The general construction of the cubicle shall be metal clad in construction and
of compartmentalized design with independent compartments for the following:
The VCB compartment shall be provided with explosion vents or similar safety
arrangements at the top of the panels to let out gases under pressure generated
during event of any rare, severe fault inside the panel.
The VCB shall be of horizontal isolation and horizontal draw out type. The
breaker truck shall have distinct positions of Service and Test/ Isolated. The control
wiring from the breaker to the control equipment on the LT chamber shall be made
through plug and socket arrangement. The plug shall be interlocked in such a way
that the breaker truck cannot be pushed in Service Position until and unless the

control plug is inserted in the correct place. The fully isolated position shall be
achieved in the test position by removal of the control plug. There shall be position
limit switches and auxiliary contacts for interlock.
a. Necessary view glass / cut outs shall be provided such that all switching
operations can be performed with front door closed.
b. Insulators should have high anti-tracking qualities.
c. Full mechanical interlocking.
d. Access door fully integrated in interlock system.
e. Earthed metal partitions and shutters.
f. Separately pad lockable shutters for bus and cable side.
g. Access to cable terminals from the rear.
h. Adequate nos. of auxiliary contacts shall be provided for remote switching
operation also.
i. Separately removable insulated shutter cover over the Vacuum bottles on
the rear side.
The specifications as detailed here under are common to all VCBs in the HT panel
except for the following deviations:
Mechanical interlocks shall be provided for incomer VCBs and bus coupler VCB
with two nos. of key such that only two VCBs are can be switched ON at a time.

All breakers shall have symmetrical breaking capacity of 26.2kA min., and
suitable for short time current of 26.2kA for 3 sec. The VCB shall fully conform to
IEC:60056 and IS:13118.
The VCB shall be motor charged with spring closing mechanism by 230 V, 50 Hz,
single phase motor. The VCB shall have 3 Nos. vacuum interrupters fully segregated
within an epoxy body. The VCB shall have Close / Neutral/ Trip switch, closing coil,
Auxiliary contacts and service, Test / isolation position micro switches including
necessary interconnections complete as required.
1. CURRENT TRANSFORMERS:
Each VCB panel shall be provided with Three nos. of resin cast encapsulated
twin secondary current transformers of dual ratio as specified below and of accuracy
class 0.5 for metering and 5P10 for protection, with suitable burden for protection as
well as metering.
2. POTENTIAL TRANSFORMER:
Both incomer VCBs shall be provided with one set of 3 phase, 3 Limbs,
11kV/110V, Resin cast draw out type potential transformer with necessary fuse
protection on primary and secondary, 100 VA / phase burden with Class 0.5
accuracy for metering and 5P 10 for protection and connected on the incoming
side.
3. RELAYS:
1. VCB shall be provided with IDMT non-directional shunt trip relay with two
poles arranged for over current protection (with setting 50% - 200%) and one
pole for earth fault protection (with setting 20%-80%) and under voltage
protection. Relay shall be microprocessor based numerical type of preferred
make as mentioned with adequate input and output suitable for SCADA
interfacing and with following features:

outputs are to be freely assignable and combinations of any thresholds are
independently programmable for each output. Voltage input is to be derived from
PT and current inputs are to be derived from CTs mounted in the VCB panel.
2. Two nos. of Auxiliary relay shall be provided in Transformer feeders (2 Nos.) for
the Transformer Buchholz, winding and oil temperature alarm / trip functions.
4. METERING:
VCB panel shall be provided with the following digital meters all compatible for
SCADA:
1. Digital power monitor with permanent backlit LCD graphics display, capable of
measuring volts, amps, watts, Vars, VA, PF, PA, Hz, Neutral current, kWh,
kVArh, kW Demand, kVAr demand, kVA demand, kA demand parameter for
system as well as phase wise with communication port on MODBUS RTU,
universal power supply, programmable CT&PT ratio and EEPROM to store
energy parameters, max demand. ( all VCBs)
2. Digital Ammeter of suitable range with built in selector switch. ( all VCBs)
3. Digital Voltmeter 0 – 15 kV, with built in selector switch. (Incomer VCBs)
4. Digital Frequency meter ( Incomer VCBs)
5. INDICATING LAMPS:
Each VCB shall be provided with the following LED indicating lamps:

White colour LED for indicating Breaker in isolated position – 1 No.
White colour LED for indicating Breaker in service position – 1 No.
Apart from the above, the outgoing feeder VCBs (2 Nos) meant form
Transformers shall be provided with required numbers of distinct LED indication
lamps for indicating Transformer Buchholz relay trip, Transformer high temperature
warning and Transformer high temperature trip for both oil & winding.
6. CABLE TERMINATION:
Separate Cable adopter box is not required behind the panel for HT cable end
termination. However the VCB panel shall have provision for termination of 2RX
3CX 95 Sq. mm. 11 kV XLPE cable with removable gland plates at the rear side
bottom of the VCB panel. Necessary provisions shall also be made for terminating
the control cable and the SCADA cable in the panel. Necessary statutory clearance
between the power and control / SCADA cable entry shall be ensured wherever they
enter same compartment.
Provision shall also be made for terminating control cables like tripping /
status from transformer marshalling box, from the secondary side CTs all on the rear
side of the VCB panel. Accordingly suitable terminal blocks shall be provided in the
outgoing VCB feeders.
7. BUSBARS:
Three phase 800 Amps rating heat shrinkable sleeved electrolytic grade
copper bus bars tinned fully – 1 set. The Bus bar compartment shall have suitable
capacity non-hygroscopic and high dielectric strength SMC/DMC/FRP/Epoxy bus bar
supports. The bus bar support shall be rigid for all thermal and electro-dynamic
stresses arising out of short circuit currents for 3 sec. The VCB panel shall also be
readily extendable on both sides. The bus bar joints shall be fully encapsulated by
using HT tape / mono plast compound. The bus bar and every tap off joint shall be
colour coded. Size of the bus bar shall be not less than 770 sq.mm tinned copper.
8. SCADA Provisions:
3. The VCB shall have adequate auxiliary contacts (minimum 6NO+6NC) wired
up to terminal blocks and positioned on the rear side of the VCB panel and
clearly identified for SCADA wiring. The VCB panel shall have

communication port in front and at rear fully prewired to terminal box and
position micro switches including all interconnections.
In case the VCB is not having in-built earth switch option, the same shall
be supplied separately as independent Earth truck of following minimum
specifications.
The earth truck supplied shall be suitable for the same VCB panel frame. The
truck shall have rugged wheels and shall be possible to be driven in to the VCB
panel freely over the VCB rails without any obstruction. Necessary guides / rollers
shall be provided to guide the earth truck smoothly inside the VCB panel. The truck
shall be mechanically rigid and of similar construction as that of VCB truck frame.
The earth truck shall be capable of making in fault at 66.81kA peak and carry
26.2kA for 1 sec. Necessary safety provision shall be built-in so as to ensure that it is
impossible to earth a live circuit and is totally safe for the operator. The earthing
truck shall have facility to convert it circuit earthing or vice versa as per the
requirement at site easily.
10. WIRING:
Internal wiring of the switch gear shall be with FRLS-PVC Insulated multi
stranded flexible copper conductor wire with good quality plastic beads/ferrules for
easy identification on both ends. The wires shall be neatly laid and bunched and
conveyed through PVC or metallic cable trough / tray inside the panel. The inter-
panel wiring including the control supplies shall be looped from one panel to other
through rubber grommets. For added safety, wherever the cable bunch passes
through HV compartment, it is advised to be routed through earthed metallic conduits
/ trays.
The control wiring with 2.5 sq. mm copper wire and shall strictly comply with
wiring drawings provided by manufacturers of relay and instruments such that the all
the intended protection and metering functions are ensured.

11. PAINTING:-
The sheet steel parts of the circuit breaker panel shall have under gone the
seven tank pre-treatment process and then primer followed by powder coating as per
standard. The painting shall be uniform and shall penetrate through all holes, bends
and corners. The colour shade shall be Siemens Grey. The coating thickness shall
be around 40-60 microns.

BEFORE DESPATCH OF THE ITEM.
The circuit breaker shall be tested for the following acceptance/ routine
tests as specified in the relevant latest Indian standards, before despatch in the
presence of Department Engineers at the works of the original equipment
manufacturer, and the test certificates shall be furnished in triplicate:
i) Operation tests.
iii) One minute power frequency voltage dry with stand tests on the circuit
breaker (High Voltage Test).
iv) One minute power frequency voltage dry with stand tests on the auxiliary
circuits.
