Taphouse stated beginning on December 1, 2018, their office changed Crenshaw’s position from an
assistant to the attendance program, to a full-time Attendance Specialist, who is responsible for all
7-12 grade students at Sexton, Eastern, Wood Creek, and Everett High Schools.

Taphouse stated this change moved the person responsible for identifying, working with,
monitoring, and follow up of students with attendance issues in the high schools, from herself to
Crenshaw.

Taphouse stated there was one more piece that they attempted for some interventions for 7-8 grade
students this fall, that was called “Brunch with the Judge”. Taphouse stated "Brunch with the
Judge" is an event where Judge Garcia, the primary Judge for Truancy Court, visits Lansing School
District schools where 7-8 grade students attend school.

Taphouse stated Judge Garcia speaks to selected 7-8 grade students who have been identified by
herself and Crenshaw in September of 2018, from the list they compiled over the summer.
Taphouse stated Judge Garcia speaks to the students regarding the effects of missing school and
possible consequences of missing school in Ingham County, by sharing his life experiences.
Taphouse stated the events took place in September shortly after school started this year.

review, the vetted spreadsheet from the court, letter sent to parents and the sign in sheet form

Erspalmer, Tina, 7th Grade Teacher

Erspalmer stated Martin seemed like a very typical 7th-grade boy. Erspalmer stated Martin
appeared to have a lot of friends and was very social. Erspalmer stated she never saw anybody
picking on Martin. Erspalmer stated Martin would listen to her when she talked to him and she
never noticed any kind of change in him. Erspalmer stated she had 56 students and did not talk to
him one-on-one that often.

Erspalmer stated at conferences last spring, Martin’s parents were not happy with him for not
getting his work done, and Martin appeared to be "upset," about them finding out. Erspalmer stated
Martin seemed like he could do the work, she believed he could do the work, but he was not doing
his work. Erspalmer stated she does not remember meeting with any other 7th grade teacher about
Martin. Erspalmer stated she did not think there was any problems with Martin except that he was
not doing his work.

Summary of Bus video:


I reviewed the Bus video with Dean internal investigator Mark Murray.
The video was on January 16, 17, and 18, 2019.

The video on January 16, showed that Martin did not ride the bus in the morning, he only rode it in
the afternoon. The video showed Martin wearing a gray hoodie, board the bus and sit in the second
seat behind the driver with a girl later identified as . The video showed no one really
paid any attention to him including It also showed Martin did not talk to anyone, except for
a student named , who he had a very brief conversation with.

My observation of this bus was that it is a very orderly bus. The students did not stand up out of the
seats while the bus was moving, and seem not to cause many problems. They were not being loud

and boisterous, in fact not many students were even talking.

On January 17, Martin only rode the bus in the morning. The video revealed that Martin boarded
the bus and sat in the front seat, passenger side, with a student named . The video
showed that Martin and smiled at each other, but they did not talk.

On January 18, Martin Rode the bus only in the afternoon. The video showed Martin boarding the
bus and sitting on the Isle in the second seat behind the driver, with The video again
showed Martin not interacting with anyone, even

The video also showed Martin would move to the side when people would try to get past him down
the aisle, and no one seemed to bother Martin, nor pay attention to him. The video showed that the
students would just pass by and try not to touch each other, being polite.

The video also showed the driver was in control of the students.

Disposition:
The final draft of this report was submitted to the Deputy Superintendent's Office on March 25,
2019.

A copy of this report was forwarded to Human Resources Data Specialist, Myrical Barton, for a
FOIA request dated February 25, 2019.

A copy of this report will be forwarded to Lansing Police Detective, Jacob Sinke for review on
March 25, 2019. Attachments will be release upon request.
