Huawei Technologies Proprietary

2
Technical Manual - System Description
HUAWEI HLR9820 Home Location Register Chapter 8 Introduction to HLR9820

II. Management of Subscriber Authentication Data

At the request of a visitor location register (VLR) or a serving GPRS support node
(SGSN), the HLR9820 requests authentication parameters from AuC and provides
them to the VLR or SGSN. The HLR9820 can send 1 to 5 groups of authentication
triplets or quintuplets each time.
After sending the authentication parameters to the VLR or SGSN, the HLR9820
removes the old parameters in it. When the HLR9820 fails to obtain new
authentication parameters from the AuC in time due to faults, it can restore the old
parameters.
The HLR9820 can also convert authentication quintuplets into triplets.

III. CS Domain Mobility Management

The HLR9820 supports mobility management programs over the mobile application
part (MAP) interface for CS domain subscribers, including location updating and
cancellation.

IV. PS Domain Mobility Management

The HLR9820 supports mobility management programs over the MAP interface for
PS domain subscribers, including GPRS routing area (RA) updating and cancellation.

V. Call-related Processing

The HLR9820 supports the process of sending routing information and providing
roaming number for CS domain and PS domain mobile terminated calls.

VI. Support for ATI Operation among SCP

The HLR9820 supports any time interrogation (ATI) operations initiated by a service
control point (SCP).
Through this operation, the SCP and HLR provide the location and status of mobile
terminals.

1.4.3 Functions as an AuC

The AuC handles the security data for subscriber authentication. At the request of the
VLR or SGSN, AuC generates authentication quintuplets and sends them to the VLR
or SGSN through the HLR. Then the HLR authenticates the subscriber based on the
international mobile subscriber identity (IMSI).

4.5 Bearer Services

Bearer services provide information transmission capacity, especially the low-layer
capacity, in the networks (between access points).
Generally, the communication link between access points handles the information
transmission. The communication link spans over different networks, such as Internet,
Intranets, local area networks (LANs), and asynchronous transfer mode (ATM)
transmission network, and controls the bearer in a network-specific mode. Each
network is closely related to the end-to-end quality of service (QoS) used by terminal
users.
Bearer services include circuit switched (CS) services and packet switched (PS)
services (that is, GPRS services).
Table 4.4 lists the CS bearer services supported by the HLR9820.

4.6 GPRS Services

The HLR9820 provides the following functions related to GPRS services:
 Coordinate with the SGSN and GGSN to complete burst data transmission.
 Provide data bearer capability up to 2 Mbit/s.
 Enable GPRS subscribers to access a public land mobile network (PLMN) and
external data network efficiently.
 Provide point-to-point and point-to-multipoint application data transmission
channels between subscribers.

4.7 IN Services
A CAMEL network enables subscribers to use operator-tailored services.
A CAMEL subscriber may have one or several CAMEL subscription information (CSI)
elements. The CSIs are provided by the home PLMN operator and determined by the
subscription profile.
A CAMEL subscriber can subscribe to the following CSIs:
 Originating CAMEL subscription information (O-CSI).
 Terminating CAMEL subscription information (T-CSI).
 VMSC terminating CAMEL subscription information (VT-CSI).

 USSD general CAMEL subscription information (UG-CSI).
 Short message service CAMEL subscription information (SMS-CSI).
 GPRS CAMEL subscription information (GPRS-CSI).
 Mobility management CAMEL subscription information (M-CSI).
 Dialled services CAMEL subscription information (D-CSI).

4.8 Location Services

Location service (LCS) is a location-related service provided by a wireless network
operator with the help of special techniques in locating the position (longitude and
latitude) of a MS.
Location services consist of CS location services and PS location services.
Through LCS, operators can provide such applications:
 Vehicle management
 Location-based traffic information
 Urban SOS
 Localized advertising
 Emergency service
 Vehicle tracking
 Fleet management
 City guide
 Location-dependent content broadcast
 Mobile yellow pages

4.9 NAEA Services

North America Equal Access (NAEA) service allows subscribers to have free choice
for routing toll calls over the networks of operators in a country. This helps create a
fair competition environment.
Each operator is assigned a carrier identity code (CIC). A subscriber can preset the
CIC for routing toll calls when registering this service, or dial the CIC when making toll
calls.
In preset mode, calls are routed over the network or the preset CIC. The subscriber,
however, can still select a non-preset operator by dialing the operator's CIC.
If a subscriber does not dial or preset a CIC, calls are connected to the toll call
network set by the operator by default.

Huawei Technologies Proprietary

Technical Manual - System Description
HUAWEI HLR9820 Home Location Register Chapter 8 Services and Functions

Mobile subscribers of this service cover common subscribers but do not include
international roaming subscribers. In a terminated call, the subscriber cannot choose
the operator.
The NAEA service is not applicable to IN calls and CF calls.

4.10 NLR Function

The number location register (NLR) enables operators to provide 3G services to GSM
subscribers without reconstructing the existing GSM network. To operators, they only
need to add Huawei HLR equipment (the HLR equipment added depends on the
number of 3G subscribers to be supported) in GSM networks. To GSM subscribers,
they do not have to bother with the problem of changing their MSISDNs.
The NLR can simplify network deployment and accelerate upgrades. It is a cost-
effective solution that can slash the operating and capital cost of operators and help
operators provide new, high-margin services.

4.11 Redundancy Function

Because the HLR saves the subscription data of mobile subscribers, if fault occurs to
the HLR, the operators and end users will suffer loss. The redundancy mechanism
adopted in Huawei HLR can avoid or minimize the loss of operators and end users
caused by HLR failure.
Huawei HLR provides four redundancy solutions for different network structures:
 1+1 load-share redundancy solution
In this solution, two Huawei HLRs work in the mutual backup mode. That is, one
HLR backs up the data of the other to ensure data consistency. If one HLR fails,
the other HLR takes over the subscriber data handled by the faulty HLR.
 1+1 mated redundancy solution
In this solution, two Huawei HLRs work in the active and standby mode. The
standby HLR backs up the data of the active HLR on a real-time basis. If the
active HLR fails, the standby HLR will handle the subscriber data of the active
HLR.
 N+1 mated redundancy solution
In this solution, all the HLRs must be Huawei product. "N" stands for N active
HLRs, and "1" for a disaster-recovery HLR.
The disaster-recovery HLR backs up the data of N active HLRs on a real-time
basis. The real-time backup means that the disaster-recovery HLR can back up
the dynamic data of all the subscribers. If one or several active HLRs fail, the
disaster-recovery HLR will handle the subscriber data of the faulty HLR(s)
without interrupting the service of any subscriber.

Huawei Technologies Proprietary

7
Technical Manual - System Description
HUAWEI HLR9820 Home Location Register Chapter 8 Services and Functions

 N+1 compatibility redundancy solution

In this solution, only the disaster-recovery HLR is provided by Huawei. The N
active HLRs can be provided by different vendors.
In normal condition, the disaster-recovery HLR backs up the data of N active
HLRs. If one or several active HLRs fail, the disaster-recovery HLR will handle
the data of the faulty HLR(s).
Because the HLRs are from different vendors, the disaster-recovery HLR cannot
back up the dynamic data of subscribers.

Chapter 8 Installation and Expansion

8.1 System Installation

The HLR9820 system is assembled in the factory. Before product delivery, all internal
cables of cabinets are connected and the system is pre-commissioned based on site
conditions.
On the site, engineers only need to install cabinets, insert boards, connect
minicomputers and external cables to cabinets following the instructions in the
hardware installation manual.
All internal cables of the HLR9820 are at the back of the cabinet. Boards can be
inserted and removed easily from the front.
Interfaces for external cables, such as power cables, transmission cables, and signal
cables, are on top of the cabinet with remarkable silk-screen marks.
Before product delivery, the software of the HLR9820 is installed and parameters are
set based on site configuration. After the hardware is installed, the system is ready to
operate upon power-on.
All these efforts save installation time on site, enabling operators to build networks
and to deliver services in a shorter time.

8.2 System Expansion and Upgrade

As the service traffic grows, the system may need expansion. HLR9820 allows
operators to expand system capacity without adding additional cabinets by:
 Inserting new trunk interface boards or/and service boards in the existing
cabinet.
 Increasing the memory capacity of minicomputers and the number of CPUs.
The HLR9820 offers a powerful software upgrade tool. This tool collects upgrade
information and gives related upgrade messages automatically.
The tool also supports online software upgrade. This allows operators to upgrade the
software without interrupting ongoing services.
