NO. 2015-011 FOR PRENIUM TAXIS, WHICH SHALL HEREUNDER BE KNOWN AS “TAX| MODERNIZATION PROGRAMME” DATE 7 May 8, 2014 WHEREAS, Executive Order No. 125 mandates the Department to promote, develop, and regulate a dependable and coordinated network of transportation system as well as safe, fast, ‘efficient and reliable transportation services; WHEREAS, The Department acknowledges the rapid population and economic growth in key cities resulting to the increasing demand for reliable and affordable public transport services to {aciltate daily commuting; WHEREAS, The Departmert introduced the Premium Taxi Service through the Department Order No, 2015-011 to improve the quality of service of the Tax! industry amidst the emergence of new forms of public transport services; WHEREAS, The Department also iaunched the DO No. 2017-011 also known as the Omnibus. Franchising Guidelines (OF), which updates the features of public transport conveyances; NOW THEREFORE, To provide high-end, yet reasonably priced reliable transport option to the riding public, the department is hereby amending the features of Premium Taxi — now further classified as Silver and Gold Premium Taxi, as follows: SECTION 1, GENERAL OBJECTIVES. The objective of the taxi modemization is to respond to the needs ofthe riding public for a safe, comfortable, and reliable public transport services as well ‘as comply with the Public Uiltly Vehicle Modemization Program initiative of the Department. ‘SECTION 2. VEHICLE SPECIFICATIONS. This refers to the general specifications of the vehicle in terms of body make, engine, emission and passenger capacity. SAFETY FEATURES. To further promote the safety of the riding public, the ‘minimum requirements for safety of Silver and Premium Taxis are defined herewith: Seating ; fame ‘Seats should be Front Facing Seatbelt ‘All passengers and driver Airbags: Driver and front passenger Windows Clear Tempered Glass SECTION 4, MODERN TAXI FEATURES, In compliance with the Modern PUV requirement under Section 2.2.6 of the Omnibus Franchising Guidelines, the following features are mandatory for Sliver and Premium Taxis: Free Internat Access to Passengers Payment Features Internet (WIFI hotspot available) ‘On-board Navigation System (GPS) or an Mobile-based Application @ Dashboard camera with conlinuous recording ofthe past 24 ‘ours of operation Camera b. Occupancy cameras with continuous recording of the past 24 sours of operation Booking and cash Baas ‘Automatic Fare Collection through Cashless Cards (ie. Credit Card, Debit Card, Virtual Wallet, Fare Media) ‘SECTION 5. SERVICE AND OPERATIONS. To ensure the quality of service of Silver and Premium Taxi operations, the following guidelines are mandated: Requirement &. Door-to-door Sarvios; and Route No fixed route within a specified area as may be determined by the LTFRB. Rates Fleet Requirement ‘Subject to guidelines as provided by the LTFRB. ‘The operator must have ts own garage wilh sufficient space for al Garage units, plus additional space of at least 30% of the total PUV space. requirement ‘a. Drivers must be salaried and have benefits as mandated by the Labor Code: b. The Training Requirement for Premium Taxi Drivers shall be determined by the LTFRB; and ©. Premium Taxi Drivers must be in a chauffeur uniform as may be determined by LTFRB. ‘a. Allvehicles must have body markings as set by LTFRB; b. The maximum age limit is seven (7) years from the year model as feflected in the Certificate of Registration or subject to MVIS Roadworthiness Certificate as may be prescribed by the DOTr Secretary. ©. All vehicles should be equipped with taxi meters duly accredited by the LTFRB; and d. Subject to Service Key Performance Indicators as may be prescribed by the LTFRE. Driver Operational Requirements ‘SECTION 6. OPENING OF NEW FRANCHISES IN OTHER REGIONS. The LTFRB shall open new franchises for Premium Taxi Services in other highly urbanized cities, where taxi service is needed by the commuters. The Departmenl/LTFRB shall also determine the number of taxi units allowed to ply per region, to maintain the efficiency of the taxi service, ensure the financial viability ‘of the operations, and to avoid traffic congestion, among others. SECTION 7. CONSOLIDATION. Existing individual franchises of taxi must be consolidated in accordance to the Fleet Requirement within the compliance period set by the LTFRB ‘Memorandum Circular No. 2078-010 also known as the Implementing Guidelines During the ‘Transition Period Pursuant o Department Order No, 2017-011 otherwise known as the Omnibus Franchising Guidelines following the publication of this Department Order. SECTION 8. IMPLEMENTING RULES AND REGULATIONS. For purposes of the implementation of this Department Order, the LTFRB is mandated to promulgate the relevant ‘Memorandum Circular within thirty (30) days from the date of issuance hereof. ‘SECTION 9. REPEALING CLAUSE. This Department Order amends Section 3 (A-L) of D.O. No. 2015-011 and supersedes all issuances inconsistent herewith, and shall take effect immediately, following its publication in a newspaper of general circulation, TUGADE, ~ oomOsECOUTCONG 19049
