Design Brief

Background

In Philippines, public market is always referred to as “Palengke” derived from the

Spanish word “palenque” meaning wooden palisade and stockade (Diccionario de la

lengua espanola, 2001). In Spanish colonies at Spain, palengke is also portrayed as the

social event place of indios or the indigenous people. Palengke like a standard open

market, it has a wet and dry division and for couple of particular places a terminal has

also been anticipated. Many individuals still travel every which way in this place either to

showcase their items or to buy.

Public markets in the Philippines being the core of each town has a few issues being

considered as the corresponding reflection of poverty. Nevertheless, public markets in the

Philippines have been running though few issues of sanitation and health still emerged.

The current issues with respect to public markets in the Philippines tend to make the

latter dying and dying more because of the ascent of shopping centers and supermarkets

(Pabicko, 2002).

As to San Pablo, the third district of Laguna, the public market has been set up and has

remained for quite a while as of now. San Pablo Public market has been the center of

market or the “bagsakan” of all of all local agriculture products coming from nearby

municipalities like Nagcarlan which has a plantation of coconut with a length of 17.81

kilometers according to geoview.info, and barangays like barangay Santiago in San

Pablo, Laguna which has a plantation of lanzones and rambutan trees. It also has been a

tourist food destination for products like coconuts, lanzones, rambutan and pineapples

being delivered directly from farms. The public market in San Pablo has been catering

many vendors and customers for many years but until now there were no further changes

has been done particularly to its sanitation and its system consideration to the traffic

congestion to its adjacent streets.

Statement of the Problem

The unification of public market and shopping mall in San Pablo, Laguna did not succeed

in making the economy flourish. These are because of the contradicting characteristics of

each establishments in terms of environment, prices of the products and facilities.

There is an immense potential for San Pablo Public Market to be one the best markets in

Laguna, it does not only advertise the local products but also promotes tourism. Not only

can the public market contribute tourism and entrepreneurship to San Pablo but so to

Laguna City as a whole. Aside from tourism and entrepreneurship, it may also draw

employment and may contribute to the economic status of the local. The redevelopment

of San Pablo Public Market may change the outlook of public market as a reflection of

poverty but instead the very reflection of abundance and prosperity. It would also make a

change for San Pablo to be one of the hot spots not only in Laguna but at the entire

Calamba, Laguna, Batangas, Rizal and Quezon (CALABARZON) which is the San Pablo

City Laguna’s vision.

Definition of Terms

 Consumers- the persons who acquires goods and services for their very own personal

needs.

 Dry Market- the part of public market which sells, clothing, electronics, etc. rather

 Entrepreneurs- an individual who, rather than working as an employee, founds and

runs a small business, assuming all the risk and rewards of the venture. The

entrepreneur is commonly seen as an innovator, a source of new ideas, goods,

services, and business or procedures.

 Food Terminal- the place where the products such as meats, seafoods, fruits, and

vegetables are being sold in a wholesale basis.

 Insulation- the act of covering something to stop heat, sound, or electricity rom

escaping or entering.

 Laborers- an individual who work as an employee to offices, entrepreneurs and to

the market.

 Microclimate- is the climatic condition in a relatively small area, as confined spaces

such as caves or houses.

 Producers- a person or company that produces goods and services in exchange of

money

 Semi-wet Market- the part of public market which sales, flowers, fruits and

vegetables.

 Traders- person who engage in trade, dealing and merchandising.

 Wet Market- the part of public market which sells, meat, meat products and

seafoods.

 Wholesalers- people who engaged in the sale of goods in large quantities for resale

are the wholesalers.

Design Philosophy

“The good architectural design is sometimes acquired from the natural components of the site”

Explanation:

The philosophy says that a good architectural design can be seen anywhere, you just need

to see the beauty of nature where you can acquire your concepts, designs, and your project

relevance to nature. One green strategy use for sustainability is by using rapidly renewable

materials, and regionally source materials. It is considered to have faster regeneration than the

market demand for those products. Using rapidly renewable materials will help to reduce the

environmental impacts on the regional climate and a lot bigger to deforestation. More likely

which is good, most of the concepts, and designs that can acquire to the natural components of

the site are environment friendly material.

Design Concept

Block Waterfalls:

Block Waterfalls has a clear rectangular shape its like a sheet of water over the

underlying cliff face. The block waterfall is often wider than its height as the form or shape of

the public market building.

The refreshing effect of waterfalls is reflected to the development of the public market ny

means of green strategies.

The form of the building is existing, by adding architectural features it makes the form of a

block waterfall which was the architectural inspiration. These architectural features were use to

give shade to the structure giving the right light and heat absorbed by the structure. Also serves

as the roof drain where in the water flows down going to the water treatment plant. Same as

waterfall, the water comes from above which was evaporated from the ground and flows down

and making the same process again.

Building insulation is any object in a building used as insulation for any purpose.

Majority of building insulations are for thermal purposes, it can also apply as an acoustic

insulation, fire insulation and impact insulation.

In response to green design, since the main product coming from Laguna is coconut, the

coconut fiber will be used to insulate the building. Upcycling the world’s most underutilized

material resources to cool our buildings.

This rain water collector is a part of the building form as seen in the concept. Rainwater

at rooftop will be collected and be carried down at the center going to the water storage tank.

Then it will undergo in different process, first flushing, flushed device is a valve that ensures the

runoff from the shower of rain is flushed out and does not enter the system. This need to be done

since the first shower of rain carries a relatively larger amount of pollutants from the air and

catchment surface. Second is filter, the filter is utilized to remove suspended pollutants from

water gathered over rooftop. A filter unit is a chamber loaded with filtering media such as fiber,

course sand, and rock layers to remove debris and dirt from water before it will go in the storage

tank. Charcoal can also be included for additional filtration.

This figure is nearly to be same to the form concept of the proposal in which the roof of

the public market has a down pipe at the center which collects the rainwater down to the

rainwater tank.

Structural Concepts

It is basically a continuous slab resting on soil that extends over the entire building

footprint, thereby supporting the building and transferring its weight to the ground. Walls,

columns, and other vertical structural loadings are supported on the common foundation. The

mat is mostly used to lessen or convey building loads to decrease differential settlement between

adjacent areas. The mat structure will be more rigid and thicker than individual spread footing so

that it can function properly.

Chapter 7. RULE VII - CLASSIFICATION AND GENERAL REQUIREMENTS OF

ALL BUILDINGS BY USE OR OCCUPANCY

(v) Group E – Business and Mercantile

Group E Occupancies shall include:

Division 1 – Gasoline filling and service stations, storage garages and boat

storage structures where no work is done except exchange of parts and maintenance

requiring no open flame, welding, or the use of highly flammable liquids.

Division 2 – Wholesale and retail stores, office buildings, drinking and dining

establishments having an occupant load of less than one hundred persons, printing plants,

police and fire stations, factories and workshops using not highly flammable or

combustible materials and paint stores without bulk handlings.

SECTION 705. Allowable Floor Areas

1. General. The Allowable Maximum Total Gross Floor Area (TGFA) of any

proposed building/structure shall only be as allowed under this Rule.

2. TGFA Limitation. In Table VII.1. hereafter, the percentages (%) indicated in the

third (3rd) through eighth (8th) columns, but excluding the multiplier numbers 3,

5, 12, 18, and 30 (which represent the number of storeys/floors), are the

percentages of the Total Lot Area (TLA) that may be used to initially determine

the Allowable Maximum TGFA for a proposed building/structure.

3. Crosscheck of TGFA with Allowable Maximum Volume Building (AMVB). The

Allowable Maximum TGFA once established must be thoroughly crosschecked

with the AMVB to find out if the AMVB is not exceeded. If exceeded, the

necessary adjustments on the Maximum Allowable TGFA must be made since the

AMVB must always prevail.

use.

ventilated.

CHAPTER 2. FIRE SAFETY IN BUILDINGS, STRUCTURES AND FACILITIES

DIVISION 2. GENERAL REQUIREMENTS

A. Every building or structure, new or old, designed for human occupancy shall be provided

with exits sufficient to permit the fast and safe escape 44 of occupants in case of fire or

other emergency. The design of exits and other fire safety construction shall be such that

reliance for safety to life in case of fire or other emergency will not depend solely on any

single fire safety construction. Additional safeguards shall be provided for life safety in

case any single safeguard is ineffective due to some human or mechanical failure.

B. Every building or structure shall be designed, constructed, equipped, maintained and

operated to avoid danger to the lives and ensure safety of its occupants from fire, smoke,

vapor and fumes, during the period of escape from the building or structure.

C. Every building or structure shall be provided with exits of kind, number, location and

capacity appropriate to the individual building or structure, with due regard to the

character of the occupancy, the number of persons exposed, the fire protection available

and the height and type of construction of the building or structure, to afford all

occupants convenient facilities for escape.

D. Every exit of buildings or structures shall be arranged and maintained to provide free and

unobstructed egress from all parts thereof at all times. No lock or fastening device that

would prevent escape from the inside of any building shall be installed except in mental,

penal, or correctional institutions where personnel are continually on duty and effective

provisions are made to evacuate occupants in case of fire or other emergencies.

E. Every exit shall be clearly visible. The route to the exit shall be conspicuously marked in

such a manner that every occupant of a building or structure will readily know the

direction of escape. Each route of escape, in its entirety, shall be so arranged or marked

that the way to a place of safety outside is unmistakable. Any doorway not constituting an

exit shall be marked to minimize its possible confusion as an exit. Likewise, passage

constituting a way to reach an exit shall be marked to minimize confusion.

F. All means of egress shall be provided with adequate and reliable illumination.

G. Fire alarm systems or devices shall be provided in every building or structure of such

size, arrangement, or occupancy, to provide adequate warning to occupants.

H. Every building or structure, section, or area thereof of such size, occupancy and

arrangement such that the reasonable safety of a number of occupants may be endangered

by the blocking of any single means of egress due to fire or smoke, shall have at least two

means of egress remote from each other, so arranged as to minimize any possibility 45

that both may be blocked by any one fire or other emergency conditions.

I. Every vertical way of exit and other vertical openings between floors of a building shall

be suitably enclosed or protected to afford reasonable safety of occupants while using

exits and to prevent spread of fire, smoke, or fumes through vertical openings from floor

to floor before occupants have entered exits.

Rule 1940: Fire Protection Control

Exits

A. At least two exits shall be provided in every floor and basement of every workplace

capable of clearing the work area in five (5) minutes

B. In moderate or low-hazard occupancy, the travel distance shall not be more than thirty-

one (3 1) meters for industrial establishments, sixty-one (6 1) meters for business

establishments and thirty and one-half (30.5) meters for mercantile and commercial

establishments

C. If approved automatic-sprinkler protection is installed, the travel distance in high hazard

occupancy may be increased to twenty-five (25) meters and for moderate or low-hazard

occupancy may be increased to forty-six (46) meter.

D. The width of the exits shall be computed by dividing the total occupants of a floor or a

storey (maximum allowable) by sixty (60) in industrial and commercial establishments

by forty-five (45) in service establishments, and by seventy-five (75) in places of

assembly and the quotient multiplied by fifty-five (55) to get the width of the exit in

centimeters.
