Murder charges for dead woman’s boyfriend
DAILY JOURNAL STAFF REPORT
The boyfriend of a woman found in February
of 2018 with a gunshot wound to the head in
Half Moon Bay is facing a murder charge after
a 15-month investigation by the San Mateo
County Sheriff’s Office identified him as the
person responsible for her death.
Tristan Cecil, 23, was transported Friday
from San Quentin State Prison, where he was
serving a three-year sentence for drug convic-
tions, to San Mateo County Jail where he was
booked on an arrest warrant for homicide.
Cecil is believed to have reported the Feb. 22,
2018, shooting of his 18-year-old girlfriend,
Kimberly Quiroz, who was found by sheriff’s
deputies shortly after 5 a.m. with a single gun-
shot wound to the head in a residence on the
200 block of Poplar Street, according to the
Sheriff’s Office and the San Mateo County
District Attorney’s Office.

June 24 by kicking the car door several times
while she was sitting in the driver’s seat,
according to prosecutors.
At about 1:25 p.m., three Belmont officers
who happened to be outside of the Panda
Express on the 1,000 block of El Camino Real
saw numerous patrons suddenly run out of the
restaurant saying there was a man with a gun
inside, according to police.
The officers immediately entered and encoun-
tered the suspect, Antoine Thornton, 51, who
was pointing a handgun at another man, accord-
ing to police.  warrant on the 1200 block of Industrial Road,
Thornton complied with officer commands
and was taken into custody without incident.
The victim, a 49-year-old East Palo Alto man,
was uninjured. The restaurant closed for 45 min-
utes during an investigation, according to

Half Moon Bay retailer seeks
grace period for flavoredtobacco

rules took effect on Nov. 15 of that year, but
the restrictions on pharmacies and flavored
tobacco specifically did not take effect until
April 1, 2019, to allow businesses time to

for a small business to have in a year,” she
said. “We’ll be filing for a loss [if the fla-
vored tobacco isn’t sold] and we’ll be audit-
ed based on losses and we’re trying to avoid
all that.”
Rahmati noted that her business is only
open to people above the age of 21 and that
she has amassed over 300 signatures of sup-
port for her grace period request.

to her situation and to granting her a grace
period.
“We passed the ordinance for good rea-
sons, for health of community we live in,”
said Councilwoman Deborah Penrose. “On
the other hand, I don’t see why giving you a
short grace period of perhaps two months

Joan Lee Anderson Shaughnessy, 86, passed away Friday, May
17, 2019 at her home in San Mateo, surrounded by her loving
family. Joan was born in 1932 to Andrew & Florence Anderson
in San Francisco, the youngest of 2 children. She graduated from
Presentation High School in 1950. Joan worked for the telephone
company and met her husband, Bill in 1956, and they married in
husband. She spent many hours volunteering in her community helping those in need.
Joan was a kind and spirited lady who brought joy to everyone.
Joan is preceded in death by her husband Bill and her son Danny. She is survived
by her 4 children: MaryAnn (Max), Dennis (Melinda), Pat (Jim) & Jeanne (Drew);
Megan, Kate, Danny & Lucy; 3 great- grandchildren: Ian, Nicki & Hannah; and many
loving nieces & nephews.

SAN FRANCISCO — Authorities say a
dead gray whale has washed ashore in the
San Francisco Bay Area, bringing the total
to 13 dead whales found in the area since
March.
The San Francisco Chronicle reports that
the whale carcass was found Thursday along
the Point Reyes National Seashore near
Limantour Beach.
The Marine Mammal Center plans a
necropsy to determine what killed the
whale.
The center says more whales have been
spotted in the San Francisco Bay Area since
early March and scientists fear it’s because
they are starving and can’t complete their
annual migration from Mexico to Alaska.

Lake Tahoe water gets
clearer after all-time low

RENO, Nev. — The clarity of Lake
Tahoe’s cobalt blue water improved last year
from its worst level in a half-century after
weather and runoff returned to more normal
conditions at the alpine lake straddling the
California-Nevada line.
A dinner plate-sized disc used to measure
clarity was visible at an average depth of
70.9 feet (21.6 meters) in 2018, scientists
at the University of California, Davis,
Tahoe Environmental Research Center said
Thursday.
That’s an improvement of 10.5 feet (3.2
meters) from 2017 when a winter with
unusually heavy snow followed years of
drought, sending sediment into the scenic
lake known for its pine tree-lined beaches
and ski resorts. The research center typical-
ly releases its annual clarity findings in the
spring after analyzing the data it gathers
each month in the previous year.
Scientists hope efforts to combat threats
to clarity posed by development and climate
change will eventually return Lake Tahoe to
its historical clear depth of 100 feet (30.5
meters).
Dozens of public and private partners
have been working to reduce stormwater
pollution from roads and urban areas and
restore streams and floodplains to reduce the
amount of fine particles and nutrients that
can cloud the lake, research center director
Geoffrey Schladow said.
Clarity can swing widely day to day and
year to year due to weather conditions and
the flow from streams that can accelerate or
slow algae growth and erosion that sends
sediment particles into the water, he said.
“In 2018, Lake Tahoe’s clarity regained
the expected seasonal patterns that were dis-
rupted by the extreme conditions of the pre-
vious year,” Schladow said.
Scientists took 26 individual depth read-
ings in 2018, including one in March that
exceeded 100 feet (30.5 meters) of clarity.
The worst readings typically are in the sum-
mer, and the best are in fall and winter.

entering our lake.”
The new clarity measurement is in line
with the five-year average of 70.3 feet (21.4
meters) — an improvement of nearly a foot
(30 centimeters) from the previous five-
year average.
Clarity was best when it first was recorded
in 1968, with an average depth of 102.4
feet (31.2 meters). The disc used to measure
it typically was visible at depths of 85 feet
(30 meters) or deeper through the 1970s and
hovered near the worst levels during a
severe drought in the late 1990s.
Since then, efforts have been underway to
restore natural wetlands and meadows dis-
placed by past development. Those areas
play an important role in filtering water
before it enters the lake, Schladow said.
“Seasonal weather extremes will most
likely drive greater swings in clarity from
year to year in the future, so it’s imperative
we continue to invest in the lake’s restora-
tion to combat new and emerging threats,”
said Joanne Marchetta, executive director of
the Tahoe Regional Planning Agency.

tion moved Friday to revoke newly won
health care discrimination protections for
transgender people, the latest in a series of
actions that aim to reverse gains by LGBTQ
Americans in areas ranging from the mili-
tary to housing and education.

protected under federal
laws that prohibit sex
discrimination in health
care. It would reverse an

organization representing LGBT people.
House Speaker Nancy Pelosi, D-Calif,
said the action shows “utter contempt for
the health, safety and humanity of women
and transgender Americans.”
The administration also has moved to
restrict military service by transgender men
and women , proposed allowing certain
homeless shelters to take gender identity
into account in offering someone a bed for
the night and concluded in a 2017 Justice
Department memo that federal civil rights
law does not protect transgender people
from discrimination at work. As one of her
first policy moves, Education Secretary
Betsy DeVos withdrew guidance that allowed
students to use bathrooms matching their
gender identity.
More than 1.5 million Americans identify
as transgender , according to the Williams
Institute, a think tank focusing on LGBT
policy at the UCLA School of Law. A bigger
number — 4.5% of the population— identi-
fy as lesbian, gay, bisexual or transgender
(LGBT), according to Gallup.

Pushing back against critics, the HHS
official overseeing the new regulation said
transgender patients would continue to be
protected by other federal laws that bar dis-
crimination on the basis of race, color,
national origin, sex, age and disability.
“Everyone deserves to be treated with dig-
nity and respect,” said Roger Severino, who
heads the HHS Office for Civil Rights. “We
intend to fully enforce federal laws that pro-
hibit discrimination.”
Asked about the charge that the adminis-
tration has opened the door to discrimina-
tion against transgender people seeking
needed medical care of any type, Severino
responded, “I don’t want to see that hap-
pen.”
In some places LGBT people are protected
by state laws, said Lambda Legal attorney
Gonzalez-Pagan, “but what do you say to
people living in a state that doesn’t have
state-explicit protections? Do they move
their home?”
Behind the dispute over legal rights is a
medically recognized condition called “gen-
der dysphoria” — discomfort or distress
caused by a discrepancy between the gender
that a person identifies as and the gender at
birth. Consequences can include severe
depression. Treatment can range from sex-
reassignment surgery and hormones to peo-
ple changing their outward appearance by
adopting a different hairstyle or clothing.
Many social conservatives disagree with
the concept.
“Sex is not subjective, it is an objective
biological reality,” Tony Perkins, president
of the Family Research Council, said in a
statement supporting the Trump administra-
tion’s move. The proposed rule will ensure
that federal law “isn’t used as a vehicle to
advance transgender or abortion politics,”
he said.
Under the Obama-era federal rule, a hospi-
tal could be required to perform gender-tran-
sition procedures such as hysterectomies if
the facility provided that kind of treatment
for other medical conditions. The rule was
meant to carry out the anti-discrimination
section of the Affordable Care Act, which
bars sex discrimination in health care but
does not use the term “gender identity.”

to publicly disclose information about the ori-
gins of the investigation the president has
repeatedly dismissed as a “hoax.”
“You have to get down to what happened
because what happened is a tremendous blight
on our country,” Trump said, adding that Barr
is highly respected and will be impartial in
reviewing documents.
But Trump’s critics are wary of leaving the
decision of what intelligence to release — and
what should remain hidden — in Barr’s hands.
Barr is a staunch Trump defender who
Democrats say spun special counsel Robert
Mueller’s report in Trump’s favor, playing
down aspects suggesting possible criminal
conduct. Mueller has also complained to Barr
about his handling of the release of the report.
That has prompted concern that Barr will
take a similar approach to his review of the
origins of Mueller’s probe, releasing intelli-
gence backing Trump’s claims that it was
politically motivated, while keeping classi-
fied evidence demonstrating the need for the
probe.
Barr has already said he believes “spying did
occur” on the Trump campaign, but he also
made clear at a Senate hearing that any surveil-
lance wasn’t necessarily illegal or improper.

Barr has asked the U.S. attorney in
Connecticut to examine the origins of the
Russia investigation to find out if intelligence
and surveillance methods used during the
probe were lawful and appropriate.
Intelligence experts claim Trump is trying
to do an end-run around U.S. spy agencies.
They say having someone outside the intelli-
gence community deciding what can be
released jeopardizes sources and undercuts
America’s partnership with spy agencies in
friendly nations, including some that shared
information with the U.S. regarding the
Russia probe.
Traditionally, when Congress, for instance,
asks for material to be declassified, the request
is forwarded to the intelligence agencies where
the information originated or resides. Those
agencies recommend what part, if any, can be
declassified without jeopardizing intelligence
sources or spy craft. Then, the Office of the
Director of National Intelligence coordinates
the feedback from all the agencies and makes a
decision.
National Intelligence Director Dan Coats
said in a statement Friday that 17 intelligence
agencies he represents will provide the Justice
Department all appropriate information need-
ed for its review of intelligence activities
related to Russian interference in the 2016
presidential election.
Coats also said he’s confident Barr will work
in accordance with “long-established stan-
dards to protect highly-sensitive classified
information that, if publicly released, would
put our national security at risk.”
But while Trump’s memorandum instructs
Barr to consult with appropriate intelligence
agencies “to the extent he deems it practica-
ble” before he releases anything, it doesn’t
require him to do so.
This has alarmed Trump critics, who have
served in high-level U.S. intelligence posts.
“It is potentially dangerous if the attorney
general were to declassify something the
director of national intelligence thought
should be kept classified, as the director is in
the best position to judge the damage to intel-
ligence sources and methods,” said Michael
Morell, a former U.S. intelligence official and
host of the Intelligence Matters podcast.

he forms of media and the way
we get our news have expanded
vastly over the recent years. I
read news articles on my social media
platforms, news agencies have created
their own new media platforms and we
can all still watch the news or pick up
a newspaper. Being aware of the news
and what’s occurring in the world
around us remains a top priority for
everyone; yet, it can become discour-
aging with the saying “good news is
no news” ringing true in most head-
lines.
As an intern for the Daily Journal,
part of our job is to read and format
the letters to the editor. Many of the
letters I read contain complaints and
lists of everything that is wrong with
our community; however, I am rarely
able to find many offered or proposed
solutions. In no way am I diminish-
ing the importance of speaking up
and sharing one’s opinions. No mat-
ter what they are, they are important
and deserve to be heard. With that
being said, there’s a difference
between sharing one’s thoughts and
childish behavior. All over social
media and even in the comments of
articles on the Daily Journal website,
I find name-calling, petty responses
and personal attacks instead of civi-
lized and progressive discussion. It’s
upsetting to realize that instead of

can only be broken
by real maturity,
strength and
patience, all of
which seem to be missing from all of
us at the moment.
As our country seemingly moves
backward, I find myself losing my
positive attitude about my future
more often than being excited for
what’s to come. Not yet a legal
adult, I’m amazed at the lack of real
discussion by those much older than
me, no matter their opinions or
political affiliations. We should be
able to discuss, listen and problem-
solve together, not force our opin-
ions at others with no form of com-
promise in sight. In my AP govern-
ment class this past year, we dis-
cussed at length the topic of polar-
ization and its advancements in our
country, a conversation that was
also discouraging. Learning about
party line voting alongside watch-
ing the midterm elections gave us all
a reality check as to just how polar-
ized our country has become.
Our Constitution outlines the
necessity for freedom of speech in its
primary amendment. Take full advan-
tage of it and have pride in what you
believe in, but when it comes to

I also refer readers to the work of
distinguished UC Berkeley Professor
of Physics Richard Muller and his
research group. Originally a global
warming skeptic, Muller received a
research grant (ironically from the
Koch brothers) to do an in-depth
examination of historical global tem-
perature measurements. His group
concluded that the measurements were
accurate, and their most recent 2018
findings confirm that the earth has
warmed by 1.16 degrees Celsius (2.09
degrees Fahrenheit) since the late
19th century. They also concluded
that this degree of warming could
only be explained by human-caused
increases of greenhouse gases in the
atmosphere.
The message is clear. The earth is
warming. We humans are the cause.
But we can also be the solution if we
can find the political will to take the
necessary actions now.

pride aside. Compromise is not giv-
ing in or giving up, it’s creating a
solution that makes its best attempts
to work for each and every one of us.
In fact, I believe there’s much more
pride to be had in the ability to dis-
cuss and reach conclusions, to create
solutions and to work with one anoth-
er than there is in the aforementioned
mindset.
This column isn’t meant to have the
same discouraging effect that some of
the headlines and discussions have
had on me; rather, it’s to inspire
those of all ages to take into consid-
eration a problem-solving point of
view. My outlook on my community,
our country and the world will remain
optimistic because I believe we can
change for the better.

The shortest distance
T
hey say that the shortest distance between two
points is a straight line. But the shortest distance
doesn’t always mean the shortest time, as Bay Area
motorists well know. The shortest distance between
Redwood City and, say, Hillsdale Shopping Center may be
along El Camino Real but, depending upon the time of
day, it may be faster to detour out
to Highway 101 instead.

out exploring another straight
line through the city, one that
closely parallels El Camino
Real: the Caltrain line.
On May 6, Caltrain’s director of
Policy Development presented

corridor to the Redwood City

tion growth, Caltrain is developing
a plan to meet the demand that it anticipates by the year 2040.
Before we look at the future, a quick review of what we
have today. Redwood City has six “at-grade” crossings,
where the train tracks intersect streets at their level,
necessitating gates, signs and signals. It also has two
“grade-separated” crossings, one at Jefferson Avenue and
one at Woodside Road. On a normal weekday, 92 trains
pass through Redwood City (46 in each direction), 76 of
which stop at the Redwood City station. A little less than
3,900 people board trains at the Redwood City station on
an average weekday.
Caltrain is projecting that by the year 2040, the number
of people boarding trains in Redwood City will have
increased to almost 8,400, with other stations seeing
comparable increases. Thus, Caltrain sees a strong need to
increase their level of service. Electrification will enable
some of that, as will the downtown San Francisco exten-
sion, which aims to extend Caltrain to the Salesforce
Transit Center. Caltrain expects to start electrified opera-
tions in the year 2022, whether or not high-speed rail
comes to fruition.
Caltrain has developed three possible alternatives for
dealing with this increase. The first is called “baseline
growth,” but even with a name like “baseline” it nearly
doubles the number of weekday trains by 2040, from
today’s 92 to 174. Of those 174 trains, 116 would stop at
the Redwood City station.
The second alternative is dubbed “moderate growth.”
Under this scenario, the number of weekday trains would
increase to 268, all of which would stop in Redwood City.
Finally, the “high growth” alternative calls for 348 trains
each and every non-holiday weekday, again with all of
them stopping here at the Redwood City station.
For anyone who has ever been frustrated waiting at a rail-
road crossing in Redwood City, know that on a normal
weekday at the Broadway intersection, the gate is currently
down — blocking cars, bikes and pedestrians — for 17
minutes during Caltrain’s busiest hour. That delay is
expected to increase to nearly 22 minutes under the base-
narios to be worse, but they aren’t for one very good rea-
son: at those higher levels of service Caltrain would need
four sets of tracks between the Redwood City Caltrain sta-
tion and Redwood City’s northern border, and along with
those would come grade separation. Thus, at Broadway, the
street would either be lowered beneath the Caltrain tracks,
or the Caltrain tracks would be raised above Broadway, or
there would be a bit of both. Regardless, trains would cease
to be an issue at Broadway. Other intersections, though,
might continue to be adversely affected, depending upon
the scenario and the intersection. At Whipple Avenue, for
instance, grade separation would likely only be done
under the high-growth alternative; if Caltrain elects to
pursue moderate growth, the amount of time the gates
would be down during Caltrain’s peak hour of operation
would increase from today’s 12 to just over 20 minutes.
If these numbers aren’t alarming enough, note that,
regardless of the growth scenario they choose, if high-
speed rail ever goes forward, Caltrain envisions an addi-
tional 130 bullet trains running between San Francisco
and San Jose each weekday. Plus, there is the Dumbarton
Rail project. If that service comes to pass, it could result
in even more trains coming and going from the Redwood
City station. Given the routing of that line, however,
these trains would not necessarily affect any of Caltrain’s
existing at-grade intersections.
For many of us, Caltrain is one of the quickest and most
direct routes between Redwood City and the many cities up
and down the line. Caltrain’s management plans to ensure
that, in the future, it remains quick for a greatly increasing
number of people. Fortunately, they are also considering the
impact that this future service will have on cities from San
Jose to San Francisco and are trying to find affordable ways to
alleviate the impacts that more trains will undoubtedly bring.

US stocks rebound, S&P 500 ends with loss again

Stocks on Wall Street notched modest
gains Friday, erasing some of the market’s
steep losses from a day earlier.
The upbeat finish to a turbulent week still
left the market with its third straight week-
ly loss.
Stocks swung between gains and losses
all week as investors weighed the prospect
of a prolonged trade war between the U.S.
and China. Trading has been volatile since
the dispute escalated earlier this month,
with both sides raising tariffs on each
other’s goods.
Financial companies led the buying
Friday as the yield on the 10-year Treasury
note reversed part of a steep slide a day ear-
lier. Rising yields boost interest rates on
loans, which makes lending more prof-
itable.
The modest gains snapped a two-day los-
ing streak for the S&P 500 as investors saw
opportunity after the previous days’ wave of
selling.
“Today you’re just seeing a rebound, real-
ly almost across the board, so that tells you
yesterday everything was just being sold
with no rhyme or reason, ” said Ben
Phillips, chief investment officer at
EventShares.
The S&P 500 rose 3.82 points, or 0.1%,
to 2,826.06. The benchmark index ended
the week with a 2.3% loss.
The Dow Jones Industrial Average gained
95.22 points, or 0.4%, to 25,585.69. The
Nasdaq composite added 8.72 points, or
0.1%, to 7,637.01.
Small company stocks fared better than
the rest of the market. The Russell 2000
index climbed 12.73 points, or 0.9%, to

The few women who are CEOs of the largest
U.S. companies typically make more money
than their male counterparts but aren’t close to
the top of the leaderboard for pay packages.
The median pay package for female CEOs in
the 2018 fiscal year was $12.7 million, com-
pared with $11.2 million for men, according
to data analyzed by Equilar for The Associated
Press. That reflects a raise of $680,000 for the
same group of female CEOs from a year
before, versus a raise of $540,000 for the
men. Median means half were larger, and half
were smaller.
Still, of the 340 companies included in the
analysis, only 19 were run by women. Plus,
there is not a single woman on the overall list
of the top 20 most highly paid CEOs. The top
earner there — Discovery CEO David Zaslav
— earned a pay package worth almost six
times that of the most highly paid female CEO
— Mary Barra of General Motors. She ranks
30th on the list overall.
Barra tops the list of female CEOs with a
pay package valued at nearly $21.9 million,
unchanged from the prior year. Lockheed
Martin CEO Marillyn Hewson came in second
with a compensation valued at $21.5 million,
up 7% from the prior year. And General
Dynamics CEO Phebe Novakovic rounded out
the top three with a compensation package
worth $20.7 million.
The AP’s CEO compensation study, conduct-
ed by Equilar, includes pay data for 340 execu-
tives at S&P 500 compa-
nies who have served at
least two full consecutive
fiscal years at their respec-
tive companies and filed
proxy statements during
the traditional period of
Jan. 1 to April 30.
While women enter U.S.
Mary Barra companies at roughly the
same rate as men, experts
say their ranks grow thinner at each step up
the corporate ladder. There are a number of rea-
sons for this, including unconscious bias,
lack of mentorship, people hiring in their
own image and more. This leaves few women
in the pipeline to take the top seat when the
time comes.
Catalyst, a nonprofit organization that
focuses on women in business, said that only
three times in history has a woman succeeded
another woman as chief executive at a public
traded company.
“The rarity of these women, they are so
exceptional,” said Alison Cook, a professor
of management at Utah State University who
researches gender and diversity in the work-
place. “Not that some of these men aren’t
exceptional also ... but these women have to
be so incredible to have made it this far.”
Comparing men’s pay to women’s as a
group is a bit unfair, statistically speaking.
The sample size is much smaller for women so
any change among that group has an outsized
impact.

WASHINGTON — The Botswanan govern-
ment has enlisted a public relations firm with
deep ties to Hollywood to push back against the
bad publicity generated by the southern African
nation’s decision to lift its ban on elephant
hunting.
42 West, a firm mostly known for its work
with celebrities and the film industry, notified
the U.S. Justice Department last week that it
will be working with Botswana’s tourism min-
istry, according to a filing made under the
Foreign Agents Registration Act.
The firm will be paid $125,000 over the next
two months — with the possibility of more
work to come — for developing talking points
and a communications plan that “articulates
Botswana’s policy on elephant hunting” that
will be delivered to “key U.S. and other Western
audiences,” according to its filing.
That puts 42 West in an awkward spot. Big-
game hunting is a deeply divisive issue, partic-
ularly in Hollywood, and numerous celebrity
activists have spoken out against killing the
world’s largest land mammal for sport, includ-
ing some calls for a tourism boycott of
Botswana.

Among the firm’s clients is actress Meryl
Streep, who has been a vocal opponent of the
sale and importation of ivory, which in 2014
she called a “product of horrific cruelty to ele-
phants, who could very well become extinct
within decades if we don’t act now.”
Allan Mayer, a principal with 42 West who is
leading the effort, declined to comment on
Friday. Streep publicist Leslee Dart, a 42 West
co-CEO who is named in the filing, did not
immediately respond to a request for comment.
Botswana has been a relatively safe refuge for
elephants on a continent where illegal poach-
ing and habitat loss has sent their numbers into
sharp decline. The country is home to an esti-
mated 130,000 African elephants — about a
third of all that remain.
After its initial announcement on Thursday
was met with social media blowback, the
Botswanan government clarified on Friday that
it plans to issue no more than 400 elephant
hunting permits per year.
Elephant hunting is already legal in Namibia,
Zimbabwe, Zambia and South Africa. With a
population of just over 2 million people,
Botswana has more space than some of its more
densely populated neighbors for elephant herds
to roam.
Facebook has been grappling with such
problems as privacy, fake news and hate
speech.
Zuckerberg remains the company’s con-
trolling shareholder, making it unlikely he
will be replaced without his consent.

SANTA ANA — A respected security blog
is reporting that a flaw on the website of a
major real estate title company exposed the
bank account numbers and other sensitive
information contained in 885 million files.
Krebs On Security says the data collected
by First American Financial could have
been viewed by anyone with a web browser
until the company disabled the vulnerable
site Friday. It’s unclear if any exposed infor-
mation was scooped up by outsiders with
criminal intentions.

FDA approves most expensive medicine ever

U.S. regulators have approved the most
expensive medicine ever, for a rare disorder
that destroys a baby’s muscle control and
kills nearly all of those with the most com-
mon type of the disease within a couple of
years.
The treatment is priced at $2.125 million.
Out-of-pocket costs for patients will vary
based on insurance coverage.
The medicine, sold by the Swiss drugmak-
er Novartis, is a gene therapy that treats an
inherited condition called spinal muscular
atrophy. The treatment targets a defective
gene that weakens a child’s muscles so dra-
matically that they become unable to move,
and eventually unable to swallow or
breathe. It strikes about 400 babies born in
the U.S. each year.
The Food and Drug Administration on
Friday approved the treatment, called
Zolgensma, for all children under age 2 who
are confirmed by a genetic test to have any
of the four types of the disease. The therapy
is a one-time infusion that takes about an
hour.
Novartis said it will let insurers make
payments over five years, at $425,000 per
year, and will give partial rebates if the
treatment doesn’t work.
Novartis, a Swiss drugmaker, had its
Zolgensma medicine approved by the FDA.
The gene-therapy drug is priced at $2.125M
per treatment.
The one other medicine for the disease
approved in the U. S. is a drug called
Spinraza. Instead of a one-time treatment, it
must be given every four months. Biogen,
Spinraza’s maker, charges a list price of
$750, 000 for the first year and then
$350,000 per year after that.
The independent nonprofit group
Institute for Clinical and Economic Review,
which rates the value of expensive new med-
icines, calculated that the price of the new
gene therapy is justifiable at a cost of $1.2
million to $2.1 million because it “dramat-
ically transforms the lives of families
affected by this devastating disease.”
ICER’s president, Dr. Steven D. Pearson,
called the treatment’s price “a positive out-
come for patients and the entire health sys-
tem.”
The defective gene that causes spinal mus-
cular atrophy prevents the body from mak-
ing enough of a protein that allows nerves
that control movement to work normally.
The nerves die off without the protein.
In the most common type, which is also
the most severe, at least 90% of patients die
by age 2, and any still alive need a ventila-
tor to breathe. Children with less-severe
types become disabled more slowly and can
live for up to a couple decades.
Zolgensma works by supplying a healthy
copy of the faulty gene, which allows nerve
cells to then start producing the needed pro-
tein. That halts deterioration of the nerve
cells and allows the baby to develop more
normally.
In patient testing, babies with the most
severe form of the disease who got
Zolgensma within 6 months of birth had
limited muscle problems. Those who got
the treatment earliest did best.
Babies given Zolgensma after six months
stopped losing muscle control, but the med-
icine can’t reverse damage already done.
Evelyn Villarreal was one of the first chil-
dren treated, at eight weeks. Her family,
from Centreville, Virginia, had lost their
first child to spinal muscular atrophy at 15
months. Two years later when Evelyn was
born a test showed she also had the disease,
so the family enrolled her in the gene thera-
py study at Nationwide Children’s Hospital
in Columbus, Ohio.
Evelyn is now 4 1/2 years old and show-
ing no muscle problems other than minor
trouble standing up, said her mother, Elena
Villarreal. She has been feeding herself for a
long time, she draws and speaks well, and
will be starting kindergarten in the fall.
“She’s very active and goes to the play-
ground a lot,” said Elena Villarreal. “She’s
walking and even jumping.”
It is too early to know how long the ben-
efit of the treatment lasts, but doctors’
hopes are rising that they could last a life-
time, according to Dr. Jerry Mendell, a neu-
rologist at Nationwide Children’s. Mendell
led one of the early patient studies and is
Evelyn’s doctor.
“It’s beginning to look that way,” he
said, because a few children treated who are
now 4 or 5 still have no symptoms.
Early diagnosis is crucial, so Novartis has
been working with states to get genetic
testing for newborns required at birth. It
expects most states will have that require-
ment by next year.
The FDA said side effects included vomit-
ing and potential liver damage, so patients
must be monitored for the first few months
after treatment.

JEFFERSON CITY, Mo. —

Missouri Gov. Mike Parson on Friday
signed a bill that bans abortions on
or beyond the eighth week of preg-
nancy without exceptions for cases of
rape or incest, making it among the
most restrictive abortion policies in
the nation.
Under the law that comes into force
Aug. 28, doctors who violate the
eight-week cutoff could face five to 15
years in prison. Women who termi-
nate their pregnancies cannot be
prosecuted. A legal challenge is
expected, although it’s unclear when
that might occur.
The measure includes exceptions
for medical emergencies, such as
when there is a risk of death or perma-
nent physical injuries to “a major
bodily function of the pregnant
woman.” But the lack of exceptions
women who find themselves preg-
nant after being raped or subjected to
incest has drawn sharp criticism,
including from wealthy GOP donor
David Humphreys, a Missouri busi-
nessman, who had urged the
Republican governor to veto the bill
and called it “bad public policy.”
Parson defended the lack of excep-
tions as he spoke to a group of abor-
tion opponents gathered Friday for
the bill signing in his Capitol office.
“Is it a terrible thing that happens
in those situations? Yes it is. ... But

pen sometimes. But you have two
months to decide what you’re going
to do with that issue, and I believe in
two months you can make a deci-
sion,” he said.
The American Civil Liberties
Union of Missouri said it was explor-
ing “all options, including litiga-
tion, to block the law from going
into effect.” The organization’s state
legislative and policy director, Sara
Baker, in a statement said the bill is
“unconstitutional, and it must be
stopped.”

Court to revisit its landmark 1973
Roe v. Wade ruling that legalized

tion ban, lawmakers who helped draft
the Missouri bill say it’s meant to
withstand court challenges instead of
spark them. If the eight-week ban is
struck down, the bill includes a ladder
of less-restrictive time limits at 14,
18 or 20 weeks.

Even as the anti-abortion move-
ment celebrates the sweeping bans
passed in several states, it’s divided
by a widening rift over whether
those prohibitions should apply to
victims of rape and incest.
The debate pits those who believe
any abortion is immoral against
those who worry that a no-excep-
tion stance could be harmful to some
Republican candidates in upcoming
elections. A Gallup poll last year
found that 77% of Americans sup-
port exceptions in cases of rape and
incest.
“There is a media spotlight shin-
ing on this issue,” said Clarke
Forsythe, senior counsel with
Americans United for Life. “State
leaders need to be prudent and reflect
not only on state elections but also
national elections, and the pace of
change the public might accept.”
There’s potential for even more
division.
The Federalist, an online maga-
zine influential in conservative and
anti-abortion circles, ran an article
this week by two abortion oppo-
nents suggesting that women who
induce their own abortions should
be prosecuted for murder. The posi-
tion is at odds with the pro-women
rhetoric of leading anti-abortion
groups.
“We’re 100% percent against
prosecuting women.” said Kristi
Hamrick, spokeswoman for
Students for Life of America.
Divisions over rape-and-incest
exceptions have existed within the
anti-abortion movement for years,
but have become more apparent as
several states in the South and
Midwest enacted tough bans on
abortion.
Only the ban in Georgia includes
an exception for victims of rape or
incest — and then only if the
woman files a police report first.
Measures enacted in Alabama, Ohio,
Kentucky, Mississippi and
Missouri do not contain those
exceptions, nor does a measure near-
ing final approval in Louisiana.

The stakes are high. U.S. tariffs
could cripple Japan’s auto indus-
try, while North Korea remains a
destabilizing threat in the region.
But this trip, the first of two Trump
is expected to make to Japan in the
next six weeks, is more of social
call meant to highlight the
alliance between the countries and
the friendship between their lead-
ers.
“In the world of Donald Trump,
terrible things can happen if
you’re an ally, but no major blows
have landed on Japan, ” said
Michael Green, senior vice presi-
dent for Asia and Japan chair at the
Center for Strategic and
International Studies.
Trump, who departs Washington
on Friday, has the honor of being
the first head of state invited to
meet Emperor Naruhito since he
assumed power May 1 after his
father stepped down, the first abdi-
cation in about two centuries.
Naruhito will welcome Trump to
the Imperial Palace on Monday for
a meeting and banquet in his
honor.
“With all the countries of the
world, I’m the guest of honor at
the biggest event that they’ve had
in over 200 years,” Trump said
Thursday.

for a round of golf and take the
president to a sumo wrestling
match, a sport Trump said he finds

It’s all part of a kindness cam-

The parity across the softball
diamonds of the city of San Mateo
has never been more evident.
With Central Coast Section
championship Saturday upon us,
both Aragon and Hillsdale will be
vying for CCS crowns. And San
Mateo advanced to the CCS
Division I semifinals, only to be
eliminated by Aragon.
The common link between the
three intra-city rivals? Well, the
teams aren’t so much rivals, con-
sidering the nucleus of all three is
composed of players from the West
Bay Warriors travel team, formed
in 2016 in San Mateo by Ray
McDonald. His daughter Kelly
McDonald — a coach with the
Warriors — took over as
Hillsdale’s head coach this season.
“It’s a really proud moment for
me, 10 of the 15 girls that made
first-team PAL All-League are all
Warriors,” Kelly McDonald said.
Hillsdale (14-7) is the No. 3 seed
in the CCS Division II bracket,
taking on No. 5 Pioneer (14-11) at
San Jose’s PAL Stadium at 10 a.m.
Hillsdale has four CCS titles all-
time, but hasn’t won one since
1991, the year Kelly McDonald
was born.
Under former head coach Randy
Metheany, the Lady Knights
reached the Division II semifinals
in every season since 2013, includ-
ing a trip to the finals in 2017.

Rapinoe kicks FIFA, says women’s soccer not treated equally

NEW YORK — U.S. star Megan Rapinoe
gave FIFA some kicks two weeks ahead of
the World Cup, maintaining the sport’s top
executives are not doing enough to close a
huge gender disparity in investment.
“They have essentially unlimited
resources. I don’t think that it’s really been
a huge change at all, ” the 33-year-old
Californian said Friday, two days ahead of
the Americans’ send-off match against
Mexico. “Sort of the incremental change
that we’ve seen is just not enough.”
A champion at the 2012 London
Olympics and the 2015 World Cup, the
Seattle Reign midfielder has been the most
outspoken American player.
FIFA doubled prize money for the women
to $30 million this year from the amount
four years ago and the amount for the win-
ning team to $4 million. That remains a frac-
tion of the money at last year’s men’s World
Cup, where France received $38 million from
a $400 million pool. FIFA has raised the
men’s pool to $440 million for 2022.
“I would like to see a major paradigm shift
and sort of a major overhaul,” Rapinoe said.
“There’s been such a lack of investment for
all of these years and such a lack of care and
attention that doubling or tripling or quadru-
pling investment, care, attention to the
women’s game I think would be appropriate.”
FIFA pointed to the increase in resources
devoted to women since Gianni Infantino
became FIFA’s president in 2016, including
the hiring of Fatma Samoura as secretary
general , the first woman to hold the post;
the addition of Sarai Bareman as FIFA’s first
chief women’s football officer and the
establishment of a FIFA’s women’s divi-
sion; and using video assistant referees at
the Women’s World Cup following the

World Cup. FIFA said its staff at the World
Cup will include 214 women and 218 men.
In addition to the boost in prize money, FIFA
added $11.5 million for teams’ preparations for
the Women’s World Cup and $8.5 million for
club benefits, raising spending to $50 million.
FIFA spent $48 million for teams’ preparations
at last year’s men’s World Cup and $209 mil-
lion for club benefits , so by that metric the dis-
parity is $657 million to $50 million.
Rapinoe also criticized FIFA for allowing
three major finals to take place on the same
day, splitting focus that could otherwise be
solely on the women. The women’s final in
Lyon, France, will kick off at 11 a.m. EDT
and be followed by the Copa America cham-
pionship match in Rio de Janeiro at 4 p.m.
It is nearly impossible to maintain rever-
ential status for 103 years, and the Indy
500, like almost everything in sports, has
had its declines. Huge crowds no longer jam
the grandstands to watch qualifying or Carb
Day, and the economics of racing and spon-
sorship has pared down the entry list.
But IndyCar is experiencing a renaissance
of sorts, and interest in a series largely sup-

same day would boost attention for all.
“The scheduling of the different events

tancy process, which has involved all key

national match calendars,” it said in a state-
ment. “It is a rare and exciting occurrence.”

“It’s not this divide. It’s very much a
cohesive unit,” U.S. coach Jill Ellis said.
“It doesn’t enter the locker room. It doesn’t

together and making this work and, yeah, I
understand. I’m a woman. I have a young
daughter. I understand a lot of the bigger
social issues out there in terms of that. But I
also know right now the job is to get the
team focused and they are focused.”
Preparing for her third World Cup,
Rapinoe is among three American co-cap-
tains, joined by two-time FIFA player of the
year Carli Lloyd and Alex Morgan. With
short, spikey dyed blond hair, Rapinoe is
the most recognizable U.S. women’s player.
Before the 2012 Olympics, she came out
as gay. She knelt during the national
anthem three years ago in support of NFL
quarterback Colin Kaepernick and this year
became the first openly gay woman to
appear in Sports Illustrated swimsuit issue .
Rapinoe is not surprised at attacks on
LGBTQ rights and abortion rights.
“Equality for all requires people who have
more of it right now to give up some which I
think, obviously, is a good thing for every-
one,” she said. “But some people don’t want
to give that up, so they’re doing everything
they can to keep all of it to themselves. I
don’t think it’s surprising. I think those peo-
ple are probably going to do everything they
can to keep all the power that they have for
as long as they possibly can.”
She maintains inequality for women in
sports goes beyond soccer.
“I think it’s pretty clear women in sport
have not been treated with the same care and
financing and all of that that men’s sports
has,” she said. “So I don’t think anyone’s
really arguing about that anymore.”

Canha said. “When that happens
you have to ride the wave, and we’re
doing a good job of that.”
The A’s combined to issue seven

The Arizona Diamondbacks
took out a week of frustrations on
San Francisco’s

The result was

waterfront ballpark in an 18-2
Giants loss.
“Occasionally, you’re going to
have a game like this,” manager
Bruce Bochy said. “Trust me,
they’re not fun, especially at home.

the mound this season. But manag-
er Bruce Bochy didn’t oblige
because he plans to start Sandoval
at third base on Saturday and didn’t
want him to have a sore arm.
Every member of the
Diamondbacks’ starting lineup
either scored or drove in a run in
Arizona’s highest-scoring game of
the season.
With Aragon matching up
against the San Mateo Bearcats in
the Division I semifinals, it pitted
several Warriors against one
another, including both pitchers
— Fletcher and Mateo sophomore
Sage Hager.
In addition to the other Bearcats
who play for the Warriors, their head
coach Alyssa Jepsen used to coach
for the West Bay Warriors. Jepsen
and Kelly McDonald were also team-
mates at Notre Dame-Belmont for
three years in the 2000s.

Raptors one-and-done gamble
now on the verge of paying off
T
his is what the Toronto
Raptors had in mind all
along.
When they went all-in with the
trade for Kawhi Leonard, they knew
his time in the Great North was
likely to be short.
But this one-and-done gamble
will certainly be worth it if Leonard
can lift his team to five more wins.
Don’t bet against him.
Leonard is playing better than
anyone on the planet at the
moment, essentially taking the
Raptors on his sturdy shoulders and
carrying them to the brink of the
first trip to the NBA Finals in fran-
chise history.
After falling behind 0-2 against
the top-seeded Milwaukee Bucks,

said after another dazzling perform-
ance in Game 5.
Indeed, these are the moments he
lives for, essentially treating the
regular season as a six-month tune-
up for the games that really matter.
When he captured his first title
with the San Antonio Spurs back in
2014, he was MVP of the NBA
Finals against Miami’s Big Three
of LeBron James, Dwayne Wade
and Chris Bosh.
Of course, Leonard had a nasty
falling-out with Gregg Popovich
and the Spurs, forcing a trade that
landed him in Toronto last summer.
Now, after navigating a regular
season in which his workload
was tightly monitored, a tactic
that some critics felt was the
Raptors’ way of trying to keep
Leonard happy and boost their
chances of re-signing him this
summer, he has fought through a
nagging leg injury to give his
new team the sort of playoff
bravado it never had before.
When the Raptors lost their very
first game of the postseason at
home to lowly Orlando, Leonard
wouldn’t let them fold.
When the Raptors fell behind the
swaggering young 76ers in the sec-
ond round, Leonard wouldn’t let
them fold.
When the Raptors dropped the
first two games in Milwaukee,
Leonard wouldn’t let them fold.
Through 17 games this postsea-
son, he is averaging 31.4 points
and 8.4 rebounds while shooting
just over 51 percent from the field.
Leonard already hit a series-win-
ning shot for the ages in Game 7
against Philadelphia, the one that
bounced around the rim four times
before dropping through, but that
now seems like just a prelude to
even bigger things.
The Bucks had no answer for
Leonard in their latest setback,
watching helplessly as he scored
35 points, dished out nine assists,
snatched seven rebounds and forced
a couple of steals — all while turn-
ing the ball over just a single time
in Toronto’s 105-99 victory.
“He gets stronger as the fourth
(quarter) wears on,” Raptors
coach Nick Nurse said. “He wants
the ball, and he wants to make
the plays, and he seems to be
making the right play for the
most part. You’re almost shocked
when he pulls up at 15 feet and it
doesn’t go in.”
More important, Leonard is mak-
ing everyone around him better.
“He’s playing at both ends,”
Nurse said. “It really gives the
rest of the guys a lot of confi-
dence when you’ve got a guy
playing like that.”
Leonard arrived in Toronto look-
ing to put some salve on his repu-
tation after that ugly divorce in San
Antonio.
He sparred with coaches, team-
mates and the medical staff over a
quadriceps injury, seeking out a
second opinion from his own doc-
tors after the Spurs cleared him to
return to the court. His fate was
essentially sealed after reports of a
players-only meeting in the final
weeks of the regular season turned

tense and emotional, but failed to
change his mind.
Leonard didn’t play again for the
Spurs.
Reeling from another postseason
flop, Raptors President Masai Ujiri
decided to make the boldest move
in the franchise’s nearly quarter-
century of existence. Even though
they posted the best record in the
Eastern Conference last season
with a franchise-record 59 victo-
ries, none of it mattered when they
were swept out of the playoffs in
the second round by King James
and the Cavaliers.
Leonard had only one year left on
his contract and was sure to test free
agency. But Toronto couldn’t stand
pat any longer, handing over popu-
lar leading scorer DeMar DeRozan
and a first-round pick to the Spurs.
It was a steep price to pay for
what may be only “One Dance”
(sorry about that, Drake).
In the end, no matter where
Leonard ends up next season, it
might go down as one of the NBA’s
greatest bargains.
Leonard has reclaimed his right-
ful place as one of the league’s best
players, guaranteeing himself a
massive payday.
The Raptors have their best shot
ever at that elusive ring, needing
one more win to earn a spot in the
finals against the two-time defend-
ing champion Warriors.
“It’s a great opportunity,” he
said. “Just come in, have fun, try
to execute the best I can and play
confident, and whatever happens
after that is what happens. I
know that I put the work in. I can
live with the results because I’m
having fun and I’m putting my
all out on the floor.”

Blazers coach Stotts signs

ly announced that coach Terry
Stotts signed a contract extension
through the 2021-22 season.

“Hasn’t been done for a reason: It’s
really, really difficult. I just can’t
say enough about the competitive
desire about the group of players

Each Warriors run has been
unique. When they won in 2015 it
was the first title for the franchise
in 40 years.
LeBron James and the Cleveland
Cavaliers derailed them in 2016,
but the Warriors bounced back in
2017 with a dominant 16-1 record
during the postseason.
Last year, Golden State joined
Russell’s Celtics, Michael Jordan’s
Chicago Bulls and trio of Lakers
teams — including George Mikan
and company in the 1950s, Magic
Johnson and Kareem Abdul-Jabbar
in the ‘80s, and Shaquille O’Neal
and Kobe Bryant nearly 20 years
ago — as the only franchises in
NBA history to capture three cham-
pionships in four years.
“When I was here the first time,
they rebuilt and retooled,” said
Andrew Bogut, a member of the
2015 title team before rejoining the
Warriors in March.
“They didn’t just sit on their
hands thinking it was going to last
forever. They freed up cap space,

Durant is an impending free agent
and the basketball world continues
to speculate on his next move.
Thompson’s future with the
Warriors is unclear as well, while
Green is signed through next sea-
son.
“We know that these runs don’t
last forever, and obviously there are
so many questions and things that
could possibly happen with this
team this summer,” Green said. “So
want to try to take advantage of this
opportunity and make the most of
it, and deal with the things that
come after whenever those things
arrive, but right now we’re focused
on the task at hand and try to do
something that hasn’t been done in
a long time, or many times.”
The Warriors are aware of the
dynasty talk, but aren’t labeling
themselves. They have consistent-
ly said their focus is the task of rais-
ing another banner in the final sea-
son at Oracle Arena before the fran-
chise moves into Chase Center in
San Francisco to begin 2019-20.
“I don’t think in those terms. It’s
just every opportunity we have to
play, these are big moments, big
games,” Curry said, “and the con-
text of what this five-year run has
been and all that stuff doesn’t really
dominate my mind when we’re out
there competing.”

Wie withdraws from US Women’s Open
Michelle Wie has withdrawn from next
week’s U.S. Women’s Open to continue her
recovery from a hand injury.
Wie announced her decision Friday on
social media, saying that while she’s making
progress, she needs to take more time off. The
29-year-old says it is a difficult decision
because the tournament at the Country Club of
Charleston was one she had looked forward to
playing in, but she noted that her “recovery
and health is the priority.” She won the 2014
U.S Women’s Open at Pinehurst.
Wie played in the Honda LPGA Thailand in
February, then withdrew from the HSBC
Women’s World Championship a week later
with pain in her hand. She missed the cut at
the ANA Inspiration and LOTTE
Championship events in April.
Wie has not played since.
Judge dismisses 3 of 4 lawyers in NFL concussion case

seeing the $1 billion NFL concussion set-
tlement has terminated three of four lawyers
serving as class counsel.
The surprise order Friday afternoon comes
just weeks after a hearing to air complaints
about new rules that limit the doctors who
can evaluate retired players for dementia and
other brain injuries.

Federer returns to French Open after 3-year absence

PARIS — When Roger Federer played his
first match at Roland Garros the domestic
currency was francs rather than euros, Steffi
Graf was about to claim a sixth French Open
title and few had heard of the young Swiss
player who would go on to become a tennis
great.
It was 20 years ago when the teenage
Federer made his Paris debut and lost in four
sets to the experienced Australian Pat Rafter.
“I was really happy to play against Rafter,
who was one of the most popular players on
the tour,” Federer recalled on Friday. “It was
great being able to play him on the Suzanne
Lenglen Court rather than on Court 23.
“My memories go way back. I remember
vividly the Martina Hingis-Steffi Graf (final
that year) because Martina was basically my
age and was doing things and I didn’t know
how she did it. But at a young age while I was
still in diapers,” he joked. “My memories go
to that and to Jim Courier winning the
French Open (1991-92).”
A lot of things have happened since 1999
for the elegant Federer, who has amassed 20
Grand Slam crowns and collected his 101st
career title earlier this season.
After a three-year hiatus, he is back in
Paris, 10 years after completing a career
fraud alleged by the NFL as the more than $1
billion settlement fund is disbursed.
She has named New York lawyer Christopher
Seeger as the only attorney left who can handle
issues on behalf of the 20,000-member class.
Outgoing class counsel Gene Locks tells
The Associated Press the order Friday “extin-
guishes any remaining hope” that clients will
be protected as they move through the con-
tentious medical testing and award process.
He told Brody at a hearing this month that
there aren’t enough qualified neurologists, neu-
ropsychologists and subspecialists taking part
in the program to meet the close-to-home rule.
“This court has been told, many times, in
Grand Slam with his only

in (his) life.”
“A lot of things have
changed,” Federer said,
gazing at the new inter-
view room set up in the

Organizers have launched

“This is the first time I’m in this room.
Center court looks very different. Still, I feel
it is the old Roland Garros. It’s kept its flair
and everything. I’m very happy to be back.
Maybe a tiny bit more because I have missed
the last three editions, and when you miss
something in life, you’re happy to be back
there again.”
Hampered by injuries and focused on
Wimbledon, Federer skipped the clay-court
circuit in 2017 and 2018. He came back on
the slow surface this season and reached the
quarterfinals in Madrid and Rome.
In Madrid, he held two match points
against Dominic Thiem before losing, and
saved two match points in Rome against
Borna Coric to reach the quarterfinals. He
then withdrew because of a small problem

Madrid and Rome,” he said. “I really feel like
playing under pressure and playing with
nerves was important for me, so I feel totally
ready.”
The 37-year-old starts his campaign
against Lorenzo Sonego of Italy, a quarterfi-
nalist in Monte Carlo last month. Asked
whether he thought he could win the title
again, Federer gave a cautious answer.
“Don’t know. A bit of a question mark for
me,” he said. “I feel like I’m playing good ten-
nis, but is it enough against the absolute top
guys when it really comes to the crunch? I’m
not sure if it’s in my racket, you know. But I
hope I can get myself in that position deep
down in the tournament against the top guys.”
The French Open starts on Sunday.
Seeger, in a statement, vowed to “continue
to fight on behalf of former players and their
families to ensure that they receive every ben-
efit they deserve under the settlement.”
Lawyers involved in the long-running case
are meanwhile splitting more than $112 mil-
lion in fees, with the lion’s share going to
Seeger’s firm. He was not one of the first to
bring suit against the NFL, but became a lead
lawyer in the secret negotiations that led to a
surprise 2013 settlement.

Early visitors to Disneyland’s new Star Wars land will face four-hour time limit

LOS ANGELES — Disneyland’s new
Galaxy’s Edge attraction promises to trans-
port visitors to a new locale in the Star Wars
universe, but any who overstay their visit
might not catch their ride on the
Millennium Falcon.
The theme park is expecting massive
crowds when Galaxy’s Edge opens May 31,
and has detailed plans on how to accommo-
date guests or help them “move along” with
the aid of Stormtroopers.
For the first three weeks, guests must have
a reservation to enter and will be limited to
four hours inside the immersive new land,
the largest single-theme land inside a
Disney park. It is spread out over 14 acres of
rides and experiences, including shops sell-
ing personal droids, lightsabers, and Star
Wars-appropriate food and drink.
A special wristband will identify a visi-
tor’s time window, and once it expires,
Disney said it will shut off access to key
attractions and merchandise locations. Park
employees dressed as Star Wars characters
will ultimately ask visitors to make their
way toward one of the three exits so a new
group can enter.
“There might be some First Order officers
out there helping us or maybe some
Stormtroopers asking people to move
along,” said Kris Theiler, vice president of
Disneyland park. “We’ll employ the First
Order maybe later in the reservation period
if we need to.”
It’s just one example of the lengths to
which Disney has gone to make Galaxy’s
Edge look and feel like part of the Star Wars
universe. It’s designed as a grungy outpost
on a distant planet.
The marquee attraction is a massive repli-
ca of the Millennium Falcon, where guests
can roam the ship’s halls and engage in a
dogfight with TIE Fighters.
The park has plenty of other, more subtle
ways to manage crowd flow. Theiler said
walkways were widened from 3 to about 6
feet in different areas, and stroller parking
is available. Around 7,500 new parking
spaces along with new parking lot
entrances and toll booths were added. A new
pedestrian bridge was also built to help
avoid logjams.
Disneyland declined to share the capacity
limit for Galaxy’s Edge.
The park will implement a virtual queue
system after June 23, when the pre-reserva-
tion requirement and four-hour time limit are
set to expire.
The virtual queue will be offered inside
Disneyland only for visitors to reserve a
spot to enter the Star Wars attraction, and is
intended to alleviate long lines. Updates

Marvel Comics is giving ink to an
unprecedented team-up of its mightiest
Asian and Asian American heroes, also
known as the new Agents of Atlas.
Established icons like martial arts master
Shang-Chi and newbies like Wave, the
newest Filipino superhero, will team up in
a stand-alone, five-part comic book series
starting this summer, the publishing giant
told the Associated Press Thursday.
The roster of 10 super-powered pan-Asian
champions made their debut as a team earli-
er this month in “The War of the Realms:
New Agents of Atlas.” That comic book is
one piece of an ongoing saga involving
several different groups across the Marvel
universe, including the Avengers, doing
battle with a fire goddess. But the exclu-
sively Asian limited series is set to roll out
in August.
The man leading the heroic charge is vet-
eran comic book writer Greg Pak. Pak is
credited with ushering in a new era of Asian
characters in co-creating Amadeus Cho, a

On her fifth solo album, Welsh eccentric
performer Cate Le Bon continues to expand
her own enchanted musical realm. “Reward”
is a touch more direct than past releases but
shares the same subversive grace.
The record’s first line — “decorate the new
discord” — acts not only as a motif but
speaks to the subtle depth that lies within.
From there, a subdued saxophone flirts with
a flared synth and Le Bon’s pillow-y har-
monies. Her voice is both expressive and
airy and her accent accentuated when she
sings.

When the name Woody Guthrie comes up, people proba-
bly associate him with his most popular song, “This Land
Is Your Land,” and perhaps his son Arlo Guthrie.
However, he was much more than that, as shown in
“Woody Sez: The Life & Music of Woody Guthrie,” present-
ed by Center Repertory Company.
This musical biography with its dozens of songs looks at
the tragedies in his life and the destitution that led to voic-
ing his activism through his music.
Some people considered him a radical, especially given
his allegiance to communism, but he had seen the despair of
people during the Depression and the Dust Bowl days.
Born in Oklahoma in 1912, he lost homes and his sister
because of fires. It’s gradually implied that they were set by
his mother, who died of debilitating Huntington’s disease
when he was 14.
Before long, he was a wanderer, finding work wherever he
could and singing his songs.
One of the most vivid scenes in the show, joined with
“Talkin’ Dust Bowl” and “Dust Storm Disaster,” culminates
in the unprecedented April 1935 dust storm that caused him
to join thousands of other Oklahomans on the arduous trek

n the common clichés, dogs are fawning creatures need-
ing constant social interaction while cats are independ-
ent and aloof. The most generous thing one can say
about both characterizations is that they are gross generaliza-
tions not supported when one observes
many individual animals. Better, in
fact, to say both statements are poppy-
cock (a word you just don’t get to use
often enough!). 
Are cats social? There are a gazillion
cats on the planet (OK, not an exact
count but you get the point), and their
behaviors, interests, needs and wants
vary as greatly as do, say, those of you
and all the other humans you know. Of
the several dozen cats who’ve allowed
me to share their home over the years,
here’s a few thumbnail sketches. Lilly loved me to despera-
tion (and I her), along with the other cats and dogs at home,
and barely tolerated my wife (even though she was the one
who rescued this stray kitten from a trap and fed her for her
long and happy life). Sniff adored Carolyn, ignored (pretty
nose in the air) all other living creatures in our home, and lit-
erally pooped in my arms the one time I was able to lift her
without getting bitten. Tsimmes loved us both, welcomed

new cats and kittens, dogs and puppies, dinner guests and

Dogs ancestors hunted in packs (as do most wild canids
still today) while the ancestors of our house cats hunted solo
(both solo and community hunting are found in wild felids).
It’s likely that this is the source of the myth that cats want
nothing to do with either us or others of their own kind; that
casual disregard is the most one can expect from a pet cat.
While it is true that you can’t likely convince eight cats to
team up and pull a sled through the snow, it’s also true that
cats are individuals, and just like individual people they are
not hard-wired to be solitary creatures. Rather, that unique
mix of nature and nurture, of genes and experiences, helps
mold feline (and dog and human) clay into each unique indi-
vidual.

Theme park to star ’Hunger Games,’ ’Twilight’
LOS ANGELES — Some of Lionsgate’s most popular film fran-
chises from “Hunger Games” to “Twilight” will be brought to life
when the studio opens what it calls the world’s first vertical
theme park in China this summer.
Lionsgate Entertainment World will offer several adventures
including a virtual reality motorcycle ride based on “Twilight,” a
maximum-security prison breakout like in “Escape Plan” and a
replica of The Capitol lobby from “Hunger Games,” complete
with shops where guests can fashion themselves in the film’s dis-
tinctive couture.
More than 25 rides and virtual reality experiences will pack a
sleek, futuristic looking bean-shaped building that stands 10 sto-
ries high. The theme park, which will also include attractions
based on films such as “Divergent,” “Now You See Me” and “Gods
of Egypt,” is scheduled to open in July.

This show was devised by music director David M. Lutken
with director Nick Corley, Darcie Deaville, Helen J. Russell
and Andy Teirstein.
Lutken takes on the role of Guthrie while Deaville, Megan
Loomis and David Finch assume others. These multi-talent-
ed musicians play an array of acoustic instruments such as
guitar, fiddle, bass, banjo, harmonica and even spoons.
Running about two hours with one intermission, the
entertaining, informative “Woody Sez” will continue
through June 23 at the Lesher Center for the Arts, 1601
Civic Drive, Walnut Creek.

“It’s always been my dream to do a team book using a
bunch of Asian and Asian American heroes,” said Pak, who
thinks there’s more appetite for representation with the
success of the movie “Crazy Rich
Asians.” “There’s literally never been a
better time in my memory with more
opportunities for doing work that specif-
ically includes Asian and Asian American
characters.”
The decades-old character of Agent
Jimmy Woo (portrayed by Randall Park
in last year’s “Ant-Man and the Wasp”
movie) leads the pack as head of the
Greg Pak revived secret protection society Atlas.
Others getting in on the action include Brawn and Cindy
Moon, who is the Korean American web-shooter Silk.
Other recruits have only previously been seen in Marvel
video games or web comics only available in Asian coun-
tries. Among them is Korea-born Luna Snow a.k.a. Seol
Hee, a K-pop star who can manipulate frozen elements.
There’s also Aero and Sword Master, the products of cre-
atives in China. Besides crime-fighting, the group will
spend time doing things like eating dim sum or singing
karaoke.
“That kind of diversity within diversity is amazing,” said
Pak, who is half-Korean and half-white. “No one character
here has to represent all Asian-ness or Asian American-
ness. That’s a ridiculous demand for any character.”

Parker and artists Nico Leon and Carlo Pagulayan. In the
series, the do-gooders find that someone has flipped a
switch and created a “cross-Asian portal city” called Pan. In
Pan, Asian neighborhoods get geographically scrambled
and then stitched together into one city. So, the streets of
Tokyo could be next to neighborhoods from Honolulu,
Manila and some of Marvel’s fictitious Asian countries.
Filipino American Loren Javier, 50, discusses Marvel
comics on his “Castles, Capes & Clones” blog and pod-
cast. There were few Asian characters in the lexicon he
could look up to as a child, and many were often stereotypi-
cal mystics or man-servants.
“I love Marvel but I didn’t necessarily see myself in the
comics,” said Javier, who recalls being teased by a class-
mate who called him “the enemy.”
“Now, finally, I think about kids who are reading this
new generation of comics and heroes and getting to see
themselves a little bit more,” Javier said. “It’s very power-
ful.”
Charlie Kirihara, who is half Japanese and half white,
was thrilled by “New Agents of Atlas” and tweeted at Pak
and Marvel pleading for more content.
Kirihara, 26, said it was a welcome change to see charac-
ters that represented Asian and American cultures in “The
War of the Realms.”
“I read through the book and realized that was the first
time I’ve read a comic book that was all these Asian charac-
ters and that wasn’t manga written in Japan,” Kirihara said,
referring to a genre of comics or graphic novels. “I want to
see it have legs beyond this storyline.”
That’s Pak’s wish as well. But it depends on how Marvel
finds the fan response.
“If people buy the heck out of it, I’m happy to keep writ-
ing them,” Pak said.

“We believe that we can get a lot of folks through the
land, and the wait won’t be unmanageable,” Theiler said.
Theiler said Disneyland has learned from its other attrac-
tions, such as It’s a Small World, Dumbo and Matterhorn
Bobsled, how to manage crowds.
“Many of these attractions were built in the ‘50s,” she
said. “We didn’t have the volume back then that we do today.
We’ve gotten into the practice of utilizing walkway space.
We really want to make sure from a guest perspective that
we’re ready to go. We’ve been doing a lot of infrastructure
work the last couple years.”
Even before Galaxy’s Edge opens, Disneyland was the
second most popular theme park in the world last year with
18.6 million visitors. It is second only to Disney World in
Florida, where a version of Galaxy’s Edge is scheduled to
open Aug. 29.
Theiler said Disneyland also wants to create a fun and safe
environment for visitors who might want to partake in a
lightsaber battle or let their personal droid roam. Activities
like that will be monitored on a case-by-case basis, she
said.
“If everyone’s having fun and no safety issues, we’re
going to let people do that,” she said. “But if we start feel-
ing like that’s interfering with other guest experiences or
other safety issues, then we’ll have a gentle conversation
with that group.”

when just “mouthing the words” about “half-used” inten-
tions, a state of “occasional bloom” is depicted.
At times she seems impenetrable, at others an aching vul-
nerability is revealed — at one point determining: “I’m a
cross hair.” The intricate hooks also reveal themselves
gradually, popping out of nowhere or unfurling deceptively.
A distinct sense of place and universality are both at play.
That dichotomy is part of the draw. “Home to You” details
the complicated nature of residence, redefining the concept
as “an impasse under hallway ceiling” or a “drink from bor-
rowed cups.”
The instrumental palette is just as whimsical. Elliptical
keyboards flutter on buoyant basslines. A dewy slide adorns
“Sad Nudes.” “Mother’s Mother’s Magazines” reads like a
Kinks’ title and starts out like a song from The Fall before
easing back for a brass excursion. “Magnificent Gestures”
raises the pulse. With an assist from Kurt Vile, Le Bon rumi-
nates on a "teacher's laugh" before torpedoing guitar shards
take it all down.
“Daylight Matters” is the one to put on repeat. A sultry,
almost disco sway meant for late afternoon drifting. Most
of this is so pretty it could float around in the background
without another thought. But the acute listener is rewarded.

Judge blocks Trump from
building sections of wall

SAN FRANCISCO — A federal judge blocked on Friday
President Donald Trump from building sections of his long-
sought border wall with money secured under his declaration
of a national emergency.
U.S. District Judge Haywood Gilliam, Jr., on Friday
immediately halted the administration’s efforts to redirect
military-designated funds for wall construction. His order
applies to two high-priority projects to replace 51 miles
(82 kilometers) of fence in two areas on the Mexican border.
Gilliam issued the ruling after hearing arguments last
week in two cases. California and 19 other states brought
one lawsuit; the Sierra Club and a coalition of communities
along the border brought the other. His ruling was the first
of several lawsuits against Trump’s controversial decision
to bypass the normal appropriations process to pay for his
long-sought wall.
Gilliam, an appointee of President Barack Obama, said
the plaintiffs were likely to succeed on arguments that the
president was wrongly ignoring Congress’ wishes.
“Congress’s ‘absolute’ control over federal expendi-
tures—even when that control may frustrate the desires of
the Executive Branch regarding initiatives it views as
important—is not a bug in our constitutional system. It is
a feature of that system, and an essential one,” he wrote in
his 56-page opinion.
A judge in Washington, D.C., is hearing a similar chal-
lenge brought by the U.S. House of Representatives that
argued the money shifting violates the constitution. The
judge was weighing whether the lawmakers even had the
ability to sue the president instead of working through
political routes to resolve the bitter dispute.
At stake is billions of dollars that would allow Trump to
make progress in a signature campaign promise heading
into his campaign for a second term.
Trump declared a national emergency in February after
losing a fight with the Democratic-led House over fully pay-
ing for the wall that led to a 35-day government shutdown.

are considering allowing the San Mateo Union High School
District to create fields at the site, which would free up 5
acres for residential development at the former Crestmoor
High School campus in San Bruno. That would help the
high school district finance construction of affordable
teacher housing. One location that is being explored for
that high school district teacher housing is Mills High
School in Millbrae.

wall construction. The funds include $3.6 billion from mil-
itary construction funds, $2. 5 billion from Defense
Department counterdrug activities and $600 million from
the Treasury Department’s asset forfeiture fund.
The president’s adversaries say the emergency declaration
was an illegal attempt to ignore Congress, which author-
ized far less wall spending than Trump wanted.
“We welcome the court’s decision to block Trump’s
attempts to sidestep Congress to build deadly walls that
would hurt communities living at the border, endanger
wildlife, and have damaging impacts on the environment,”
said Andrea Guerrero, a member of the Southern Border
Communities Coalition.
The administration said Trump was protecting national
security as unprecedented numbers of Central American asy-
lum-seeking families arrive at the U.S. border.
It wasn’t a total defeat for the administration.
Gilliam rejected a request by the 20 states to block use of
Treasury asset forfeiture funds for border wall construction.
The states argued that Trump skirted environmental impact
reviews but the judge said they were unlikely to prevail on
that point.
The administration has said it plans to use the Treasury
money to extend barriers in the Rio Grande Valley.
The courtroom showdowns come amid a flurry of activity
to accelerate wall construction.
The preliminary injunction applies to the two highest-
priority Pentagon-funded wall contracts.

Britain’s May to quit as party leader, opening race for new PM

LONDON — Theresa May ended her failed
three-year quest to lead Britain out of the
European Union on Friday, announcing that
she will step down as Conservative Party
leader June 7 and triggering a contest to
choose a new prime minister who will try to
complete Brexit.
“I have done my best,” May said in a
speech outside 10 Downing St., as close aides
and her husband Philip looked on, before
acknowledging that it was not good enough.
Concluding her remarks, she struggled to
contain her emotions and her voice broke as
she expressed “enduring gratitude to have had
the opportunity to serve the country I love.”
Then she turned and strode through the
famous black door of No. 10.
May will stay on as a caretaker prime min-
ister until the new leader is chosen, a process

She became prime minister the month after
the U.K. voted in June 2016 to leave the
European Union, and her premiership has
been consumed by the attempt to deliver on
that verdict.
May was brought down by Brexit, but her
nemesis wasn’t the EU, with which she suc-
cessfully struck a divorce deal.
She was felled by her own Conservative
Party, which refused to accept it. The plan was
defeated three times in Parliament, rejected
both by pro-EU opposition lawmakers and
by Brexit-supporting Conservatives who
thought it kept Britain too closely bound to
the bloc.
Many Conservative lawmakers came to see
May as an obstacle and blamed her for the
U.K.’s failure to leave the EU on the scheduled
date of March 29. The bloc has extended that
deadline until Oct. 31 in hope Britain’s
politicians can break their political dead-
lock.
The pressure on May reached breaking
point this week as House of Commons Leader
Andrea Leadsom quit and several Cabinet col-
leagues rejected the bill she planned to put

before Parliament in a fourth attempt to
secure lawmakers’ backing for her Brexit
blueprint.
In her farewell speech, May defended her
record, saying she had “negotiated the terms
of our exit and a new relationship with our
closest neighbors that protects jobs, our
security and our Union.”
“I have done everything I can to convince
MPs to back that deal,” she said. “Sadly, I
have not been able to do so.”
“It is now clear to me that it is in the best
interests of the country for a new prime min-
ister to lead that effort,” she added.
Multiple contenders are already jockeying
to replace her in a contest that will see a new
leader chosen by Conservative lawmakers
and party members. The early front-runner is
Boris Johnson, a former foreign secretary and
strong champion of Brexit. Other contenders
are likely to include Leadsom, Foreign
Secretary Jeremy Hunt and former Brexit
Secretary Dominic Raab.
