A. OPENING SPEECH OF FOUNDING MEMBERS
1. Meeting Language: Mixture English‐Bahasa
Chairman offered what language to use during this meeting onward, whether
using Indonesian or English, because although the Founder Members are
"Bangsa Serumpun", the reality is often misunderstood. PERSISI President Founder
advised to use a mixture of languages, English and Bahasa Indonesian. Other Meeting’s
Founder Members agreed. Chairman.
Note: Article 16 of the Constitution states that “The official language is
Indonesian language or Malay with the translation thereof into English or such
other language as required.” Nevertheless, Note Taker writes the minutes of
meeting in English, because many in the Malay vocabulary that can not be
understood in Bahasa Indonesia. To prove this, please read "BERITA HARIAN" a
Malaysian biggest newspaper, 21/1/2011. Many words that can not be
understood by Note Taker as an Indonesian. With the same approach, many
Indonesian vocabulary that also can not be understood in the Malay language. Note Takers
2. Opening Remark of Chairman (11:00‐11:218)
A. Chairman welcomed all participants and explained that this meeting is to
follow up on Congress VII.
B. In his capacity as new PERSILAT President he also expressed his sincere
gratitude and highest appreciation to all Founders Members who last
December appointed him unanimously as President PERSILAT for the period
2010‐2014.
C. Chairman stated that his spirit as new PERSILAT President is "to strengthen
and develop pencak silat as one of the most popular sport on earth" and
with the ultimate goal is "to bring pencak silat to the Asian Games and even
the Olympic Games forum. "
D. Chairman also stated that pencak silat is not only a sport but the heritage
and culture that can unite "Bangsa Serumpun" not only Malaysia, Singapore,
Brunei and Indonesia but also the Philippines, Thailand, Cambodia, and so
forth.
E. In order to achieve the above goal Chairman invited all Members to be more All Founding
active. Members
F. Finally the Chairman explained the Meeting Agenda and asked for approval
to proceed with the Agenda. All Founder Members agree with the agenda
that has been prepared

3. Speech of PESAKA Deputy President (11:18‐11:25)
A. Through PESAKA DP1, a sincere apology was given by PESAKA President who
could not attend the meeting because one of Melaka state counselor
passed‐away.
B. PESAKA DP acknowledges the improvements under new leadership and
therefore PESAKA will fully support the new PERSILAT President.
C. Under the leadership of the new PERSILAT President, PESAKA convinced that
the dream to bring pencak silat to Asia and even the Olympic forum will
become a reality.
D. PESAKA DP explained the existence of support for pencak silat given by the
monarchy in Britain and the Netherlands and thousands of people joined
together to learn pencak silat nationally. This shows the spirit of European
regional needs support and attention from PERSILAT.
E. The most challenging job for PERSILAT is how to improve the quality of
coaches, referees and jury.
F. Conveyed by PESAKA DP, that the PESAKA President invites PERSILAT PERSILAT
President to visit Melaka and to see the world's largest padepokan soon to President
be opened officially.
4. Speech of PERSISI President (11:25‐11:30)
A. PERSISI President2 explained that he had to wait long to attend a meeting
like this. Founding Members know each other but never before like this
PERSILAT meeting at which of the founders can share their opinions freely.
B. The PERSISI President believes that PERSILAT would be the best federation in
which in a short time will be able to spread pencak silat globally.
C. PERSISI President reminded disappearances of pencak silat from Asian Beach
Games and hoping that case will not happen again under the leadership of
new PERSILAT.
D. One of PERSISI program is "Silat Goes Global Project" to spread pencak silat
to Europe and Africa. PERSISI has an annual calendar 2011 which is a list of
activities throughout the year in Singapore.
E. PERSISI President invites PERSILAT President to meet with members of PERSILAT
PERSISI in Singapore3. President
5. Speech of PERSIB President (12:33‐12:35)
A. PERSIB President4 stated that although relatively small, PERSIB have great
expectations to PERSILAT like any other Founder Members and therefore
PERSIB would support wholeheartedly PERSILAT.

B. This first meeting after the Congress has strengthened the belief that
PERSILAT be more forward under the new PERSILAT President
C. Taking PERSISI calendar as an example of, PERSIB will create an annual
PERSIB calendar soon

7. Courtesy Call to Each Government
A. To follow up the decision of Congress VII, in order to get full support from
government, the Chairman asked each Federation to arrange a courtesy call
to every head of government. It is expected to have support from the IPSI, PESAKA,
highest authority in each country will obtain the maximum benefit. PERSISI,

B. PESAKA Vice President fully support PERSILAT will meet with President (RI), PERSIB to
Prime Minister (Malaysia, Singapore) and the Sultan (Brunei). arrange
C. IPSI Vice President5 suggested federation to move quickly to arrange an /ASAP
appointment for a courtesy call, and PERSILAT must visit to anyone who
provides the first opportunity to courtesy call.
8. The 1st Meeting of Departments & Institutions of CB PERSILAT
Departments and Institutions that will begin the first meeting on Week‐III from
February 18 to 20, in Padepokan Pencak Silat, TMII, Jakarta:

9. Special Committee
A. The duty of Special Committee is to review the 2004 PERSILAT Constitution
as requested by Congress VII and to report the result to Founding Members
as a recommendation.
B. Special Committee consists of:

10. The 1st Meeting of Special Committees
A. To follow up the decision of Congress VII to review the Constitution of 2004, Secret. Gen
the Special Committee will begin their 1st meeting in Week‐3 from February /Feb 18‐20
18 to 20. Venue: Padepokan Pencak Silat, TMII, Jakarta.
B. Signed by the PERSILAT President, formal letter of appointment as the
Special Committee and an invitation for a meeting will be sent to every
member of the Special Committee. However, before issuing the letter, early
notification should be sent ASAP.

11. Plan to Form Asian Pencak Silat Federation by PERSISI
A. PERSISI Secretary General6 stated that she had to wait long for this meeting.
She reported that before the Congress VII a proposal to form an Asian
Pencak Silat Federation (APSF) has been sent to PERSILAT but have not
received a response. ASFP will definitely be under PERSILAT.
B. Subject to reviewing the proposal, PERSILAT would agree and support
PERSISI to form the Asian Pencak Silat Federation (APSF) and open
relationship with the Olympic Committee in these countries.
C. PRESISI President added that Deputy Prime Minister of Singapore supports
Pencak Silat. This support can be useful for the formation of APSF.
D. Note: After checking in a PERSILAT file at Jakarta office turns the letter was
not there. PERSISI required resend the letter and proposal of the formation of
APSF directly addressed to new PERSILAT President. PERSISI
C. EVENTS
12. Year 2012 World Championship
A. To follow‐up in 2010 Congress VII decision, PESAKA Secretary‐General7
recommended Saudi Arabia to be selected as host of 2012 World Pencak
Silat Championships for the reason that some Olympic officials who originally
came from the Middle East, namely Kuwait. The World Championships will
definitely catch their attention and would be a good stepping stone.
B. PERSISI and PERSIB support the suggestion of PESAKA. Chairman agreed that
selecting Saudi Arabia has a long‐term strategic advantage.
C. In connection with the "jilbab" for women, it is believed that it would not be
a problem. Only in Mecca and Medina will be a problem but not at
international cities like Riyadh or Jeddah. But if the “jilbab” is a must, PERSISI
Secretary‐General states that there will be no problem for female athletes to
wear “jilbab” during the championship.
D. In addition to the above reasons, Saudi Arabia so far is the only member who
aggressively contacted PERSILAT to be appointed as the host of the world
championships.
E. All Founding Members agreed to choose Saudi Arabia as the host for 2012
World Championships.
After deciding to Saudi Arabia as the host, the Chairman decided that the
following steps should be taken:

1) Submit early notification to Saudi Arabia that their request for the world Secretary Gen.
championship has been approved by the Founding Members,
2) Plan to visit Saudi Arabia to meet Prince Minister of Sports and Youth and PERSILAT Pres.
check facilities and infrastructures for world championship,
3) Prepare a good coach to the Middle East, or, inviting them to send the Technical
candidates for TOT (Train of Trainer) in Indonesia.
13. February: Training, Jakarta
To follow up on decision of Congress VII on training, the Chairman explained as
follows:
A. Training will begin in February for 2 months
B. All costs (lodging, food) will be borne by PERSILAT/IPSI except air ticket IPSI
While PERSILAT will inform this to all members, the Chairman also called on all
Member Founder to also "promote" this training program to all members. All
14. July: World Festival, Bali
Chairman informed that the World Pencak Silat Festival organized by IPSI to be
held in July in Bali. More information will be exposed upon available. IPSI
15. PERSISI Yearly Events Calendar, Singapore
PERSISI presented 2011 Annual Events Calendar. All founder members are
expected to also create a similar calendar and will be combined by PERSILAT to IPSI, PESAKA,
be made into a PERSILAT annual activity. Thus, the conflict of time between PERSIB
events can be avoided.
D. MISCELLANEOUS
16. PERSILAT Uniform & Gift
A. VP PESAKA suggested the need for uniforms. Further discussion resulted 2
dress codes:
1. Blazer for the use of formal, and,
2. Traditional pencak silat for ceremonies
B. Chairman recommends a black blazer and burgundy tie with PERSILAT logo.
C. Uniform will be measured during February meeting in Jakarta
D. As a gift, the Chairman suggested PERSILAT to make traditional weapon that
is designed specifically such as “keris" that will be given as a gift to the
President or Prime Minister or Sultan. PERSILAT

17. Copy of Constitution: Always be Available on Meeting
Chairman requested that in every meeting of Founding Members, copy of the Meeting
Constitution must always be available. This is to avoid decisions that are not in Organizer
accordance with the constitution.

18. The 2nd Founders Meeting: Singapore, Mid of April 2011
It was agreed that the next meeting of the Founding Members will be held in
Singapore, April 2011, together with the 1st Asian Pencak Silat Championship PERSISI
