Vi Lata Communications, LLC (doing business as Front Range Internet, Inc. and FRII) is a VoIP
Interconnected Provider. It is discontinuing VoIP Interconnected services effective October 31,
2010. Therefore, Vi Lata Communications, LLC will cease to be a VoIP Interconnected Provider
on October 31, 2010.

VoIP services and phone numbers will stop working on October 31, 2010. If customers intend to
keep phone numbers, the numbers must be ported to a new provider before October 31, 2010.

Prior to September 2, 2010, most customers were notified by phone and email about changes
and FRII has been working closely with customers in transition. All customers are being notified
by email on September 2, 2010 and postal mail will follow to customers by September 7, 2010.

The Secretary of Defense, the Colorado State PUC, and the Colorado State governor’s office are
notified through their requested communication method. They have this Application and the
Discontinuance Notice being sent to customers.

SureRing VoIP Notice:  Discontinuance of Telecommunications Service 
 
Dear valued FRII customer, 
 
It is with regret that we inform you FRII is discontinuing SureRing VoIP (Voice over IP) services 
effective  October  31,  2010.  This  Notice  is  a  requirement  of  the  FCC  (Federal  Communications 
Commission).  You may have already been contacted by a FRII representative about this Notice. 
 
FRII is offering 3 providers as options to move your hosted VoIP services to (including all billing 
and  support),  or  you  may  choose  to  move  your  services  to  a  different  provider.  If  you  do  not 
move your services, your service and phone numbers will stop working on October 31, 2010. 
 
If  you  intend  to  keep  your  phone  numbers,  the  numbers  must  be  ported  to  a  new  provider 
before October 31, 2010. This process can take up to 6 weeks so please make sure you plan your 
move accordingly and begin your transition by September 10, 2010. We will work with your new 
provider  to  make  the  transition  as  smooth  as  possible.  Your  current  VoIP  service  will  be  de‐
activated on October 31, 2010.

The FCC will normally authorize this proposed discontinuance of service (or reduction or impairment) 
unless it is shown that customers would be unable to receive service or a reasonable substitute from 
another carrier or that the public convenience and necessity is otherwise adversely affected. If you wish 
to object, you should file your comments as soon as possible, but no later than 15 days after the 
Commission releases public notice of the proposed discontinuance. Address them to the Federal 
Communications Commission, Wireline Competition Bureau, Competition Policy Division, Washington, DC 
20554, and include in your comments a reference to the § 63.71 Application of Vi Lata Communications, 
LLC. Comments should include specific information about the impact of this proposed discontinuance (or 
reduction or impairment) upon you or your company, including any inability to acquire reasonable 
substitute service.
