1. INTRODUCTION

The design quality of a shopping centre is one of the most essential features for its success. The Centre’s
character and atmosphere depends to a great extent on individual shops, their shopfronts, signage, and
interior.

The fitout manual is designed to give you not only the essential details of how you should go about
approaching the design and fitout of your store, but also to provide you and your designer with some
visual guidance to the style and graphic direction we are taking in The Festival Supermall. By far the
most important step you need to make is to select a designer to not only design a store appropriate for
your merchandise, but also to ensure all requirements in this manual are met.

You can then create your own individual space to complement the merchandise you offer, at the same
time both add to and share in the excitement of the entire “Festival Supermall” concept.

Please note, this document is a guide and should be read in conjunction with the Contract of Lease. The
terms and conditions of the Contract of Lease shall be final.

1.0 How to use this guide

Step 1

With the use of your shop number as displayed on your blow-up plan drawings locate which zone your
shop is in. For assistance, refer to the plan in section 2 which identifies your zone on your floor. If you are
still unsure, please contact the Tenant Relations Officer.

Step 2

Review the guidelines for your zone as set out in section 2 of this document.

Step 3

Following review of the guidelines and development of your store in conjunction with a designer, you
will then need to discuss this with the Tenant Relations Officer in order to gain approvals prior to starting
your fitout. Section 5 outlines the responsibilities between both FSI and merchant, the meeting process to
be followed and what you should provide at each step.

1.1 Definitions

1.2 Design Intent

It is the intention of Festival Supermall to have a very vibrant environment and sparkling atmosphere
inside, so the merchant is required to make a creative response to it since the final finished appearance of
the storefront will also serve as the key factor in attracting customers as well.

We encourage animated and dynamic shopfront designs that establish the individual character of your
particular shop.

Shop designs should consider how the product will be displayed, how signage and logos are to be
incorporated along with emphasis on quality lighting.

Merchants and their designers should consider how customers will approach your store and what they see
from various vantage points.

2.0 Leasable Area


The plan below identifies the limits of your store and flexibility you have when designing your
shopfront.

Please not the lease line which identifies the total area you have leased and is defined by the
position of the inter-tenancy walls and the rear wall of your shop.

Your shopfront design can vary from the lease line at the front of the store in accordance with the
conditions as set down in “Your Zone”

This variance is to encourage shop designers to animate their shopfronts.

2.1 Shopfront Design


Introduction

Interesting, exciting, unique shopfront designs create a dynamic shopping environment that will
attract more customers to the Centre.

The first impression of any store is critical. The shopfront and entrance area a condensed
statement of everything you as the merchant are trying to say.

The shopfront communicates its message through many elements; the windows and the character
of the window displays, the nature of the entrance, views to the interior, signs and the materials
from which the entrance itself is constructed. Each of these elements needs to be consistent and
harmonious with the others.

Shopfront Design Criteria

The use of three-dimensional modeling is encouraged when considering shopfronts. Two-dimensional


shopfronts are not encouraged. Projections and recesses will be required to define a creatively detailed
entry and ensure a more informal lease line. Signage should be integrated fully into the shopfront design
and enhance the presence of the fitout as a whole. Your shopfront should reflect the merchandise being
offered through innovative retail design and the creative use of quality materials and finishes.

Shopfront Control/Entry

The entry itself should be clearly defined from the Display Zone.

The Control Zone is an important transition zone between the mall area and your store. Use of quality
finishes and careful detailing is required in this area.

Minimum entry height – 2.40 mts.

All shopfront work, including sliding door tracks, roller grill and hosing shall be self-supported at their
head sections by a structural-steel framework, which in turn is securely attached and braced to the
building structure.

If swinging doors are used, they must be governing authority approved minimum thickness, tempered,
full-height glass and must be locked in the open position during business.

Transom panels and push/pull hardware are to be avoided. Swinging doors should not swing outward.

Sliding doors are only permitted as closure if doors are fully glazed and completely concealed from
public view when in the open position. The doors used to conceal the sliding or folding doors must be
detailed in such a way as to avoid all exposed hardware, hinges, key locks, knobs or handles.

Should you wish to employ overhead rolling grilles, the vertical guides and bottom rail shall be fully
integrated and concealed into the store front architecture and be finished accordingly. Solid roller grilles
will not be approved.

 For Roll-Up Doors:

Roll-up doors should be provided with viewing slats with a standard height of 1.50 meters from
finish floor line of the mall—unless, otherwise, the storefront has at least 50% glass. Provide
rigid anchorage for roll-up doors housing to be welded to overhead slab reinforcement and/or slab
members. Also, the roll-up door vertical guides and bottom rail shall be fully integrated and
concealed into the storefront architecture and be finished accordingly.

 Merchants with storefront on the exterior of the mall:

Recommend to provide roll-up door for Merchants with storefronts along the exterior of the mall
to be installed along Merchant’s leased premises for security purposes. Recessed, floor mounted
door closers shall not be permitted except under special circumstance as approved by FSI.

Shopfront Display Enclosure Zone

You may also choose to enclose your display areas within three (3) dimensional structures that face the
Mall.

Your display area must be permanently enclosed ie: glazed or solid structure.

Display within the control zone will be strictly controlled and all concepts and finishes must be approved
by FSI.

The display enclosure zone must have a .20 meter maximum plinth. All upstand materials should be
durable. This protects your shopfront from damage by trolleys and mall cleaning equipment.

Shopfront Line

There are three (3) typical shopfront conditions:

 On-line

 Projection

 Ingo

You may also have a combination of these.

 On-line

This applies to a shopfront that runs consistent with the lease line from floor to ceiling.

 Ingo

This applies to a partially recessed shopfront line. The ‘ingo’ floor and ceiling area must be
treated with finishes exactly matching the adjacent mall or as approved by the FSI.

 Projection

Where permitted, this applies to a partially projecting shopfront line. This occurs within the
shopfront control/entry zone, of prescribed width. When designing a projecting shopfront, the
exact area projecting beyond the Lease Line must be made up behind the Lease Line within the

leased premises. When considering this form of shopfront, it is vital to inform the FSI from the
outset, in order to coordinate the intentions of the adjoining shops.

Bulkheads can be sculptural in design and can project beyond shopfront line, subject to other
Mall conditions.

Mall Floor
The level of the finished floor throughout your leased premises must be perfectly flush with the level of
the mall finished floor at store front line.

For ‘ingo’ shopfronts the mall floor tile must be continued to the extent of the ‘ingo’ area.

Neutral Piers and Partition Walls

The surfaces adjoining shopfronts have been designed to provide a neutral area which frames your
shopfront from your neighbors. This framework consists of neutral piers, to either side of your shopfront
and bulkhead above. The neutral piers will be provided and installed by FSI.

In cases where columns engage the lease line and/or shopfront zone, the finish to the column facing the
mall shall be provided by the shopping centre owners. The column sides facing towards the shop interior
shall be finished by you, the merchant.

Some zones depict a strong colonnade along the face of the shopfronts. The merchant should consider this
when designing their shops and selecting finishes.

2.2 Materials
Materials for your Shopfront

These should be of high quality and appropriate to the overall concept.

The preferred materials include:

 Kiln dried timber, in natural, stained or lacquered finishes, or in veneer;

 Marble, granite or terrazzon

 Sandstone block or brick;

 Iron work, copper and brass;

 Rubber, ceramic tiles, or plastic laminates in solid colors, metallic finished or geometric patterns;

 Glass with acid etched, sand-blasted, colored, back sprayed or pattern finishes;

 Use only frameless clear glass, ½” thick, with top and bottom aluminum frame. Unless otherwise
stated in the design guide of your particular zone, no tinted glass or the like will be allowed.

 The finish of top and bottom aluminum frame shall be of analog finish or powder coated finish.

Materials not approved for storefront use include:

 Slat walls, wall paper and/or wall covering or the like

 Plasterboard, cork, sheet vinyl, carpet

 Acrylic sheets

 Mill finished or natural anodized aluminum

Note: Mirrored shopfronts or plain painted plasterboard shopfronts are not permitted. Exposed unfinished
edges should not be visible. For other finishing materials that are NOT indicated but Merchant’s Architect

may use, approval shall be at the discretion of FSI or his representative and will only be allowed if
deemed to be in the best interest of FSI.

All shopfront materials must be approved by FSI.

Shop Fitout Materials

Generally, the materials proposed for your store must be of first class quality, finish, durability and must
be fully suited for the location and exposure. This does not mean that relatively inexpensive materials
such as colored concrete creed, checkplate metal or plastic laminate should be avoided but that a quality
in execution and wit in design must be kept.

Surfaces or materials which may be considered by the FSI as hazardous to the public will not be
permitted.

2.3 Lighting
Introduction

Good store lighting is imperative to good retail design. Lighting not only performs and essential function
illuminating both the store and the merchandise, but is the element most singly able to give a store its
atmosphere.

Lighting Types

FSI will supply all the lighting for the public areas outside the lease line. You are responsible only for the
lighting inside your premises.

Shopfront and in-shop illumination should be glare-free. No light source in any display should be visible
from the mall. Sodium vapour lamps should not be used.

Strobe, spinner or chase-type lighting is not acceptable.

All shopfront lighting should be controlled by time clock and illuminate during Centre trading hours. If
your shop does not have specific shopfront lighting, then at least fifty percent (50%) of your in-shop
lighting must be lit at all times the Centre is open.

If you are using fluorescent lighting, it must be either recessed or track type. Exposed batten fixtures are
not permitted. Acryclic diffused will not be approved. The use of parabolic mirror finish egg-crate type is
recommended.

Incandescent bulbs and fluorescent tubes should not be visible to the public.

High-intensity discharge lighting may only be used if approved by the FSI.

Incandescent pendants may only be used if you have an established identity based on this theme or motif.

Track lighting must be painted to match the ceiling color. If you want to use other colors to make an
architectural or design feature, then you should first get approval from the FSI.

Product displays are best lit with low voltage systems: metal halides, quartz, incandescent par 38 shots, or
low voltage type lighting.

Illumination Levels

A high level of illumination must be achieved within your shopfront and merchandise displays. As the
eye is attracted to light, this will draw customers to your store.

It is recommended that the Merchant will seek a lighting consultant or expert advice when selecting light
fittings for merchandise display.

All display cases must be adequately ventilated.

2.4 Signage Design


Introduction

A creative shopfront sign can be effective in creating identity and images. The size, proportion, color,
type and location of your sign must be carefully considered as an integral component of the shopfront
design.

You should refer to the shopfront guidelines in section 2 to determine suitable position for your signage.

For merchants facing the mall area please note the following:

 All store signages facing mall exterior shall be of neon, with a minimum height of 0.80 meters

 Content and/or wording of sign shall be limited to store name and logo

 Signs that are flashing, rotating, moving, or the like will not be allowed.

 All merchants should submit separate signage plan with complete detail and specifications for
FSI approval prior to its installation.

 An electrical protection device shall be provided separately from other electrical load.

 For neon supply and installation, it shall be in accordance with the local ordinances and FSI
requirements. The following shall be observed:

o Provide additional protection/glass insulation for the tension wires.

o Neon sign transformer shall be enclosed in elevated metal casing but provide opening on
top of enclosure for ventilation. The transformer shall be placed in a location which is far
from any combustible material.

o Merchant shall provide at least 0.45m x 0.45m access panel for transformers.

o All transformers shall be provided with a sticker displaying “DANGER” – white letters
on red background. Letter should be a minimum of 10mm. The sticker should also
display:

“No portion of system shall be touched unless the system is disconnected from supply by
means of the isolation switch.”

o Merchant should provide a service access panel for owner’s signage located above ceiling
with at least .60m x .60m in size with lock and/or barrel bolt for security reason.

Type 1 – Your Trading Name

This sign is limited to trading names only and may be placed anywhere on your shopfront.

Signage may project past the lease line to create a three (3) dimensional effect.

Variations in your shopfront height will give your shop greater individuality.

Individual letters in your trading name may be made from stained or painted timber, metal or individually
illuminated acrylic, but should not be more than .45m in height. Exposed neon is not permitted for
lettering unless incorporated with three (3) dimensional letters or diffused by perforated metal. Back-lit
acrylic boxes will not be permitted.

Sign illumination should internal and self-contained. No animated, flashing or intermittent lights, black
lights or strobe lights will be allowed. All signs must conform to local sign ordinance requirements and
approvals are to be obtained from the relevant governing authorities by the merchant

If your business has a recognized sign design and color already established, every effort will be made to
permit you to use the same or similar design and colors.

Type 2 – 3D Graphic Embellishment

This part of your signage should quickly identify the kind of business you are in. For example, a travel
agency could feature a globe, a knitwear shop could carry a ball of wool and knitting needles, and an
oversized shoe for footwear.

This symbol may be situated anywhere on your shopfront area and highlighting with neon is encouraged.

Type 3 – Additional Graphics and Product Signage

Any additional graphics and product signage must be approved and is subject to the discretion of the FSI.

Non-illuminated, non-dimensional letters or graphics may be painted or applied directly to the inside
glass surface. You might also consider silk screen, pressure sensitive vinyl, metal appliqués, etched
sandblasted glass, or three (3) dimensional letters and graphics in wood, metal or acrylic. The letters must
be individual; box signs will not be approved.

Sign manufacturer’s or installer’s decals may not be placed where they can be seen by the public.

Reproductions of newspaper advertisements or signs that are not professionally produced will not be
permitted.

Similarly, you may not display credit card acceptance on your shopfront.

All illuminated signs and display zones must be lit during the Centre’s trading hours.

External building signs will not be permitted.

No advertising material is to be fixed to any exterior surface of the tenancy unless specifically approved
by FSI.

2.5 Individual Shop Design


General Objective

Using the storefront design zone, it is imperative for the Merchant’s architect to make the interior and the
storefront compatible in the design or theme.

The interior of the store should project a high standard of presentation equal to the storefront design and
suitable for the product or services offered. But each should live harmoniously with neighboring shops,
thus making a positive contribution to success of the mall in general.

Blow-up Plans

FSI will provide each merchant with drawings of the leasable area which indicate the following items of
information:
 Approximate leasable area

 Partition Walls

 Shopfront control zone and lease line

NOTE: It is the responsibility of each merchant to verify on site actual dimensions and condition of site.

Flooring

Each tenancy floor will have a trowel finished concrete slab. All floor finishes must be supplied and
installed by you, the merchant. In wet areas, a waterproof membrane must be installed between the
concrete floor slab and the finished floor.

 Acceptable Floor Finishes

Flooring to tenancy is within public view and must be approved by FSI.

Suggested Materials: Natural stone, Terrazzo, High Quality Ceramic tile, Timber

Materials Not Recommended: Vinyl tiles, Carpet tiles, Monolithic slab finishes

 Concrete Slab Penetrations

Your architect/designer shall ensure that all slab penetrations with the demised premises are
firstly, approved and secondly, properly sealed and water-tight. Any water damage caused by
failure to observe the above criteria shall be at the expense of the merchant.

 Expansion Joints

Due allowance is to be made in the merchant’s finishes for expansion joints in the floor and also
where expansion joints are located on the tenancy drawing. Chases or saw cuts into the structural
floor slab are not permitted.

 Permissible Floor Loading

The slab is designed to carry a maximum allowable dead and live load of 80 psf.

Any equipment, furniture or any other fixtures that would exceed this requirement will not be
allowed.

 Elevated Floors

Concrete elevated flooring is not allowed. Should the merchant need to elevate their floor on
some portions of their leased area, only wooden frame will be allowed.

Merchant will submit the following:

o Floor Framing Plan

o Structural Details and Load Computations

o All for approval of FSI Management: The elevated wooden flooring will have a
maximum height of .30m unless otherwise specified in your particular zone.

 Water Proofing

In specific tenancies where water is used for the purpose of washing down food preparation areas
or similar, the merchant shall install a water proof membrane between the concrete floor slab and
the finished floor. The membrane shall return the.30m up to the specification of the FSI.

 Merchant should verify on site the actual floor level of mall area.

NOTE: Chipping of floor slab is NOT allowed.

Walls

Partition Walls

Generally, unless specially noted on the lease plan, the partitions erected between tenancies are made of
dry wall partition. Walls bounding service hallways and fire exit are constructed of masonry. So the ends
of the partitions are fully concealed by the storefront.

 For Merchants with kitchen and toilet area:

The Merchant shall install CHB wall up to slab soffit on areas with toilet and kitchen. Provide
socalo beam for CHB walls at least 0.10m x 0.20m using 4” CHB and 0.15m x 0.20m using 6”
CHB.

 Do not make any attachments on existing partitions. The Merchant shall provide double walling.
That is, shopfitting or shelving must not be fixed on the existing partition. Skirtings will not be
provided by FSI and any electrical distribution shall be concealed from view.

 For Merchants with highly valuable merchandise or the like, provide double walling on the
partition for security purposes. Use steel matting of thicker gauge instead of using CHB walls.

Shop fittings or shelving must not use the wall as the only support.

Penetration of exterior walls shall not be permitted except as approved in writing by FSI.

You are required to install all walls and partitions within the leased premises. However, block walls will
not be permitted for internal partitions.

Any penetration of rated walls are to be sealed with approved fire sealant.

Ceiling

In contributing to the overall ambiance of the shop interior, the ceiling plays a primary role.

Ceilings are often the last considered and the lease favored part of the design. The ceiling treatment
within the public view must be of a high standard and finish. When not handled skillfully, the ceiling can
become a dominant visual element, distracting the shopper’s eye from the merchandise below. Therefore,
the requirements for ceilings are as follows:

For ‘ingo’ shopfronts, the mall ceiling treatment must be continued to the extent of the ‘ingo’ area.

Suggested Materials: Set Plasterboard, Timber, Metal grid, High Quality perforated metals, various
creative ceiling systems (magnagrid, linear baffles, cove lighting, etc.) are encouraged.

Unacceptable Finishes: Egg crate grid ceiling, Lay in acoustic tile ceiling (except in back of house areas)

All ceilings are to be suspended from the structural slab only. In no case must the ceiling or shopfront be
supported from the mall soffit, bulkhead or utilities.

Where an area of ceiling is omitted with the approval of FSI, all visible elements within the ceiling space
must receive a high quality paint finish.

- Ceiling heights should have a minimum of 2.70m from finish floor line.

- Provision of Ceiling system shall be of Merchant’s discretion. Should merchant decide to have
ceiling, the use of non-combustible material is preferred. Should merchant decide to have an open
ceiling, it will also be allowed, provided that the ceiling be painted. Both will be subjected to the
fire protection system of merchant’s account.

- Any equipment, and or storage space to be installed inside ceiling area will not be allowed.

- Merchant with ceiling should provide a service access panel for owner’s equipment and facilities
located above ceiling with at least 0.60m x 0.60m in size with lock and/or barrel bolt from within
for security reasons.

- Ceiling hangers shall be properly installed. Use expansion bolt to be bolted to the existing slab.
Use 6mm diameter bars with maximum spacing of 1.20m both ways.

- The location of any relocated sprinkler heads and AC branches shall be indicated on Reflected
Ceiling Plan.

Permissible Ceiling Loading

Super imposed loads should not exceed 0.5 kpa.

3. UTILITY PROVISIONS

3.0 Sprinkler System

 All Merchants shall submit for review a complete Sprinkler Plan for approval of FSI prior to
installation:

o Plans and isometry and details of Sprinkler Plan with proper sizes of pipes, legend and
abbreviations.

o Technical Specifications

o Detailed design computation

 All documents shall be duly signed and sealed by a Registered Mechanical Engineer.

 Generally, Merchant’s areas are provided with upright sprinkler heads rated for ordinary
occupancy rating.

 Any relocation, modification, and additional installation of sprinkler heads will be at Merchant’s
account, including ceiling treatment.

 All additional sprinkler heads to be provided by Merchant shall be of the same brand and model
provided by the FSI or approved equal.

 All sprinkler works shall be done in accordance with NFPA 13 Code.

 All Merchants with combustible concealed ceiling system should provide pendent and upright
sprinkler heads to protect ceiling space. While for non-combustible ceiling system, Merchant
should provide pendent sprinkler system. Additional sprinkler heads will be required for
additional rooms/re-partitioning done by Merchant.

 All sprinkler heads shall not be painted and obstructed. Only sprinkler pipes are to be repainted
and retouched.

 Provide adequate hangers and seismic bracing for sprinkler pipes.

 Upon completion of Sprinkler Works, all sprinkler pipes shall be hydro-tested (Pressure test at
200psi or 1380kpa) prior to connection to main sprinkler line before store opening, to check if the
said work is in compliance with NFPA Code and to avoid water damages that may incur if the
said work fails.

 Use 212 F rated sprinkler heads for kitchen areas.

 For re-modeling works, submit or provide written notice to FSI at least two (2) weeks prior to
actual remodeling. The sprinkler system on the area affected shall be isolated and drained-off
subject to approval by the FSI.

 For Merchant’s area with sprinkler valves above ceiling, provide 0.60m x 0.60m ceiling manhole.

 Upon completion of work, submit as built plan of area including all changes and revisions due to
actual conditions, with prior written approval of FSI Management.

 Sprinkler head arrangement shall be carefully planned, symmetrically laid out with respect to
rooms or spaces, centered within ceiling tiles or panels of suspended acoustic ceilings with full
allowances for all obstructions including partitions, columns and beams, lighting fixtures,
diffusers and grilles, other ceiling ornamentation and the general layout.

 For Merchants using glass storefronts, a sprinkler head arrangement will be required to protect
the fire rating of the corridor.

 All tests and flushing shall be completed and submitted to the FSI before Merchant system will
be connected to the main system.

3.1 Mechanical System

Exhaust System for Non-Food Merchants

 All Merchants shall submit for review a complete Mechanical Plan for approval of FSI prior to
installation:

o Plans and details of Mechanical Plan with proper sizes of ducts, legend and
abbreviations. (Mechanical Plan includes exhaust duct layout).

o Technical Specifications

o Detailed design computation

o All documents shall be signed and sealed by a Professional Mechanical Engineer.

 Merchant shall provide special exhaust systems including exhaust duct and equipment to prevent
smoke, odor, moisture and heat from entering into the mall air-conditioning system supplying
common areas of the mall. Merchant shall maintain their space slightly negative with a maximum
make-up air from the mall common areas of 10% of the total Merchant exhaust. Merchant to
submit calculations.

 Provide exhaust fan for developing laboratory room including exhaust duct to main exhaust
header/riser provision.

 Merchant’s areas with toilets shall have fresh air duct provisions, however, the Merchant or shop
owner shall provide their own ventilating fan, necessary exhaust ducts and fresh air ducts with
grills or registers and equipment connection to exhaust/fresh air duct headers with backdraft
dampers.

 Prior to closure of ceiling, a final inspection of FSI representatives is required to verify the actual
installation if it complies with the mechanical specification and guidelines. A written approval is
required.

Exhaust System for Food Merchants

 All Merchants shall submit for review a complete Mechanical Plan for approval of FSI prior to
installation:

o Plans and details of Mechanical Plan with proper sizes of ducts, kitchen hood, kitchen
exhaust fan, legend and abbreviations. (Mechanical Plan includes exhaust duct layout and
hood requirements).

o Plans of cooking equipment layout with equipment schedule complete with electrical
power, gas, exhaust CMH, water, drain and other requirements.

o Technical Specifications

o Detailed design computation

o All documents shall be signed and sealed by a Professional Mechanical Engineer.

 The provision for foodcourt leasable spaces and food Merchants at the mall is a main kitchen
exhaust duct. Merchants are required to install/tap kitchen ductwork from exhaust hood to the
main kitchen exhaust duct based on their kitchen layout. However, if Merchants requirement is
greater than FSI’s provision , the Merchant shall provide a separate exhaust duct on Merchants
expense. New ducting provision by Merchant shall be for the approval of FSI.

 All additional exhaust duct of Merchants shall be gauge # 18, B.I. sheet and insulated with 50mm
thk., 48 kg/cu. mts. fiberglass insulation with aluminum foil reinforcement. Horizontal exhaust
duct runs shall slope a minimum of 2% towards exhaust hood or grease reservoir.

 Merchant shall provide special exhaust systems including exhaust duct and equipment to prevent
smoke, odor, moisture and heat from entering into the mall air-conditioning system supplying
common areas of the mall. Merchant shall maintain their space slightly negative with a maximum
make-up air from the mall common areas of 20% of the total Merchant exhaust. Merchant to
submit calculations.

 Foodcourt kitchen areas are provided with Fresh Air Duct and Exhaust Duct. While for the food
display area, it is provided with AC duct.

 Retail areas for restaurant application shall be provided by its Merchant, the necessary kitchen
exhaust fan including duct connection to hoods and discharge duct with backdraft damper to main
kitchen exhaust duct header provisions. Merchant shall also provide fresh air fan and ductwork
from main fresh air duct provision.

 Kitchen shall be equipped with U.L. listed hoods, over cooking areas and equipment. Filters of
hoods shall be stainless steel baffle type for equipment producting grease laden air. Wire mesh
filters are for hoods exhausting steam or heat only (non-grease laden air).

 Kitchen exhaust fan shall be the utility type blower, bottom horizontal discharge and U.L. listed,
complete with bottom drain and access door for cleaning. Static pressure calculation should
consider the main header/riser maximum flow based on 2500 FPM max., route of main exhaust
duct header/riser is available from FSI.

 Exhaust CMH of all kitchen hoods will be subject to review of FSI and if excessive, the
recommended exhaust CMH will be provided and used.

 The cost of additional exhaust system not included on FSI’s provision shall be on Merchants
account.

 Prior to closure of ceiling, a final inspection by FSI representative is required to verify the actual
installation if it complies the mechanical specification and guidelines. A written approval is
required.

 Access manhole along kitchen areas should be provided for servicing of equipment, valves, duct
cleaning etc. of at least 0.60m x 0.60m to be provided with locks for security purposes.

Air-Conditioning System

 All Merchants shall submit for review a complete Mechanical Plan for approval of FSI prior to
installation:

o Plans and details of Mechanical Plan with proper sizes of ducts, legend and abbreviations

o Technical Specifications

o Detailed design computation

o All documents shall be signed and sealed by Professional Mechanical Engineer

 Main chilled water lines are provided along corridors with stub-outs for Merchant areas.
Merchants will provide piping from main chilled waterline stub-outs, FCU with supply ductwork.

 Branches of ductworks and AC diffuser shall be of Merchant’s account.

 Provide proper ventilation or air return in your leased area.

 All AC duct insulation shall be of fiberglass insulation with aluminum foil reinforcement.

 All chilled water piping system valves and other monitoring instruments per AHU / FCU should
not be adjusted after testing and balancing of the system. All adjustments shall be subjected to the
consultants approval.

 All AHU’s and FCU’s condensate drain line are dedicated lines and should not serve to drain
other liquids.

 All tests and cleaning to be completed and submitted to FSI before Merchant system is connected
to the main system.

 Each shop is provided with chilled water pipe provisions with isolation valves. The necessary
pipe connections from these valves including fan coil unit, two-way control valve, room or return
air thermostat, fan switch shall be provided by the Merchant/shop owner. The necessary
equipment, control valves, etc. shall be in accordance with the specifications of FSI.

 Drainpipe of appropriate size running from the AHU/FCU units down to the floor terminating to
FSI drainline provision shall be concealed with concrete tapping.

3.2 Plumbing System

 All Merchants shall submit for review a complete Plumbing/Sanitary Plan for approval of FSI
prior to installation.

o Plans and isometry and details of plumbing/sanitary plan with proper sizes of pipes,
legend and abbreviations.

o Technical Specifications

o Detailed design computation

o All documents shall be duly signed and sealed by a Registered Sanitary Engineer

 All Plumbing works shall be done in accordance with the latest Plumbing Code of Philippines
and of the local ordinances. It should also conform with the general specifications of FSI.

 Only one tapping point is allowed per Merchant

 Provide standard clamp hangers for sewer line under slab.

 All clean-out must be floor mounted.

 Cold water supply shall be provided with union patent to Cold Water Line stub-out.

 Provide wye connection for tapping and clean-out for every change in direction for every length
of pipes.

 Use crystallization process waterproofing on areas like toilets, kitchen, food handling areas,
laboratory for photo developing and optical shops and other areas with relative condition or type
of use.

 Waterproofing is subject to 24-hour flood testing and inspection prior to floor tapping.

 Use G.I. schedule 40 for cold waterline.

 Use cast iron pipe for sewer line using steam washing and PVC for ordinary sewer. Verify actual
condition on site to match existing provision.

 Provide 15 GPM grease trap minimum capacity for kitchen sink.

 Indicate location of water meter on plan.

 Provide water meter duly calibrated/tested by MWSS.

 Prior to tapping of Merchant’s sewer line to the existing stub-out, FSI will conduct final
inspection.

 The cost of Sanitary or Plumbing System inside leased area shall be on Merchants Account.

 For Merchants Sanitary, vent and water line shall conform with the general specifications.

 Where the plans require the Merchant to make a connection to the FSI’s water supply and/or
drainage services, the Merchant then is responsible for all maintenance, repair, removal, renewal

and replacement of such pipes from the point of connection to the FSI’s vertical riser or dropping
pipes.

 For installation purposes, the following specification shall be strictly compiled with:

o Water supply piping an valves to be installed shall withstand a hydraulic pressure test of
not less than 10.65 kg/sq.cm (150 psi)

o All cleaning to be completed and submitted to FSI before Merchant system will be
connected to main system.

3.3 Gas Line Works

 All Merchants shall submit for review a complete Mechanical Plan for approval of FSI prior to
installation:

o Plans and details of Mechanical Plan with proper sizes and capacity, legend and
abbreviation.

o Technical Specification

o Detailed design computation

o All documents shall be signed and sealed by a Professional Mechanical Engineer

 All Food Merchants in the mall is provided with a main gas line with pipe stub-outs, to connect to
their main kitchen equipment.

 Merchants shall provide accessible ceiling directly below the main gas lines for regular inspection
by the FSI Representative.

 Each Food Merchant shall be provided with a gas meter based on equipment demand, where
easily accessible, and provided with a gas leak detector. Gas meters will remain in the property of
FSI.

 All gas piping shall be schedule 40 B.I. pipe, pressure tested based on mechanical specifications
of FSI for schedule 40 pipe and shall be witnessed prior to connection on main gas pipe.

 Should a Merchant require a bigger gas connection than provided, they shall submit a formal
request to the FSI’s management upon which an approval and schedule of work will be issued to
the Merchant. All cost of new connection shall be Merchant’s account.

 Prior to closure of ceiling, a final inspection by FSI representative is required to verify the actual
installation if it complies with the mechanical specification and guideline. A written approval is
required.

3.3 Electrical Works

 All Merchants shall submit for review a complete electrical plan in conformance with FSI
specifications and guidelines and with accordance to the latest edition of PEC prior to
implementation.

o General notes and specifications of lighting fixtures, wires, conduits, raceways, circuit
breakers and other essential items.

 Food merchants are provided with 3-phase, 230 V, 60 Hz power supply both for normal and
emergency with emergency supply not exceeding 50% of the total power requirements. Please
take note that emergency provision is connected to the mall’s ATS and therefore there is no need
to install Manual Transfer Switch on merchant’s side. The exhaust and fresh air blower,
refrigerator, freezer, chiller and outlet for P.O.S. shall be tapped to the emergency power
provision.

o Non-food merchants are usually provided with single-phase, 230 V, 60 Hz power supply
except for some large leased area where 3-phase are provided.

o The allowable maximum provision for emergency load is 120 Watts per 90 m2. (For non-
food merchant only)

o Provide Manual Transfer Switch (MTS) non-fusible for emergency power operation. (For
non-food merchant only)

 Power upgrading works if necessary shall be for the merchant’s account.

 Use Bolt-on type molded case circuit breaker for all panelboard and enclosed circuit breaker.

 Electrical piping installation shall be RSC or IMC. EMT may be used provided it is not installed
on exposed location. Rigid PVC pipes (orange) shall be used for auxiliary and communications
wiring only.

 Use solid wire for sizes no. 10 AWG (2.6 mmO) and no. 12 AWG (2.0 mmO). Minimum size of
wire shall be 2.0 mmO.

 Flexible metal conduit with fittings shall be the only installation allowed from junction box to
fixtures (maintain a maximum length of 12 inches)

 All junction / utility boxes or pull boxes shall be covered with blank metal plate including open
slot of panel board if any.

 Use flat/angle bar with U-bolt or C-clamp as hanger or support to all piping installation.

 Fluorescent fixtures for lighting and signage’s purposes must be in metal encasement with high
power factor (HPF) ballast.

 Provide night security pilot lights (low wattage) connected on emergency circuit installed at
selling or dining area.

 Provide trouble lights above ceiling with separate switch connected to emergency circuit.

 Open wiring and splicing outside of junction boxes is strictly prohibited.

 Splicing of high tension wires (neon cable) is strictly prohibited.

 Neon transformers, step-down transformers and Halogen ballast shall be enclosed and placed on
hanger/bracket at elevated level.

 AHU’s and FCU’s electrical consumption shall be metered at merchant’s account.

 Electric sub-meter shall be provided by FSI with corresponding meter deposit.

 Ultraviolet lights will be restricted on some areas wherein it may affect public’s health.

 Conduct insulation test (using megger tester) prior to termination of feeder to the power supply.
Testing shall be witnessed by FSI representative, merchant contractor to submit test result signed
by merchant.

 Load balancing test (for 3-phase system only) shall be conducted prior to store operation. Testing
shall be witnessed by FSI Representative. Merchant contractor to submit test result signed by
merchant.

 All electrical works and installations shall be under the direct supervision of a licensed Electrical
Practitioner.

3.4 Point of Sales

 Circuits for POS shall be in PVC conduit. Cost for any extension of wiring connections from
stub-out to the required location shall be chargeable to the Merchant; POS shall be connected to
the Emergency power.

 Location of POS shall specifically indicated on plan.

 FSI will provide a POS line for each Merchant. The line will come from the IDF to the
consolidation point located inside the Merchants area.

 Connection from the consolidation point to the POS will be Merchant’s responsibility.

 The Merchant should provide an access to the consolidation point for maintenance purposes.

 The Merchant should install a hub in case there will be more than one (1) POS unit installed.

 Merchant connection to the Mall’s network shall be by Category 5 cabling system.

 Anchor store will connect to the network by fiber optics cable and components compatible to
FSI’s equipment.

 Merchant should submit a POS Wiring Plan for FSI’s approval.

 The Merchant’s cabling system should conform with category 5 structured cabling standard
acceptable to FSI.

 Only FSI’s approved devices will be allowed to be connected to the network.

 Merchants with faulty POS systems will be disconnected from the network and the Merchant
should replace the faulty components immediately.

3.5 Penalties

 Penalties shall be established and imposed against people committing power pilferage.

4.1 Getting Ready

There are a number of stages that must be covered before you can begin operations. These involve
designing your premises, construction and pre-operational stages.

To make this process as smooth and problem-free as possible, we have developed a series of three (3) key
meetings, so that everyone involved can be kept aware of the status of the project and that the necessary
approvals can be obtained. The Tenant Relations Officer will co-ordinate these meetings and arrange
them to suit everyone involved.

We have prepared for your guide a Pre-Construction and Pre-Operational checklist and included a list of
documents required for the entire fit-out process.

4.2 The Starting Point

By far the most important step you need to make is to select a designer to not only provide the design
input and detailed design elements, but also to be responsible for the regular inspection of the fit-out
while it is in progress. Your designer must also provide final certification of the fit-out, ensuring it has
been built in accordance with the approved drawings.

Once you have appointed the approved designer, you will be given a set of drawings (at scale 1:50) which
detail the extent of your premises and the existing conditions and the finishes.

You and your designer may verify these plans with a full site inspection of your premises.

4.3 The First Meeting

The first meeting – at which you and your designer meets with the Tenant Relations Officer to discuss the
following:

 Overall theme and design criteria of your zone

 Design criteria for Architectural, Electrical, Plumbing and Sanitary, Mechanical

 Pre-construction document requirements

What and When to Accomplish?

 A colored storefront perspective on a 15” x 20” illustration board at scale 1:50m.

 Layout of proposed store design at 1:50 scale or larger:

o Floor plans showing interior design, fittings and fixtures, and shopfront layout

o Reflected ceiling plan showing bulkheads and lighting layout

o Typical interior elevations and sections showing the types of fixtures and materials for
the side and rear walls

o Shopfront elevations and sections showing the graphics and signage you propose and the
concept of the lighting

o Schematic layout for plumbing, electrical, mechanical, exhaust and air-conditioning

It may be to your advantage and benefit if you could provide the aforementioned for the initial comments
of FSI. These must be submitted to the Tenant Relations Officer within five (5) days of the design
briefing.

4.4 The Second Meeting


The Second Meeting – shall commence within five (5) days after the submission of storefront perspective
and layout to discuss the notations/ comments on the preliminary drawings to correct any conflict with the
design criteria and to finalize the details of your premises prior to the commencement of the final
drawings.

The release of approved plans will be done on the 8th and 10th day after submission and shall contain
comments and instructions that the Merchants contractors must understand and strictly implement.

Important Note: Any addition or changes to approved construction plans must be for the
approval of FSI prior to implementation.

4.5 The Third Meeting


The third meeting is designed for the Tenant Relations Officer to:

 Issue Construction Permit after the completion of all requirements as indicated in the Pre-
Construction Checklist. No approval for construction can be given until all the required
documents are received.

 Discuss and brief the Merchant and its representative on the general guidelines concerning
construction. Required permits and certificates will be provided for you to be guided accordingly.

5. What You Should Be Aware Of

5.0 Introduction
It is essential that in undertaking your tenancy, both your company and your sub-contractors observe the
construction requirements as set out by FSI.

It is in the interest of every Merchant that order is maintained and the standards of fit-out work continue.

You will need to comply to the specific timing laid down for any work carried out, the removal of
construction debris, the general behavior of workmen, the transport of materials through the mall, use of
the loading dock and any vibratory or noise generating activity.

It is your responsibility to ensure that your project manager and all your approved trade people are made
aware of their requirements, standards and timings set out in this document.

5.1 Site Turn-over


A turn-over of the Merchants space will immediately take place after the briefing where the Merchant
will confirm that all provisions in the leased area are present and in good condition in the TURN-OVER
FORM.

Turn-over of the leased area’s wooden enclosure will be included in the above form at the Merchant’s
expense. Charges will be reflected in their billing statement at month’s end.

5.2 Site Regulations

You and your fit-out contractor shall be responsible in making yourselves aware of and to strictly comply
with site regulations including but not limited to the following:

 General Rules

o Post a copy of the Building Permit and Construction Permit on the wooden enclosure of
the leased area and submit a copy of the same to the Tenant Relations Officer

o Construction plans approved by FSI should always be available at the job site.

o Provide a minimum of two (2) units, 10 lbs. ABC dry type chemical fire extinguisher at
the job site. The number required may increase due to the volume of hazard at the job
site.

 Deliver / Pull-out of Construction Supplies and Equipment

Designated entrances and exits shall be assigned for the movement of construction supplies and
equipment

A. TIME OF DELIVERIES

Corresponding overtime charges will apply beyond 11:00 pm

B. REQUIRED GATE PASSES

A gate pass from FSI should be secured and presented to the guards on duty signed by the
Authorized Representative of the Merchant and FSI for the following purposes:

o For the entry of ALL construction materials and equipment.

o For pull out of any equipment or excess materials and construction debris.

o Gatepass can be secured from 8:00am to 5:00pm only.

 Working Hours

24-hour construction is allowed upon securing approval from FSI. A security guard will be posted
for the extended hours with corresponding security charges for Merchants’ account.

Mall is Operational 7:00 am to 10:00 pm : Regular Working Hours

10:00 pm to 7:00 am : Overtime Working Hours

The following works shall only be allowed at the specific hours:

C. Spray painting and sanding works, application of wood preservatives and rugby shall only be
allowed after 11:00 pm and requires a permit from FSI at least 48-hours before the scheduled
work.

 Obstruction/ Construction Debris


TENANT MANUAL

Construction work shall only be allowed within the leased premises. Likewise, all construction
materials will not be permitted outside of the leased area or in any of the common areas of the
building. Construction debris and excess materials must be pulled out of the building every night.

 Identification Cards

FSI will issue ID cards which must be pinned at all times starting from the entry to the mall and while
within the premises.

ID’s must be surrendered to the FSI upon completion of construction and as a prerequisite to the
refund of the Construction Bond.

 Guidelines for Construction Workers

1. Drugs, liquor or other intoxicating drinks are not allowed.

2. Gambling, loitering, littering, cooking and smoking inside job site is not allowed.

3. Proper work attire must be observed. Undershirts, shorts, sandals or slippers and the like are
prohibited inside the job site. Those not in proper attire will not be allowed entry.

4. Shouting, use of indecent words, creating public disturbance is strictly prohibited.

5. Sleeping within the premises is prohibited

6. Maintain cleanliness and sanitation during construction. Urinating at job site is prohibited.

7. Observe all security and safety measures.

 Tapping of Utilities

Tapping of electrical, mechanical, sprinkler, and plumbing utilities must be done with the approval of
FSI through the WORK PERMIT. Electricity and water consumed during construction shall be
charged to the Merchant. Merchants without water facilities may use designated rest rooms to
generate water.

 Testing and Commissioning

The Merchant shall inform FSI through the WORK PERMIT FORM at least three (3) days in
advance, to witness the following:

 Damage to Property

All workers should exercise utmost care of all the attachments and utilities of the building.
Occurrence of any losses or damages shall be charged accordingly against the Merchant’s
account.

The Mall’s common area floor tiles should be properly protected from any paint stains, welding
slag and/or other similar works which may cause any form of damage to the floor tiles.

5.3 FSI Site Inspections

Regular inspections of the Merchant’s construction shall be conducted by the representatives of the FSI
during the construction. All observations and instructions by inspectors shall be indicated in the Merchant
Construction Checklist and must be taken note of and strictly followed to ascertain that it conforms with
the approved plans and guidelines.

FSI may ask the Merchant to redo the work if it does not conform to the approved plans or may redo the
work at the expense o the Merchant.

6. When do you open?

Only upon the issuance of the CLEARANCE TO OPERATE can a Merchant start its operations. This can
be achieved only upon the Merchant’s compliance to the Final Inspection Report and Pre-Operations
Document requirements.

Please note that the pre-requisite to the release of Construction Bond is the compliance of the Merchant to
submit all required and pertinent documents as well as the corrections of all the construction deficiencies.
It is only then that a Certificate of Compliance can be issued.

6.0 Final Inspection

File a request for FINAL INSPECTION with the Tenant Relations Officer seven (7) days before intended
store opening.

A FINAL INSPECTION REPORT shall be submitted to the Merchant indicating all deficiencies
observed during the final inspection. The FSI has the right to restrain store opening depending on the
degree of deficiencies stipulated in the Final Inspection Report.

Upon Merchant’s compliance to the instruction on the Final Inspection Report a CLEARANCE TO
OPERATE (CO) shall be issued by FSI as an approval to start store operations.

6.1 Pre-Operations Requirements

 Documents

Submit copies of the following documents:

o Mayor’s Business Permit

o Certificate of Occupancy (Municipal Engineers Office)

o Mechanical, Sanitary/Plumbing permit (Municipal Engineers Office)

o Certificate of Final Electrical Inspection (Municipal Engineers Office)

o Fire Safety Certificate (Municipal Fire Dept.)

o Signage Permit (Municipal Engineers Office)

o Fire Insurance Coverage

o Comprehensive General Liability Insurance (CGL) coverage for bodily injury and
property damage

o List and ID pictures (colored 1” x 1”) of all employees assigned to the branch

 Charges

Pay all overdue rental charges and/or accounts

 Pre-Operations Briefing

Store Owner and Store Manager to attend the PRE-OPERATIONS BRIEFING scheduled by the
TENANT RELATIONS OFFICER. The purpose of the briefing is to orient the Merchant and
Store Manager on the Mall Houserules and Implementing Guidelines.

7.2 Release of Construction Bond

 What’s to be done:

o Surrender all construction workers’ ID cards.

o Complete the submission of all gov’t permits

o Installation of POS connected to FSI main terminal duly registered with the Bureau of
Internal Revenue

o Complete all construction deficiencies left undone within 15 days after release of CO.
Otherwise, FSI will do the necessary work using the Merchants unreleased construction
bond.
