1. GENERAL

1.1 Scope

a. This Standard Specification lists the safety equipment required to protect personnel
from exposure to the physical and chemical hazards typically encountered in
petroleum refineries, chemical and petrochemical plants. This list does not include
safety equipment necessary for protecting employees responsible for mitigating a
hazardous material release or extinguishing a fire.

b. Exceptions or variations shown in the UOP Project Specifications take precedence


over the requirements shown herein.

c. The Owner is responsible for assessing the hazards present or likely to be present in
the workplace, providing adequate safety equipment for employees, and training
employees on the selection, use, and care of safety equipment.

d. The Owner and Contractor shall determine the quantity and location of safety
equipment accounting for facility layout, workplace chemicals, work procedures, and
number of employees. Equipment shall be easily accessible at all times.

e. Personnel shall use safety equipment in accordance with procedures recommended in


UOP Process Unit Operating Manuals, by chemical and safety equipment suppliers,
in Material Safety Data Sheets (MSDS), and other advisory or regulatory sources.

1.2 References

Unless noted below, use the edition and addenda of each referenced document current on
the date of this Standard Specification. When a referenced document incorporates
another document, use the edition of that document required by the referenced document.

a. American National Standards Institute (ANSI) Z358.1, Standard for Emergency


Shower and Eyewash Equipment.

b. ANSI Z89.1, Safety Hard Hats.

c. National, state, and local governmental safety equipment regulations and laws.

2. SAFETY EQUIPMENT

2.1 The following safety equipment is the minimum that shall be available to plant
employees at all times. All equipment shall be suitable for the intended plant
environment.

a. Safety hard hat (in compliance with ANSI Z89.1, the European CE stamp, or
equivalent) with removable neck flaps and removable full-face shield with foldback
frames

b. Safety glasses with side shields

c. Steel-toed safety shoes with leather uppers

d. Work gloves (as necessary for the service)

e. Hearing protectors – plug insert or earmuff type

f. First aid cabinet including, as a minimum, the items listed in Table 1, First Aid Kit
Contents

g. Portable gas detector(s) including calibration check kits for measuring the oxygen
content and concentration of combustible/flammable gases, hydrogen sulfide, carbon
monoxide and other applicable hazardous gases in the air.

h. Hand operated detector tube pump(s) including detector tubes for testing
atmospheres for the presence of anticipated hazardous substances.

i. Air mover ventilators.

j. Stretcher, basket type

k. Full body harness designed to contain the torso, position it in an upright position and
distribute the fall arrest forces to the sub-pelvic area for elevated work.

l. Fire retardant blankets

2.2 The following safety equipment shall be identified and provided to plant employees
based on applicability to and hazards associated with the technology unit. All equipment
shall be suitable for the intended plant environment.

a. Chemical splash goggles with hooded vents and spare lenses

b. High-top work rubbers

c. Rubber boots with built-in steel toe caps

d. Overshoe boots with built-in steel toe caps

e. Chemical resistant gloves

f. Heat resistant gloves

g. Heavy duty work gauntlets

2.3 Respiratory protection. One or more of the following respiratory protection devices shall
be provided for each of the anticipated respiratory hazards.

a. Self-contained Breathing Apparatus (SCBA) - positive pressure demand, nominal 30


minute air supply

b. Twin cartridge, air purifying respirator with cartridges approved for the specific
contaminant or group of contaminants

c. Full face piece, air purifying respirator with cartridges approved for the specific
contaminant or group of contaminants

d. Supplied air, pressure demand, full face piece respirator

e. Gas mask designed for respiratory protection approved for the specific contaminant
or group of contaminants

f. Disposable, two-strap particulate respirators

3. EMERGENCY SAFETY SHOWERS AND EYEWASH UNITS

3.1 General

a. Emergency showers and eyewash equipment shall comply with the requirements of
ANSI Z358.1 and shall be located as follows:

(1) Combination emergency shower and eyewash units shall be in accessible


locations requiring no more the 7-8 seconds to reach from the hazard(s). They
shall be within a travel distance of 50 feet (15 meters) from the hazard(s) and
shall be on the same level

(2) Eyewash units shall be located as close to the hazard(s) as possible, taking into
consideration the potential effect of the chemical. When handling corrosives,
the eyewash shall be immediately adjacent to the hazard.

b. Emergency showers and eyewash units shall be well lighted and highly visible.

c. Sufficient potable water shall be supplied to each emergency shower, eyewash unit
and hand-held drench hose for a minimum of 15 minutes of use.

d. Delivered water temperature shall be 70°F-95°F (21°C-35°C). A medical advisor


shall be consulted for the optimum temperature when water reactive chemicals are
present. The unit shall be freeze protected, as appropriate.

e. Lighting and local alarm power shall be on the emergency lighting system.

f. Enclosed booths and tempered water are required where the ambient temperatures
may drop below 59oF (15oC). The booth shall have a heating system to maintain the
booth temperature at a minimum 70 oF (21 oC).

3.2 Design Requirements

a. Emergency showers shall provide a minimum of 30 gpm (6.8 m3/h) at a velocity low
enough to be non-injurious to the user.

b. Emergency eyewash units shall provide a minimum of 3 gpm (0.7 m3/h) at a velocity
low enough to be non-injurious to the user.

c. Hand-held drench hoses shall be designed to provide a controlled flow of water to


the eyes or to portions of the body at a minimum of 5 gpm (1.14 m3/h) and a velocity
low enough to be non-injurious to the user. Hand-held hoses are not required and are
not a substitute for an emergency safety shower or eyewash unit.

d. Emergency showers and eyewash units shall be treadle, panic bar, or push-plate
operated. The mode of operation shall be consistent throughout the plant. Operation
shall provide continuous water flow until intentionally shut off.

e. Enclosures are to be used for emergency showers due to weather conditions or


hazards chemical decontamination.

(1) For Hydrofluoric Acid Alkylation plants (reference UOP Standard Drawing 9-
103).

(a) The size of the enclosure, the size of the entry door and the shower must be
large enough not to impede an employee from entering and using the shower
facility.

(b) An area must be constructed inside the shower enclosure for contaminated
clothing.

(c) The temperature of the room shall be maintained at a minimum of 70oF


(21oC).

(2) For all other enclosures needed due to potential weather conditions:

(a) The size of the enclosure, the size of the entry door and the shower must be
large enough not to impede an employee from entering and using the shower
facility.

(b) The temperature of the room shall be maintained at a minimum of 70oF


(21oC).

g. Alarms

(1) Flow switch activated audible alarms and alarm lights shall be provided for each
safety shower, eyewash, and hand-held drench hose. These alarms shall sound
and display locally and in a normally occupied building such as a control room.

(2) The annunciator system shall be a separate, solid state cabinet with all alarms
wired in a “normally closed when energized” system. Alarm system shall have a
manual reset station.

h. Tempered water system

(1) A tempered water system shall be provided when the supplied water temperature
is below 70°F (21°C). The system shall be a steam heated unit (instantaneous
type) which can supply tempered water to one or more emergency showers or
eyewashes.

(2) Instruments shall monitor the inlet water temperature, tempered water outlet
temperature, water pressure and steam pressure. A no flow condition upon
failure of any component is prohibited.

(3) The tempered water system shall supply water at a constant target temperature of
80°F (27°C). A medical advisor shall be consulted for the optimum temperature
when water reactive chemicals are present.
