ATLANTIC YARDS aka Pacific Park Brooklyn Construction Update

Weeks of May 27 and June 3, 2019

LIRR Yard Activities - Block 1120 & 1121

During this reporting period:

● The Contractor will continue excavation and hauling of soil from Blocks 1120 and 1121. Soil that has been classified
as clean, contaminated or hazardous will be removed from the site as part of the excavation activities and brought
to appropriate disposal locations. Protocols for the trucks entering and exiting the site have been put in place.
These protocols provide instruction on roadway routing to and from the project site, queuing of trucks while on site
and vehicle idling restrictions.

● Site restoration, asphalt installations, light installations, and cable pulling operations will continue in Blocks 1120 and
1121.

● Contractor to install 6th Avenue Stair Tower structural steel frame.

● Contractor to continue installing elevator and pedestrian bridge access adjacent to the Carlton Avenue and Pacific
Street intersection.

● Contractor to continue backfilling between Pacific Street Retaining Wall and Pacific Street SOE and Vanderbilt
Avenue Retaining Wall and Vanderbilt Avenue in Block 1121.

LIRR Yard Activities - East Portal (Atlantic and Vanderbilt Avenue)

● The East Portal MPT has been amended into the approved Stage 6 MPT plans. This MPT creates a safe work zone
that closes the west most sidewalk of Vanderbilt Avenue between Atlantic Avenue and Pacific Street.

● Site restoration and track installations for East Lead Track, Track 1, and Track 2 to continue.

LIRR Yard Activities – Foundations (Atlantic and Carlton Avenues)

● Formwork, rebar, concrete installations, and backfilling for building foundations will continue in the northeastern
portion of Block 1120 (just west of CAB).

LIRR Yard Activities – Night/Weekend Work

• Weekend (Saturday daytime) electrical utility installations and Track Restoration work that require LIRR track
outages are expected to continue in the yard.

● LIRR may be utilizing portions of the yard lighting for security reasons. This is expected to continue through May and
June.

● Contractor plans to work second shift to excavate and install necessary TMSC (train toilet servicing cleanouts)
between 6:00pm and 3:00am pending LIRR support availability. Appropriate noise, light, and dust mitigation
practices will be observed.

● Excavation and foundation construction work are underway on the site. Appropriate dust and noise mitigation
measures are in place.

● Retail fit out work is ongoing.

B14 (535 Carlton Avenue)

● A scaffold is being used for minor repairs.

B11 (550 Vanderbilt Avenue)

Tenant fit out work in ground floor retail space is ongoing.

Block 1120 Demolition

● The hand demolition of the 700 Atlantic Avenue Building is ongoing, and the mechanical demolition may begin
during this reporting period. Appropriate noise and dust mitigation measures are in place and will be in-use during
the demolition work

How to Reach Pacific Park Brooklyn Community Liaison Office (CLO)

The Community Liaison Office is located at 591 Dean Street. Visitors seeking the office should enter through the gate on

Noise Receptor Control Program

You may be eligible to receive and have installed double paned or storm windows and an in-window air conditioning
unit for certain residential units where such air conditioning and/or double paned windows/storm windows do not exist
today. The cost of any windows and any air conditioning units, and the cost of their installation, would be borne by the
Developer.

The locations that may be eligible at this time are the residential sites in proximity to site construction and identified in
the 2006 Final Environmental Impact Statement (FEIS) or the 2014 Final Supplemental Environmental Impact Statement
(FSEIS) as having the potential to experience significant adverse noise impacts during the construction of the Pacific Park
Brooklyn project.
