Looking back at 2010, we
are cautiously optimistic of
what the new year will bring
us. While recovery from the
worst recession that I have experienced in my career was slower
than anyone expected, it seems as we’re finally seeing signs of
improvement.
The real estate market seems to be stabilizing with significant
reductions in condo inventory for sale. Job growth citywide through
June was at the highest it’s been since 2005. And, resort tax
and daily room rates are all significantly up the first quarter of this
fiscal year.
Working with our elected officials, we will move into 2011 with
priorities to set even more fiscal policies that will ensure the city
remains in a good position for the long-term. This includes taking a
good look at our pension systems.
The Miami Beach Convention Center Master Plan will also take
shape. Many community stakeholders have worked on the
conceptual plan that will continue to make the venue the region’s
top economic engine. However, there are now competing interests
for funds and we will need to have more support.

They made their way through the city, often
making gawking traffic move as slow as
their literal and figurative progress. Those
pink snails are only temporary visitors to the
city, descending here like thousands of art
aficionados for Art Basel Miami Beach, but
staying a few extra months to bring art to
green spaces throughout the city.
Art Basel Miami Beach has packed up its
bags after another successful year, and the
pink snails will be leaving shortly. The great
news is that residents and visitors can enjoy
a collection of contemporary public art of
the highest quality in the city all year round,
thanks to the Miami Beach Art in Public
Places (AiPP) program.

The city’s prestigious collection is as bold,
colorful and flamboyant as the city itself,
with featured artists from Roy Lichtenstein to
Charles O. Perry. Almost two dozen works
of art by artists showcased in galleries and
museums around the world grace city parks,
street corners, sidewalks, theater lawns,
public buildings and even City Hall.
The latest additions to the collection include
an interactive maze that mimics waves and
a sleek and shiny new look to an old public
works standard – electrical boxes. Soon, a
55’ deconstructed “lighthouse” and a Beatles
Mandala will join the city’s ever-growing
public art collection.
“The Art in Public Places program has been
very busy these past few years,” explained

Most of the city’s public art collection has
an underlying theme from a curatorial
perspective that references Miami Beach is
an island: the ocean, water, pools, the sun,
and beach elements such as sand, seashells
and palm fronds. In 1995, the City of Miami
Beach established a formal AiPP program
following the example of programs in cities
such as Seattle and New York.
“The AiPP program was created to enhance
the aesthetic environment of the City of
Miami Beach by including works of art on
public property within the City,” said AiPP
Chairperson Jeremy Chestler. “Public art
expresses – to a great extent – the spirit
of the community, and everyone who
experiences public art should have a sense
of ownership because in essence public art
is everyone’s art to enjoy.”

Liquid Measures is another recent addition
to the city’s public art offerings. The work
was commissioned to Miami artist Wendy
Wischer, who was asked to beautify three
electrical boxes at a city pump station on
Washington Avenue, south of 5 Street.
The artwork includes hand-cut, blue,
moon-water glass tiles that cover three,
4’x4’x4’ electrical boxes and their 4’
pedestals. Inspired by the pattern of the
Golden Mean, the eight-foot high, 360’
square foot installation makes reference
to the wind and water currents that pass
through the area while reflecting the
surroundings of the environment and those
within it. The tiles have a watery effect and
shimmer as viewers walk by, referencing
the water that surrounds Miami Beach and
lies just a few blocks away. The public art
project enhances the public plaza and
is an improvement to the intersection of
Washington Avenue and Third Street.
“I would like viewers to see the piece
and have it redirect their attention to the
surrounding environment and then as they
notice their own reflection, to reflect on their
place and impact within that environment,”
explained Wischer.
The latest AiPP projects commissioned

disfrutar de una colección de arte público
contemporáneo de la más alta calidad todo
el año, gracias al programa de Arte en
Lugares Públicos (Art in Public Places, AiPP)
de Miami Beach.
La prestigiosa colección es tan audaz,
colorida y vistosa como la ciudad misma,
exhibiendo artistas desde Roy Lichtenstein
a Charles O. Perry. Casi dos docenas de
obras de arte por artistas expuestos en
galerías y museos alrededor del mundo se
exhiben en los parques de la ciudad, en
las esquinas, las aceras, áreas verdes de
teatros, edificios públicos e incluso en el
Ayuntamiento.
Las últimas adiciones a la colección
incluyen un laberinto interactivo y una
brillante cara a un estándar viejo de obras
públicas –cajas eléctricas. Muy pronto, un
faro de 55’ y una mandala de los Beatles se
unirán a la creciente colección.
“El programa de Arte en Lugares Públicos
ha estado muy ocupado estos últimos años”,
explica Dennis Leyva, Coordinador de
AiPP en Miami Beach. “El año pasado fue
el año más activo desde el 1976, con seis
grandes obras instaladas, restauradas o en
elaboración”.
La colección tiene un tema subyacente
desde la perspectiva de los curadores y
son las referencias a Miami Beach como
isla: el océano, el agua, piscinas, el sol y
elementos de la playa como arena, conchas
marinas y hojas de palmeras. En 1995,

“Se creó una ordenanza para fomentar
el ambiente estético de la Ciudad de

Chestler, Presidente de AiPP. “El arte público
expresa en gran medida el espíritu de la
comunidad y toda persona que experimenta
el arte público debería tener un sentido
de pertenencia porque en esencia el arte
público es un arte para que todo el mundo
lo disfrute”.

escultura de Brian Tolle, artista reconocido
internacionalmente, también comisionado
para proyectos de arte público en Nueva

ciudades. Su nueva obra, recién dada a
conocer, denominada “Tempestad”, está
situada en el recién remodelado Parque
Collins, en el distrito de las artes CANDO.
El interactivo laberinto tiene ondulaciones
de tono azul verdoso que simulan las olas
del mar y tiene dos senderos peatonales
que conducen hacia él. Desde arriba, la
escultura hace la figura de un huracán,
reflejando así la fascinación del artista con
el diálogo formal e iconográfico entre la
historia y el contexto, la arquitectura, el sitio
y la tecnología. En la noche la escultura se
enciende con luces LED.
“Cada ciudad tiene su propio carácter, su
personalidad, y la Ciudad de Miami Beach
tiene mucho que ver con creación, con estar
al aire libre en contacto con la naturaleza
y con una bella arquitectura”, afirmó Tolle.
“Quise crear algo artísticamente sofisticado
pero también una obra para el público en
general, en donde las familias se pudieran
reunir y tener una experiencia juntas. Espero
que sea una fuente de orgullo y alegría
para la comunidad”.
“Medidas líquidas” es otra adición reciente
al arte público ofrecido por la Ciudad. La
obra fue comisionada a la artista Wendy
Wischer, de Miami. Se le encargó la tarea
de embellecer tres cajas eléctricas en una
estación de bombeo de la Ciudad, en
Washington Avenue, al sur de la Calle 5.
La obra incluye baldosines de un vidrio
“azul acuoso”, cortados a mano, que
cubren tres cajas eléctricas de 4x4x4 pies
y sus correspondientes pedestales de 4
pies cada uno. Inspirada en el patrón de
la Medida Áurea, la instalación de ocho
pies de alto y una superficie de 360 pies
cuadrados hace referencia a las corrientes
de viento y de agua que pasan por el área
reflejando el entorno y a quienes están allí.
Los baldosines tienen un efecto acuoso y
brillan cuando los peatones pasan cerca,
haciendo referencia al agua que rodea a
Miami Beach y que está cerca.

minimalista, incluyendo un proyecto futuro

Ciudad de Miami Beach a otro artista

El Faro de Tobias Rehberger, el título actual
de la obra, exhibirá un faro de 55 pies con
luces móviles en la parte de arriba y se
instalará en los próximos dos años en South
Pointe Park.
“Quisiera aportarle a tan especial punto de
entrada a Miami Beach, un símbolo que no
solamente marca el área y da la bienvenida
a los visitantes en bote sino que también
reúne los principales atributos distintivos de
la Ciudad: una vibrante pasión por la vida,
el arte y el diseño“, dijo el artista.
Estas nuevas obras se unirán a esculturas
bien conocida como la monumental
escultura amarilla de Charles O. Perry, la
primera obra de arte público de la Ciudad,
localizada en Scott Rakow Youth Center
(SRYC), que fue sometida a un trabajo de
conservación durante la expansión del
centro. Como parte del proceso, recibió un
tratamiento con pintura acorde con su color
original y se le asignó un nuevo lugar, en la

“Sirena”, de Roy Lichtenstein, la segunda

de entrar a un museo y esto elimina esa

In Miami Beach, this won’t be a typical
school year for students or their parents. The
new year will bring lots of opportunities for
involvement in your child’s education and
academic success through the new Miami
Beach Parents Program (MBPP).
Modeled after Miami-Dade County Public
Schools’ (MDCPS) The Parent Academy,
the new Miami Beach program helps
parents and guardians be involved in their
children’s education through resources
and free training. As part of the City of
Miami Beach’s Education Compact, a
unique agreement between the City and the
public school system, workshops specific
to our community will be available at City
facilities.
“The Miami Beach Parents Program is
providing families with resources and
information about ways they can support
their children’s education,” said Barbara
Biggart, with MBPP. The good news is that
the program is available free of charge for
all Miami Beach families, not just those with
children in the public school system.
In order to get parents involved, the City,
in partnership with M-DCPS, offered
workshops beginning in September about
the different components of the program.

Topics and training included the use of
the Parent Portal and the City’s free WiFi
connection, among others. The workshops
were done at Miami Beach High, North
Beach Elementary, Nautilus Middle and
Treasure Island Elementary.

For stockbrokers, the ringing of the bell at the closing

of Wall Street is the sign of either good or bad day at
the office. However, swings in the stock market also
can have an effect on local governments’ investments,
pension values and bond purchases. Fortunately,
Miami Beach does not solely rely on the market to
establish its financial health.

Over the last three years, as the
national and global economy have
lagged and the effects of state
legislated decreases in taxes rate
resulted in lower property tax
revenues for cities. It has become
evident that Miami Beach’s
commitment to its strategic planning
process has yielded measurable
improvements.
“We deliver services, do business, and
more importantly, guide the decision-
making process by ensuring that we
are working together toward the City’s
mission and strategic plan,” said Miami
Beach City Manager Jorge M. Gonzalez.  timely manner.
The City of Miami Beach’s Strategic Plan
includes Key Intended Outcomes (KIOs)
to ensure the long-term sustainability of
the city government and that expenditure
trends are sustainable over the long
term. It is also the goal to improve overall
financial health and maintain overall
bond rating.
A testament to the City’s financial health
and sound fiscal management, in 2010,
the City’s bond rating was upgraded by
Moody’s to Aa2 – one spot away from
the top rating and also higher than was
expected for a community its size and
with risk factors such as hurricanes.
A bond is a debt instrument issued for
a period of more than one year with the
purpose of raising capital by borrowing
and is the primary source of long-term
debt for local governments such as
cities and counties. Generally, a bond is
a promise to repay the principal along
with interest on a specified date. Private
independent rating services such as
Standard & Poor’s, Moody’s and Fitch
provide these evaluations of a bond
issuer’s financial strength, or its ability
to pay a bond’s principal and interest in a

A high bond rating (e.g. AAA) indicates
low credit risk to an investor and means
that borrowing will be less costly for
an issuer with higher rating than with
lower rating. Ratings are expressed as
letters ranging from “AAA,” which is
the highest grade, to “C” (“junk”), which
is the lowest grade. Different rating
services use the same letter grades,
but use various combinations of upper
and lower-case letters to differentiate
themselves.
For each drop in ratings, bond issuers
pay additional basis points (a basis point
is 1/100 of a percentage point). When
millions of dollars are being issued for
capital projects, a few basis points can
translate into thousands of dollars.
The bond ratings for the City of Miami
Beach have steadily increased over the
last 10 years. Factors cited in the past
include an established national and
international tourism and entertainment
based economy and well-managed
financial operations characterized by
consistent operating surpluses and
average debt burden.
“We’ve been able to successfully
diversify and strengthen our economic
base while continuing to grow through
prudent fiscal policy and management,”
continued Gonzalez.
Miami Beach has several financial
policies that guide the most efficient and
effective use of City funds. A financial
policy is a general term referring to
choices made about how money should
be spent or saved. The primary issue is

General Obligation (GO) Bonds
Unlimited-tax GO bonds are secured by the full faith, credit, and taxing powers of

“We don’t place everything into one
basket. We have very diversified
strategies when it comes to investing. We
also make sure that reserves are kept
healthy,” said Gonzalez.
Miami Beach experienced
unprecedented growth in property tax
revenues through 2007 allowing us to
address significant community needs
and desires, enhance free access to
services, and generally enhance service
levels. However, since that time, the City
has faced significant declines in property
tax revenues due to state legislated
decreases and a subsequent downturn
in the real estate market. As a result, the
City has worked to ensure that increases
in recurring revenues are in line with
more historical growth in values, and
at the same time use the short-term
opportunities to enhance reserves and
address needed structural changes while
ensuring that reserves are maintained.
The City’s 11 percent emergency reserve
fund has grown from $18.6 million in FY
2004/05 to $26.1 million as of September
30, 2009 and the City has achieved
$13.6 million or 5.7 percent of the six
percent contingency requirement as of
FY 2007/08. As a result, the City’s bond
rating has steadily improved.

s you may have heard through media
reports, several cases of hookworm
were reported last summer that may
have been contracted from infected animal
feces. While most of the cases occurred
many months ago on private property in
a very limited, specific area of the city, no
cases were reported to have occurred from
contact east of the sand dunes.
City officials have been working actively
since last October to address this issue.
City sanitation crews clean daily the public
access areas west of the beach dunes from
46 to 65 streets (along with regular cleaning
in all other public areas). The City is also
working with condo and hotel properties
to address cleanliness issues on private
property, while continuing a partnership with
the Cat Network to help control the feral cat
population.
Residents and visitors are being reminded
not to trespass on the sand dunes, not to
litter, and to take common-sense precautions
when using public access paths.

health and safety of our residents and
visitors and we are very confident that
our efforts are addressing any issues and
concerns,” said Assistant City Manager
Hilda Fernandez. “Our Public Works, Code

The City initiated a “controlled feeding”
project to help provide medications to feral
cats. Thanks to a generous donation of cat
food and medications from PetCo, a group
of volunteers placed cat food with medicine
in locations where feral cat colonies have
been identified.
Condos and hotels are also asked to ensure
that no health and sanitation issues exist on
their property. Private property managers
are being encouraged to share information
on the proper way to feed animals and to
ensure that animal feces left on frequently
used private property is

In January, Miami Beach unveils Miami Beach SoundScape, a new

and unique public event space located in the heart of the vibrant
City Center District on the corner of Washington and 17 Street.
It is surrounded by Lincoln Road Mall, the Fillmore at the Jackie
Gleason Theater, the Miami Beach Convention Center and the
Frank Gehry-designed New World Center (NWC), the new home
of the New World Symphony, America’s Orchestral Academy.

SoundScape is everything but ordinary. As its
name implies, this city-owned space is about
music, sound, art, culture, landscape and
people.
“This world-class venue, together with Frank
Gehry’s iconic New World Center next door,
will capture the spirit and vitality of Miami
Beach and will embrace residents and tourists
alike, serving as a geographical and cultural
hub for the city,” said Miami Beach City
Manager Jorge M. Gonzalez. “There is no
other venue like it in the area, and we know
that SoundScape will become synonymous
with great cultural locations and experiences
for residents and visitors alike.”
Designed by the world-renowned Dutch
architectural firm West 8, SoundScape has
some unique features. The two-and-a-half-
acre space was designed to feel not exactly
as a plaza or a park, but a landscape with
lots of openness within a pallet of tropical
vegetation, establishing its relationship to the
stunning piece of architecture and culture
next door, and its position within the buzzing
activity of Miami Beach.
During the day, custom designed steel
pergolas and bright blooms of bougainvillea
vines, veils of palm and mosaics of
meandering pathways lure you through all
corners of the space and invite the occasional
musical and cultural event, or just relaxing
with friends and family. A network of seat
walls invite visitors to sit and relax to read

a book, rest or grab a quick lunch, while a
sidewalk café area provides the opportunity
to dine within a nook of trees.
A 7,500-square foot projection wall
combined with a world-class audio system,
the ExoStage@Miami Beach SoundScape,
is one of the space’s most anticipated
features. After dark, it will provide a canvas
for concerts, video art, film and the concerts
playing inside the NWC, some of which will be
projected on the wall. The ExoStage is sure to
turn this distinctive space into a spectacular,
all-night cultural event destination.
The opportunities for a diversity of video
events are virtually limitless, from free
outdoor concerts hosted by New World
Symphony, to the projection of video artist’s
work during Art Basel Miami Beach, to
outdoor movies for anyone with a blanket or
a beach chair. Broadcasts will be enhanced
with a highly sophisticated directional
sound system, enclosed in two parallel bar
structures flanking the viewing area. People
seated within this area will be treated to
concert-quality surround sound experience,
while outside the area, the sound will be
ambient in nature so as not to disturb
surrounding residents and businesses.
The park will also accommodate outdoor
sit-down or cocktail-style celebrations and
gatherings, and the opportunity to dine
under the trees, or the stars. The $13 million
project, which also included extensive
surrounding infrastructure, street and
landscape improvements came in on time and
on budget.
“The events at Miami Beach SoundScape
will attract a range in attendees — from small
and intimate to larger audiences — and will
help to create a new and unique community
experience,” added Gonzalez. “It is a space
that is not defined as one particular thing, but
that is surely one-of-a-kind.”
As an added convenience for SoundScape
visitors, the Frank Gehry-designed
Pennsylvania Avenue public parking garage
just west of the NWC is already open. This
fully self-serve garage features 550 parking
spaces and approximately 8,000 square feet
of first class retail space. The garage provides
access to the NWC via a third floor covered
walkway and is illuminated with LED lights at
night that coordinate in color with lights on
the protruding sunshade from NWC’s north
façade. The garage provides convenient
public parking for SoundScape and NWC
events, the Fillmore Miami Beach at the
Jackie Gleason, Lincoln Road and the Miami
Beach Convention Center.

Architect Frank Gehry’s only Florida project,
the NWC is an innovative facility for music
education and performance with state-of-
the-art technical capabilities. The New World
Center (NWC) was purposely built for the
New World Symphony’s academy mission
of advancing the artistic and professional
development of its Fellows.
A main entrance set in a soaring, 80-foot-high
glass curtain wall provides uninterrupted
views of the sky-lit atrium and the dramatic,
tumbling Gehry-esque forms of the interior.

feet high that lines the box office announces

sophisticated performance hall has a flexible
and immersive space and seating for 756

The hall also features recording, projection
with 17 miles of high-speed fiber optic cable
for Internet2 transmissions and 10 fixed-

The SunTrust Pavilion, a large multi-purpose
room, serves as a primary teaching space
for the orchestra and performances, film
screenings, lectures, meetings and recordings
and features a glass wall that allows passersby
to see the activity going on inside. There are
additional practice, rehearsal and teaching
rooms and suites in the building.
The roof terrace on the sixth floor features
a reception space, music library, a private
suite, and an outside plaza surrounded by an
oasis-like garden with breathtaking views of
Miami Beach.

while we can cover up and protect
ourselves from the cold, plants,

“We are still sad to see the enormous
setback our Calophyllum trees took during
the winter cold snap,” said Meridian
Avenue resident Robert McCleary.
That is a feeling shared by the City’s Parks
and Recreation Department’s Greenspace
Management Division. Since the cold
damage first appeared, the Division has
been monitoring the trees and implementing
a restoration tree project.
A crew with an aerial lift truck evaluated
whether large leafless branches in the
crowns of several Calophyllum trees
were dead or alive by cutting a number
of branches. The branches were alive,
indicating that they were potentially
capable of producing new buds and shoots.
“Based on this information and the ability
of defoliated branches to recover, we
recommended that the trees be given at
least a full growing season to produce
new growth and show the full extent of
damage before any branch trimming was
scheduled,” said Miami Beach’s Urban
Forester Chris Latt. “By all means our
residents should know that City staff has
been monitoring and taking all steps we can
possibly take in such an urban environment
to safeguard these trees. They represent
an important part of our canopy, and we

would really hate to lose any of them.”
As part of the restoration plan, the trees
were fertilized when new shoots began to
appear on leafless branches to ensure that
the trees had adequate nutrients to support
the new growth. Although new shoots
should continue to grow and fill in the

A Colorful Past
and Future
Celebrating Black History Month
It is now known as one of the most diverse
urban centers. Miami Beach has taken the
lead in proposing and approving legislation
that recognizes domestic partner status,
and providing a mechanism for reporting
unfair treatment, among others. But the city’s
current-day inclusiveness and tolerance,
unfortunately, was not the norm just a mere
half century ago.
In 1920, five percent of the Miami Beach
population was reported as “black” (higher
than the 4.3 percent just reported in 2007).
Of the blacks living in Miami Beach in the
early years, most were from the Bahamas
working as domestics in homes, farm
laborers, or construction workers. In fact,
a largely black work force built Miami
Beach’s streets and public facilities. To
accommodate these workers, Carl Fisher
created a village of small houses with on-
site sanitation near the Collins farm at 41
Street and Pine Tree Drive.
While segregation laws were strictly
enforced in the South, tourist-conscious
Miami Beach allowed blacks to drive
automobiles, allowing the well-to-do tourists

from the North to bring their drivers when
they headed south. However, a dilemma
arose when those drivers parked and would
bathe in the ocean. Sadly, several attempts
to come up with a solution failed and blacks
were denied access to the beaches until
civil rights legislation was enacted four
decades later.
Miami Beach’s generally enlightened
leaders recognized the racial intolerance
that continued to cast a shadow on its
history. Celebrated headliners like Cab
Calloway, Lena Horne and Sammy Davis
Jr., who graced many stages in the city
throughout the decades, were denied the
right to stay in Miami Beach hotels. Officials
had no choice but to comply with Florida
state law, which at that time, made failure to
enforce segregation as a crime.
Then in 1936, Miami Beach passed a
law, under the pretense of “health and
crime prevention,” requiring special
identification for all people involved in the
tourism business. The ordinance ended
up including everyone working in Miami
Beach and, although perhaps not intended,
its enforcement was applied principally to
blacks.
Needless-to-say, Miami Beach’s population
had not grown much in color.
In the early 1990s, years of racially
motivated civil unrest in Miami and the
political snubbing of South Africa’s anti-
apartheid leader Nelson Mandela by
county officials prompted a nationwide
black tourism boycott of Miami-Dade
County. The tourism boycott would affect
Miami Beach’s “bread and butter” – and the
loss of millions of dollars in business and tax
revenues was sorely felt.
As part of the negotiations to end the
boycott, Miami Beach officials agreed to
back a $10 million loan to form a public/
private partnership with an African-
American business to build the city’s and
one of the country’s first wholly African-
American owned hotel. After several
negotiations, prominent businessman Don
Peebles was selected to develop and
operate the historic oceanfront Royal Palm
Crowne Plaza Hotel on Collins Avenue and
15 Street.

“The lifting of the boycott is a message of
perseverance in harsh economic times by
a community that prides itself on tolerance
and diversity,” said Bill Talbert, president of
the Greater Miami Convention and Visitors
Bureau, at the opening of the $84 million
hotel project.
In the midst of the claimed disparity by local
black leaders, and even before the lifting
of the boycott, Miami Beach still became
the destination and home of choice among
young blacks. Will Smith’s 1998 hit single
“Welcome to Miami” summed up the Miami
Beach experience and soon became the
anthem of the city’s sun and fun. Other
celebrities followed in the movement.
Since 2001, an Internet phenomena,
now often referred to as “Urban Black
Beach Week,” draws a large volume of
visitors to South Beach during Memorial
Day weekend. South Beach is an already
densely populated and geographically
challenged area (approximately two square
miles). The influx of visitors initially resulted
in concerns that quality of life ordinances
were being unfairly enforced.

Dr. David Priscal arrives at the Scott Rakow
Youth Center to pick up his son, Alec, 11,
and his daughter, Briana, 9, who are both
enrolled in the afterschool program. Like
many families who enjoy the programming
at Rakow, the Priscals are second-
generation participants.
Priscal remembers when the youth center
opened over 30 years ago. “This has
always been such a great place to go,” said
Dr. Priscal, who as a child participated in
Miami Beach recreation programs. “And
today, with all the added elements, the kids
have a blast. When I was going here, it was
really special with the pool, the billiards
and ping pong, and of course the ice rink
and the bowling alley. How many youth
centers in the country have those? So much
has been added over the years and with
all the new amenities, my kids have plenty
to do.”

The plan to renovate the youth center began
many years ago and was accomplished in

measured phases, to have the least impact
on programming. In 2004, the Office of
Capital Improvements (CIP) managed the
construction a new ice rink as an addition
to the northeast end of the building. The
original ice rink was converted into a
temporary indoor beach volleyball court,
complete with sand. The pool was also
renovated in the early phases and a new
pump and filtration system was installed.
It was the final phase of construction that
brought the most change to the facility.
Nearly half of the existing building was
renovated with new and expanded features
that began late last summer, $4.5 million-
worth of construction began. Project
planners worked hard to minimize impact to
after-school and summer programs.
“A lot of thought went into this project,” said
Charles Carreño, director, CIP. “Early-on,
we decided that we would keep the youth
center open so that children and teens could
continue to have a safe place to be after
school. We felt it was the smartest way to
accomplish the renovation.”
Even during construction, the summer camp
program at the center went off without a
hitch, and the program maintained full
capacity enrollment of campers. There
was still plenty to enjoy since the pool,
gymnasium and patio area remained open
during construction.

“The renovations have enhanced our
programming,” noted Facilities Manager
Ellen Vargas, Miami Beach Parks &
Recreation Department. “Now we can offer
various music programs, computer classes,
art classes and such, but the way the
hallways and walkways are configured, it’s
more controllable for flow and provides a
safe environment for all the kids.”
Safety is always a primary focus, especially
when it comes to city facilities for our
children. Now, the center features a new
entryway, which allows for safer egress
away from traffic and connects to the
expanded parking lot. Available parking
spaces were doubled. The life-safety

systems, such as alarms, sprinklers and
security features, have been upgraded as
well. The center meets all ADA compliance
guidelines.
The sand was removed from the “indoor
beach” of the old volleyball court and now
there is a multipurpose room in its place.
This new area can be used for a variety of
activities, but other new rooms serve very
specific purposes. A new soundproof music
room allows students to practice and take
music lessons. There are also fully-equipped
fitness and computer rooms. The reading
and game rooms have also been redone.
The floors are new, the ceilings are new,
and crews installed a new elevator, new

in 1996, the City has completed extensive
renovations to Flamingo Park, one of the
oldest and dearest centers of activity in
Miami Beach. Work on the 34.5-acre
park took place in 2003 and 2005, and
additional updates are planned.
The Flamingo Park Master Plan was

procurement of design services for the track
and football field and the renovation of the
existing concession stand and restrooms.
We will soon be improving the handball
courts, which will always be open and
available to the public to play during
improvements.
Other improvements include additional
security lighting and new landscaping and
irrigation.
Improvements are expected to begin in
mid-2011.

that their kids are safe and occupied,” Dr.
Priscal commented. “My parents did for me,

Cerca de la mitad del edificio existente
fue remodelada con nuevas y más amplias
características. Estas obras se iniciaron
el pasado verano con un costo de 4.5
millones de dólares. Se trabajó arduamente
para reducir el impacto en el programa
después de la jornada escolar y en el
programa de verano.
Incluso durante la construcción, la
programación del campamento de verano
en el centro se llevó a cabo sin mayores
inconvenientes y el programa mantuvo

“Las mejoras han permitido ampliar nuestra
programación”, comentó Ellen Vargas,

Miami Beach. “Ahora podemos ofrecer
diversos programas musicales, clases de
computadores, clases de arte y actividades
afines, dado que la configuración de

Ahora el centro tiene una nueva vía de
entrada, lo que permite salir en forma
más segura, lejos del tráfico y conectada

duplicaron. También se han actualizado los
sistemas de protección, tales como alarmas,
extinguidores y otros mecanismos para la

La arena fue removida de la “playa bajo
techo” de la anterior cancha de voleibol
y ahora en su lugar hay una sala de usos
múltiples. Esta nueva área se puede usar
para diversas actividades. Una nueva
sala insonorizada hace posible que los
estudiantes reciban clases de música y la
practiquen. También hay un centro para
ejercicio físico, totalmente equipado, salas
de computadores, de lectura y de juegos.
Los pisos y los techos son nuevos. Se instaló
un nuevo ascensor y hay nuevos baños y
un nuevo puesto de comidas. Incluso los
populares carriles de las boleras han sido
renovados.
“Este es un lugar donde los padres
pueden sentir que sus hijos están seguros
y ocupados”, comentó el Dr. Priscal. “Mis
padres lo hicieron por mí, ahora yo lo hago
por mis dos hijos”. Y mi hija de tres años
estará jugando aquí antes de lo pensado!

A candlelight vigil took place

last year on Lincoln Road to
bring awareness to the tragedies
resulting from bullying.

A bully can be anywhere, but they are mostly found in schools and in after-
school programs. With the emergence of social networks, text messaging
and the Internet, bullying can be a 24-hour ordeal everywhere. This year
alone, several teenagers across the nation have killed themselves after being
repeatedly harassed by schoolmates.

Local student Alexander Febres, who
recently took a stance against bullying and
teen suicide, organized a candlelight vigil
on Lincoln Road to bring awareness to the
tragedies taking place across the nation. He
said, “For me this event actually hit home
because I used to be a kid that used to think
suicidal thoughts and I felt I was alone and
unloved.”
The Miami Beach Police Department
(MBPD) has partnered with Febres’ effort
and local schools to adopt a zero tolerance
for bullying in the city.
Studies show that 25 percent of teachers
saw nothing wrong with bullying; only four
percent intervened; but most importantly, 30
percent of elementary and middle school
students believed that adults did little or
nothing to help.
“This is a subject matter that is actually
gaining a lot of momentum nationally,
not just locally. So our hope is to partner,
not just with the schools, but with the
community and any other groups that want
to get involved and really send a powerful
message out that bullying is not going
to be tolerated,” said MBPD Chief
Carlos Noriega.MBPD’s educational
campaign is lending a hand to anyone
in Miami Beach facing bullying or
any thoughts of suicide. As part of the
campaign, MBPD completed training for
staff at the City’s Parks and Recreation
Department, which oversees after-school
programs throughout the city’s facilities.

Nature Club took part in the “Garden
Get Together” at the North Beach
Community Garden. Gardeners did a
little clean-up, a seed swap and shared
plating tips. The club has been keeping
up and planting several plots at the
Garden and has reaped the benefits of
fresh veggies, such as lettuce
and carrots, as well as beautiful
flowering buds.

5C Program will educate teens about college,

careers, cash, credit and cars. Teens will
have the opportunity to learn the basics
of how to apply to different colleges, information
and types of degrees and how to create their own resume.

financial institutions, facts about establishing credit and
using credit cards, as well as important tips when buying or

improved youth center for residents of Miami Beach. The
long-awaited renovations to Scott Rakow included a new
fitness room, gymnastic room, media room, computer
lab, multi-purpose room, a completely renovated bowling
alley, game room and snack bar area. New and wider
range of programs and services will be offered such as
cheerleading, yoga, exercise, gymnastics, music and much
