NARRATIVE:

DISPATCH/INFORMATION
On 6/14/2019 at approximately 1100 hours, I was dispatched to in reference to a runaway report. Dispatch advised two subjects
( and ) with an apprehension order were at this address attempting to leave. I checked the area and
could not locate the subjects. Later, the caller had advised the subjects were back at this address.

6/14/2019 at 1100 hours is when I was dispatched to this call.

OFFICER OBSERVATIONS
Upon my arrival, Officer Clew and I spotted two subjects take off running in the back yard of on 6/14/2019. These two subjects
were later identified as and . Officer Clew and I chased after the subjects for several blocks while
yelling, "Stop, Police!" several times. I was able to apprehend while Ofc. Clew continued to chase after

RESPONSE TO RESISTANCE #1 (
After chasing for two blocks, I was able to apprehend her after she gave up running on the corner of Walsh and McCullough. While
was standing, I ordered to place her hands behind her back so I could put her in handcuffs. was noncompliant with my
orders. In response to this, I pushed her body against a nearby vehicle until I was able to secure her in hand cuffs. I then began walking
back to my patrol vehicle parked on Dakin Street.

While walking to my patrol vehicle, became irate once my vehicle was in sight. On the corner of Walsh and Dakin, actively
pulled away from me as an attempt to escape. While pulling away, was able to get her left hand free from the handcuffs. Once
had her hand free, she actively pulled away from me and tried to face me in an aggressive manner. In response, I grabbed ahold of left
arm and used strength and leverage to escort her to the ground. Once on the ground, continued to resist and pull away from me.
was successfully able to regain her footing and stand up. Immediately after stood up, Ofc. Howley arrived. I used strength and leverage
to pull left arm behind her back. continued to pull away, in response I placed her left wrist in a wrist lock. Ofc. Howley was
able to get right arm behind her back. I was then able to place in handcuffs.

Once was placed in handcuffs, we began walking her to the patrol vehicle. was still not cooperating with police and actively
resisting arrest. While walking, was stopping her forward progress by jamming her feet in the ground, preventing us from escorting her
to the patrol vehicle. At this point, turned her head slightly towards the right and spit. After spitting, went limp and became dead
weight. At this time, Ofc. Howley let go of right side. I maintained control of left arm. Ofc. Howley picked up feet and
we carried her to my patrol vehicle. was sat on the ground so I could unlock my patrol vehicle.

was lifted and seated in the passenger side of the patrol vehicle. Once seated, she refused to bring her right leg into the car, preventing
us from closing the door. I moved to the driver side of the patrol vehicle and climbed inside the back seat. was still refusing to bring
her foot inside the vehicle. In response, I grabbed under the left armpit and attempted to pull her inside. I gave loud verbal commands
for to bring her leg inside the vehicle several times. continued to resist and I was unable to pull her inside. After a short struggle
and with the assistance of Ofc. Howley I was able to pull the rest of the way into the vehicle.

TRANSPORT
I transported to the youth center 700 E Jolly, Lansing, MI 48910. While on the way Was screaming and spit at inside the
back seat. Once we arrived to the youth center, was booked in without incident.

INFORMATION

At approximately 1420 hrs, on 06/14/2019, I responded to the Ingham County Youth Home. I made contact with
and obtained photos of her injuries.

PHOTOS

reported no injuries to her right leg. No other injury was reported.

Narrative:

INFORMATION:

On 6/14/19, at 1102 hours, Officers were dispatched to ., Lansing, MI, 48912, for a report of (2)
runaway juveniles with apprehension orders. Upon officer arrival, the RP stated and
had left prior to our arrival and were last seen traveling southbound on Dakin St and westbound
on Perkins St. Officers searched the surrounding area and CATA but were unable to locate the juveniles. A short
time later, dispatch advised the (2) juveniles returned to through the window. Officers responded
back to the scene and were able to apprehend the juveniles and they were lodged at the Ingham County Youth
Home.

DATE & TIME:

Original time of dispatch was 6/14/2019 at 1102 hours

R/O:

While assisting Ofc. Clew with , I heard screaming and saw her attempt to escape custody
from Ofc. Ueberroth. I saw have one hand in handcuffs and the other hand free and actively pulling away
from Ofc. Ueberroth. I then ran to Ofc. Ueberroth's location and assisted placing back in handcuffs. I
grabbed onto right arm and held it in place while Ofc. Ueberroth placed the handcuff back on the left wrist.
While grabbing onto my body camera fell off. Once was secured in handcuffs and we were escorting
her back to the patrol vehicle, I picked my camera back up and placed it back on my uniform.

While continuing to escort back to the patrol vehicle, spit on my boots. I advised that she is
adding a felony charge and she stated "I don't give a fuck." then went limp and dropped to the ground.
exhibited passive resistance and was given verbal commands to stand up and walk which she continued
resisting. Once was on the ground she told officers to "drag" her. Ofc. Ueberroth then picked up by
the arm and I picked up her legs and we carried her to the patrol vehicle. Once we arrived to the patrol vehicle,
was placed on the ground in order to open the door. then began yelling at the RP stating "When I get
the fuck out I'm going to fuck you up bitch". While picking back up to get into the car, she would not enter
the vehicle. I used strength and leverage to place her down in the seat of the vehicle and attempted to close the
patrol vehicle door.

kicked the car door (2) times and then braced herself so that her foot was blocking the door from closing. I
gave verbal commands to move her foot and put her leg in the vehicle multiple times. I then had Ofc. Ueberroth
go to the other side of the vehicle to seat belt her in.

Once was seat belted into the vehicle, Ofc. Ueberroth attempted to pull away from the door so it could
be secured while I attempted to push her leg inside the vehicle. Officers were unsuccessful from moving
from the braced position she put herself in. I then delivered closed fist strikes to upper thigh in an attempt
to have her dislodge her foot from the door. I delivered several strikes to upper thigh which were
ineffective.

then turned her body sideways and kicked me in my chest which caused my camera to fall off my uniform.
Officers gave several more commands to put her leg in the car which continued to resist. I picked my
camera back up and placed it back on my uniform. At this point foot had slid down to the corner of the
door and I attempted to close the door. continued to brace herself in the car to prevent the door from closing
and stated "I ain't doing shit."

Officers were then able to dislodge foot from her braced position and I began to close the door. As I
closed the door, continued to kick at the door and push against me. I was then able to push back against
the door and secure the door. was then transported to the Ingham County Youth Home by Ofc. Ueberroth.

USE OF FORCE:

exhibited active resistance when she slipped the handcuff from her wrist and began pulling/pushing away
from Ofc. Ueberroth. Officers responded with verbal direction to stop resisting and compliance controls by using
the joint locks to prevent from moving her arms. Once was placed in handcuffs, she exhibited passive
resistance which Officers responded to with verbal commands and then physically carrying her to the patrol
vehicle.

Once in the vehicle, continued to exhibit active resistance by not getting into the patrol vehicle by pushing
back against officers. also exhibited active resistance by blocking the door from being closed. Officers
responded to this resistance by continued verbal commands to get into the vehicle and move her leg into the
vehicle. Officers also responded by using strength and leverage to place into the vehicle.

While continued to exhibit active resistance by blocking the door, Officers responded to the resistance with
physical controls. I delivered several straight arm punches to upper thigh which were not effective.
then exhibited active aggression when she kicked me in the chest. When turned her body to kick me her
foothold slid to the corner of the door. When foot slid to the corner of the door, I began pushing on the
door to close it while Ofc. Ueberroth pulled on and we were able to get the door secured.

MDOP:

While was secured in the back seat of my patrol vehicle, he was kicking at the windows and the
glass separating the back seat from the front seat. My in-car camera had not been activated yet while this was
occurring. I advised dispatch and activated my camera. Once was lodged at the Youth Center, I
inspected my vehicle and discovered several footprints and the back window broken where the glass attaches to
the back seat. I photographed the damage and added it to the report.

TRANSPORT:

I transported to the Ingham County Youth Home without further incident.

OFFICER INJURIES:

During the altercation with I sustained injuries to my right hand and wrist. My right thumb was cut and
bleeding and began to swell. My right hand also began to swell and bruise from the kicking and resisting from

Narrative:

INFORMATION:

I was dispatched to an attempt pickup of two individuals who were wanted on probation violations. Myself and
other officers searched the area but were unable to locate them. We were advised that the male subject

CONTACT/IDENTIFICATION:

While walking up to the target address I observed 3 males standing outside. When myself and Officer Ueberroth
got closer to the males the began walking eastbound towards the house. I shouted " Come here.", at which
point one of the subjects looked directly at me and began to run back behind the house and eastbound.

R&O:

The subject, later identified as began running away from myself and Officer Ueberroth. When I came
around the house I observed still running as well as a female with him who was later identified as the
female suspect, Both and continued to run and ignored multiple commands to stop. I chased
for approximately 3 blocks before he stopped running. Once stopped running I ordered him down
to the ground and to place his hands behind his back. I approached and placed my right knee on his back
while I retrieved my handcuffs to arrest him.

ARREST:

I placed under arrest for his probation violation as well as Resisting and Obstructing. I double locked the
cuffs and checked for tightness. I was joined by Officer Howley who helped me to place inside her patrol
car.
