KALLPA INDEPENDENT POWER - COMBUSTION TURBINE FAMILIARIZATION

HEATING, VENTILATION & AIR CONDITIONING SYSTEM

FUNCTION

The function of the heating, ventilation & and air conditioning (HVAC) system is to provide and
condition outside air for the EconoPac’s electrical package, mechanical package, and turbine
enclosure. The system controls enclosure temperatures to maintain an efficient operating
environment for equipment and a comfortable environment for the operating personnel.

DESIGN BASIS

The HVAC system is designed to support all heating and cooling requirements for the heat
load and ambient weather conditions of the area. The system is also interlocked with the fire
protection system. HVAC ventilation will be shut down in the affected area(s) in case of
activation of the fire protection system.

DESCRIPTION

The EconoPac HVAC system supplies conditioned air to the various enclosures to maintain a
controlled environment for the equipment and a comfortable working environment for
personnel. The electrical package temperature control system consists of two heat pump type
air conditioning units. The mechanical package ventilation system consists of a ventilation
supply fan and pneumatically controlled supply and exhaust louvers. It is also provided with an
electric space heater.

The turbine enclosure ventilation system consists of four supply fans with pneumatically
operated supply and exhaust louvers. Air for the pneumatically operated louvers is supplied by
the instrument air system.

A plan view of the EconoPac HVAC system layout is shown in Figure 1.

Electrical Package

The electrical package has a recirculation type HVAC system. It uses two heat pump type air
conditioners/heaters that maintain the equipment at a safe operating temperature and
humidity. Each heat pump unit is controlled by a separate thermostat. The electronic
monitoring and metering devices may be adversely affected by high temperatures and
humidity. Therefore, it is imperative that the electrical package remains closed and cooled at
all times.

Mechanical Package

The HVAC system for the mechanical package consists of a thermostatically controlled supply
fan with pneumatically operated louvers located at one end of the mechanical package, and
pneumatically operated louvers located at the opposite end of the mechanical package.
Ambient air is forced through the mechanical package to maintain the atmosphere inside the
package. The thermostatically controlled fan, powered by a 3 HP, 480 VAC, 3 phase, 60 Hz
electric motor, has a capacity of approximately 8,400 cfm. The mechanical package also has a
5 kW electric unit heater.

Turbine Enclosure

The roof mounted turbine enclosure ventilation system is thermostatically controlled to provide
outside air to the enclosure. The inlet system consists of four supply fans to force ambient air
through the enclosure. Each supply fan is contained in a separate housing with trash screen
and silencer assembly. Each fan, powered by a 10 HP, 480 VAC, 3 phase, 60 Hz electric
motor, has a capacity of approximately 24,000 cfm. Hot air is forced out of the enclosure
through an exhaust system consisting of two housings with silencer assembly and quick-
acting, pneumatically operated shutters.

OPERATION

Specific operating procedures for EconoPac systems are contained in the documentation
submitted to customer. References for the control settings required for sequencing, control,
and protection are contained in the site-specific document, Instrument, Valve and Control
Settings List. The following are some general operational considerations for this system.

Prior to startup, all HVAC selector switches should be placed in the “Auto” position. Ventilation
shutters and louvers should be checked for freedom to cycle as necessary.

The setting of thermostats should be verified. During normal operation, all HVAC components
will operate automatically in response to associated thermostats. No operator action is
required.

Electrical Package

Normal operation for the electrical package HVAC system is for one of the air conditioning
units to be in operation with the second air conditioning unit in standby. If the first air
conditioner cannot maintain the temperature inside the electrical package, the stand-by air
conditioner will automatically start. One thermostat setpoint is normally 73F and the other
thermostat setpoint is normally 77F. Selection for Heat-Off-Cool mode is set manually.

Mechanical Package

The mechanical package fan is operated by a thermostat, which is normally set at 85F (29C).
When the fan is energized, the supply air shutter and the exhaust shutter controls are
energized to provide air circulation through the enclosure. The shutters are de-energized upon
activation of the fire protection system to seal the enclosure. The mechanical package electric
unit heater is normally energized at 60F (15.6C) and is de-energized at 68F (20C).

Turbine Enclosure

The thermostats are normally set for 90F (32C) and 110F (43C). At 90F, supply fans 1 and
4 are energized, supply air shutters 1 and 4 are opened, and exhaust shutters 5, 6, 7 & 8 are
opened. At 110F, supply fans and shutters 2 and 3 are energized. The shutters are de-
energized upon activation of the fire protection system to seal the enclosure for fire
suppression gas release.
