IN AID oF LEcrsLATIoN, THE KILLING oF cARLos RoDRtGvDz, uNIoN
PRESIDENT OF THE NAGI{AI{AISANG LAI{AS NG MGA MANGGAGAWA SA
CALAMBA WATER DISTRTCT (NLD-CWDI, AN AFFTLIATE MEMBER OF THE
CoNFEDERATTON FOR THE UNITY, ADVANCEMENT AND RECOGNITION OF
GOVERNMENT EMPLOYEES (COURAGEI
WHEREAS' during its National Council Meeting held last October 15, 2010,
WATER approved a resolution to launch an international and national campaign
demanding for the recognition of water district employees'right to self-
orgatization, right to peaceful assembly, right to collective bargaining and other
constitutionally guaranteed rights as workers;
WHEREAS, according_to labor groups Kilusang Mayo Uno (KMU) and COURAGE,
the shooting and death of Rodriguez is yet another consequenceof president
Aquino's decision to continue the implementation of the murderous Oplan Bantay
Laya (OBL) counter-insurgency program of the former Arroyo administration, in
adherence to the US Counter-insurgency Guide.
WHEREAS' KMU leader Elmer Labog also said that the continued killings of
activists and critics of the government is a consequence of the utter failure of the
Aquino administration to prosecute former president Gloria Macapagal-Arroyoand
perpetrators of grave human-rights violations that they have committed whiie in
power.
WHEREAS, while President Aquino says that carrying out extra-judicial killings is
not a policy of his administration, nothing is being done to arresi, put to trial and
incarcerate the masterminds and accomplic"" r."ponsible for extra-ludicial
killings,
